Poggemeyer Design Group was the lead consultant contracted with the City of Toledo to assist with the design and construction administration of the new Toledo Fire Station #6 located on a 25,000 sq.ft. vacant lot at the corner of Oak and Fassett Streets in East Toledo. The building is a 19,344 sq.ft., single story structure with five apparatus bays and administrative and living space for a full time staff of 12 women and men. The design blends with the existing architectural fabric of the surrounding primarily residential community. The project is funded by the American Recovery and Reinvestment Act; Assistance to Firefighters Fire Station Construction Grant, through the Department of Homeland Security, Federal Emergency Management Agency. An integrated design process was performed during all stages of design and construction to facilitate acceptable sustainable design principles to be incorporated in the project. The grant program requires that the building be 30% more efficient than the ASHRAE standard and includes a solar field that will generate approximately 1500 Kw of power each month. PDG has been working with the Village of Bradner to obtain funding for the replacement of their 1951 Fire/EMS Station. A space study was conducted for the Fire/EMS Department in 2001. At that time it was determined that the existing 4000 sq.ft. station is inadequate for the current and future needs of the department. The Village provides EMS in in three area Townships, which include 3 municipalities, as well as fire protection services in the unincorporated areas by contract and by mutual aid in the Villages. Apparatus is parked three across in a two bay area literally bumper to bumper. Ventilation in the existing facility is inadequate as evidenced by discoloration of the walls and damage to turn-out gear and other equipment stored in the apparatus bays.

PDG has developed a cost estimate to replace the existing facility and has helped the Village apply for funding from the Local Government Safety Capital Grant Program. We are also exploring the feasiblity of applying from Critical Infrastrure Funds through the Community Development Block Grant (CDBG) Program, since the Village residents are more than 51% Low and Moderated Income (LMI). The Village has also met with USDA to determine if a low-interest loan from the Community Facilities Program is feasible.

The City of Maumee hired PDG to create a conceptual plan to develop functional space that could be used for active simulated police and fire training on approximately 28 acres of City-owned property. It was critical to design a facility within the City’s budget that met the immediate and long-term needs of both the police and fire departments. The first phase of construction addressed the City’s primary needs and included:

∙ 7,800 square-foot training support building used for equipment storage and classroom training for 120 persons. A separate outdoor structure was designed for instruction and debriefing immediately before and after training sessions.

∙ 1,200 square-foot, two-story maze building surrounded by fencing and landscaping for realistic, residential-type training for both departments. Moveable walls allow a variety of configurations. The design also involved a variety of closets, windows and doors, as well as attic and crawlspace access and an exterior stairway like those typically found at a motel.

∙ 40 square-foot chemical agent building and concrete slabs for props.

∙ 1,000 square-foot burn building used to simulate fire events as well as police repelling exercises. (Project team included burn building and firing range specialists.)

Utility extensions, access roads, and parking and landscaping were designed to accommodate safety separation zones around training props. Railroad spurs crossed the property in three locations, complicating the design. Additional site improvements will be phased as structures and/or training props are constructed.

The design of the new Maumee Fire and EMS Station was based on a space utilization study prepared by PDG, which included options for (1) renovating the existing 8,200 square-foot fire and EMS station and (2) construction of a new facility. After City Officials decided that the City would build a new fire station, PDG worked with the City to determine the best location for a new fire station by evaluating potential sites against the criteria for the new station including safe site access, available infrastructure and response times to property and population dense areas and most frequent call location areas.

A cupola from the old fire station was incorporated into an architectural clock tower that defines the entrance of the new 38,540 square-foot facility. The design focused around the needs of the response teams, with seven apparatus bays and convenient access to gear storage, a hose washing area, and oxygen and scuba facilities. The bays are located in the back of the building, enhancing local aesthetics and providing a separate parking/drive area for emergency vehicles. PDG is the prime consultant for construction of a new Municipal Building for the Village of Whitehouse. The 14,700-square-foot building with a brick veneer facade is reminiscent of a school house that was originally on the project site. A two-story tower similar to the bell tower on the original school building is a main feature of the new municipal building, creating a significant entry into the facility. The first level of the tower interior is used for a public lobby and reception, while the second story provides space for mechanical equipment. The facility includes office space for the Village administration, police and street departments. An 1,150-square-foot council chambers/meeting room is also included in the building.

Village of Waterville

PDG was selected by the Village of Waterville to provide design and construction administration services for a new 16,000-square-foot fire station facility. The two-story facility is equipped with a 9,400-square-foot apparatus area, EMS storage facilities, a 1,200-square-foot mezzanine, training area, classrooms, administration offices and a dispatch center. The living space includes a day room, kitchen, sleeping quarters and locker rooms with showers.

This project also involved site design, including a retention and training pond. The project cost came in under the projected estimate and included all alternates.
