1. As time permits, The Director is working on the following initiatives:

SOLID WASTE MANAGEMENT AND RECYCLING

1. Operations this month: a. Minor collection issues only with same-week resolution.

PLANNING AND DEVELOPMENT DEVELOPMENT OFFICER

1. Received one (1) Development Permit: a. 1 – Home Occupation (Office), 1 – Demolition of house & garage damaged by fire, 1 –

Temporary Portable Sign

2. Worked the Referendum Advance Poll and Referendum Poll.

3. Met with Appraiser regarding potential development.

4. Cemetery inquires/requests – Four (4) Interments, 2 inquiries re plot locations

5. Began working on a new draft Cemetery Bylaw as time permits.

6. Archiving old Development/Building files.

7. Historical research for PRSD, Appraiser and Town infrastructure. Working with applicant and architect on potential land use bylaw amendment to add drive-thru to the Primary Commercial

8. Completed an Action Plan for items noted in the Safety Codes Council Building Accreditation Audit from Municipal Affairs.

9. Uploaded all required documentation for lawyer for Purple Rung Stop Work Order.

10. Began working on a new draft Cemetery Bylaw as time permits.

11. Finalizing year end reconciliations and starting new 2020 files

12. Archiving old Development/Building files.

13. Met with potential developer/builder for Anderson property.

PLANNING DEPARTMENT

Planning:

1. Downtown Beautification: a. Contacting utility companies for permission to wrap utility boxes – Telus and ATCO; b. Coordinated w Contractor regarding Downtown Parking Lot signs; c. Project meetings for downtown tree planting; and d. Banners of remembrance meeting.

2. Long Term Strategic Items:

a. Land Use Bylaw Rewrite – Significant Progress on Definitions section of bylaw, set up for LUB Districts Map; Continued progress on Specific Use Regulations;

b. Upper West Peace North Area Structure Plan (previously Citadel) – Progress drafting plan document, project meetings with project engineer, ASP meeting with landowner.

3. Land Use Bylaw amendments: a. KFC Drive-thru amendment – prepared Land Use Bylaw amendment, circulated to neighbouring

landowners and municipalities, prepared public notices, RFD drafted and amendment presented to Council and received 3rd reading. Updated Land Use Bylaw map to show amendment.

4. Development: a. Met with developer, review proposed site plan for KFC development; b. Met with developer for detached garage development; and c. Provided information for and met with potential developer/builder for Anderson property.

5. IDP:

a. IDP referral policy drafted and RFDir prepared for Council.

6. Enforcement a. provided enforcement file to legal, working towards injunction to enforce Stop Order

7. Other Planning items:

a. Inputs for budget; b. Resident issue with blocks moved during light installation; c. Met with Art Club; d. Information requests:

i. Addressing; ii. Appraisal related information to appraiser;

iii. Setbacks; iv. Off-site levies; v. Uses in downtown; and

vi. Fencing requirements for demolition.

8. Staff training/onboarding – with Manager, Human Resources, File Management, Paybles.

9. Worked the Referendum Advance Poll.

10. CPAA Board of Directors– Vice Chair North and Conference Committee

11. Subdivision Authority – AHJ assumed by the Town on January 1st. Finalized Administrative templates for

subdivision processing.

12. GIS a. Establish Standing Monthly meeting

with IT and CIT. b. Significant data reorganization on GIS

drive. c. Initiated update of recreation and snow

plowing data. d. Data provision to Communications for

Voyent communication project.

ENGINEERING CAPITAL PROJECTS

1. Capital projects completed to date:

a. No projects to report.

2. Capital projects currently in progress are: a. Neighbourhood Infrastructure Renewal (NIR) project; b. Crosswalk design for 98th Street; c. Regional Waterline project (Dixonville feeder) with County of

Northern Lights; d. Peace Regional Recreation Centre deficiencies; e. Reservoir 365 Replacement project; and f. Heavy equipment purchases.

3. Capital projects tendered are:

a. No projects tendered during this period.

4. Working on capital RFP/tenders for: a. Shaftesbury Sanitary Sewer System Parts 1 and 2 (2019 Project). Currently working on a

redesign for this project. b. Lift Station No. 4 (2020 project); c. Solid Waste Management; d. 3 year Contractor/Consultant Prequalification; and e. Water and Waste Water Security System Upgrade.

OPERATIONS AND MAINTENANCE ENGINEERING

1. Operating projects completed to date are: a. No projects to report.

2. Operating projects currently in progress are:

a. Misery Mountain Ski Hill Pump Skid;

3. Operating projects tendered are: a. No tenders are currently in progress.

GIS / MAPPING

1. Engineering Tech assisting MMSA with mapping inputs and infrastructure map updates.

2. Working on the collector module for the GIS system. Purchased a new data collector that will work to import new data into the system.

