This will be applicable to all air- lines,” Saleem Amanulla, Vice President Airport Operations at Oman Air, said. Last Thursday, citing a notice issued by Emirates Airlines and quoting officials from flydubai, Times of Oman had reported that the online e-visa requirement for GCC expats to travel into the UAE will become mandatory from April 29. However, an official from Air Arabia, which flies 17 times to Sharjah and six times of Ras Al Khaima every week, said that they have not received any notice from the UAE immigration authorities insisting on e-visa requirement for GCC expatriates before board- ing the flight from Oman. Meanwhile, a travel agent said that when it was introduced last year in October due to technical glitches they were receiving a lot of complaints from the custom- ers, however, now we have to wait and see what will be the situation after April 29. “Customers say that there are a lot of hassles in processing the online application. And many got their money stuck too,” the travel agent said. An expatriate in Muscat said that the online visa application portal accepts all applications but it takes a lot of time to approve and issue a visa and sometimes after the long wait it can get re- jected too. “Moreover, if our application gets rejected, we will lose money too. When one of my friends ap- plied he had to pay AED230. After a long wait for weeks, he came to know that his application was rejected. Then when refund was done after a week, he (lost) around AED100 in the name of process- ing charges and other clauses,” Vinod Lal, an Indian expatriate in Muscat, said. “It’s always a prob- lematic task to apply for online visa to UAE,” Vinod added. He said that Oman will issue 1,000 visas in a year. We expect it to ma- terialise within a couple of weeks so that Iranian businessmen and investors can come easily,” said Eng. Mohammed Reza Nematza- deh, Iran’s minister of industry, mines and trade. “(Earlier) we had little bit problem in getting visa for busi- ness people (who intend to visit Oman).” Nematzadeh said that from Iran issues visas for Omani business- men within an hour from its em- bassy in Muscat. However, Said bin Saleh Al Ki- yumi, chairman of Oman Cham- ber of Commerce and Industry (OCCI), said that the Sultanate’s government should not confine number of visas for Iranian busi- nessmen to 1,000, rather consider all visa requests. “If there is a need for 10,000 visas, let us issue 10,000 visas. We want both governments to open doors,” he added. Al Kiyumi noted that Oman’s imports from Iran include cattle and carpets, while the Sultanate’s exports to the country are mainly equipment and vehicle. Highlighting the challeng- es faced by both countries in strengthening trade relations, Al Kiyumi said that lack of com- munication between the private sectors of both countries and port facilities are adversely affecting trade. “OCCI started working with Iran for strengthening trade. The chamber has already lead several business delegations to Iran.” However, Al Kiyumi noted that the recently launched fortnightly shipping service between Sohar and Bandar Abbas is not getting enough cargoes to make it viable. Iranian industry minister said that the banking relations between his country and Iran will be nor- malised as soon as possible. “We have Bank Melli Iran branch here and other Iranian banks are ready to open branches in Muscat,” add- ed Nematzadeh. BILATERAL TRADE 28% fall in Oman road accidents TARIQ ZIAD AL HAREMI [email protected] MUSCAT: February saw the number of road accidents de- cline compared to the same month last year, according to National Centre for Statistics and Information (NCSI) data . Road accidents in Oman re- corded a massive decline of 28.4 per cent, which dropped to 333, compared with February 2015. Injuries also decreased by 22.1 per cent and deaths by 3.7 per cent, where 207 and 45 respectively were recorded, compared with the same month last year. The drop in vehicle registra- tions could be linked to fall in the number of accidents, where a 2.8 per cent slump in new vehi- cle registrations was recorded, compared with February 2015. During the first two months of 2016, 17,424 new vehicles were registered in the country where, as of February, there are over 1.3 million vehicles on Omani roads. In February alone, 8,570 vehicles were registered, of which 450 were government vehicles, which recorded an in- crease of 124.5 per cent, up from the same month last year. No clarity on travel to UAE by roadThe notice also adds that any GCC permit holder (other than the ap-proved 46 nationalities eligible to get visa on arrival), arriving with-out a pre-applied online visa will not be accepted to travel.

More than one million expatri-ates in Oman — regardless of their professional status — will now have to apply for an e-visa to obtain entry into the UAE.

Changes related to entryIn October last year, the UAE in-troduced the changes related to entry to the Emirates for expatri-ates living in the GCC countries. Under the rules, regardless of the profession, expatriates have to ap-ply online for an e-visa.

