Page 12 TONAWANDA NEWS Tuesday, January 2 1 , 1958 GOP Foreign Aid Proposal Faces Congressional Battle WASHINGTON 'IP* - Senate Republican Leader William F.j Know land said today that foreign j aid and reciprocal trade, two of President Eisenhower's key legis- lative proposals, are in for stiff fights in Congress. But the California senator pre-! dieted both will pass in some form although possibly in weaker form than the President wants. At the same time Knowland toldj reporters he is unswerving in hiSj opposition to continued military or economic aid to Marshal Tito's Yugoslav Communist government. Knowland left his GOP leader's chair last year to lead an unsuc- cessful fight against aid to Tito. Military aid to Yugoslavia has since been scrapped but economic help apparently will continue. The Republican Senate leader made the statements as the Sen- ate Foreign Relations Committee, of which he is a member, pre- pared to question George V. Allen, President Eisenhower's nominee for director of the U.S. Informa- tion Agency, about his plans for the agency. The President has asked for in- creased funds for the USIA which ran into considerable congression• al criticism last year when it was headed by Arthur Larson, so-1 called philosopher of "modern Re- publicanism." Allen's nomination was not ex-! pected to have serious trouble in the Senate. Eisenhower has stressed the need for foreign aid, expansion of the reciprocal trade program and expansion of the Information Agency as key points in the U.S. counter-offensive to Russia's eco- nomic and psychological ad- vances. Most parents and teachers are Apalachin Grand Jury Reconvenes OWEGO <UP>—A Tioga County grand jury reconvened here today to begin taking testimony from the first of two dozen or more hoodlums and their associates who attended the gangland con- vention at Apalachin, N. Y., last Nov. 14. There was little indication, how- ever, that any of the subpoenaed hoods would tell the reason for the meeting of 65 underworld characters at the palatial home of Joseph Barbara near Endicott.' On the basis of past experiences there was considerable reason to believe that many would hide be- hind the protective Fifth Amend- ment. At least 28 of the "guests" have been subpoenaed. Topping the list, and likely to be the first called, is Roy Carlisi, a Buffalo club I owner. Carlisi joined the long list of others who refused to talk about the meeting or give the commit- tee any kind of answers as to why- it was called. Mrs. Joseph Barbara, wife of the convention host, reportedly has been subpoenaed for today's session, but officials refused to confirm or deny the report. In its last session, the grand jury heard from State Police Ser- geant Edgar Croswell and about I a dozen other state troopers who ! staged the "raid" on the Barbara j home and broke up the gangland j meeting. At least seven of the delegates appeared last Friday, including Joseph Barbara Jr., son of the convention host. A new subpoena date was set for Barbara who is scheduled to appear Jan. 24. Dist. Atty.     GOP Foreign Aid Proposal Faces Congressional Battle

    WASHINGTON ' I P * - Senate Republican Leader William F.j Know land said today that foreign j aid and reciprocal trade, two of President Eisenhower's key legis-lative proposals, are in for stiff fights in Congress.

    But the California senator pre-! dieted both will pass in some form although possibly in weaker form than the President wants.

    At the same time Knowland toldj reporters he is unswerving in hiSj opposition to continued military or economic aid to Marshal Tito's Yugoslav Communist government. Knowland left his GOP leader's chair last year to lead an unsuc-cessful fight against aid to Tito. Military aid to Yugoslavia has since been scrapped but economic help apparently will continue.

    The Republican Senate leader made the statements as the Sen-ate Foreign Relations Committee, of which he is a member, pre-pared to question George V. Allen, President Eisenhower's nominee for director of the U.S. Informa-tion Agency, about his plans for the agency.

    The President has asked for in-

    creased funds for the USIA which ran into considerable congression• al criticism last year when it was headed by Arthur Larson, so-1 called philosopher of "modern Re-publicanism."

    Allen's nomination was not ex-! pected to have serious trouble in the Senate.

    Eisenhower has stressed the need for foreign aid, expansion of the reciprocal trade program and expansion of the Information Agency as key points in the U.S. counter-offensive to Russia's eco-nomic and psychological ad-vances.
