A famous Sanskrit quote says:

Means “Knowledge is human's third eye.”

Knowledge is a human's third eye that's why it is said that knowledge not

only gives an individual a confidence to succeed but also an enhanced

vision of unexplored dimensions of which most people are unaware. The

third eye of every individual is different with respect to their field of

specialization. For example Doctors in the field of medicine, Engineers in

the field of construction, Teachers in the field of education etc. have

different type of third eye i.e. their knowledge in particular field.

After living and working in England for many years, I got an opportunity to

learn many things especially their taxation system, traffic and

transportation system and various government and private practices in

Europe especially England, Norway and Denmark. I realized that living

abroad and earning money for me should not be the ultimate aim of my life.

I therefore decided to return to my country and must try to benefit my

people by sharing my experience to contribute for the development of my

nation.

I came back to India in 2008, and initiated a thought of developed India in

an under privileged sections of our society, who is uneducated and also

living an unorganized life. I am glad to say that I got very exciting results

and these results further encouraged me to study the present condition of

India. I then collected some comparative data of different European

countries and tried to compare the statistics with India. On the basis of

these data it is quite easy to establish an amazing fact that even in present

situation; India is still not only a Golden Bird but also a Golden Elephant.

India is still one of the richest and the prosperous countries of the world.

I am presenting India's current problems and solutions in this book and

expect that you would spare some time for the sake of your country to read

it. With utmost confidence I can assure you that reading and understanding

this book would be your first step to change and develop our country.

I am very enthusiastic about the changes in my county which I believe have

already begun. We together as a team can make our India a civilized

OBJECTIVE OF JAAGRATI FOUNDATION :

To make India a developed and prosperous nation.

A Developed Nation, as defined globally is: “A nation where every individual gets an equal opportunity to make use of all the available services and resources of that country equitably.”

That means any country where every citizen gets education, health services, facilities, and opportunities, equitably are called Developed Countries.

Every citizen of a country should get at least equal opportunity and equal rights. “Living happy life is not a destiny but also a right of every citizen.”

The present condition of the country reminds me of a Sanskrit Shloka:

“ nso nso dk iq#"kkonfUr! ”

This means a person who doesn't do anything and totally dependent on God for things to happen is a coward. We have a culture that says work is worship. Work towards your goal and you will definitely achieve success but before this it is essential for all of us to look upon the gravity of the situation and give ourselves a reality check.

So, its time we should think and discuss about making our

country a developed and corruption free Nation. But the question

arises, HOW TO DO THIS ?

To understand this we must understand few important points.

India is a great country and has a great culture. India is a holy land of saints and has a glorious past. There was a time in the history, when India had its impact on the world map. We were ahead in almost all fields like medicine, industries, education, exports etc. It is true that we were even known as a Golden bird. When I listen to the glorious past of the country, it often reminds me of a Hindi Quotation:

This means that we keep talking about our past and our history but seem least bothered with what is actually happening in the present. We talk about our forefathers, and our ancestral times but can we see the present situation of our country that where do we stand today ?

Is it acceptable to be satisfied with the past and do nothing about our present ? Is it acceptable to cry about our present situation and live as a nation that is counted among poor Nations ?

Let's discuss the present condition of our country :

Let's accept that we were one of the most prosperous and richest countries in the past but then a strong question arises.

If we were so prosperous and rich in the past and even our country was known as a Golden Bird then why are we now considered among one of the poorest countries ?

What happened to us that we landed up in this situation ?

The reason is very simple:

When the head of the family is incapable and cannot forecast and

plan accordingly for the future requirements of a house.

OR

When he cannot provide facility to all the family members

impartially and equitably.

OR

He lacks vision and unable to make policies for fulfilling the

needs of every individual in the family.

OR

He is no more a trustworthy person and nobody in the house trusts

him.

OR

He only favors few people in the house.

Then he is not a good leader and such leadership will lead to a lack

of happiness in the house. Moreover his behavior will provoke

family members to become selfish.

This is a basic rule that insecurity leads to develop selfish behavior.

The house with inequality invites trouble for the family; the same condition is with our country and the result of which is Corruption, Social Imbalance, Unemployment, Poverty, Illiteracy, Racism, and Increased insecurity among people ,which is making them more selfish.

This shows the reason for India's current condition where most of

the people are becoming selfish because of insecurity and

instability in the society. This doesn't mean that we don't have a

solution to all these problems.

The existence of a problem indicates that an idea to solve that problem is lacking.

It's time we discuss core issues of our country and put the first step in making our country as it used to be.

It is generally said that :–

We were invaded by Mughals hence we became poor.We were invaded by the British hence we are poor.Some of our businessmen and few politicians have deposited their unaccounted money in Swiss banks; hence we are left with no money and became poor.Yes ! It is true that we were robbed many times. First by foreigners and later by our own people..

Don’t be negative please !It is not too late; it's time to analyze the problems and work accordingly to see India with a brighter future. We Indians are very strong and powerful people and together as a team, we can make a difference.

You would be surprised to know that even in today's condition, India is still the richest country in the world.

…How ?

Very easily we accept this false fact of India being a poor country.

I lived in Europe for many years and understood their systems

very closely. On the basis of my understanding I can proudly say

that India is the richest country in the world. When I call it richest,

I don't include the Gold available in the country, money deposited

in Swiss banks, geographical and human resources of our country

and I also don't include the money lost in corruption.

Now I am sure, you will have a pretty obvious question in your mind that if I don't include the money lost in corruption, the money in Swiss bank etc. and still manage to call India the richest country in the world then where is money ?

Why India looks like a poor country ?

If one takes India as a household then its condition is where it has

lots of sons but none of them contributes in the family. Some of

them earn more and some very less but as mentioned earlier, no

one contributes anything in the house. The result of which is that

some look rich and some poor but the house always look poor

because no one is bothered about the household. On asking the

reason for the non-contribution, the obvious answer would be

“ T H E H E A D O F T H E FA M I LY I S N E I T H E R

TRUSTWORTHY NOR CAPABLE OF MANAGING THE

HOUSE.” Hence everyone is bothered about getting their own

arrangements made and not bothering about others in the family.

Let's see the consequences of such conditions:

•NORWAY is world's richest country. Population: 4.5 million, VAT rate: 8% - 25%, Income Tax: 28% - 49%.

•DENMARK is another spot in the list of rich countries.

Population: 5.5 million, VAT rate: flat 25% this includes

everything from a bow to the shoe, Income Tax: 38% - 59%.

•SWEEDEN is another rich country, claimed to be among top

10 richest countries of the world. Population: 9.3 million, VAT

rate: 25%, Income Tax: up-to 59.14%.

Moreover, one should understand that when everyone pays VAT on everything, starting from buying a pen to buying a car, the country becomes rich and capable to put every individual on a common growth platform.One needs to know that these countries have a system called Progressive Tax, where a person who earns more will pay more and the one who earns less will pay less tax. The government just takes care of basic necessities of every person equitably.

This kind of a system is also called Sharing Income. Hence these countries don't have any person in particular, who is a multi-millionaire or the richest in the world but on the contrary all citizens look happy and prosperous. The consequence of such a system is that the Government gets enough funds to serve the people equitably and more efficiently. Even people are not jealous of rich people as they pay more tax. These countries do not have a record of crimes like kidnaping or extortion.

With equal opportunity comes prosperity and with prosperity comes satisfaction. Where there is satisfaction, there is always less crime.

When a person gets all his basic needs and demands fulfilled then he doesn't need to worry about his survival. This system

go to a good school whereas others who don't earn much will be in very bad condition. Their children would either quit education or would indulge into child labor to earn extra money for the family. This kind of a condition would lead to an imbalance in the house.

The present condition of India is somewhat similar, where some individuals are so rich that they are in top 10 among world's richest people and on the other hand there are some who don't even get their daily meals without sufferings. A country with such inequalities can never sustain happiness.

In this context, the solution to bring happiness in a country is to provide equal opportunities and at least fulfill basic needs of every individual equitably.

Let's try to find out a solution to this problem:

To run a proper household, all the members should deposit some

amount from their income to the head of a family as taxes. Now it

is the responsibility of the head to ensure that all basic needs of all

the members are fulfilled equitably. For example: equal quality

education, equal health facilities, food, shelter, etc. Such kind of a

system will ensure that as far as basic needs are concern, there is

no dispute in the family and every one stands equal on one

platform. Everyone will get equal opportunities to make use of

available resources. If this happens, not only the house would

look happy and prosperous but also all house mates would feel

happy and safe.

Have we ever tried to find out why few countries look very rich and prosperous ?

arrangements. Normally when we talk of Corruption, it is mainly based on the political scams either by government officials or politicians. This is a burning issue which is LARGELY responsible for deterioration of a country but there is something more to it which is killing our country like a slow poison. It is something nobody wants to discuss or is unaware of, which involves every individual.

Let's analyze the following examples:

The motive behind telling you these examples is to make you understand that these are the basic reasons which hamper the growth of our country and makes it look like a poor country even when it is not.

Here are some examples :-

•I went to a wood store and bought some plywood worth

Rs.20,000/-. The shopkeeper writes something on a small piece of paper, which he calls a bill and gave it to me. I asked for a proper bill. He said “A proper bill means 12.5% VAT”, which counts up to: 12.5% of 20,000 i.e. Rs.2,500/-. The shopkeeper motivates me to evade a VAT of Rs.2,500, whereas he plans to evade Income Tax of approximately Rs.1000/- on a sale of just Rs.20,000/-. This means a total revenue loss to the state was of Rs.3,500 approximately on a small sale of Rs.20,000. This example is just an incident from a shop in a small city; just imagine the big picture, where a Revenue loss of millions is taking place just because WE DO NOT ASK FOR A BILL. Here we must not generalize that every shopkeeper or seller is the same but in present scenario, everyone thinks

motivates citizens to participate into positive activities. This not only gives them security but also reduces the crime rate.

