WHEREAS, said survey and description of lands or interests was prepared and is maintained on file with City Clerk at the Leawood City Hall. City of Shawnee, Kansas Request for Proposal Printing

The City of Shawnee Parks and Recreation Department is requesting proposal (RFP) for printing and distribu-tion services for our quarterly CityLine/Parks and Recreation brochure. Interested bidders can submit a cost proposal for items specified.

The City of Shawnee is looking for a vendor who is able to print, label and distribute the Parks and Recreation brochure/ City newsletter. The publication is typically printed and distributed in February, June, August and December. A minimum of 30,500 are printed and the number of pages can vary from 24 to 28 pages. Files need to be uploaded to a FTP site with proof approval on line.

The selected vendor shall be expected to enter into a Contract Services Agreement with the City beginning June 2019. The City and the selected vendor may renew the Agreement for up to two additional one year terms with a unit cost increase not to exceed 3% of the cost agreed upon for the preceding calendar year. However, the City may, but is not obligated to, advertise the requested project work and solicit proposals at any time prior to entering into such written addendum. Either the City or the vendor may determine not to enter into a written addendum providing for a renewal at such parties’ sole discretion.

Below are the technical specifications of the project. Please use the proposal form to provide pricing information as well as turnaround time to complete each publication.

The RFQ contract will be awarded by the Parks and Recreation Department of the City of Shawnee at the sole and complete discretion of The Parks and Recreation Department. The City of Shawnee reserves the right to reject any or all proposals, to waive deficiencies, informalities or irregularities, and to accept any proposal deemed to be in the best interests of the City. The work, quantity of brochures or number of pages described in this Request for Proposal are estimates, and not guaranteed beyond the minimum number of brochures per distribution, 31,500, or the minimum number of pages per brochure, 32. Vendors whose proposals are not accepted will be notified in writing.

A RESOLUTION OF THE CITY OF SHAWNEE, KANSAS, PROVIDING FOR NOTICE OF A PUBLIC HEARING CONCERNING MODIFYING A COMMUNITY IMPROVEMENT DISTRICT LOCATED GENERALLY AT THE SOUTHWEST CORNER OF SHAWNEE MISSION PARKWAY AND MAURER ROAD WITHIN THE CITY PURSUANT TO K.S.A. 12-6a26 ET SEQ (BELLMONT PROMENADE CID).

WHEREAS, pursuant to K.S.A. 12-6a26 et seq. (the “Act”), the City of Shawnee, Kansas (the “City”), is authorized to create a community improvement district pursuant to the Act and to provide for financing of certain costs associated with a project within the community improvement district (a “CID project”); and WHEREAS, pursuant to the Act, the Governing Body of the City adopted Resolution No. 1809 on June 6, 2017, finding and determining that it is desirable to create a community improvement district located generally at the southwest corner of Shawnee Mission Parkway and Maurer Road in the City (the “Bellmont Promenade CID”); and WHEREAS, on July 10, 2017, the Governing Body of the City conducted a public hearing on the Bellmont Promenade CID; and WHEREAS, following the conclusion of the public hearing, the City passed Ordinance No. 3191 creating the Bellmont Promenade CID, levying a community improvement district sales tax on the selling of tangible personal property at retail or rendering or furnishing services within a community improvement district at a rate of 1.3% (the “CID Sales Tax”), and levying community improvement district special assessments at a rate not to exceed $.30 per land square foot per year up to an aggregate gross amount of special assessments of $5,300,000; and WHEREAS, a Second Amended Petition (the “Petition”) has been filed with the City Clerk of the City, providing for an increase in the total project costs and requesting an increase in the CID Sales Tax to a rate of 1.6%; and WHEREAS, the Petition was signed by the owners of record, whether resident or not, of more than 55% of assessed value of the land area contained within the Bellmont Promenade CID and by more than 55% percent of all owners of real property within the boundaries of the Bellmont Promenade CID; and WHEREAS, the City is now considering modifying the Bellmont Promenade CID to increase the CID Sales Tax rate to 1.6% within the Bellmont Promenade CID, and such other modifications as may be appropriate; and WHEREAS, pursuant to the Act, the City must adopt a resolution stating that the City is considering modifying the Bellmont Promenade CID. NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF SHAWNEE, KANSAS, AS FOLLOWS: SECTION 1. A public hearing to consider modifying the Bellmont Promenade CID shall be held on February 25, 2019, beginning at 7:00 p.m., Central Time, or as soon thereafter as it may be heard, in the City Council Chambers at Shawnee City Hall, 11110 Johnson Drive, Shawnee, Kansas.

SECTION 2. The boundaries of the Bellmont Promenade CID are set forth in Exhibit A which is attached hereto and incorporated herein by reference. A map generally outlining the boundaries of the Bellmont Promenade CID is attached hereto as Exhibit B and incorporated herein by reference.

SECTION 3. The general nature of the project within the Bellmont Promenade CID is set forth on Exhibit C and incorporated herein by reference.

SECTION 4. The estimated total cost of the Project within the Bellmont Promenade CID is $98,000,000, which will be financed with tax increment financing, CID sales taxes, CID special assessments and private investment.

SECTION 5. The CID Project within the Bellmont Promenade CID will be financed on a pay‑as‑you‑go basis and/or through the issuance of special obligation community improvement district bonds/notes. Eligible CID project costs will be payable, or special obligation bonds/notes will be repaid, in whole or in part from revenues received from the imposition of a community improvement district sales tax in the amount of 1.6% on the selling of tangible personal property at retail or rendering or furnishing of taxable services taxable pursuant to the provisions of the Kansas retailer’s sales tax act within the Bellmont Promenade CID and CID special assessments as provided herein.

SECTION 6. The proposed amount of special assessments is $5,300,000. The assessments shall be levied at a rate not to exceed $.30 per land square foot per year.

SECTION 7. This Resolution shall be published at least once each week for two consecutive weeks in the official city newspaper and the second notice shall be published at least seven (7) days prior to the date fixed for the public hearing. Copies of this Resolution shall also be sent by certified mail, return receipt requested, to all owners within the Bellmont Promenade CID at least ten (10) days prior to the date of the hearing.

SECTION 8. This Resolution shall be in full force and effect from and after its adoption.
