CURRENTLY: Responsible of the department for the promotion of Volleyball within the technical department of the RFEVB. This position includes full responsibility of the PNTD (Youth development National Program) and the new program for the development of volleyball among the schools throughout Spain (“Pequevoley”).

EDUCATION: With a bachelors degree in teaching with the physical education specialist degree, Luis also holds the 1, 2 &3 national coaching levels and level 1 International coaching certification. Several graduate courses related to professional sports management, psychology applied to sports, etc, complete his academic profile.

EXPERIENCE: As a teacher, manager, coach and volleyball player:SCHOOL TEACHER & MANAGER: after two years of experience teaching (1998-2000) Luis hold the

position of Technical Manager of the volleyball department at the Universidad Complutense de Madrid. In 2003, Luis joined the RFEVB as responsible of the department in charge of event planning & organization: World League, Pre-Olympic tournament, European League, Mediterranean Games, etc.

In January 2006 Luis Bello was transferred into technical department to the position he currently holds.

VOLLEYBALL COACH: Luis has an extensive background both in youth programming and also in Top Division coaching. In 1991 he started coaching boys and girls teams at high school level. After 1995, his experience includes the coaching of different men & women’s team, also at University level where he achieved remarkable success. In 2000, Luis became the coach of the Top Division men´s team at the Universidad Complutense de Madrid.

VOLLEYBALL PLAYER: Last but not least, the experience of Luis Bello can also be seen as a player from the age of 12. He has achieved top positions from school levels until he reached the Spanish men´s Top Division in 1999.

OTHER RELEVANT INFORMATION to complete Luis’ profile include his certificate of volleyball official (local level). Also, he has volunteered many programs to introduce and increase the participation in sports of children from families with social adjustment problems.

He has cooperated in the organization of events of the universities Politecnica, Rey Juan Carlos I, and Complutense, the local federation of Madrid, as well as the Spanish National Volleyball Congress, where he lectured last year.

Finally, Luis has started his own volleyball club, as he is happily married and father of three little volleyball “super-fans”.

Volleyball in Spain:

Spanish sports in general, and Spanish Volleyball, are now in one of their best moments.

We would like to be more successful, but on the other hand Volleyball in Spain has been growing from a long time. The mens National team was fourth in the last European championships, and the women team was qualified two times in a row for Final Phase in the European championships.The women clubs are fighting for and getting excellent results at the European Cups.Spanish Volleyball has a lot of support from the national, regional and local governments and also it is getting more and more private funds from name brands and companies.

Concerning our beach volleyball, we are very proud as we are already getting back the result of our development programs and we have already gotten some medals in the younger categories and of course the silver medal in the last Olympics obtained by the mens beach volleyball team.

However, the number of licenses in the collective sports is decreasing mainly due to the strong competition faced among the young people: internet, extreme sports, videogames, … Young people has less free time and many more choices for entertainment.

Also, the sports offer in our country is wide:

We could conclude that in Spain, volleyball as a sport has more quality than quantity.At the end, soccer, basketball, […] and other sports are more popular in number of licences, spectators, budgets, sponsors,… but we have our piece of the cake that many other sports would like to have.

One of our most consolidated programs is called “National high performance program”. (PNTD). It has been running for almost twenty years with big success. We offer our young talented players the possibility of joining our boarding junior team programs (men & women), where they can live, study and continue developing their volleyball careers.

Mens in Palencia and Womens in Soria, these players live in a high performance specific centers where they can enjoy the best facilities, technical staff and means of practicing. We try to keep them competing at the highest level possible, both nationally and internationally.

And most of the regional federations have any kind of development programs. There are several regional boarding young teams. These boys and girls are younger than in the national boarding team.

Also, we have an improving high performance program for beach volleyball.

The Spanish Sports Authorities organizes every year different championships for young people as regional teams. In 2007 beach volleyball has been included among the championships to be held at the end of the school year.

The RFEVB organizes and supports local, regional and national championships in all the categories.

Talking about education, in Spain, Volleyball its not compulsory in the primary education. In Secondary its one of a lot of sports taught. And it is present in different ways in all the university studies of the physical education.

There is a very close collaboration between school and club programs at local levels, mainly as a extracurricular activities after the classes.

Finally, there are a lot of different synergies and programs at regional and local levels. The regional and local governments are investing money and means to improve sports at school age.

Definition:

PEQUEVOLEY is an educational program of RFEVB that pursues that school students aged 11 and 12 become familiar with volleyball through Minivolley, within their own schools, and within the physical education class with their own teachers.

PEQUEVOLEY consists of one didactic unit with 8 sessions that the teacher should include in the annual planning. It targets that the student knows volleyball and starts to learn about the techniques through playing.