Earlier, expatriates holding a certain professional status were eligible to get visa-on-arrival in the UAE — the move though did not

aff ect those from countries with treaties with the UAE, such as the European Union.

Mired in confusionHowever the implementation of the new rules was mired in confu-sion, with some airlines allowing expats to fl y into Dubai and get

a visa on arrival while others in Oman blocked passengers from travelling. The system was appar-ently halted for some time while authorities worked on the online application system.

There was also erratic enforce-ment at the land border with some expats allowed in, some turned away. The latest notice does noth-ing to clarify what might happen to travellers by road.

According to the new norms, for getting a UAE visa, a GCC resi-dence entry permit is valid for 30 days before entry from the issu-ance date, and allows a stay period after entry of 30 days, which can be extended to 60 days.

A GCC accompanied entry per-mit is valid for 60 days before en-try from the issuance date, and the stay period after entry is 60 days, which can be extended by another

60 days. However, upon arrival, if the GCC residency is found to have expired or cancelled, the entry permit holder shall not be granted entry, and if the profession of the GCC resident is determined to have been amended after the issu-ance of the entry permit, the hold-er shall not be granted entry.

The GCC residency must be valid for at least three months from the arrival date and the pass-port must be valid for at least six months from the arrival date.

Also, checks have to be con-ducted before allowing entry to foreigners, with temporary pass-ports. However, foreigners pos-sessing only emergency passports will not be allowed entry into UAE. The new rule also stipulates that a GCC resident e-visa is only valid for entry into the arrival/issuance port in UAE.

This year in February, 27 Oma-nis, six of them females, lost their lives in diff erent road accidents, which refl ects a 2.9 per cent jump, compared with the same month last year. Expatriates registered a 16.2 per cent drop in deaths due to road accidents, with 18 deaths be-ing reported, including that of one female. Last year, Oman recorded 6,279 accidents, where 3,624 were injured and 675 died. 458 Omanis and 217 expatriates lost their lives due to road mishaps. Speeding was recorded as the number one cause of accidents, due to which 383 lives were claimed and 1,728 were injured in 3,411 accidents.

American Jazz singer Al Jarreau to perform at ROHMTimes News Service

Syrian army retakes citadel of Palmyra from IS militants

BEIRUT: Syrian soldiers recap-tured the old citadel of Palmyra overlooking the city’s ancient ruins on Friday, state media and a monitoring group said, in an off ensive which could open up much of eastern Syria to govern-ment forces.

The recapture of Palmyra, which the militants seized in May 2015, would mark the biggest sin-gle gain for President Bashar Al Assad since Russia intervened in September and turned the tide of the fi ve-year confl ict in his favour.

Palmyra is the site of some of the most extensive ruins of the ancient Roman empire, and tem-ples and tombs were dynamited by IS militants in what the United Nations has described as a war crime. The city controls routes east into the heartland of territory held by the militants, who have proclaimed a “caliphate” to rule over swathes of Syria and Iraq.

The scale of Friday’s fi ghting refl ected how much of a strategic prize the city represents, with jets launching dozens of air strikes and soldiers fi ring mortar bar-rages, while IS militants hit back

with two car bombings. Russian warplanes have continued to sup-port the Syrian army and its allies as they push their off ensive on the desert city, despite Moscow’s recent announcement that it was withdrawing the bulk of its mili-tary forces.

Air strikesBeirut-based television channel Al Mayadeen, broadcasting from the edge of Palmyra, showed a low-fl ying jet carry out three air strikes against what it said were IS militants withdrawing from the old citadel back into Palmyra.

State television and Al Manar, the television station of Lebanon’s Hezbollah group, later quoted mil-itary sources saying government forces had seized the citadel, lo-cated above the ancient ruins.

The Britain-based Syrian Ob-servatory for Human Rights confi rmed the citadel had been

captured. It said there were 56 air strikes between dawn and early afternoon on Friday. A ceasefi re backed by the United States and Russia covers most of Syria but not areas held by IS. The fi rst truce of its kind since war began fi ve years ago has been accompa-nied this month by the fi rst peace talks attended by Assad’s govern-ment and most of the groups op-posed to him. Meanwhile, Damas-cus has turned its fi re on IS.

