hunmatched blend of our unity, strength and solidarity. The Conference was outstanding for its magnificence and elegance and remarkable for its content. FBOA has once again successfully proved its much-acclaimed legendary teamwork and the indomitable Federal Will for excellence. Hundreds of officers drawn from the length and breadth of the country, including a large number of lady comrades and retired Federals and Senior Executives made every bit of it, a grand success. The Conference venue Mahatma Gandhi Municipal Town Hall, Aluva on the banks of River Periyar, draped in festoons, banners, arches and posters in and out, wore a festive look all around and witnessed an unprecedented confluence of banking fraternity for an impressive and memorable Conference.

thCommencing 30 National Conference, Com. Anthony Johnson, President of the Association, hoisted the FBOA Flag at the Conference Venue at 5.30 pm amidst 'Sinkarimelam' and shouting of “Long Live FBOA” by the entire contingent of FBOA members present. The Conference Auditorium was jam-packed well in advance with Distinguished Guests, AIBOC National and State Leaders and National Committee Members, Executives of our Bank, Leaders and members of fraternal Organisations, well-wishers, FBOA Educational Award winners and their parents, Representatives of print and visual Media, Principal and faculty of FISAT, FBOA Office Bearers, Executive Committee Members, Retired Officers, our Members from far and wide and special invitees from different parts of Aluva and Mookkannoor.

The inaugural function, which started at 5.30 pm, turned out to be a glittering one with the eminent presence of Shri. Vayalar Ravi, Hon'ble Union Minister for Overseas Indian Affairs, Sri. V K Ibrahim Kunju, Hon'ble Minister for Public Works, Govt. of Kerala, Sri. K Babu, Hon'ble Minister for Excise and Ports, Govt. of Kerala, Sri. Political leaders and eminent personalities. Com. Anthony Johnson, President, FBOA, presided over the Inaugural Meeting. Com. Paul Mundadan, Dy. General Secretary and General Secretary – Elect, welcomed the Hon'ble Ministers, o ther d ign i ta r ies , gues ts , members and specially Com. P V Mathew, the outgoing General Secretary and his family. The gracious presence of Sri. N P Mathai, Founder of FBOA along with his wife Smt. Kunjumol

Mathai in the meeting was gratefully acknowledged. In his short prelude, Com. Paul Mundadan alluded to the humble beginning of Federal Bank Officers' Association in 1967 with 15 members and its amazing growth to the stature of a exemplary Trade Union with 4000 and odd members and several unique achievements in ensuring better working conditions of its members and widely appreciated initiatives for the betterment of the Society. In the backdrop of the looming threats and challenges facing Indian economy and the Government's move for adverse banking reforms he urged for more consolidated and united struggles by the banking fraternity under the banner of our apex organizations AIBOC and UFBU to protect Indian Banking with its Social Banking philosophy and the future of people working in the banking field.

Shri. Vayalar Ravi Hon'ble Union Minister for Overseas Indian Affairs inaugurated the

Conference and Farewell function by lighting the traditional lamp and delivered the Inaugural

Address. He acknowledged that Federal Bank started by late K P Hormis, is one of the most

progressive and growth-oriented banks in the country. He told that today Indian Economy is

one of the strongest in the world and the main reason for this is that we are having a strong

Banking sector compared to that of the developed countries. He claimed that it was because of

the strong banking system dominant by Public Sector, India could withstand the fall-out of

the financial turmoil that emanated in the West. If today India can stand up with the top-brass

developed countries of the world it is because of the support of the banking pillar and its stable

structure ensured by the nationalization of Banks by late Indira Gandhi. When almost all the

countries in the West fell flat to the ground and their economies shaken, faced unemployment,

India withstood the rippling waves of the financial tsunami with great resilience power only

because of the existence of a strong and sustainable banking and agricultural system. He also

pointed out that the growth momentum achieved in the Agricultural sector with the strong

backing of banking industry has substantially reduced poverty in India over the years. He

reminded that in the economic advancement of the country, the special role of banking industry

is of paramount importance. For this a comprehensive drive for financial inclusion and

socialization of Banking are the needs of the hour. Banks and Bank Officials have to adopt a

more liberalized and constructive approach in their dealings with customers and in addressing

their needs and they have to seriously debate on what all can be done in the area of better

need-based customer service. If we can retain the ordinary customers by good interactions

and required product support, banking industry can thrive and achieve amazing growth.