3. Continuing to work on underground infrastructure layers for the GIS system.

4. Further GIS applications are being looked at including a workforce

application for work order management and an operations dashboard.

PUBLIC WORKS ROADS

1. The following Public Works programs are underway:

a. Sanding, blading and snow removal as required; and b. Grading gravel roads as required.

WATER DISTRIBUTION

1. The following Public Works programs are underway: a. Watermain break repairs/ maintenance as required. b. Hydrant Maintenance and flushing program deferred

to 2020, pending flushing sequence recommendations.

c. Various c.c. repairs as required. d. Investigating water break on 98th Street with AB

Transportation and Bridge Construction Team. AB Transportation to complete as part of Bridge Contract. Estimated time of completion is Jun 2020.

e. RV truck fill station will require water line repairs for 2020;

f. Providing support on the Reservoir 365 project; g. Preparing to schedule residential/commercial appointments for turn-on of aqua-flow and

bleeders (freeze protection).

SANITARY SEWER COLLECTION

1. The following Public Works programs are underway: a. Resolving Resident sewer backup issues as required; b. Routine sewer flushing as required; c. Sewer flushing and CCTV investigation of sanitary sewer line on 94th Street deferred to 2020.

STORM SEWER COLLECTION

1. All storm gates are closed and being opened for ground water as required. and sign installation is completed.

2. The following Public Works programs are underway: a. Assess storm gates for future replacement. b. Cleaning of stormwater culverts, catch basins, and outfalls as

time permits.

3. Completed monitoring of river freeze-up water levels. FLEET MAINTENANCE

1. Fleet Maintenance are working on the following activities:

a. Ongoing maintenance and vehicle checks; b. Receiving new 1T truck under fleet leasing program; and c. Vehicle and equipment repair on-going.

FACILITIES MAINTENANCE

1. In addition to normal building maintenance activities, Facilities Maintenance are working on:

a. Fire Alarm System repairs completed at the Airport, Library and Town Hall;

b. Exterior repairs to storage buildings at Public Works/Fire Training yard site on-going;

c. Coordinating Janitorial contract; d. Coordinating gas meter work on the Al Adair Rec Centre; and e. Facilities maintenance as required.

PUBLIC SANITATION AND GENERAL LABOUR

1. Support for Community Services projects as required.

2. Public Works/Fire Training yard site clean up of all

materials, improved storage and inventoried as part of the asset management inventory plan on-going.

3. All Public Works hand/ mechanical tools, light equipment and materials to be inventoried and re-inventoried semi-annually as part of the asset management inventory plan;

4. Christmas decorations coming down after Spring time change.

5. Ice surface maintenance is ingoing.

WATER AND WASTEWATER OPERATIONS WATER TREATMENT PLANT

1. The water treatment staff are working on the following tasks/operations:

a. Day to day testing and operations. Routine preventative maintenance;

b. Working on chlorine and sulphuric acid tanks as part of WTP equipment upgrades;

c. Working on coagulant tank liner issue; and d. Automation upgrades completed to convert landline to

cell radio system.

WATER RESERVOIR / BOOSTER STATIONS

1. Major items in these areas were: a. Working on Reservoir 365 Replacement project

with Engineering; b. Transformer changeout at Reservoir 475 being

planned. Generator will be running during that time. Commissioning for Reservoir 475 completed and operator training being conducted;

c. Looking at security options for water/wastewater facilities; and

d. Automation upgrades completed to convert landline to cell radio system. PLC replaced in Reservoir 475 as part of Dixonville project.

AIRPORT RESERVOIR

1. No issues to report. WATER METERING

1. Significant items in this area were:

a. Ongoing meter maintenance and replacements; b. Reviewing options for automated communications via cell towers; and c. Creating and actioning list for water meter maintenance. There has

been a recent increase in faulted meter bases that Operations is investigating.

WASTEWATER TREATMENT PLANT

1. Ongoing work in this area included: a. Day to day testing, operations and

maintenance; b. Automation upgrades completed to

convert landline to cell radio system.

WASTEWATER LIFT STATIONS

1. Significant items in this area were: a. Day to day testing and operations; and b. Looking at rail replacement in Lift Station No. 3. c. Automation upgrades completed to convert landline to cell

radio system. Only need to complete Lift Station No. 1 scheduled for 2020.

SANITARY SEWER TRANSFER STATION

1. No items to report. WASTE WATER DRYING BED AND LEACHATE POND

1. Road repairs completed and upcoming warranty

inspection being arranged.
