Presentation Notes
The threats to USPACOM in the cyberspace domain are gaining in complexity and speed. Exploitation and theft are real challenges and are emanating from nation states and criminals. There are many cyber events that appear in the press. A few of these include the Chinese cyber theft of F-35 military secrets, Russian cyber attack against Georgian government sites prior to invasion, Iranian malware attack on Saudi Energy Company that damaged or destroyed more than 30,000 computers and the North Korean cyber attack against Sony Pictures in retaliation for unflattering movie. While these get the headlines, one of our most common threats is phishing. Not only is the frequency increasing, but the phishing emails have grown more sophisticated. Phishing is a low cost technique to gain access to valuable information which is used by both criminal groups, as well as, nation state actors. Our networks also come under attacks denying access to our resources such as websites by both nation states and hacktivists, who do not agree with US policies. Finally, although PACOM rigorously screens its personnel, our network defenders and our investments in cyber technology allow us to remain vigilant in protecting our critical data from the insider threat.

Presentation Notes
USPACOM Joint Cyber Center is able to accomplish its mission through the coordinated efforts of multiple organizations. Our most important partner is the Defense Information Systems Agency (DISA), which provides a forward presence in the PACOM AOR via their Enterprise Operations Center (EOC). The JCC plan, integrates, synchronizes, and directs cyberspace operations for USPACOM to provide assured C2 and ensures information sharing with joint, coalition and partner forces. Another key player is the Cyber Mission Force. The CMF is growing to 133 teams by 2018 with the primary missions consisting of: Defend DoD networks, systems, and information Defend the U.S. homeland and U.S. national interests against cyberattacks of significant consequence Provide cyber support to military operational and contingency plans We refine our processes and validate our procedures through our daily operations and through periodic exercises.

So, really… What’s the Bottom Line with China?

• “China is out of step with both the international rules and norms that underscore the Asia-Pacific’s security architecture, and the regional consensus that favors diplomacy and opposes coercion.”

-- Dr. Ashton Carter, Secretary of Defense

• We seek a military dialogue with China that is sustained and substantive

• We want China to be a contributor to stability not a source of insecurity