He pointed that the role of Banks as engine of

economic growth and the contributions of the Bank

Officers and employees as substantial for country’s

development are hailed by all in power. But when

we work hard to fulfill the national goals our issues

are also to be addressed fairly and justifiably.

Bipartite settlements should ensure justice to Bank

Officers and Employees and we have to get benefits

at par with Government Officers. In fact considering

the volume of work we do, longer hours of work

required and the risk involved, we deserve much

more. He also felicitated Com. P V Mathew for his

yeomen service to Bank Officers' fraternity in the

country and his outstanding contributions to AIBOC.

Farewell to Com. P V Mathew, Our General Secretary

The Inaugural function also witnessed a colourful and emotional farewell to Com. P V Mathew,

the outgoing General Secretary who served the Association as its General Secretary for the

past 26 years and served FBOA, AIBOC and AIPSBOF at the national level for more than 3

decades and as the present chairman of FISAT Governing Body for the past 11 years.

Sri. V K Ibrahim Kunju, Hon'ble Minister for Public works, Govt. of Kerala, told that Federal

Bank is a Bank which is having the fragrance of our land. He passionately told its logo is a pride

of all of us as it carries the hope and aspirations of the rural people as a solace for their financial

needs. Felicitating P V Mathew, he drew a befitting verbal sketch telling that 'Mathew is not an

individual but a movement in himself' being a committed social worker, successful educationist

and above all a great humanist. FISAT is a golden feather on his cap of success. Similarly his

efforts to obtain better service conditions for officers and provide them housing facilities are

remarkable and are highly appreciated by all. He proudly acknowledged that he has got a

cordial relationship with him and high esteem for all the initiatives of FBOA under his dynamic

leadership and he fondly recalled that he could associate with FISAT from its formation stage

itself. He also presented the FBOA memento and gift to P V Mathew in honour of him.

Sri. Shyam Srinivasan, MD & CEO of Federal Bank and the Guest of Honour, felicitated P V Mathew telling that he is a person who can influence the people around him and leave permanent marks of love and regard to him in their minds. He appreciated that the initiatives undertaken under his lead for providing the basic necessity for owning a house and

getting quality education have earned him a permanent place in the minds of the people. He added that he is a person with extreme sense of responsibility for the growth of the institution and regard for his colleagues and he fondly remembered that he could maintain a cordial relationship with him even at difficult times of taking up Trade Union issues.

He also cited that the elegant and heart-touching Farewell given by FBOA in honour of P V Mathew, who is retiring after an eventful period of more than a quarter century as the General Secretary of FBOA, is a testimony of the wide appreciation of his great and unique achievements and dedicated service in the socio-cultural-educational and Trade

Union arena. He acknowledged that Trade Unions can play an important role in ensuring social justice and that FBOA under Mathew’s leadership has become a role model for positive trade unionism with several welfare initiatives for the benefit of Officers and the Society. He also presented the first FBOA Award for the 'Best social worker' to Sri. Chinnan T Painadath. The Award consists of a cash prize of Rs.10,001/-, a citation and a memento.

Com. Harshavardhan Madabhushi, National President of AIBOC, felicitating on the occasion told that Com. P V Mathew is a veteran Trade Union Leader who enriched AIBOC with his outstanding leadership abilities and organisational maturity at several crucial junctures. He revealed that the kind of achievements made by FBOA under the leadership of Com. P V Mathew is inspiring to other Trade Unions in the Banking industry. Setting up of a highly reputed Engineering College and several mega Housing projects for Bank Officers by a Trade Union is quite unbelievable and something that cannot be even thought of by bigger Trade unions in Public Sector Banks. He informed that AIBOC National Executive which met at Nedumbassery in the morning specially felicitated Com. Mathew. He also honoured FBOA Founder, Sri. N P Mathai by presenting him with a shawl and Memento.

Sri. P C Chacko, MP who was present with Smt. Leela Chacko, our former member, took the audience by his enthralling oratory. Opening his address he joyfully and proudly shared that he is a member of Federal Family and his special bonding with the Bank as its Former Director. He

Sri. P C Chacko, MP, presents FBOA Educational Awards

wished all success to the Conference and heartily upheld the unmatched contributions of P V Mathew to Federal Bank, FBOA and the Society through his various initiatives. He fondly remembered that FBOA under the leadership of P V Mathew had acted responsibly perhaps more than the Management itself for the survival of Federal Bank at crucial occasions like defeating the take-over bids. He assured that People's representatives like him would be there with their total support to all our just demands especially in the matter of wage revision in all available platforms in whichever way possible for achieving them.