There are TWO reasons that lead to increase in crimes in any country:

1) Weak law in a country and lack of fear of law among

people.

2) Inequality in society.

When there is an equality in the society, the society looks much more prosperous and happy.

It is ironic that these countries quoted above, appear to be very small on the world map but hold a major spot in global prosperity map. The citizens of these countries have to follow a strict system set up by the government and being honest and loyal is the only option available to every citizen. These countries have a strict taxation policy where every individual needs to pay compulsory taxes which mean their system forces a person to stay faithful and responsible towards the country leaving them with no other option. Fulfillment of basic requirements of their citizens equitably makes those countries prosperous and developed.

On the contrary, we need to see how we are constantly

damaging our country's economy and also our future.

Let's see how….If we picture India in current frame, we see scams, black money, corruption and other losses to the country which total up to a value of multi billion dollars. Many examples of government officers involved in multi-million dollar scams reminds me of the same household problem where the HEAD of the FAMILY is incapable and everyone has to take care of their own

that tax evasion is a smart way of making money.

•This example is from a sweet shop. Again for the realization of a big picture and our unawareness that lead to a loss of millions of rupees every day. I bought some sweet worth Rs.240 and some snacks worth Rs.52. The shopkeeper did not gave me the bill. According to the taxation system, sweet has applicable VAT rate of 5% i.e. Rs.12 on a sale of Rs.240 and on snacks the VAT rate is 14% i.e. Rs.7 on Rs.52. On a total sale of Rs.292 the state suffered a revenue loss of Rs.19. Suppose 2000 people go to this shop and make the same purchase as mine, then it is a total loss of Rs.38,000 every day and this is just a VAT evasion. I have not included Income Tax evasion here. Just by the VAT amount from that particular shop if properly paid, can give employment to 114 people with Rs.10,000 salary per month just to clean that area. If a market is clean without rubbish and dirt then it will certainly improve the business as well. It is commonly seen especially on a sweet shop that when you ask the price of a sweet, the shopkeeper will tell you Rs.240 per kg. If you take the bill it will say, “Sweet Price: Rs.228 per kg and VAT: Rs 12”. This clearly means that he is taking VAT from us on every sale but that VAT goes into his pocket when we don't take a bill.

•This example is when I went to buy some vegetables. There

were some vendors sitting on a government land and were

selling vegetables and other stuff. Apparently that place was

full of dirt and garbage and full of Vegetable vendors. I went up to a vendor and asked him “You must be earning around Rs.500 to Rs.1,000 everyday, isn't that right ! Then why don't you all contribute and hire someone to clean this place?”After listening to this, the vendor got very angry and replied

“Sir, what do you think ? I make profit of rupees 3,000 everyday just by selling these vegetables. Morever, I sell flowers worth rupees 10,000 everyday and recently I have sold my land for Rs.4 Crores”. I congratulated him and asked him, “It is good that you are earning well and use all facilities provided by the government. viz. schools, hospital, streets etc. You get everything from this country and in return, what do you give to your country ?

Answer – Nothing except extra dirt and garbage.

The person who is living in this country; getting prosperous in here; utilizing all the resources of this country but doesn't want to give anything to his country in return and even expecting that everything will be fine on its own.

•I was invited at a religious function and the host of which was a

businessman.

I saw people were calling him 'SETH JI' and I was told that he

had donated Rs.200,000 in the temple along with 500 blankets

to the poor people. He also arranged a feast for 1000 people.

I asked him “How did you donate money in the temple, by

cheque or by draft?”

He replied “If I had donated through cheque or draft, my white

money would have got affected. I therefore had to pay by

cash.”

Not only this, he didn't take a bill for the blankets and also paid

in cash to the caterer to save VAT amount.

stores to get the best quotation and a proper bill.

My search ended at a “Limited” company. I asked the manager “I need some Granite but I also require a bill for the purchase.” Manager replied “Yes of course sir, we shall provide you with bill, we don't do anything without bill.”I was happy to see that I found a right place. I chose granite which was available at the rate of Rs.150 per sq ft. I wanted to buy 100 sq. ft of Granite. On seeing the bill, I was shocked. The Bill said “Granite at the rate of Rs.27 per sq ft.” whereas I was charged at the rate of Rs.150 per sq. ft. I asked the manager about it.He replied “Sir, we cannot provide you a bill of more than Rs.27 per sq ft as we have not yet issued any bill more than this since beginning.”I was very annoyed to see an open cheating of the country's revenues right in front of my eyes. He asked me “Are you new to this country ? This is INDIA, here everything is allowed.”I had to return without buying any Granite.

There are millions of such examples from our daily lives which we experience everyday but never raise a question on them.

Everyone wants to be secured and how secure you are, is decided by the Money and the wealth you possess. If you are wealthy; you are secure in the society. This means that every individual is bothered about concentration maximum wealth for oneself and not bothering about anyone else around.

This means that the money he evaded from tax and gave in the temple was called 'DONATION' and the same person is treated with respect in spite of the fact that he has robbed nation's wealth by doing so. He is a Traitor but surprisingly our society calls him Seth Ji instead.

•Recently I wanted to buy a property in Jaipur. I saw an advertisement in a newspaper about a house. The cost of the house was Rs.38,00,000 The builder said “I will accept only Rs.13,00,000 through cheque. Rest you have to pay in cash.”On asking the reason, he said for a receipt over Rs.13,00,000, will be called Income and he will have to pay tax on that amount, which he doesn't wish to pay. This incident is just one example. I visited around thirteen builders and except one builder, all others were not interested in paying any tax to the government. Anywhere you go; there is a loss of millions every day to our Government because we lack transparency in the property business. In the real estate business, majority of people evade not only income tax but also the stamp duty that too without any trouble.

•You go to any shop and on asking for bill you will get one of

the two replies – “Do you need a proper bill ?” or “If you take a bill, you need to pay extra tax .” Here you should understand that by not giving you a bill he is not willing to save your tax money but he is more interested in saving his Income Tax and extra effort of keeping proper accounts.

massive loss our country faces on daily basis. If we manage this money honestly and properly then just imagine the amount of employment which can be given to a large number of people. The day our society will have equal opportunities for everyone, the day every individual stops worrying about their survival then that day will mark the beginning of a developed India, where unwanted competition and crime rate will reduce drastically.

Q : In a big country like India, is it possible to monitor who provides bill and who doesn't ?

YES !In some countries of Europe, there is a system where nobody can run a business without providing a bill. It is compulsory for every shopkeeper to purchase particular software without which no one is allowed to run a business. This software is directly connected to the central revenue and tax department server. At the time of purchase, the tax is calculated and is directly deposited in the government account. If any person is found guilty of not issuing bill, is banned to do any business and all his property is ceased. He/she has to start business from the scratch again. A fear of losing all the savings and properties is more than a fear of death; hence Tax evasion is not possible at all. A Tax evasion is a National Crime and evader is treated as a TRAITOR.

I now believe you will accept this truth that if we all start paying taxes properly and regularly then certainly India can be called the richest country in the world.

Looking at the current situation where we see the money paid as tax is misused either as a scam or making people debt free just to influence a vote bank. Then it is of no use to believe that people will pay tax honestly or will not take bribe.

•All the examples mentioned above are from cities. I then went

to a village to see the actual condition there. On asking for a bill

they looked at me with surprise and said “Sir ! We don't have

anything called BILL-BOOK !”

The result of this unorganized system of our country encourages people to do business without bills to save more and more money for themselves. The result is that every individual from a tobacco seller to a roadside motel owner, from a brick seller to a granite seller, from a house repairer to a real estate company, from engagement gifts to the wedding dinner, from a DVD to a wrist watch, from firecrackers to colours of Holi, from primary school to getting admission in an engineering, medical or management college, from steel utensils to expensive jewellery, from a small pencil to buying a computer, from buying small room to a big house, from a small car repair to a truck body construction, from doctor's fees to large hospitals, from buying a fan to buying an Air Conditioner, from a pillow to buying an expensive quilt, there are much more things and sadly everything can be sold and purchased openly without bills in India.

This leads to a big loss of revenue or wealth to the country and we call India a poor country and the person evading tax is called Practical, Intelligent, Rich etc.

Even a small business can't run without proper bills in the

Rich and Developed countries.

When I was working in London, I used to observe a lot of good things and used to think about getting them in my country too. When I used to go to Norway and Denmark, I used to feel sad about not being able to see the same type of system in my country. This does not mean that those countries don't have any bad things to discuss. I mean, it is no point to discuss bad things happening in other countries instead we should be positive and see only the positive aspects of things and try to implement it wherever possible.

Eradicate poverty ! Eradicate corruption ! These are some commonly heard slogans in the recent years but has this worked out well. Did corruption actually decline?

NO !Instead it is increasing every day. Hence we can conclude that the main problem of our country differs from what we think it is. It looks we are trying to cure symptoms of a disease. It is time we should try to understand what the actual disease is and work accordingly otherwise the cure would be impossible ?

