Shanghai International College of Intellectual Property (SICIP) of Tongji University was established on November 17th,
2016 under the support of the World Intellectual Property Organization (WIPO), the State Intellectual Property Office
of the People’s Republic of China (SIPO) and Shanghai Municipal Government. Currently, SICIP has two international
programs, namely, WIPO-Tongji Master's Degree Program in Intellectual Property Law with Specialization in Design
(MIP in Design) (WIPO-Tongji MIP) and the Belt and Road Master Degree Program in Intellectual Property (B&R MIP).
Under the strong support of SIPO and Shanghai Municipal Government, SICIP obtained excellent achievements in the
year of 2017 in the fields of college construction, discipline building, academic research, talent cultivation,
internationalization, think tank establishment and college management. Please refer to the details of our
achievements in the annual report.
Over the next five years, SICIP aims to build a world-class intellectual property talent training base and cultivate high-
end compound talents who have technological background, proficiency in management and law, capability of
international communication and competency for international intellectual property affairs; to establish top
international intellectual property discipline taking sustainable development as the guidance so as to support
Shanghai to become the innovation center with global influence and Asian-Pacific intellectual property center; as well
as to own a think tank with global influence to serve the national strategy of innovation-driven development, the Belt
and Road construction and construction of a powerful nation of intellectual property.

FROM THE DEAN
Tongji University formally started the construction ofintellectual property discipline in 2003 under thesupport of the State Intellectual Property Office of thePeople’s Republic of China (SIPO), China Academy ofSocial Sciences (CASS) and Max Planck Institute (MPI)for Innovation and Competition (formerly MPI forIntellectual Property, Competition and Tax Law). TongjiUniversity has established Intellectual PropertyDoctoral program as the second-level discipline underthe first-level discipline of management science andengineering, which heretofore has cultivated morethan 30 doctors with international vision andinterdisciplinary composite knowledge structure. Thetalent cultivation in intellectual property discipline inTongji University has earned a high degree ofrecognition and praise from the society. Under theguidance of concept of internationalization,perspectiveness and practicability and relying on thetraditional advantages in cooperation with Germanyand strength of science and engineering, TongjiUniversity gathers a number of famous domestic andforeign experts and scholars, and connects talentstraining and academic research with national andregional economic and social development to lay agood foundation of intellectual property education andresearch strength that reaches the first-class level bothin China and in the world.The intellectual property discipline of Tongji Universitygathers many well-known intellectual propertyscholars in China and a group of potential youngscholars. Among them, three scholars are nominatedas members of the National Intellectual Property
Expert Advisory Committee. Meanwhile, TongjiUniversity devotes itself to bringing in well-knownintellectual property scholars in China and abroad asadjunct professors and appointing well-known judgesand lawyers in the intellectual property field assupervisors to guide students’ legal practice.Tongji University is the first and the only university inChina (including Hong Kong, Macao and Taiwan) thatjointly develops the Joint-Master Degree Program incooperation with the WIPO (Tongji-WIPO MIP inDesign). Meanwhile, Tongji University is also the firstuniversity in China to undertake the Belt and RoadMaster Degree Program in Intellectual Property withChinese Government Intellectual Property Scholarshipcommissioned by the Ministry of Education and SIPO.The intellectual property discipline of Tongji Universitykeeps a long-term relationship with HumboldtUniversity (Germany), University of Konstanz(Germany), Max Planck Institute for Innovation andCompetition (Germany), Turin Polytechnic University(Italy), University of Florence (Italy), Hanken School ofEconomics (Finland), the United States Patent andTrademark Office, George Washington University(U.S.A.) and Russian Federal Institute of IndustrialProperty. So far, the intellectual property discipline ofTongji University has hosted 12 “Tongji-BayerIntellectual Property International Forum” and “China-EU IPR Judges Forum” as regular events; organized“2015 IP Training for Developing Countries” (in English)benefiting 34 intellectual property officers from 18countries along the Belt and Road, and the