Referring to P V Mathew he testified that “Leadership is the ability to transcend vision into action”. He cited FISAT and the mega Housing projects under the initiative of FBOA as clear testimonies of the creative vision and the great organizing and administrative skill of P V Mathew. The great success of FISAT as a centre of excellence with high reputation, owes very much to the visionary leadership given to it by P V Mathew. FISAT could prove how an Engineering College could be run with excellence without collecting capitation fee. The sincere efforts taken by FISAT in implementing tuition fee-waiver scheme benefitting hundreds of economically weaker and meritorious students, is to be specially appreciated. He also presented the FBOA Educational Award to the meritorious children from among Federals.

Offering felicitations Sri. S Sharma MLA and former Minister told that P V Mathew could prove what can be done for the good of the Society along with safeguarding the interests of Bank officers. He is an eminent personality spent his life for the sake of service to Society and to the welfare of his fellow brethren through exemplary Trade Union activities forgoing his promotion avenues and opportunities. When what he dreamt was collectively carried out by the Association, all of them were bound to be successful initiatives. FISAT today is an icon of excellence and a model of successful self-financing professional college in the co-operative field. He recalled with gratitude the financial assistance extended by Federal Bank in the initial stage of setting up Kochi International Airport. He also released the special issue of FBOA House Magazine “FBOA SPARK” in honour of Com. P V Mathew, the outgoing General Secretary.

Sri. Anwar Sadath, MLA, acknowledged with gratitude that Federal Bank is Aluva's own Bank and it has played a vital role in the development of Kerala in general and more particularly that of Aluva. He also told that FBOA is a Trade Union with a difference which has undertaken several welfare measures for the benefit of its members as well as the Society. FISAT promoted by FBOA is well-known as a model self-financing professional college in the state. The excellent leadership given by P V Mathew in all these years has been one of the reasons for the success of FBOA and all its ventures.

“FBOA is a trendsetter in the Bank Officers' Trade Union Movement serving Bank Off icers and Society” – Com. Anthony Johnson, President, FBOA

Com. Anthony Johnson, in his Presidential Address told that Federal Bank Officers' Association which is an apolitical organisation and sole Trade Union of Officers in Federal Bank, is a trendsetter in the Bank Officers' Trade Union Movement, with a glorious 46 years of service for its members as well as to the Society at large. Our Welfare Schemes for the members have been widely appreciated as a role model for many such schemes by other trade unions in the country. Ever since the Welfare Fund was launched in 1980, crores of rupees have been disbursed as relief to the families of our deceased colleagues. The mega housing projects under the initiative of FBOA such as "Federal Gardens” at Aluva, "Federal Park" at Ernakulam, “Federal City” at Angamaly and “Federal Village” at Aluva are some of the visible manifestations of the strong will,

capacity and professionalism of the members of the Association. The Federal Institute of Science and Technology (FISAT) managed by the Educational Society promoted by the Association is an icon of our commitment to the Society and has now emerged as one of the top-rated Engineering College in the state and one of the premier Engineering Colleges in India. He acknowledged that Com. P V Mathew has been the central pillar of all these initiatives of FBOA as its Office Bearer for 32 years out of which 26 years as General Secretary and it is his visionary leadership, determination and dedicated service that paved way for their success.

He cautioned that the old Generation Private Sector Banks like Federal Bank will have to strive hard to protect their identity at the face of the challenges erupting in the back drop of the move for new bank licences and amalgamation of banks including that with Foreign Banks. He opined that the retirement of veteran leaders like Com. P V Mathew from the centre stage of Trade Union activities in such a critical juncture will be a great loss to Indian banking field. Representing the constituents of UFBU Kerala, he also garlanded Com. Mathew with a shawl.