Moscow is the main ally of As-sad’s government, while Wash-ington and other Western coun-tries have backed foes trying to overthrow him during fi ve years of civil war that has killed 250,000 people and led to the world’s worst refugee crisis. Both powers are committed to fi ghting against IS and have backed a new dip-lomatic push to end fi ghting on other fronts.

A Russian special forces offi cer

was killed in combat near Palmyra in the last week, Interfax said, suggesting the Kremlin has been more deeply engaged in the Syrian confl ict than it has acknowledged.

IS suicide bombers detonated two car bombs as they tried to re-pulse government forces who ad-vanced into the hotel district close to the ancient ruins, said the Ob-servatory which monitors Syria’s war through a network of sources.

Soldiers interviewed on Mayadeen and Syrian television said that the army was completing the capture of high ground over-looking Palmyra. Syria’s antiqui-ties chief Maamoun Abdulkarim said that driving IS out of Palmyra would be a victory for the whole world. “After all the tragedy we have suff ered in Syria for fi ve years, and the 10 months in Palmyra after it fell...it’s the fi rst time we feel joy,” Abdulkarim told Reuters.

“We pray for victory soon, so

that the damage is limited. Pal-myra, under their control, was the loss of a civilisation,” he said. “The only choice is to liberate the city in any way possible”.

Mayadeen and Al Manar showed footage of the ancient city on Friday. It was not possible to assess from the long-range shots what damage had been infl icted, but colonnades and several struc-tures appeared to be still standing.

UN envoy Staff an de Mistura has set out a common blueprint for a political process aimed at ending the civil war, and said on Thursday talks would tackle the divisive issue of a post-war transi-tion when the warring sides gath-er again next month.

Progress has been slow, with the government delegation and its opponents disagreeing funda-mentally on the terms of such a transition, including whether As-sad must leave power. — Reuters

CAIRO: In Cairo’s Imbaba, strong-man Karim Hussein pulls trucks with his teeth, swallows nails and casually steps on mounds of broken glass, off ering one of the few forms of live entertainment for residents of the poor and crowded district.

Dubbed “The Pharaoh” by friends and family, Hussein seemed destined to be a strong-man from a young age, and claims to have a unique biological makeup that easily absorbs pain.

“I began this journey when I was around seven or eight years old. I was drinking a glass of milk, half of which was fi lled with ghee, and the glass broke,” he said.

Glass for breakfast“I started eating the glass from my hand, and until today I have be-tween three to four cups (of glass) for breakfast. One day when I was at the barber shop, I took the razor from him and ate it.”

Sadr warns of unrest if reformsare blocked

BAGHDAD: Powerful Iraqi cleric Moqtada Al Sadr warned political party leaders on Friday they would face street protests if they obstruct a government overhaul planned by Prime Minister Haider Al Abadi to fi ght corruption.

Sadr also called on Abadi to an-nounce a new cabinet lineup by Saturday that would see current ministers replaced by techno-crats with no party affi liation to tackle systemic political patron-age that has abetted bribery and embezzlement.

The infl uential cleric spoke in a Friday sermon delivered by a representative to tens of thou-sands of people outside the gates of Baghdad’s fortifi ed Green Zone that houses government offi ces, parliament and embassies. Sadr’s followers began a sit-in a week ago outside the Green Zone to pressure the government to see through anti-corruption pledges. Abadi has shown a willingness to act but has been slow to deliver on a reshuffl e announced in February.

Depleting fi nancesCorruption is depleting the central government’s fi nancial resources at a time when revenues are de-clining due to lower oil prices and Abadi needs to ramp up funding for the US-backed war against IS militants. “If he brings a logical reform package to parliament and does not get enough votes, there will be a call to escalate protests against those who did not vote” for the proposed cabinet, said Sadr’s envoy, Sheikh Asaad Al Nasiri.

“If (Abadi) does not announce a package that appeases the people, then we will have another stance we will announce tomorrow. We will not be content with a sit-in at the Green Zone,” Nasiri added amid crowd chants of, “Yes, yes to Moqtada our leader!” He did not mention a deadline which Sadr gave Abadi last month to imple-ment reforms. Indians stranded in Brussels after attacks return home

NEW DELHI: A Jet Airways air-craft on Friday brought back 242 Indians including 28 crew mem-bers, who were stranded following the deadly terror attacks on air-port and metro station in the Bel-gian capital Brussels on Tuesday.