“Chinese Intellectual Property System Training Program”(in English) from 2012 to 2014 providing training for 60patent examiners from developed countries such as theUnited States, Germany and Japan; as well ascollaborated with the MPI for Innovation andCompetition to host 5 high-level talent trainings for“Millions of Talents Projects” of SIPO, withapproximately 100 trainees participated.In recent years, the faculty members in the intellectualproperty discipline have successfully applied 10research projects at the national level and more than30 research projects at the ministerial and provinciallevel as principal investigators, including 3 MajorProjects and 1 Key Project of the National SocialScience Fund of China and published more than 100papers in the core academic journals of China.From January 2012 to June 2016, the faculty membersin the intellectual property discipline have completedmore than 30 research reports on the topic ofintellectual property matters and 7 emergencyresearch reports concerning important nationalintellectual property policy decision, published morethan 30 “IP Information Express” (10 were commentedby the leaders of SIPO) and 6 “Work Dynamics”(delivered by the Office of the Inter-Ministerial JointMeeting on the Implementation of National IntellectualProperty Strategy to leaders of the State Council andtwo related ministries and departments), providedmore than 10 policy proposals for related departmentsof national and Shanghai municipal governments onrelated intellectual property matters, as well assupplied 3 expert proposals for the State Council to
draft related documents. The articles “Building China asA Powerful IPR Nation” and “Intellectual PropertyIntensive Industries on China’s Economy” are fullyreflected in the “Certain Opinions on Accelerating theConstruction of China’s Strong Power in IntellectualProperty under the New Situation” issued by the StateCouncil on December 22, 2015. The series articles on“Protection and Management of Intellectual Propertyin the Free Trade Zone” were submitted to the relatedleaders of the State Council, the Central Office, theGeneral Office of the State Council, 28 ministries andcommissions of the State Council and ShanghaiMunicipal Government, with part of the suggestions inthe series articles having been implemented inShanghai.The faculty members of the intellectual propertydisciplines of Tongji University worked as heads of theChinese experts group and key members of theministerial level “Sino-EU Dialogue on Innovation andCooperation”. The opinions provided in the Dialogue bythe faculty members on intellectual property, technicalstandards, market access and national treatmentactively facilitated the smooth progress of the “Sino-EUDialogue on Innovation and Cooperation” and mutualbenefit and win-win cooperation between China andthe European Union. In addition, the intellectualproperty discipline of Tongji University hosted 8Training Seminars for National High-level Staff including200 people trained, 1 Training Seminar for NationalIntellectual Property Leading Talents and a number ofSeminars for Provincial-level Advanced IntellectualProperty Research.

The 2017 Orientation Ceremony for new students of SICIP and for WIPO-Tongji MIP in Design and the Belt and Road
MIP was held in room 1002 of Zhonghe Building on September 19th, 2017. The following invited guests have attended
the Orientation Ceremony and offered blessings and expectations for the new students: Mr. Sherif Saadallah,
Executive Director of WIPO Academy, Mr. He Zhimin, the Deputy Director of SIPO, Mr. Wu Kai, the Director of the
International Cooperation Division of SIPO, Mr. Wu Xielin, the Deputy Secretary General of Shanghai Municipal
Government, Prof. Zhong Zhihua, the President of Tongji University, Mr. Pei Gang, the former President of Tongji
University, Mr. Jiang Bo, the Vice-president of Tongji University, and the representatives from Shanghai High People’s
Court, Pudong New District People’s Court, Fudan University, China Eastern University of Political Science and Law and
other schools and faculties of Tongji University. 91 new students from 21 countries have attended the Orientation
Ceremony. The Director of Shanghai Intellectual Property Office Mr. Lv Guoqiang presided over the Orientation
Ceremony.
Mr. He Zhimin addressed that in recent years, cooperation between SIPO and WIPO has become increasingly close.
The WIPO-Tongji MIP in Design further promotes the implementation of the two parties’ intellectual property
cooperative agreement and is also the important achievement of deep cooperation of the two parties in talent
cultivation. The Belt and Road MIP is one important measure of SIPO for carrying out cooperation on national high-
level talent cultivation with countries along the Belt and Road. The implementation of the Belt and Road MIP will
provide strong talent support for development of intellectual property protection, improvement of intellectual
property environment and expansion of intellectual property international cooperation for countries along the Belt
and Road.
Mr. Sherif Saadallah introduced the work of WIPO and shared the development situation of other joint education
programs and students of WIPO Academy. He thought that the SICIP is the youngest and the most promising institute
among the cooperated institutes. WIPO will continue providing more support and help for the development of SICIP
programs in the future.
Mr. Wu Xielin expressed that establishment of SICIP is the important measure for implementing the Memorandum of
Understanding of Shanghai Municipal Government and WIPO, the important achievement of “Speeding Up the
Construction of Intellectual Property Center Cities in Asian-Pacific Region” and implementation of three rounds of

“Cooperation between Ministry and City” of SIPO and Shanghai Municipal Government, and the step of great strategic
significance that promotes Shanghai to build the rule of law, market and cultural environment in the intellectual
property field being international. Shanghai Municipal Government will provide wholehearted support for construction
of SICIP, focus on talent cultivation and development of discipline, integrate intellectual property teaching and
research sources in Shanghai and reinforce the support for funds and projects in order to create a good policy
environment for the development of SICIP.
President Zhong Zhihua on behalf Tongji University welcomed the new students from all over the world and expressed
his gratitude to leaders and experts for their care and supports on construction and development of SICIP. He
introduced the talent cultivation value and education achievements of Tongji University in recent years and hoped that
students should strive for integrated development in morality, health, capability, knowledge and aesthetic education
during the course that Tongji University takes roots in China and constructs a world-class university. Under the
guidance of WIPO, SIPO and Shanghai Municipal Government, Tongji University will certainly make SICIP to become the
base for cultivating international high-level intellectual property talents.