Example :-Around 15 years ago, I was sitting with my friends and we were having tea. Suddenly, one of my friends fell down from his chair…we all rushed him to a hospital….he was unconscious by then….. Doctor began the treatment… on testing his blood sugar level, it was 570 !, which was very high. We informed his family about it…when his family members came, I asked them …….he has diabetes, what medicines do you give him?...... His mother replied …. your friend was looking very weak from last few months, so we were feeding him with high calorie sweets every day in the breakfast so that he regains his health….He remained unconscious for few days and finally died.You analyze this fact that a diabetic patient gets weak gradually which is a symptom of that disease. Weakness of the body is just a symptom and not a disease. When a person looks weak then on the basis of this symptom a proper test for diabetes has to be done. If the patient is diabetic then he should be treated accordingly

instead of high calorie food. My friend's family thought that their son is getting weak so he should be given high calorie food … which means they tried to cure the symptom, hence the patient died…if they had treated the disease instead of a symptom then the patient would have been cured and could have survived.

Similarly in my view, Corruption, Reservation, Racism, Poverty, Unemployment, Illiteracy etc. are just the symptoms and not a disease of our country.

Together we need to figure out the actual disease of our country and ask some obvious questions like :

Q : Is poverty the biggest disease of our country or is India a

poor country ?

NO!We have discussed this earlier that India is the richest country of the world. One needs to know that poverty is just a symptom not a problem. Therefore the question again arises about the actual problem of our country.

Q : Is population the biggest problem of our country?

The answer is NO ! To understand this, one needs to analyze the statistical data of some other countries for a reality check :-India: Population density: 336 people per sq. km.

Japan: Population density: 336 people per sq. km.

Belgium: Population density: 336 people per sq. km.

Hong Kong: Population density: 6,571 people per sq. km.

• USA : In a population of 385 million around 37 million are

government employees i.e. around 12% of total population works

for the government.

Whereas India has 1.21 billion population and total number of government employees are only 18.7 million. This works out to 1.56% of total population. Hence if we say unemployment is a problem then it is just a misconception.

What we need to think that in India only 1.56% people are serving 100% of the population and the result of this mismanagement is a place available for brokers and agents in almost every field. A person who pays more will get his work done more quickly and the one who has nothing to pay extra as a bribe, has to suffer a lot of pains. It's like 130 people are invited for dinner and to serve them there is only 1.56% people i.e. 2 people. This lack of sufficient number of people and a system will lead to an involvement of brokers and agents and there would always be a possibility that you have to pay extra money to buy a piece of bread or you might need an approach to get a bowl of curry.

If we wish to provide quality services to everyone then I need to remind you that for a population of 1.21 billion, we require at least 30 to 35% Government employees which comes up to over 350 million. You can easily imagine that if we have sufficient number of people in almost every field then the service quality from school to hospitals, from teachers to doctors, from police to judiciaries will improve.

Implementation of this system would not only give employment to many but will also ensure that the people working abroad will come back to the country to work here. You would be happy to

These statistics are enough for us to know that population is not a

big problem of our country. Population density of India is only

336 people per sq. km. whereas the population density of

Singapore is 7,022 people per sq km. Every year thousands of

people from India go to Singapore as tourists and keep praising it

all the time after their return.

If we say that our country has a large population and providing everyone with the same facilities and services is not possible. This means a person with approach or money does anything he wants and the one, who neither has an approach nor extra money to spend, cannot do anything. Then thinking of eradicating corruption is just impossible.

It is true that we are a large country and we need a proper system for all people but thinking of population as the biggest problem is not a valid reason because population density of India is just 336 people per square kilometre.

Q : Is unemployment the biggest problem of our Country ?

NO ! To justify the solution to unemployment and related issues, one needs to know the examples from other countries:

• Norway : In a population of 4.5 million there are around 1.35

million government employees i.e. 30% of the total population

works for the government.

• Denmark : 5.5 million population has 1.9 million government

employees i.e. 35% of the total population works for the

government.

know that people, who are working abroad, are eager to come back to India. People go abroad to work because they do not find a proper system in here.

Once a proper system is developed in India then the problem of Brain Drain will also be solved automatically.

Q : Where would you get money from to give employment to so many people ?

It is a very obvious question but we first need to understand that India is the richest country in the world, hence we have enough money to pay to these employees. What we lack is not finances but good leadership which can manage the finances. On comparing with other countries like Denmark or Norway where with such a small population they can manage to provide good services to their citizens then why can't this be done in India ?

On a broader front, India is much more prosperous than the above quoted countries in terms of not only Tax Revenue but also in Natural Resources as well.

Q : India is a big country with a population of 1.21 billion, whereas the countries you quote here have a very small population as compared to India. How can you ensure the similar facilities like those countries in India ?

We have already discussed this issue. The population density of India is 336 persons per sq.km. Singapore has 7022 persons per sq.km. Therefore, when a country with more population density than ours can provide proper facilities to its citizens then why can't we ? Once we have 30 to 35% people serving the total population then this will automatically solve a lot of problems of our country viz. long queues, references, agents, jack, bribe or

middlemen etc.

Q : There are many institutes that provide education, health

and other facilities to the people so what's the point in just

thinking about those 1.56% government employees ?

All the private organizations have a common aim to earn maximum profits. No doubt there are some very good private organizations that have done a remarkable job but ultimately they also aim to gain much profit. Hence any organization that aims at gaining profits shall never be able to provide equal benefits to everyone. Therefore, we need a system where the basic needs of every individual of the country are fulfilled equitably.We have immense wealth; we have maximum youth power, which means that we are completely capable of providing every individual with a very systematic and proper system. Need of an hour is to provide equal opportunities and facilities to everyone.

Kindly understand that there is no other way to see a corruption free and developed India other than providing at least basic facilities and opportunities to everyone equitably.

This is very similar to a situation if the head of a family doesn't give equal type of gifts to all children then there will certainly be a dispute, which will lead to harmony imbalance in that house. Referring to this context, the government is unable to provide equal share of resources and opportunities to everyone then it is useless to think that corruption will end one day.

A country can never look prosperous, where some people are starving and some throw away extra food on streets.

Until and unless people have confidence that their basic

requirements would be fulfilled by the Government on equal

basis until then everyone will have to try to make their own

arrangements, which will lead to an increase in corruption.

Q : What do you mean by “Basic requirements” ?

Basic requirements, mean an equal level of education, healthcare, employment opportunity, and a shelter for everyone. Precisely, a guaranteed and respectable survival to every citizen with no partiality or favour to anyone.

Q : Is reservation our biggest problem ?

No! There are three reasons for an existence of reservation:

1)Reservation is given to a particular section of a society who is

living in a very bad state from a long time. This aims to up-lift

their living standard.

2)There are certain sections and castes in a society, who demand

reservation because they think this would bring them security,

stability and would also provide them a platform to grow and

gain respect in a society.

3)Political parties use reservation to attract voters. Political

parties try to convince people by promising their castes a

reservation to attract them but these parties forget that this

practice will create a big rift, which leads to a harmony

imbalance in the society.

When everybody get an equal platform to utilize all opportunities and resources then there will be no difference in any person or caste in particular. Moreover, answers to reservation related

question is explained in the next few pages which I believe will erase all sorts of doubts in your mind.

The whole point of reservation seems pointless when we talk of a nation where everyone gets equal opportunities and also when there basic needs are being taken care of by the Government equitably.

Q : Is cast system the biggest problem of our country ?

No ! Even this is just a symptom. Gradually as the size of the family increases and the head of a family is unable to provide equal facilities to every member then family will certainly break. Similarly, when the government is unable to provide all its citizens with equal facilities then the society has to split up into different sections and castes to fulfill their own needs individually thereby securing themselves.

To work for the benefit of every individual always look big but when a particular section tries to create a separate identity from others then this section becomes a very small bunch of people in the mass who tries to portray itself as minority. When all people will have equal opportunities then there would be no scope for anything like minority or majority or caste identification.

Q : Is lack of nationality the biggest problem of our country ?

Looking at the current scenario reminds me of a famous quote in Sanskrit:

realize that all schools and hospitals are of the same quality and

are measured on a same quality scale. Imagine a situation where

there is no practical difference between a government school and

a private school. Such a situation will not only provide a sense of

security to families but will also stop corruption as everyone will

get equal opportunity everywhere.

The problem is not that people are not paying proper taxes, whereas the issue is that the basic system of our country is very weak to ensure equal facility and security to every citizen i.e. we fail to provide financial and social security to our people equitably. Therefore we need a system where every citizen gets their BASIC NEEDS fulfilled on equal basis and at the same time if any person is found guilty of corruption or tax evasion gets a severe punishment as an alarm for others to stay honest.

This means that the biggest problem or the disease of our country is lack of PROPER SYSTEM.

What is the reason behind this improper system in India ?

The biggest reason behind is that we have elected many incompetent people as our leaders who either don't know how to improve the present system for the betterment or they don't wish to improve it because of their selfish attitude.

Who should be held responsible for electing these types of people ? The answer is “WE”.Now the question arises why did we choose such incapable leadership ?

In broader way it refers to corruption which says it seeps from high to low.

It is observed that a person who is corrupt enjoys luxury and nothing is done to him, whereas a person who stays honest throughout his life gets nothing. Then expecting goodness will sustain or can be retained for longer time is out of question. When there is lack of facilities and security for everyone then there is an individual competition for survival of the fittest.