The ‘recovery’ fl ight 9W 1229 from Amsterdam, which landed here this morning, also carried onboard the passengers who were bound for Mumbai as their fl ight was cancelled at the last minute due to a technical problem in the aircraft. The airline had earlier taken all its stranded passengers in Brussels to the Dutch capital by road. “The fl ight 9W 1229 carry-ing 214 passengers, including 69 bound for Mumbai, along with 28 Jet Airways crew members land-ed at IGI airport at 5.10am,” a Jet Airways spokesperson said.

“I was coming from Toronto and as soon as we arrived at the airport and when to the arrival bay, within 15 minutes they were asking us to evacuate as soon as possible. We had no idea what had happened,” a woman passenger said after ar-riving here while narrating her ordeal at the Brussels airport.

She said that there were hun-dreds of passengers running out

with their baggages. “From there we found out that there were three blasts.”

“The blast occurred in the de-parture area of the airport as soon as our fl ight had landed. They took all of us out and we remained stranded there for quite some time,” said another passenger.

Jet Airways on Thursday oper-ated two fl ights from Amsterdam for Toronto and Delhi after trans-porting all its stranded passengers in Brussels to the Dutch capital by road. It had initially planned to fl y three recovery fl ights from Am-sterdam including one to Mum-bai after pulling out all its four grounded aircraft from the Brus-sels airport.

However, it had to cancel the Mumbai fl ight at the last mo-ment as the aircraft developed some problem, forcing the airline to combine the two fl ights into

one. The aircraft, which brought back the passengers to Delhi, was later fl own to Mumbai with 69 passengers onboard, Jet Airways said. “I was just landing when the blast took place. So, we could not get inside the airport (termi-nal building),” said another pas-senger. “We were taken to some other place. We were taken care of very well,” he said.

Heightened alertMeanwhile, amid a heightened alert in the wake of Brussels ter-ror attacks, security agencies have stepped up vigil at sensitive air-ports in the country with passen-gers being made to take off their footwear and belts and go through detailed frisking.

At major airports like Del-hi, Mumbai, Bangalore, Hy-derabad, Kolkata, Chennai and Ahmedabad, CISF and local po-

lice have shored up security ap-paratus and passengers are being observed and screened minutely with reintroduction of risk-based Secondary Ladder Point Check (SLPC) which entails frisking people before they enter the air-craft. The surveillance and patrol teams along the peripheries have also been asked to be extra cau-tious as passengers enter the ter-minal area unchecked.

While fl iers at many such air-ports are being asked to take out their footwear and belt to under-take a “clean search”, a second lay-er of profi ling-based body search and frisking is being conducted just before passengers board the aircraft.

“More hands are deployed when such security drills are made op-erational. The security staff is cer-tainly more at certain sensitive fa-cilities and changes will be made

as per the level of threat indicated by central intelligence agencies,” a senior offi cial involved in air-port security said. Another offi cial said the hand baggage and booked cargo of the fl iers has also been brought under detailed search as part of the stepped up security drills and measures put in place in the wake of the terror attacks in airport and metro station at Brus-sels that left 31 people dead and 300 injured on Tuesday.

Airlines and special teams of the CISF and airport security have been asked to conduct risk-based Secondary Ladder Point Check (SLPC) which entails frisk-ing passengers on the air side just before entering the aircraft.

They said these instructions are for people who look to be suspicious and hence not all passengers have to go through the SLPC. “The instruc-tions have been issued keeping in mind the prevailing security situa-tion and based on the assessment of central security agencies.

“While these measures are not new and there is nothing to panic, they are being deployed to add the extra layer of security and en-sure that nothing is left to chance in ensuring a fool proof security when it comes to smooth civil avi-ation operations,” the offi cial said.

Armed Quick Reaction Teams (QRTs) of Central Industrial Se-curity Force commandos and lo-cal police have been positioned at vantage locations to enhance vigil along the peripheries of these air-ports, they said.

Special anti-sabotage teams and bomb detection and disposal teams and sniff er dogs have been asked to be on stand by at these airports. While India does not follow the ‘concourse security’ plan for civil aviation operations which entails frisking of fl iers and their luggage before entering the airport, security personnel in plainclothes are being deployed increasingly to keep tab on any suspicious movements at these facilities, they said. — PTI

Dentist beaten to death after duel over bike grazing son

NEW DELHI: In a shocking in-cident, a 40-year-old dentist was dragged out of his house and beat-en to death with bats, iron roads and hockey sticks in Vikaspuri area of West Delhi by a group of 12 people following an argument over a bike grazing the doctor’s child.