P V Mathew in his reply speech, recollected the reminiscence of the long trajectory he had made in Federal Bank serving FBOA as an office bearer for 32 years out of which 26 years as its General Secretary and giving the lead to the Bank Trade Union Movement in the country as a senior leader of AIBOC and AIPSBOF. He said that he was happy that he could do something for the betterment of his colleagues and service to the Society particularly by establishing FISAT and making it a centre of excellence within a decade. He thankfully acknowledged that it was all possible because of the team work in FBOA and the abundant and unfailing support of the members of FBOA and AIBOC and the encouragement showered on him by the public. He thanked all his colleagues in the Bank and FBOA who shared the responsibilities along with him ensuring the success of all our ventures.

Business Sessionnd ndThe Business Session started at 10 am on the 2 day of the Conference, 2 October 2013. As a

prelude to the business session, AIBOC national and state leaders addressed the delegates. Com. Harvinder Singh, National General Secretary of AIBOC told that we are passing through a critical juncture with unprecedented challenges before us. Recent decelerating trends in Economic growth raises our concern. Rising NPA causes strains on profitability of banks. Even in the wage revision talks IBA officials hint that profitability would be the deciding factor of its outcome. The Implementation of Basel III recommendations has led to increasing dilution of Government holdings resulting in privatization of our Public Sector Banks, which have been the back-bone of our economy. Business houses are able to siphon off Banking funds for investment in banking shares itself to tighten their grip on those Banks to misutilise them for their private ends. He urged the members to line up under the banner of AIBOC and UFBU to resist the retrograde Banking reforms to protect the future of Indian banking and that of the people working in it. He informed the members that AIBOC National Executive Committee has taken the decision to boycott work on holidays in the event of such a direction by authorities in future.

Delivering the Keynote Address, Com. Ananda Kumar K, President of AIPSBOF and Sr. Vice President of AIBOC, appreciated Federal Bank Officers' Association for its exemplary activities for the welfare of its members and mega projects with social commitment. He felicitated Com. P V Mathew for the matchless contributions made by him to the Bank Officer's movement in the country. He acknowledged that he gave freedom to Officers in the Private Sector Banks by bringing them under the umbrella protection of All India Private Sector Bank Officers’ Federation. He congratulated Kerala AIBOC for its bold decision to boycott work when RBI directed Banks to keep bank branches open on Onam holidays in the pretext of facilitating tax collection. He recalled with great appreciation that previously also Kerala AIBOC had made

such revolutionary and by it earlier at the face of rising NPAs and boycotting of ‘Easter Sunday work’. He opined that the Resolutions drawn for deliberations by FBOA were of crucial importance. The passing of FDI Bill by the Parliament would lead to serious adverse repercussions in our economy. Banks are under continued threat of Merger and Acquisition and only our constant vigil and resistance can protect the identity of Indian Banks in the coming days. ‘Save Banks Campaign’ is to be intensified. He said that wages require drastic improvement and the Bi-partite Salary

thnegotiations are to be necessarily based on the prospects of the forthcoming 7 Pay Commission recommendations for Govt. employees. There should be substantial improvement in the Basic Pay so that the overall impact on pay-package would be higher. He informed the house that in the current bi-partite talks, understanding has reached only in two areas, ie., the effective date of settlement terms would be 01.11.2012 and that DA would be merged upto 4440 Consumer Price Index, i.e. 401 slabs. He categorically told that Trade Unions would not succumb to the demand of the Managements for the introduction of Cost to Company. He urged the members to be prepared to plunge into action at short notice if Management approach to our demands is negative.

But when Bank Officers demand improvement in service conditions, Managements are reluctant to agree it pointing out deceleration of profits caused by unfavourable Govt policies and rising NPA. He urged FBOA members to continue their well-known fighting spirit and Trade Union vibrancy in future also.

General Secretary Com. P V Mathew presented the report for the biennial period 2011-13. Com. P Anitha, Treasurer and President-elect, presented statement of accounts for the period. The deliberation that followed showed the vibrancy and alertness of the members in the affairs of the organization as well as in the key issues confronting us. 22 delegates participated in the discussions and all of them gratefully acknowledged the selfless services rendered by Com. P V Mathew for the development of the Association and the prosperity of Bank Officers. Concern over Bank's business slackness and the urgent need for corrective measures on the part of the Bank, need for increased unity and team work, demand for increased limit for PL accumulation, need for making elections free of unhealthy campaigns involving personal scandals and