The schools are given a set that includes: A book where the didactical unit is explained; ten mini-volley balls; a carrying bag; and interactive dvd with real images about teaching minivolley and other information to ease the teachers work; several posters, leaflets for the students and a polo shirt and bag for the teacher in charge of the program.

Historical background:

In 2004 the RFEVB President, Mr Agustín Martín Santos, focused the attention in the development of an educative program at national level as the best way to improve our presence in the schools and gain popularity in the young people.

Coaches, teachers and university experts from all over Spain were involved in the production of the best pedagogical materials.

During the school year 2005/06 more than 600 schools participated in PEQUEVOLEY.In 2006/07 it was 800 schools.

For the school year 2007/08 we already have more than 3000 candidatures from the schools of all over Spain to participate in the PEQUEVOLEY program. 2500 schools will be selected following criteria to be present in all the regions.

For the 2007/08 PEQUEVOLEY will be a part of the National Program for Promotion and Support to the Sport in the School (PROADES) promoted by the Youth Sport Foundation from the Spanish Sport Government Body (CSD). It is strongly supported by a private name brand, “Grupo Leche Pascual”. Also, Pequevoley holds the recognition from the Spanish Olympic Committee.

Other technical collaborators in the production of the materials are RASAN and IVIVA.

The pedagogical materials have now their second edition improved and extended. The teachers will find all the information both written and visual to get the best in their classes.This new edition includes helpful information also for teachers of other ages, volleyball coaches, and other people interested in using PEQUEVOLEY as the first step into Minivolley and volleyball.

Why?:Volleyball is one of the best established sports in schools, not only because it needs little space to be practiced but also because it includes all the elements that comprise the true sports values: It is a team sport, the positions rotate, there is no contact among the participants as there is a net between both teams and at the same time it develops the physical characteristics of the students in a balanced and harmonic way.

Moreover, it teaches to its players, probably better than any other sport, something that deeply worries so much in today’s society, VALUES: It can be played both by boys and/or girls, stimulates solidarity among the team players, it is an excellent mean for integration and instils the rules of respect that are characteristic of this sport. This is why the schools are the ideal framework for children to start knowing and practicing volleyball, mainly from an educational perspective.

This is the main reason why the RFEVB has started the program Pequevoley, which was born with the intention of children knowing volleyball through minivolley in their own school, in their physical education class, under the direction of their teacher.

Goals and objectives:Promote the grassroots of volleyball in Spain while strengthen the knowledge and practice of volleyball in schools:

- To foster the practice of Minivolley and increase the number of players.- To get the most P.E. teachers involved in our sport.- To communicate the characteristics of the game at a national level.

Pedagogical goals: - Increase the motor wealth of the students, improving their motor competence and the perceptive and performing mechanisms through minivolley.- Recognize the basic technic-tactic elements for the practice of minivolley through real played situations.- Develop the strategic thinking and the capacity to take motor decisions.- Understand the logic structure of volleyball and in a more specific way, the rules of minivolley.- Promote healthy competition and the respect for rules, as ways of sports enjoyment..- Make awareness of the importance of cooperation in sports.Results:Recognition, support and funds from the national, regional and local governments, and from private companies.

Highest evaluation of the program PEQUEVOLEY from the educational circles, with several presentations in Universities and teachers research centres.

Synergies at regional and local level: There is a growing number of sport meetings, tournaments, volleyball schools, clinics for teachers/coaches, , seminars and conferences about PEQUEVOLEY /Minivolley

Structure of the class session:

START:Includes warm-up and the activities based in modified games with a divided court. Progressively it develops the concepts that will be later transferred to minivolley adjusted games which will be perfomed in the main part of the class session. In these games, a ball falls into other team’s court so the team can not throw it back or they send it out of our court, or under difficult conditions for them. Both teams will try not to let the ball fall in their court.

MAIN BODY:It starts with an oral explanation of the basic game principles of a technical element: setting, bumping, serving and blocking; after an individual practice, it later conects with cooperative activities (when the word “with” is used) or competitive (we use the word “against”).

Cooperative games “with” Competitive games “against”The target is to keep the ball playing, passing it to the other side of the court, that is to say, achieve the maximum number of touches in a row. It pursues stimulate the student’s experimentation, proposing the right techique to contact the ball in each moment, but also it gives the child the chance to participate actively: he will look for different strategies to “keep the ball flying” as long as he can..We will not pay much attention to technical correctness but to the continuity in the game.

They play games with scores and more specific rules. The teacher will pay attention to correct the students.It pursues to avoid that an excessive competitiveness dominate the children’s behavior, giving the idea of that a victory in a competition is achieved through the fulfilment of the rules and the correct technical performance, hitting the ball always three times..

END:It includes activities whose intensity is much lower, allowing a progressive back to calm. The student will still be learning aspects related to minivolley but from a more informal and recreational approach while they become aware of what they have learned during the session..