A recent example we saw was of Mr. Anna Hazare, whose voice became nation's voice and could unite almost whole nation. Unfortunately in the parliament, due to lack of co-ordination and co-operation between the leadership and different political parties, we could not get an effective Lokpal Bill. This proves that unless the leaders elected by us are not only honest but also compulsorily competent and capable patriots, till then the system of our country will not change for good.This makes me think that we don't lack a national spirit but we lack an honest and capable leadership in our country.

Q : Is corruption the biggest disease of our country ?

I would like to mention that corruption is not a disease, it is just a symptom.To understand this we need to know the reasons behind corruption:

Everyone needs a security for oneself and one's family. In order to

ensure that one needs money. It is money that will ensure your

child's education in a good school; it is money that will ensure

your family's good health services. Imagine a situation where you

It is because we became selfish. Now again you will have a question in mind: Why did we become selfish ?

This is perfectly normal that one who feels insecure shall

automatically become selfish. When a government cannot ensure

a security to all citizens then citizens have to manage themselves

hence they become selfish.

Why do we feel insecure ? Just analyze this: No. 8This number “8” is like the cycle we live in. In a vicious cycle of needs and security, wherever you start, you end up at the same point. Hence we need to come out of this vicious circle.

The country can see a brighter future only under an honest and capable leadership.India can have good leaders only when we think about our country and choose the best candidate in the elections.We will think about our country only when we stop worrying about ourselves.We can stop worrying about ourselves only when our BASIC NEEDS are fulfilled equitably.Our basic needs can be fulfilled only when people pay regular taxes with sincerity.

People will start paying proper taxes and stop taking bribes only

when there would be no scams in the country and the tax money is

utilized in a much constructive way that there would be a

guarantee to provide basic facilities to everyone equitably.

Moreover it is also essential that a corrupt person must be dealt

with strictness and all his/her property must necessarily be

confiscated.

All of us shall be guaranteed equal facilities only when the

leadership of the country is strong, honest, and capable.Hence we are back where we started; the country will have good leaders only if we choose them.In short, we need to think and start putting efforts to see India as a developed country.

The conclusion turns out to be that we need not only honest but also capable leadership for our country, which can guarantee equal facilities and opportunities to everyone. Our house named India, requires a system where all the family members i.e. citizens get equal benefits, rights, opportunities and feel secured. By saying equal doesn't mean that a person who doesn't work should also be on the same level as others. I just mean that all basic needs must be fulfilled by the government equitably. People should earn individually and pay taxes so that the head of the family, i.e. the Government can use that money to provide services to all the individuals.

Recently, I heard many people saying that corrupt persons must be hanged to death. I need to mention here that in CHINA, a corrupt person gets a death sentence but according to a global survey, India ranks 86 and China ranks 78 in the global corruption chart whereas countries like Norway, Denmark, New Zealand etc. are nowhere in the list of corrupt countries. Apart of that they don't even have such a provision of death penalty for corruption.

Hence we can conclude that a death penalty cannot stop corruption. There need to be a change in the policy to stop this practice. In other words, corruption is just a symptom and there is no point curing a symptom. What is important is to cure the disease.

In Europe, most of the countries don't have corruption because every individual gets an equal platform to grow and develop. Moreover they have strict law, which can strongly punish a person if found guilty of corruption. Hence a person found guilty will not only have to bear a punishment but all his property will also be confiscated.

Example:When I was in England, a person was found guilty of tax evasion worth 10,000 Pounds, which is around Rs.800,000. What is to be observed here is the procedure that follows after the person is caught. His properties which included 4 houses in London, three shops, cars, and all his investment and savings were ceased by the government and he was left with nothing. He also had to complete his punishment in the prison. Once he was out of the prison then he has to live a normal life without all his properties and money. This kind of a system sets an example for others so that the system remains intact and people have a fear of the law. In these countries a person caught taking bribes is treated as a Traitor.Fear of losing all property is a bigger one than death penalty.

Q : If all his property is confiscated and has nothing left then does he live like a beggar and starve ?

NO ! He is provided with a basic fund with which he can just survive without being able to afford any luxuries. It is a responsibility of the Government to provide basic facilities to everyone, even to the person found guilty of such a big offence. The result is that next time not only him but anyone else would also have a fear of law. Hence there is hardly any case of tax evasion and an honest person who pays taxes sincerely will feel proud of his loyalty towards the country.

In India, if any person is raided by the Income Tax department and

found guilty of tax evasion, is called smart, intelligent and

practical person. Some people often respect him and treat him as a

Rich man “Seth Sahab”.

I would like to share an example of a proper Social Security system experienced by me in London:

I wanted to get my daughter admitted in a school in London; they have a rule that a child would be granted admission only in a school near to his/her place of residence.I went to a school near to my house and asked the principal for an admission to my daughter. The Principal said, “I am afraid, we cannot admit your child because we don't have a vacancy. We cannot have more than 25 students per class”. I asked, “What should I do now?”Principal replied, “This is not your problem. You write an email to the education director. It is a responsibility of the director to see that your daughter gets admission in a school. It is again mandatory that you will get reply in 24 hours else the director would be held responsible for not replying in time.”I sent an email to the Education Director and got the reply within 24 hours of my mail.Education director replied, “I apologize for not having vacancy for your daughter in your nearest school but I found a place for your daughter in a school which is six kilometer far from your house. As the house is far, we take responsibility of providing you free transport.”

When the system or the Government provides equal education to all, then a competition to get admission in a better school will automatically vanish. All schools shall be on a same level of academic reputation where every child has an equal opportunity to study. This type of a system can only be achieved when the

Government makes proper use of Tax money.

Student-Teacher Ratio:In Denmark, there is a teacher on every 20-25 student, Norway there is a teacher on every 20-25 student and almost all schools are government schools up-to 12th class. There are some private schools for children, especially for those, who have some special need. Whereas in India, there is a teacher on every 65 students, moreover we have different types of schools which, means inequality at the school level itself. This is the reason that we often see people struggling to get their kids admitted in a good and reputed school. Hence parents never stop boasting of their kids studying in a better school than their neighbor's kids.

Population and Doctor-Nurse ratio:It is indeed amazing to know that almost all hospitals and medical services are run by the Government in most of the European countries. It is a responsibility of the Government to provide health services at ward level which they call SURGERY. Every Surgery has sufficient number of Doctors and Nurses in proportion to the standard Population and Doctor-Nurse ratio. In Denmark there is a doctor for every 310 people and one nurse for every 80 people, In Norway there is one doctor on every 320 people and one nurse on every 54 people. In India there is one doctor on every 2000 people. This includes Ayurvedic, Homeopathic, Yunnani and Allopathic Doctor and we have one nurse on every 2950 people.

Population and Police Ratio:In developed countries where government takes care of all the basic needs, where there is 100% literacy, where people follow the rules, where there is no room for approaches there exists a Population-Police ratio of one policeman on every 410 people. Whereas in India, where people are busy fulfilling their basic

needs for survival, where a policeman even works for 24 hours gets wages only for 8 hours; we have a Police-Population ratio of one policeman on every 1100 people out of which majority of policeman are busy in V.I.P security and services. Now you can check yourself, how can we provide better police services to our citizens ?

In Norway, Denmark, England, New Zealand and in most of the European countries, there is nothing called V.I.P.

We also deserve a quality life :It is often said that we get quality life in England, Norway, Denmark and other European countries. Quality life doesn't mean getting all the benefits for free. It means that your job gets done without any troubles that too without any approach; it means you don't have to bother about your survival or basic needs because you are assured by the system that the government will take care of that. So-called rich or developed countries have equal opportunities for their citizens. Their Governments not only takes care of all the basic needs like Food, Shelter, and Education etc. of all the citizens but also fulfills that honestly. The citizens have to pay their taxes honestly or there is hardly any escape route to live without paying proper tax. At the same time it is also essential that all current and fixed asset of a person would be repossessed, who tries to evade tax or take bribe. Therefore you will hardly find anybody asking for bribe, not paying tax, or sell without proper bill in these countries. As a result of this system, these countries don't have richest person of the word living in there but everyone looks like rich and prosperous person. To ensure a proper system in the society one must ensure the fact that the sincere should always get basic needs fulfilled but it is essential to

Implementation of the above mentioned strategy can lead to a

prosperous nation.

Looking at the current state of our country, no one can ignore the reality when :

•Children indulge into begging for gaining daily food.

•Almost maximum government work requires an approach to

get it done.

•Some people send their children to high class schools in A.C

Buses and some send their children to schools which lack even

basic infrastructure and requirements.

•Children get into child labor for earning very less money.

•To get your medical treatment done, most of the time you either

need to know the doctor personally or use some approach.

•Anyone can stand with a flag and call for a strike on some silly

issues.

•People often misuse their powers and position or money gets

priority.

•People have to wait for years to get justice.

•Almost daily new scams of millions of rupees come into

picture.

•A good and loyal person fears more than a criminal.

•More than one lakh people die in road accidents every year.

•Many criminals are called politicians and leaders.

•We call cow our mother and to feed the same mother, we throw

garbage on roads.

•The money paid by the people as tax, goes in building

government projects where the politicians get a stone fixed in

their name.

•People can damage a national property just to get their task

fulfilled and to get reservation from the government.

•Many of the leaders chosen by us are the biggest law breakers

and feels pride in doing so.

•The leader chosen by us is secured and the people who choose

him are not.

•Undue and useless exploitation of our natural resources is done

and we can't do anything about it.

There are million of such examples which are an eye opener for all of us.