The incident took place on Wednesday night when dentist Pankaj Narang was playing cricket with his eight-year-old son and a nephew outside his residence.

Police on Friday said fi ve per-sons including a middle-aged woman were arrested and four juveniles were apprehended in the case. According to police, Na-rang took out his son and nephew to play cricket to celebrate India’s one-run victory over Bangladesh in the World Twenty20 tourna-ment. When they were playing, the cricket ball rolled out on to the road and Narang’s eight-year-old son had gone to collect it.

Then, Naseer (23) and a minor, both residents of a nearby slum cluster, sped past on a motorcycle which grazed the child, triggering a scuffl e between the doctor and the bike- borne youths.

However, after around 10 min-utes, the duo came with around 10 people and dragged Narang from his house and attacked him with bats, iron rods and hockey sticks.

Witnesses said people who had gathered attempted to intervene, but they were also thrashed by the group. Police said Narang died on the way to hospital. The group also severely thrashed the doctor’s brother-in-law.

Naseer and the three other youths, Amir, Ameer and Gopal, all aged around 20 years, were arrested.

The police arrested Naseer’s mother Maesar too who, police said, instigated his son and others to beat the doctor.

She was seen attacking the doc-tor in CCTV grab as well. Narang’s wife is also a doctor. — PTI

Fortune’s third annual ‘World’s 50 Greatest Leaders’ list features men and women from across the globe from the fi elds of business, government, philanthropy and the arts who are “transforming the world and inspiring others to do the same”.

PDP, BJP set to stake claim to form J&K government

JAMMU: Ending the more than two-month deadlock Peoples Democratic Party ( PDP) and Bharatiya Janata Party (BJP) are set to jointly call on Jammu and Kashmir Governor N N Vohra on Saturday and stake claim to form the new government that will be headed by Mehbooba Mufti who will be the fi rst woman chief min-ister of the state.

A day after Mehbooba, 56, was unanimously elected as the PDP’s legislature party leader and nomi-

nated as the party’s chief ministe-rial candidate, 25 members of BJP met in the state’s winter capital here on Friday and elected Nirmal Singh as its leader.

Singh will again be the deputy chief minister in the new cabinet, a post he had held in the Mufti

Mohammed Syeed’s dispensation.Sources in the know of the de-

velopments said that both PDP, which has 27 members in the 87-member Assembly and BJP will seek time from the Governor for Saturday and stake their claim to form the government.

Mehbooba will hand over a let-ter staking claim to form the gov-ernment while Singh will hand over the letter from the BJP side supporting her claim, the sources said. The Governor had sum-moned both Presidents of PDP and BJP separately for on Friday for consultations on Government formation in the state.

The sources said that both the parties mutually decided to post-pone Friday’s meeting and seek time for a meeting so that their two leaders can jointly call on the Governor and apprise him about the decision of the legislative par-ties of PDP and BJP.

SupportEarlier in the day, BJP’s interlocu-tor on Jammu and Kashmir Ram Madhav said “legislative party of the BJP in Jammu has decided to support PDP in the formation of the government in the state and together BJP and PDP will ap-proach the Governor and stake the claim for formation of the govern-ment very soon.”

Friday’s BJP meeting was at-tended by Madhav, who is also the party’s National General Secre-tary, and Minister of State in PMO Jitendra Singh.

Brushing aside rumours over diff erences over distribution of

portfolios, both the parties said the alliance was being worked out on the lines as decided under the leadership of Mufti Moham-med Sayeed, who died on January seven this year.

Jitendra Singh ruled out any diff erences between the coalition partners BJP and PDP and said “there was never a breakdown in the coalition between BJP and PDP. I think this is the continua-tion of the process which started about a year back.”

“...when you are in a coalition you have to accommodate each other’s priorities and each other’s preferences. That is precisely we do in a healthy coalition to augur well for the state of Jammu and Kashmir.”

“As we have decided to form the government with PDP, we will support the Chief Ministe-rial candidate of PDP”, BJP state president Sat Sharma said.

PDP and BJP had formed an alliance on March one, last year with Sayeed as the Chief Minis-ter. Both the sides had formed an Agenda of Alliance which sought to address internal and external dimension of the state.

