State Officer Team Reorganization Proposal

Purpose: To reduce the number of state officers on the team from 9 members to 6 members. Benefits:

1. Will serve as a more prestigious position. Since the position of state officer is the second highest position in HOSA, this should make the position more sought after.

2. Allows the addition of a President-Elect to better mirror other HOSA Executive Councils in both state associations and at the international level.

Proposed Change: Upon becoming elected, state officers would then be responsible for two regions. The proposed combination of regions is below:

1. Northeast & Southeast 2. North Central & Sandhills 3. Piedmont-Triad & Southwest 4. Northwest & Western

The combination of regions will only be used for the state officer representatives. Each region’s composure will remain the same for all other events, etc. Each region will continue to host their own regional events. The proposed change will necessitate that each region’s Regional Leadership Conference (RLC) be held on opposite weekends from its sister region. For example, the Northeast Region hosts their RLC on Friday, November 7th, then the Southeast Region would need to host their event the week before or after in order to have the state officer representative present at both conferences. Election of Candidates: The application process will stay the same in regard to the candidate. The only change being proposed is that the top two candidates from the combined regions will be selected solely on their initial application scores (Interview, Speech, Test, and Application) regardless of home region. No voting would be held until the two candidates were slated to campaign at the State Leadership Conference.

Bylaws Change Proposal

Current Bylaws Proposed Bylaws Changes Article IV Section 1.b.

State Officers, one from each District/Region, and a Postsecondary/Collegiate president as determined by the Postsecondary/Collegiate membership shall be elected.

Article IV Section 1.d. A State Officer Advisor shall be appointed by the NC HOSA Board of Directors.

A State Officer Advisor/support shall be hired/appointed by the NC HOSA Executive Director.

Article IV Section 2.c. The Postsecondary/Collegiate President shall preside over Alumni and Postsecondary/Collegiate Division meetings at the NC HOSA State Leadership Conference [when appropriate] and serve on the NC HOSA Board of Directors.

Article IV Section 2.(letter to be fixed with approval) Addition of bullet to address president-elect should the Officer Team Proposal Pass. This will only go into effect if the proposal passes: *The President-Elect shall serve NC HOSA in any capacity as directed by the President and shall assume the duties of the President in his/her/their absence. The President-Elect shall succeed the President at the end of each term of office. The President-Elect shall serve on the NC HOSA, Inc. Board of Directors.

Article IV Section 6 An interview committee shall be appointed by the NC HOSA Board of Directors. This committee shall interview qualified candidates and shall nominate no more than two candidates for each office. Candidates may also be nominated from the floor if they have met the qualifying requirements. A local chapter may submit as many officer candidates as are qualified.

Section 1. The emblem of HOSA is a circular design with a triangle inside containing the symbolic figure of a person and hands. The design is described and protected from infringement by trademark registration numbers as filed with the United States Patent Office. The use of this emblem will be governed through the NC HOSA Board of Directors under policy established by National HOSA.

The emblem of HOSA is the word "HOSA" horizontally written in the color navy with a maroon-colored incomplete

circle partially surrounding the letters "H," "O," "S," and a tan-colored triangle

contained within the letter "O" followed by the words "Future Health Professionals" written int he color maroon. The use of

this emblem will be governed through the NC HOSA Board of Directors under policy

established by National HOSA. Section 2.