I quote here the biggest example of inequality in our country:

NEW DELHI COMMONWEALTH GAMES 2011. An event

worth 70 billion rupees. It is an irony that in the same city, there

are over 1,50,000 street children live, who have no shelter to live

and are surviving on daily begging. It is a matter of shame not

only for the country but for the humanity.

The day I returned from London, I have been constantly observing emotionless behaviour of many people when they interact with others who are less privileged or poor.

•Once I was driving in my colony and saw some municipality

people working and cleaning roads. Suddenly, I heard a house

owner shouting at one of those workers: “Hey you come here!

Take this Garbage away” he shouted this with lot of anger and

arrogance.I stopped the car.The house owner saw me and said: “Hello sir, how are you today ?”I said “Why are you calling me 'SIR' ? ” Call me the same way you were calling that worker.

He was surprised and said “How is this possible ? I can't call you like that !”I asked him “What is the difference between you and that cleaner ?”He got angry and said “You can't compare me to a municipality worker !”I smiled and said “Ok, fine tell me, what the difference between me and that cleaner is ?”He looked at me with a shock and stood speechless. I told him….please don't look at me like that. There is just one difference between me and him is a matter of chance. It was mere a chance or a destiny which decided my birth in a family where I got comparatively more resources and comforts, where this poor fellow was not favored by his chance or destiny.Is it justified to think yourself superior because of birth ? Is it not emotionless to consider someone superior or inferior just on the basis of their destiny or birth ?

•Once a minister elected by us, came for a visit to AJMER

DARGAH and PUSHKAR. Our government spent thousands

of Rupees for his security. The money spent for security was

the money we pay from our pockets as taxes. The roads were

dug to fix polls; traffic was disturbed for the sake of security;

and children returning home from school had to stay at their

schools for more than 2 hours just because the traffic was

blocked because of a minister; patients could not go to the

hospitals because the traffic was stopped. Don't you think this

is inhumane ? The one, we choose in the elections as our

representatives come even for a vacation then also people will

suffer and they become the reason behind our problems.

•Now I tell you an incident listening to which you will not

only laugh but will also think that you also experience it

every day but never thought of it. I went to a government function, where a government building was being inaugurated. This building was built with the money we pay as taxes. According to some people, the building was built four months ago but could not be inaugurated because the minister had no time to inaugurate the building, which meant no one could use the building for four months after its completion.Outside the building, there was black granite worth Rs.150 per square foot. It had the minister's name engraved on it. A chief engineer was sitting next to me, I asked him....Why does this Granite has a minister's name on it ? He replied with immense gratitude and proud…It's because of his grace, the construction of this building was possible.I said…Why minister's grace ? This is his job and he gets a salary for it. Along with salary he also gets an official car and security.I asked the chief engineer again…Have you ever been to a temple ? He replied… Yes of course. Then I asked….What do you need to do if you want to get your name imprinted on a stone in a temple ?He replied….I need to donate something in the temple.I asked….By any chance is it possible to get your name imprinted without donating anything ?He replied….No ! Not at all.I asked him again….Then why does this stone has the minister's name when this building is constructed using people's tax money ?The Engineer replied….I think I should leave now else either I'll get a transfer letter or I would be fired from the job.I said….No need for you to go, I will leave.

This is not only inhumane but also a fraud and cheating. The

building which is inaugurated by a minister is made from our

tax money but has a name of a minister on it. Kindly check yourself, what's happening in our country and we

are doing nothing about it..

•I was invited in a school for a function of Makar Sankranti. I

went to the school where poor kids were given some woolens.

Suddenly the show organizer asked the kids to return the

woolen clothes. I was shocked, I wondered what kind of a

charity this is ? I asked the same question to the organizer to

which he replied …Sir, the photographer has just arrived and

we wish to give a photograph of this ceremony in a newspaper.

Don't you think it is inhumane ? But what are we doing

about it ? Nothing, just accepting the way it is.

•The example I am giving here is very common from the

mouths of the people who have been outside the country : I met an old acquaintance recently, he asked me….You were living in London then why did you come back to India again. This must be like hell in front of London.I asked him…why do you feel like hell here ?He replied….I have been to London and Dubai for 15 days and I felt like heaven there.I asked him….what did you see in 15 days, which made you think it is like heaven there ?He replied….when you stand in a queue there, nobody pushes you in spite of rush and the work gets done very quickly without much hard work.I said….this can happen here as well.He again said….I did not see even a bit of dirt and garbage there.I repeated my words….this can happen here as well.This irritated him and he replied angrily…why you keep

repeating words. Nothing can happen here at all !I said…. all that you said can happen here as well. That's nothing new there and there is no difference at all. I could have called it different if the houses there, were made of gold bricks, soil had silver, or they have rain of pearls. Anyways, have you bought anything from there ? He replied with great satisfaction….Yes ! I bought lots of stuff like a mobile phone, a laptop, denims, perfumes etc. He said the reason why I bought from there was because of the ultimate quality you get there, unlike here in India. I asked…when you felt like heaven there, did you never feel you should learn something from there and take back to your country to make it also look like heaven ? He was shocked to hear this and he sadly replied….There is no point trying to change anything here. Everyone is selfish.I said…. are you not one of them ?Hearing this he had some guilt in his eyes and calmly replied…Yes ! If all of us unite and think to make India a better place then it can definitely become a better place soon.

Recently, on 21st September 2011, The Planning Commission of India suggested that anyone in our country living in the city, spends Rs.32 and a person who lives in any of the villages can spend Rs.26 on food then they shouldn’t be considered as a poor person and shall be barred to avail any government provided benefits for the poor.

Don't you think this is the heights of inhumanity and injustice ?

These are the problems which affect every individual in this country. Either we don't know what to do or we think this is how it will be and nothing is going to change.

live in such a place with a lot of problems every where ?The very obvious answer is : “No ! No one will like to but we can't really do anything about it.”

This reminds me of an incident from Swami Vivekanand's life:

Once a man came to Swami ji, he was very sad as he had faced a

major loss in his business. He asked Swami ji…what can be worse

than losing everything one had ?

Swami ji replied….The worse is when you lose all hope to get

back whatever you've lost. The one who loses hope, stops trying

and the one, who stops trying, can never achieve whatever he

desires.”

The current state of our countrymen is like this man who has lost all hope, who believes that nothing will change here.Agreed that you have lost all hope but does losing hope gives you a solution to the problem ?

NO!

Then what is the solution ?

I sincerely thank, Mr. Anna Hazare and his team for activating a spirit of nationality in the countrymen. Anna ji himself said that mere passing of Lokpal Bill is not the answer to corruption. According to him, Jan Lokpal Bill can bring about 60-65% control over corruption. This bill will create a fear but one thing that it fails to do is providing countrymen with equal opportunities and facilities. Unless people do not get a common platform and until corrupt person is not punished strictly, till then it is impossible to stop corruption and tax evasion from any country.You might say “do not take any bribe” and if I am a government employee, I promise you that I will not take bribe or if I am a

business man I promise that I won't evade taxes but then there is one thing that will bother me. I have kids whom I want them to go to a good school, I have to take care of my mother's health for which a private hospital has asked me to deposit Rs.200,000. My income is not that much but I still want my kids to study in a good school and my mother to get the best treatment. I know the standards maintained in government schools and hospitals. I therefore, do not want my son to study in a government school and my mother to be treated in government hospitals.

Now what is the solution to my problems ?

When I see that the person found guilty is not dealt with strictly and rather living a happy and comfortable life then how can you expect anyone to stay honest and not indulge in acts like bribery ? Is there any other option left ?

Q : A government employee has a good salary, his children go to a good school and his parents don't need any medical treatment, he still takes bribe. Why ?

There is a very simple answer to this problem. When a person sees that nothing happens to the person taking bribe and apart from that he lives a luxurious life whereas an honest person is treated as a fool in the society. Then no one would like to stay honest and to be called a fool.

Q : When many leaders and politicians of the country are selfish and corrupt then who will provide us with this system of equality ? India is world's largest democracy; democracy has a power to select a leader who can be held responsible to serve the population. Hence it is essential that we only select those people

as our leaders who are not only honest but also capable of serving people and can lead our country in proper direction.

Q : When a person is elected he looks honest but after winning an election, most of them become corrupt. How can we check this ?

In India, Politics is called a service for people and society but the people elected as leaders, instead of serving the nation, are often seen serving themselves and their families. Hence we need only those people in politics who consider politics as a service and are also capable to develop this country.

Q : Above written is an ideal situation but this generally

doesn't happen. If it does not happen in future then what ?

This question is totally justified. Once I met a famous politician and asked him….let's discuss about our country's problems.He replied… Oh no ! No point talking to you. My shop of politics will be shut down if I listen to you.

A person, who has been a minister in the central government, is calling POLITICS his shop and we expect such people will help our country and countrymen.

People spend millions of rupees in election campaigning because they think politics is a good business with maximum profits hence an investment of millions is worth it.

Don't think that in present times, most people enter into politics to serve the nation; they simply wish to serve their family and secure their future.

If we want a quality and good life for all citizens of our country,

then we need a complete solution to this problem.

By God's grace and my parents' blessings I thought of an idea. A

Complete Solution to these problems, which I discussed with a

lot of my friends from different professional backgrounds like:

government officers, teacher, professors, students, doctors,

police, civil services, drivers, cleaners, farmers etc. It gives me

immense pride in saying that each one of them seemed

convinced by the idea of complete solution. After such a good

response, I thought I must take this idea to my fellow

countrymen and ask them to join hands to see our country

becoming developed and prosperous nation, which everyone

would be proud of.