false notices, need for constructive thinking, acute staff shortage and the immediate need for large-scale recruitment of officers and award-staff, more involvement of young officers in Association activities, need for more improved organizational enthusiasm and vibrancy at the Regional level, need for a united Trade Union platform in Federal Bank, need for joint struggles by all trade unions in the banking field and to support national level strikes called by Central Trade Union fraternity, need for fair approach in promotions and transfer, increased work pressure causing attrition of new entrants and VRS of seniors, need for changes/improvements in election rules, difficulty in availing leave in branches, need for proper job rotation for officers in Administrative offices, hardships of late sitting negating family and social life, increasing cases of accountability and disciplinary actions on flimsy grounds, Unscientific increase in branch opening, need for officers buying Banks' shares and the need for Federal representation in Bank's Board, need to safeguard our Trade Union rights, need for membership drive, demand for regulated working hours and five day week, help of Defence Cell obtained in defending various disciplinary cases, need for setting up a library in the Association Office, follow-up of the workshop suggestions, restoration of Bank's emblem, Attempt to increase Foreign capital percentage, ill-effects of Banking Law Amendment Bill raising the voting cap of shareholders from 10% to 26%, need for branch loan delegation to keep up our competitive edge, details of understanding reached in Com. Jayakumar issue, need to check Lateral recruitment and high-cost outside appointments, inadequacies of Grama Jeevan Branches in Tamil Nadu with less space and staff, Excessive and unnecessary campaigns exerting undue thrust on monitoring instead of business development at grass-root level, need for an expenditure rule and economic functioning to reduce organizational expenditure, inadequate House Rent Allowance for lease accommodation for officers working in places like Nedumbassery Airport, need to reject the Management demand for Cost-to Company in bi-partite talks etc. were some of the issues which were echoed in the discussions. After the General Secretary's reply to the points raised in the discussion, the General Secretary's report and accounts were adopted by the House unanimously.

thThis 30 National Conference assumed greater significance and denoted an important milestone in the onward journey of our beloved Association as it was held at a time when the global financial sector is passing through a critical juncture of unprecedented challenges in the backdrop of the global economic meltdown and rising inflation. It is all the more important that this Conference was held at a time when Bank Employees and Officers in the country are eagerly awaiting for a fair salary settlement and when our Association is bent upon making the Management to take immediate corrective steps for augmenting Bank's business and redrawing its future roadmap on the right track.

Comrades, we are ushering into a new era with the newly elected strong and dedicated leadership to lead the organization and reinforce it to continue its pivotal role among banking fraternity. FBOA, being the single solid organization of all officers in the Bank enjoying their unstinted support and trust, is widely acclaimed for its positive approach, constructive welfare measures and has been playing a crucial role in shaping the destiny of our Bank over the years. We also occupy a specially glorified and distinctive position among our peers because of the successful battles we waged and won against the wrong policies inside and outside the Bank upholding our dignity and self-pride. It is the time which calls for greater organizational vigilance and commitment and it is onus on our part to ensure the continuity of the strength and vibrancy of the Association, infused by our great former leaders. Being an integral part of FBOA leadership for more than a decade and as its Dy. General Secretary for four consecutive terms, I am confident that with your continued support and co-operation the new leadership will work as a cohesive team as one body and soul and can attain the basic goals of our Association with added vigour and vibrancy in the years to come. Let us cherish togetherness and solidarity at all levels so that we can face the imminent threats and challenges more effectively. Let us look forward to the best in each one of us and consolidate it for common good. Please be assured that all your feelings and aspirations will find a place in the deliberations in the Committee and other appropriate fora. Let us look forward to better working conditions with more time for our personal and social life, more welfare schemes, socially committed initiatives, meaningful interaction and dialogue between members and leadership, patient hearing and redressal of grievances and a constant thinking process to generate new ideas. I am extremely happy to see that youngsters are taking more and more interest in Association activities and we will utilize all channels to reach out to them.

Let us remember that History is not an accident but created by people like you and me only. Let us be part of the success story of re-drawing Federal landscape and rewriting our future where everyone is the hero standing shoulder to shoulder bearing responsibilities and enjoying our rights with dignity and self-respect. Together we have done and together we will do it also.

Comrades, the Conference and its huge success will take us a long way in accomplishing our future tasks. Let us march forward with unity and dedication to take our Institution and our Association to further heights of glory and growth. I solicit the whole-hearted co-operation of all our members in discharging my duties as the new General Secretary of FBOA towards this noble mission.