Amit Shah promises corruption-free government in AssamSIBSAGAR/SONARI: Bharatiya Janata Party (BJP) President Amit Shah on Friday hit out at Assam Chief Minister Tarun Go-goi saying the north-eastern state made no progress during his 15-year tenure, which only saw un-precedented corruption and illegal infi ltration.

Addressing election campaign meetings at these two places, he

promised that BJP) would take As-sam on the road of progress if voted to power by ensuring a corruption-free government and stopping il-legal infi ltration from Bangladesh.

“Corruption is highest in As-sam. No money is being spent for development of roads, electricity supply, building good hospitals. If you search, the money sent for development will be found in the

ministers’ houses,” Shah claimed.

ResponsibleHe held the Congress-led state government “responsible” for “people remaining below the pov-erty line, 42 per cent not receiving clean drinking water, no electric-ity, no proper facilities for adivasi tea garden workers, increased maternal and child mortality rate,

and 19,000 incidents of atrocities against women.”

The central government gave funds for several development schemes but Gogoi could not give (project) completion certifi cates when asked for and that is why de-velopment has remained halted in Assam, he claimed.

“Gogoi cannot give a govern-ment that will help the poor, only

BJP can. Assam’s people gave him 15 years. But Assam remained where it was or went backwards when the rest of the country pro-gressed,” the BJP president said.

“You ask Tarun Gogoi what he has done for Assam during his last 15 years in power here. He sent a Prime Minister from Assam to the Rajya Sabha for 10 years. What did he do for making railway lines

double-track? Nothing. He only talked and there is unprecedented corruption,” Shah said.

BJP and development have be-come synonymous, he said, adding where there is NDA and BJP gov-ernment, there is development.

One armyman killed, one missing in avalanche

JAMMU/SRINAGAR: An army jawan was killed while another went missing when an avalanche hit a patrol party in Siachen’s Turtuk sector Ladhak region of the Indian administered northern state of Jammu and Kashmir on Friday morning.

The avalanche hit the partol party around 8am at Turtuk area of Siachen - the highest battleground in the world - following which two jawans got buried under the snow, a Defence Spokesperson said.

Rescue drillsImmediately, rescue drills were launched and one of the soldiers, Lance Havildar Bhawan Tamang was rescued in a “critical” con-dition and shifted to a nearest medical facility. “Lance Havildar Bhawan Tamang, who was earlier rescued from an avalanche that hit an army patrol party this morning in Turtuk sector has succumbed to his injuries,” the spokesperson said, adding the soldier could not be revived by the medical team.

Tamang  was a resident of Lop-shu village in Darjeeling.

Meanwhile, massive eff orts are on to search and rescue the miss-ing jawan despite an inclement weather in the area. — PTI

Mamata hits out at poll panel after 8 workers killed

LALGARH/KOLKATA: West Bengal Chief Minister and Trina-mool Congress supremo Mamata Banerjee on Friday targeted the Election Commission, saying law and order is now under the poll panel and eight party workers had been killed in the last seven days.

“The police is under Election Commission. Now the Elec-tion Commission looks after law and order. Eight TMC workers were killed in last seven days by CPI(M),” she told an election meeting at Lalgarh in West Mid-napore district which was earlier aff ected by Maoist violence.

Political vendetta“Every day they are killing (our party workers). Who gave them the right to kill? We will not tol-erate killing. There is no place for political vendetta in Bengal,” she said.

Banerjee asked her partymen not to be scared and work for the upcoming Assembly polls with the support of public.

“Don’t get afraid if somebody comes from outside and scare you. They will go back after three days. Do the election (work) with the support of the people,” the TMC su-premo said, in an indirect reference to the Election Commission. — PTI

KARACHI: Clifton residents awoke on Thursday morning to see the white-marbled Teen Tal-war monument shrouded by a colourful eyesore – an advertise-ment for the ‘My Karachi Oasis of Harmony’ exhibition organised by Karachi Chamber of Commerce and Industry (KCCI).

The iconic three swords in-scribed with Muhammad Ali Jinnah’s famous three (mottos) ‘Unity, Faith and Discipline’ were erected in 1974 on the directions of then Prime Minister Zulfi kar Ali Bhutto as part of his beautifi -cation campaign for the port city.

Enraged by the ‘tarnishing of a local landmark’ lawmaker Khur-ram Sher Zaman of the Pakistan Tehreek-e-Insaf took matters into

his own hands and had the monu-ment unwrapped.