Let's unite and forget whatever has happened in the past. It's time

to think of building a bright future for our country. Our first step

should be to solve the problems of our country with a complete

solution.

As the first step we need to understand that we have to solve all

the problems of our country because all problems are inter

connected to each other. If we focus only on a particular issue then

we will land up in the same situation as we were before.

Let's take an example: There is a big room and you think of cleaning one of the corners as your responsibility. You will happily clean it but when you see the result of your efforts you will have different opinions:

•People living in that particular corner of that room will be happy

and will praise you.

•People who did not get any benefit from your service i.e. the

ones in other corners of that room will consider you to be a

leader of other group, who got benefitted by your efforts.

•After sometime, you efforts will go in vain as the dirt from other

corners will spread to the corner you cleaned and the one

praising you will also stop their support and will not praise you

anymore.

Therefore it is necessary that we clean the room completely and keep a check that it doesn't get dirty again. Similarly when we talk in context to the country, we have to put forward our steps in a direction where we can collectively solve all the problems and the benefit of which is shared by all the countrymen equally, otherwise all our efforts will go in vain and we would be satisfying ourselves saying “At least we tried.”

I don't say that we should not try but here I mean that our aim is to make our country a developed and corruption free nation therefore, all steps must be taken in that direction only.

Before discussing the complete solution, let's keep some questions in mind:

•When will we stop using references to get our work done ?

•For how long will we turn a blind eye to crimes going on right in

front of us ?

•For how long shall we blame our destiny for a road accident that

sufferings, which we are facing not because of our Karma but

•For how long will we be suffocating our lives ?

I therefore, request you to understand the root cause of our

problems. By God's grace we have got this beautiful life as human

and we all can live a happy life too, provided we solve our present

problems and the solution of which lies completely with us.

Its time we seek a solution:The biggest problem of the country is lack of a proper system in every sector and we are to be blamed for it because we haven't elected the right people to control the system.

Problems of our country can only be solved when not only an

honest but essentially a capable person is elected as our leader.

We need a revolutionary change in certain fields like:

1. Politics

2. Administration

3. Economic and Social management

Efficient political system leads to an efficient Government and an efficient Government leads to a developed society. In a democracy, the Government is by the people and for the people and the person elected decides the future of a country and countrymen.

It surprises me always when I see news channels during elections. They say “The fortune of candidates is sealed in a ballot box”, whereas the reality is different. The future of the people is sealed in ballot boxes instead of a candidate.

I guess none of us have ever heard anyone saying that the ballot

box contains people's fortune and not the candidate's. A person

who wins an election considers himself to be fortunate therefore

he doesn't even mind spending millions on campaigning.Therefore, we have to spread the word that a ballot box has our future in it and hence we have to elect a right person who is not only honest but also essentially capable of improving present situation of our country.

First, we need to understand that until and unless we have capable people in politics, no one should expect a better future for all of us.

We need honest and essentially capable people who can sacrifice

their luxury for the service of people. Only then we can hope for

better future.

Q : Where does one find honest and capable person and what if that person turns out to be the same, once gets elected ?

This is a perfect question but this doesn't mean it doesn't have an answer.No one can guarantee faithfulness of a person elected and nobody can declare that he/she would not become selfish later on.

OR

There is always a possibility that we can also commit a mistake of

electing a wrong person.

But what we can do is that we can create a setup where a non-

deserving person would not even put forward his/her

candidature.

OR

A corrupt person loses interest in election politics.

If that happens then only the deserving, honest, capable and

sacrificing persons would be elected to lead the country thereby

bringing a revolutionary change in the system.

Q : Yes ! If all that you said happens then our country will see a drastic change. But is it possible ?

Yes ! Indeed this is possible.If all the benefits of an elected person are stopped then a charm of winning an election would end. Then a person who actually takes politics as a public service would step forward.

All we need do is to stop the glamour or benefit that attracts

corrupt and selfish people to enter into politics and stand in an

election. When this glamour is stopped then automatically the

one who is willing to serve our society shall come forward.

Today, we often fell into situations where we are in dilemma during elections about whom to choose; the bigger cheat or the smaller one; ultimately it's our loss in both the situations. Imagine when there are five extra ordinary intelligent, honest and capable people standing for elections then there will be a situation where anyone who gets elected shall be of the utmost capability and as a result the country shall see a revolutionary change.

Hence the person being elected will be aware of the fact that winning an election does not mean an opportunity to make maximum money out of it. It doesn't mean a thing of fortune but a matter of sacrifice of all facilities he/she is liable to avail.

For example:

•Any candidate or elected person should not be allowed to put his

or her posters on different walls for advertisement.

•No winning rally by the candidates.

•Not allowed to wear garlands, turbans etc. in public functions.

•Not supposed to inaugurate any buildings or malls and any stone

in their name shall not be put up anywhere.

•They cannot use the government vehicle to reach a venue as a

chief guest or guest of honor.•He/she will not be entitled to transfer any government employee.

•The person elected if becomes a minister then he/she is not

entitled to a prior arrangement before visiting any city.

Moreover, there will not be any last minute changes in a city

infrastructure so that he/she is always aware of the real picture.

•For him/her every individual is equal therefore is not entitled to

act as a reference for any individual to get their work done.

•Except for a government work, he/she is not entitled to avail any

facility like: gas, electricity, petrol, airfare etc. for his/her

personal benefits.

•The person who works for the country shall be provided with

enough salary so that he can also live a happy and comfortable

life.

•A government employee gets a pension only when he serves for

the whole life. Hence an elected person is entitled to get pension

only after 10 years of his service i.e. winning elections twice

which means ten years of genuine service to the countrymen. If

more than 1% of population of his/her constituency is not

satisfied with his/her work then they would be having right to

stop the pension by giving their vote for the same.

•He/she is not liable to get any Gas agency or Petrol Pump for

free.

•In normal circumstances, each and every elected person is not

entitled to a high level security.

•No extra police patrol vehicles shall be provided to an elected

person or a minister for security and escorting.

•He/she is not expected to break a queue to get priority.

He/she is not entitled to put a red light or right his/her name or designation on his/her vehicle. The office vehicle should be used only for the government work and not for the family shopping and dropping kids to school.

•Not entitled to get medical treatment in abroad.

•No free food or food at discounted price shall be provided.

Traffic shall not be affected in-case he/she wishes to conduct a public gathering. He/she is not liable to do anything that causes problem to a common man.

• He/she has to show the bills for all expenses made, only then

there would be a reimbursement of expenses.

• His priority will be to ensure that the money paid by the people

as tax is not misused anywhere and by anyone.

• He/she has to give his/her daily reports of work on a monthly

basis which shall be monitored by an independent organization

and on the basis of that report, the increments and wages shall

be decided.

• The minister's annual work shall be discussed critically on a

national T.V so that everyone can see and the same shall be

published in the print media as well to make people aware of.

•An elected person if proved guilty of shouting, causing

violence, misbehaving with others, breaking discipline,

throwing chairs or microphones, and causing harm to national

property in Parliament or state legislative assembly then he/she

will be terminated with immediate effect. This type of persons

would not be entitled to fight an election in future. Moreover,

he has to return the wages and other benefits he has got during

his tenure. All his property shall be confiscated because this

type of an act comes under the category of national crime. This

act is equal to a crime done by a traitor because this act not only

harms country's reputation but also gives a big loss to country's

economy.

these rules are followed then the one who is ready to sacrifice and

work for the people will enter into politics.

Q : The person elected shall get pension only when the people think he/she deserves. Don't you think this would cause insecurity and according to you, insecurity leads to corruption ?

First, kindly understand that the pension is paid out of the money that is paid by us as tax. Moreover, if more than 1% of population registers their disapproval then there is no reason to give pension.

On the other hand, when a person has completed his term, the

country will take care of all his needs like every other citizen and

when all citizens of a country will feel secure with system then

even an ex- minister will feel the same.

Q : You said all the people winning elections won't be getting

any security. Then don't you think this might disturb and

worsen the situations in a country ?

When a common man of a country is not secured then providing high security to an elected person is utter discrimination. However, if every individual is secured and happy then no one will require Z or S or A or any other type of security.

There is a big difference between system and security.

We can provide a system where no one misbehaves but we cannot provide high tech security to someone just on assumption that if something goes wrong then that person must be secured and safe.If we provide such security to every elected person then we

actually force a common man to think that their life has no value or is of no importance in front of those who have been elected by them. When such kind of a situation arises then there would be a competition to fight elections because of facilities available after winning and this will spoil our idea of equality in our country.

We therefore cannot provide external security or facility to any individual but our nation can have an independent agency which can decide who should get security and giving him/her security will be in the best interest of our country.

No person will have right to use our tax money for their

personal benefits like security.

We need to do lot of work in our country, hence it is important to

manage available funds more sensibly and we always have to

check that not a single penny is wasted in less important things.

Q : In case of a terrorist attack, a person who is highly dedicated to work gets injured or dies because of no security. Then who will be responsible ? Don't you think it will cause civil disturbance and is it not Government's responsibility to provide security to such person ?

Yes ! It is possible but first we need to understand that a country is more important than a person in particular. In case of such an event, a new person can be assigned the task following the required procedure. When all people are dedicated for the country then any replacement will also be equally competent.

India is democratic country and any replacement or any political work can be accomplished only by the people.

When all the 545 people of this country sitting in the parliament are capable, competent, honest and sacrificing then India will definitely see a revolutionary change and will step ahead on the path of a bright future because:

ANDIDENTIFICATION OF A CIVILIZED SOCIETY: DISCIPLINE, TOLERANCE, AND HONESTY.