and talent cultivation pattern.
Prof. Arthur Wolff, the faculty representative, expressed his own understanding of the legal system and intellectual
property protection with Chinese characteristics. Ms. Chu Chu and Mr. Filip Simjanovski, student representatives
expressed their gratitude to SICIP for providing them with good study and research environment and equipping them
with excellent faculty members. They will study hard to become high-level intellectual property talents with capability
of international communication.

The Belt and Road Master Degree Program
in Intellectual Property
(B&R MIP)
Based on international cooperation and exchange of SIPO, the B&R
MIP aims to cultivate government officials of intellectual property
offices and professionals from countries along the Belt and Road and
friendly countries to China. The program has already enrolled 17
students from countries along the Belt and Road such as Russia, the
Republic of Belarus, Pakistan, Kyrgyzstan, Macedonia, the Republic of
Lithuania, Vietnam, the Philippines, etc.
WIPO-Tongji Master's Degree Program
in Intellectual Property
(WIPO-Tongji MIP)
Under the support of SIPO and Shanghai Municipal Government, WIPO
and Tongji University signed agreement on jointly cultivation of master
degree students in the intellectual property field on November 16th,
2016. The program adopts internationalized and close-to-practice
teaching models with teaching language in English, designs courses in
interdisciplinary and modularized teaching style and invites
international and extracurricular experts to deliver 1/3 lectures
respectively.

2017 Tongji-SICIP Outstanding Students Summer School
From July 1st to 4th, 2017, SICIP hosted the 2017 Outstanding Students Summer School. Through online
application and selection at all levels in SICIP, 35 outstanding students from 27 universities in 12 majors
participated in the Summer School.
In the Summer School, SICIP hosted high-quality lectures and carried out practice teaching. Students went to
the Unitalen Law Firm and Pudong New District People’s Court for visiting and study and made conversations
face to face with well-known lawyers and proficient judges. 30 students took the Excellent Student Award
after assessment.
The Summer School featuring with strong intellectual property discipline in Tongji University, aims to attract
and promote exchanges between intellectual property experts and young students, to deepen the
understanding of excellent students from various universities in Tongji’s intellectual property discipline and
international study in SICIP, to enhance the reputation and social influence of the intellectual property
discipline of Tongji University, and to attract more excellent students to devote themselves to the
development of China’s intellectual property cause.

Construction of Discipline and Academic Research

In 2017, SICIP gathered discipline leaders, chief experts of Major Projects of National Social Science Fund of China
and members of the administrative team of SICIP to apply for the Interdisciplinary Doctoral Program in Intellectual
Property combining the disciplines of business administration, applied economics, biology, computer science and
technology, and design. The application got approval and support from a number of experts in well-known
universities of China, such as Fudan University, Shanghai Jiaotong University, Huazhong University of Science and
Technology, Zhongnan University of Economics and Law, and Dalian University of Technology. The application result
had been publicized on the website of the Ministry of Education and put on record. SICIP is actively preparing the
enrollment and cultivation plan for doctoral students in 2019.

In order to deeply implement the innovation-driven development strategy, the national intellectual property strategy
and the spirit of strengthening cooperation between universities and practical departments of the Ministry of
Education, the Tianjin Patent Examination Center of SIPO and SICIP of Tongji University signed cooperative agreements
on matters concerning intellectual property talent cultivation and innovation and application of intellectual property
especially in the aspect of medical issues relying on the advantages of research strength of Tongji University as well as
patent professionals and information sources of Tianjin Patent Examination Center.

On April 13rd, 2017, when the 17th World Intellectual Property Day was approaching, the “7th Oriental Rule of Law
Forum and Intellectual Property Legal Protection Symposium” was hosted by SICIP and Shanghai Pudong New District
People’s Court and the Practice Base cooperated by SICIP and Pudong New District People’s Court was unveiled. The
Director of Shanghai Intellectual Property Office Mr. Lv Guoqiang, the Vice-president of Tongji University Mr. Jiang Bo,
the Vice-president of Shanghai Law Association Mr. Shi Jixiong, and the President of Pudong New District People’s Court
Mr. Zhang Bin attended the symposium and gave speeches. The Vice-president of Pudong New District People’s Court
Mr. Zhu Dan presided at the symposium.