As mentioned earlier, India was called a Golden Bird but importantly it can still be called the same but just because of lack of proper system in our country, we are called a poor nation. Once these systems fall back on track then our country will no longer be a Golden Bird but a Golden Elephant instead.

To implement this system there are certain rules to be followed:

1. Only those people should be elected, who are ready to sacrifice

their luxuries for the country and are not only honest but also

has no criminal record and also possess a capability to provide

all the countrymen with equal services without any

discrimination.

2. Everyone must do their work with sincerity and pay all type of

taxes honestly and regularly.

3. Any person found guilty of not doing his/her work properly or

harming nation's interest or property for personal benefits,

must be given severe punishment along with heavy penalties.

There should not be any leniency in these punishments else the

system will collapse on a ground of inequality. This means that

tax evasion, bribery, taking undue advantage of power, causing

harm to national property, and committing serious crime viz.

rape, extortion, murder, and dowry harassment etc. must be

dealt as a National Crime and requires not only physical

punishment but also all the property of the culprit must be

confiscated. When I say all the property, I include everything

starting from a toothbrush, fridge etc, to everything except the

clothes he/she is wearing.

4. The culprit's family must not be deprived of basic needs.

Q : You have some strong thoughts. If this happens then a person who thinks politics is a business will let you live peacefully ?

For me its always country at priority before my personal interest. Are we living peacefully in todays' situation ? When you see small children begging on the streets; when every day you see people dying in accidents; when almost every day you see scams worth millions; when normally you can't get your work done without reference; where one person is a multi-billionaire and others are starving on streets; when in the parliament people with criminal background who breaks law of our country are allowed to make law for us then can we live peacefully in such an environment ? Secondly, anyone who opposes these rules will mean that the person opposing is not a patriot and is not interested in taking politics as a service but he/she is entering politics for his/her personal benefits. We as people can identify such person and ensure that they do not get elected as leaders in the elections.

Q : When you say that a person elected cannot go for inaugurations, cannot give transfer orders. If they don't have any authority then what job role do we expect them to do ?

They will have a big responsibility on their head; a huge task:

•To formulate such laws and policies for the people to make

their life simple, happy and more relaxed.

•To ensure that enough schools and hospitals are built in

sufficient numbers to serve such a big population.

•To employ at least 30 to 35% of our population as government

employees so that the work gets done much quicker.

•Ensure that the rules are followed without any discrimination

and difference.

•Random visit to different government departments to make

sure that everyone is working properly. If find any flaw in the

system then either recommend proper change or make a

complaint of the one who is responsible. Ensure a strong action

is taken immediately by the competent authority which deals

with the person who is guilty.

•To ensure that everyone in his jurisdiction area has all the basic

needs fulfilled and that there is no inequality in the society in

terms of education, health and other basic requirements.

•The person will also be responsible to keep a check on fellow

department mates to ensure that no one is misusing the

government property and taking undue advantage of their

power and designation.

When the elected person will work whole heartedly for the country then the country will respect him and treat him as a good leader and he/she would be an example for others to follow. This will also provide him/her with a feeling of satisfaction.

Q : Recently we saw Anna ji and his team struggling to get a

bill passed in the parliament and for that they had to undergo

so much. So how do you plan to get these rules passed ?

There are two ways to get any law passed or implemented in a

democratic country :

1. Parliament can pass a bill on the basis of majority in the house

but for this complete majority is required in parliament. The

election commission of India can also be helpful in approval

but this is limited only for an election process and procedure.

2. Citizens of the country can autonomously accept a new law and

start abiding by it as it does not require any majority in the

parliament.

Example:I was in Assam in 1984. One day I saw that the market was closed and there was no one on roads. I couldn't see anyone.I asked one of the policemen about the situation and he said its “Public curfew”I was surprised to hear this on asking what it meant; he replied “today, people have decided that they would not come out of their houses. The government has not declared any curfew but only the people have decided to do so.”This means that if people start to accept and follow the rule on their own then there is no need for the government to implement it.Its like you decide to wear a white shirt every day; this is your rule and you can follow it no matter what.OR

If you decide that you won't throw any garbage on the streets and to implement it you don't have to prove a majority anywhere.OR

You assertively decide that you won't follow the garland protocol by neither wearing it yourself or by presenting it to others for which you don't have to prove any majority in the parliament.

Similarly the rules I am talking about, cannot be passed as a bill in the parliament until majority agrees but can be followed by the citizens of India. Before casting your vote one has to promise oneself that you will vote only for the person who gives his election manifesto along with a written document saying that the only reason behind his candidature is serving the nation without accepting anything in return and gets this written document registered with the chief election commission of India. The candidate has to promise that he/she shall fulfill his/her duties as a leader with utmost responsibility and sincerity and not take undue advantage of the powers he/she possesses. He will further promise that after winning an election he will help our nation to pass such type of bill in the parliament where elected person will no more be eligible to these benefits. Once this type of bill is passed then there will be no more need of such type of personal declarations. The most important declaration a candidate will make is that if he doesn't follow what he has declared before elections then he can be called back by the chief election commission.

This kind of a system will end all sorts of corruption at the political level.

Q : Let's consider that the person gave his declaration and he wins and forms a coalition government but because of no majority, he is unable to fulfill his promises and unable to pass that bill. In that situation how will it work ?

That's the reason I mentioned that a candidate along with his party manifesto letter, has to declare a personal declaration too, which

Q : If a political party doesn't have majority, the bill won't be passed. So how does this benefit our country ?

The country will be benefited in a much larger way than you can imagine. Lets see how:

A winning candidate had already declared that he will dedicate his victory for the betterment of the society and is not liable to avail any benefits out of it.Therefore even if the party doesn't get the majority but still he won't be able to misuse his powers. This way, gradually our country will start getting honest and capable people to serve us.

Q : Don't you think this process will take a long time ?

This totally depends on us. If we start talking about this subject to other people immediately and help them to understand this concept right now then we can see a complete change in next 31 months.

Q : Can a change be brought in mere 31 months ?

Yes! In 31 months we can change all the things we want. In forthcoming pages of this book you'll get a description as to how and why did I say 31 months. However, we must understand that to achieve anything, the only possible way is to start putting efforts.

Q : Who will force a candidate to provide such a declaration

letter ?

This is a letter expected by the people of India who will be voting for them and gives his election manifesto along with a written document saying that the only reason behind his candidature is serving the nation without accepting anything in return and gets this written document registered with the Chief election commission of India. The candidate has to promise that he will fulfill his duties as a leader with utmost responsibility and sincerity and not take undue advantage of the power. This might act as a promissory not for the people by a candidate. This letter would include clauses like - the person would not use a red light on government vehicle; he will not ask for any security; he will not be doing any transfers; he will not act as a reference for people to get their work done; he won't organize a winning rally on the streets; he will not inaugurate any Government Projects; he won't publicize himself by putting up his posters everywhere in the city; if he goes for as a chief guest to any function, it would be at his own expenses and most importantly a promise that after winning the election, he will try to pass a bill in the parliament with all these clauses so that in future no one can misuse tax money or power. Q : If such declarations are given by many people then ?

That would be an ideal state. In that case we will have an option to select the best out of the rest; hence the true sense of leader would come into existence. Today this word politician is most of the times, considered as a curse but if we have a good leadership then this word will change its meaning totally from a curse to a real leader.

Q : What if nobody is ready to provide such a letter ?

Please don't be so negative. We have a lot of patriots in our country, who wish to sacrifice everything for the country. If there is an environment where it looks that politics is a place only for an honest and capable people, then it would be great to see new and capable people putting their steps forward in this direction. Presently most of the people don't wish to enter politics because they think it is not a place for straightforward and honest people. They believe that it's of no relevance but in new system, they will realize that politics is a place only for intelligent, honest, and capable people.

Wait for the day when intelligent, honest, deserving people begin to realize that politics is a place for them to help their country in its development. That day there will be so many people entering this profession whose imagination is out of bounds.

Q : Is it legal to drag somebody in the court for not abiding by the declaration letter provided by the person and can a court consider that person for rejection or disqualification ?

Probably Yes ! Hopefully a declaration letter might work like a contract on the basis of which a person is elected as a representative. The ongoing trend is that all the parties talk big in their declaration letters with heavy plans who's execution is rarely done, hence most of which is a failure and a blame of which is either put on a coalition Government or on monsoon.

There is no political party in the country who has returned the money taken as a salary by a minister or candidate when they failed to fulfill their promises made in an election manifesto.

Let's take an example:

You wish to shift your house and sign a contract with a transport

company; the contract says your goods will reach safely. If the

goods don't reach safely then the contract gets broken. Will you

pay the company its charges ? NO ! In fact you will demand reimbursement of the goods that are damaged during transportation.

You get your child admitted in a management college and paid

thousands of rupees as a fee. Unfortunately the college does not

provide good education and lacks proper faculty. Then what will

you do ? You will immediately get your child admitted to some other college and will ask for fees refund.

A person who has been elected on a promise to improve the system and help our nation to develop in right direction but fails to do so. This person was paid from the money we pay as tax then don't you think he should return his salary and also pay penalty for breaking the declaration contract. This certainly means that we require patriotic people who can sacrifice at least their luxury and are willing to enter this field for the betterment of our country.

Q : Who will be ready to sacrifice all facilities and benefits ?

Is there any other option available to you ?Success has no short cut. You can clear an examination by reading short notes but to score well, you need to study hard and understand the subject well.

Hence we need those people who are capable, competent, honest,

powers. In this case people will stop treating ministers as VIPs.

•When after elections, people will stop treating a minister as a

King then fighting an election would be a non-profitable

business for a selfish and corrupt person. Hence crimes like

booth capturing will be a foolish act and these acts will be dealt

with serious action with severe punishments like property

confiscation and imprisonment. Therefore no one will dare to

involve in such acts.

•An elected person will only be liable to a limited amount as

house rent and no bungalow will be given to that person.

•An elected person will not be presented with garlands and

turbans. You will neither see long queues where people are

dying to present a garland to a minister nor will a minister be

seen wearing any garland or turbans.

In this case there will be no scams in the country and no one will dare to bribe a minister because of a fear of punishment for both.

•A minister or a politician will gain respect in the society

because that person has already sacrificed his luxuries for the

country.

•There shall be no acts of violence or unnecessary drama in the

parliament as shouting, throwing chairs and causing damage to

the national property, breaking the laws, disrespecting others

etc. will not be possible as a person found guilty of doing this

will be treated as a traitor and shall be immediately terminated.

He would also be debarred from future elections. Moreover he

will have to return all the money he drew as salary and other

the deserving to serve the nation in the best possible way.

Not only this, you will see that selfish people won't be able to

oppose the complete solutions even if they wish to because

whosoever opposes will prove his selfishness in public and won't

be treated with respect in the society. If that person wishes to

stand for an elections then people won't elect him as the true

picture would be out even before the elections.

Today because of lack of proper system, we have to select the worse from the worst but once we implement the complete solutions, we will have a chance to elect the best from better as a political leader which will change the overall definition of politics from what it is today. A leader would be considered as a sacrificing patriot.

In short, you will see a drastic change in politics, like :

•When a person elected will not get any kind of extra benefit and

he would also be critically analyzed on daily basis then the

result of which will be that a selfish and corrupt person will

automatically back-out of elections.

•When all people will be on a same level for an elected person

then there is no chance for references. Acting as a reference is

creating inequality by a politician because of which a capable

person is unable to get what he deserves. Hence such kind of

discrimination will be called a national crime. If anyone found

guilty, will be liable to a strict punishment like property

confiscation and imprisonment.

•An elected person will be treated as a common man and with the

same respect as any other citizen of the country and will also

follow the same queue as others. This means that there will be

no scope for serving a minister to gain extra benefits out of his

have around 30 to 35% of population serving as government

employees. Today we have a population of 121 crore and

only 1.56% i.e. 1 crore 87 lacs government employees are

serving 100% population. But when we will have 30 to 35%

people serving for the government then it will be in

sufficient number of people serving the country. This will

ensure equal employment distribution ratio in every sector like

health, education, nursing, police etc.

•The police to public ratio will drastically improve. Today

majority of the force is busy in providing V.I.P security to

ministers but when there will be no such provision for ministers

then automatically there will be an increase in the police to

public ratio. Today a policeman works for 24 hours but gets a

salary for only 8 hours of work. Legally a person will be

allowed to work for 37.5 hours a week and if in case some extra

minutes are added then the person is entitled to draw double the

salary for overtime. In any condition working for more than 45

hours a week will be considered an offence and the people

found guilty shall be heavily penalized. This will ensure that no

one is exploited and such a system will make sure that people

feel proud of their truthfulness towards the system.

Corruption and bribery would be a rare sight because anyone found guilty will be treated as a TRAITOR and all his/her property will be confiscated. Such a person will not only bring trouble to himself but also to his family.

country's credit rating but also gives huge financial loss to the

country. This kind of a system will ensure that no act of such

indecency ever happens in our parliament or assemblies.

•This does not mean that people will not have a right to object

but an indecent way of objection will not be allowed.

In short, we can say that India after proposed complete solutions will turn out to be an ideal example for other countries to follow; where government will take responsibility of fulfilling basic needs of every individual; where politician would mean a person who sacrifices luxuries to serve the country.

Administrative front after implementation of complete solution

Administration will mean a system to simplify the life of people. Please do not think that I am in a fool's paradise while saying this. All I wish to say is that once all the solutions are implemented, people will have no other option than to stay honest and law abiding.

Let's see the changes after complete solutions in the administration:

•Any government official won't be seen moving from side to

side around Ministers for their transfers as a minister will not be

authorized for the transfers. Transfer will be made only on

mutual consent of an employee, not as a matter of punishment

or favour.

•There will be a proper balance of staff in every sector. We will

like fraud medicines or fake treatments. There will be a perfect

Doctor - Nurse ratio therefore an enhanced health system can be

guaranteed to everyone that too free of cost and anyone caught

charging money for such services will be entitled to a strict

punishment.

Any Minister or a person won't be allowed to put red or blue light on their vehicles.

There will be only four kinds of lights on the vehicles:

1. Red light : Ambulance, Fire brigade.

2. Blue light : Only on that police vehicle which is on a

chase or patrolling.

3. Green light : Only when the doctor is going to treat a

patient.

4. Yellow light : Slow and heavy moving vehicles like

Cranes, JCBs etc.

No body will get a V.I.P status except for a few exceptions.

There shall be equality in the society and when there will be equality there will definitely be a communal harmony. Our administrative body will be able to provide every individual with a happy and easy life which will make you feel proud of your country.

Economic and Social front after complete solution

We have discussed that India is a rich country and a lack of system has made it poor. Once all the solutions are implemented, we will not lack in anything and our country will prosper.

•Government employees will be more respected because of their dedication for the country.

•There will be no holiday on a minister's demise because

everyone will be on a same platform and will be treated

equitably.

•No one would be scared to go to the police stations because of

the centralized CCTV cameras for enhanced vigilance. In this

condition, anyone found guilty will be immediately penalized

and all his wealth will be confiscated on misbehaving. When

anyone misbehaves then actually it is called misuse of the tax

money.

•When we will have good number of people as government

employees then we will also have a lot of judicial officers.

Therefore, all the court cases will be solved in one month or

even in less time except few exceptions.

•Every school up to 12th grade will have the same standard of

education. The strength of children has to be reduced from what

it is today. These guidelines will ensure appointment of a lot of

teachers and those teachers will also be trained properly so that

child violence in schools can be stopped immediately. Any

teacher found punishing any child will not be eligible to teach

anywhere in future.

•Government hospitals will have such a high standard that no

one would like to go to a private hospital. Later, only the

government will take care of the health services which will be

provided for free to all citizens. This will stop various activities

•When all people will get equal rights then reservation and cast

system will automatically be non-existent.

•Begging would be a criminal offence and you won't see young

children wiping glasses and begging on the streets. We have to

give employment to over 35 crore people. When there will be

employment for everyone then there is no point in begging.

•You will not see any garbage or dirt on the street. It is mainly

because of two reasons:

First: We will have sufficient people employed as cleaners to clean roads.Second: Anyone found throwing garbage on a street will be liable to pay a fine of Rupees 10,000 plus a penalty to clean the area. This will ensure that the country is clean and when the country will be clean then there will be more business; when there will be more business there will be more income; more Income means more taxes; more taxes means more revenue, which means more income for the country to ensure that the country provides the best quality to every citizen.

•A compulsory 12th grade education for everyone and the

parents who don't send their kids to school will be treated under

social law and will be dealt with strictness.

Result of complete solutions would be a Developed India and Prosperous Indians.

Conclusion:We are happier when our neighbor is happy; we will be happier when the locality is happy; we will be happier when every citizen of the country is happy.

This is a reality and please see the logic behind it :-

•When our government will treat every individual equally and

take care of their basic needs then nobody will hesitate in

paying proper taxes. When people will pay tax with 100%

honesty and proper money management will be done by the

effective leadership thereby ensuring that everyone's basic

needs are fulfilled equitably.

•When there will be over 35 crore people serving the nation i.e.

around 30 to 35% of people serving the country then you will

not have to stand in long queues to get your work done or get

some reference of a minister to get the work done quicker. The

main reason behind such a system would be strong law and

order which will not let anybody to become dishonest.

Serious Crimes like murders, rape, kidnaping, extortion, dowry etc. would be a rare sight because people will have a fear of law and the strict punishment that follows confiscation of the complete property of a culprit. The result of this system would be that people have to think thousand times before committing any crime.

•Government will be responsible to maintain similar standards

up to 12th grade in all the schools.

•Indiscipline person would be treated with utmost strictness,

hence being disciplined would be the only option available.

•Every person will follow the rules and laws. Any person found

disobeying the laws will be heavily penalized.

Third Change: Once you start succeeding in your efforts, you

will see energy in you which will motivate you even more. You

will stay happy and will live a comparatively happier life.

All this is not just an imagination but these are my personal

experience. I believe that anyone who does his work with

sincerity and selflessly will feel the same, what I myself felt. All

you need to keep intact is your self-confidence and a spirit to do it.

I can assure you that you will start feeling happy and more

energetic.

I am not asking anyone to invent something; it's just that I saw

something good in other countries which I want to see in my

of India so that we lay foundation for a better future. Not only

this, we will only adopt goodness we see in other countries but

will make sure that their evil does not reach our country so that

our country not only becomes developed but also prosperous and

set an example for others to follow.

First Change: You will realize that you have become stress free. When anyone does well for others then is relieved of stress. It is obvious that stress comes only when you have a fear to loose something. But when it comes to serving the country, there is nothing to loose.

when you will think of the country, you will put everyone on the

same level of equality.