Zaman said he received multi-ple phone calls from constituents and friends about the advertise-ment covering Teen Talwar. He explained that initially he con-tacted the District Municipal Corporation (DMC) South but no one answered. Zaman added that when he determined that no gov-ernment offi cial is going to help

him, he decided to take action.Along with a crowd of support-

ers and a crane, Zaman arrived at Teen Talwar on Thursday evening and was raised up in the machine to tear down the adver-tisement. “One can expect this government to rent out the mau-soleum of Quaid-e-Azam,” he said sardonically.

Regardless of whether an ad-vertisement is for a noncommer-

cial event, it is not justifi ed to wrap it around a historical monu-ment, he said. People gathered at the spot also expressed their anger towards the government. Saleem Usman, a resident of Bath Island, said these monuments are our na-tional assets and it seems like the government has left no part of the city untouched in its quest to fi ll the pockets.

Tariq Rafi q and his friends were present at the site to support their lawmaker. “It is the duty of citi-zens to point out the [wrongs] of the city and join hands with peo-ple who are sincere in their eff orts to fi x it,” he said.

When contacted, DMC South administrator Nisar Ahmed Soomro said he had also sent his teams to remove the advertise-ments but he came to know that the work had already been done by the local lawmaker. The advertis-ers had not taken permission from the DMC to hang their advertise-ments, he explained.

Muhammad Idrees, chairper-son of the special committee for the exhibition, said they had per-mission from all the relevant de-partments to go ahead with their campaign. The motto of our ex-hibition is to rebuild the image of Karachi, he stressed. — Express Tribune

Cairo fi rm in bid to purchase brokerage house in KarachiKARACHI: One of the largest in-vestment banks operating in the Middle East has shown interest in acquiring a majority stake in In-vest and Finance Securities (IFS), a Karachi-based brokerage house.

In a securities fi ling on Friday, Bank Alfalah said its client EFG-Hermes Holding Company (EFG) wants to acquire up to 51 per cent shares in the Karachi-based secu-rities company.

Speaking to The Express Trib-une, IFS Chairman and CEO Muzammil Aslam said the Cairo-based EFG will be the fi rst mul-tinational company to invest in Pakistan’s brokerage industry.

“Global investment banks have done business in Pakistan’s eq-uity market, but EFG will be the fi rst one to actually have its own

skin in the game as a majority shareholder of a local brokerage house,” he said.

With paid-up capital of $1.2 bil-lion, EFG is one of the biggest bro-kerage houses in the Middle East. It operates in Egypt, United Arab Emirates (UAE), Kuwait, Oman, Jordan and Saudi Arabia with in-direct access to six more markets through a network of partners.

It has managed transactions of mergers and acquisitions amounting to over $53 billion in the last 10 years across the Mid-dle East. Further, EFG will con-duct due diligence to acquire up to 10.2 million shares, or 51 per cent of issued capital, of IFS.

In case of a favourable outcome of the due diligence exercise, EFG will sign a share purchase agree-

ment with the majority share-holders of IFS besides extending a tender off er to buy shares from its minority shareholders.

IFS was in the news just a few months ago when its original owners sold the company to a group of six acquirers led by vet-eran stock market analyst Mu-zammil Aslam.

Aslam currently owns 18 per cent shares in IFS. Along with Chief Operating Offi cer Asim Ali who owns a 7 per cent stake, the duo currently has management control of IFS. With the rest of the four acquirers, they control 78 per cent shareholding between them. Remaining 22 per cent shares constitute the free fl oat of IFS on the Pakistan Stock Ex-change. — Express Tribune

Million ways to die in brutal Syria confl ictDebarati Guha-Sapir

Five years into a brutal civil war, there is no shortage of ways to die in Syria. People are starving to death, most notably in the be-

sieged western town of Madaya. Then there is the violence itself. Killing by aerial bombardment remains (so far) the preserve of government and international forces. Non-state armed groups are restricted to artillery and other ground-launched weapons, including grenades, car bombs, suicide bombs, and, of course, guns.

Syria has become a playground for international power games. What began as a non-violent protest against the government has degenerated into a free-for-all, with women and children paying a dis-proportionate price and terrorised civilians pour-ing out of the country.

The vulnerability of the Syrian people is com-pounded by a health system at the breaking point. Almost half of Syria’s ambulances have been de-stroyed; more than one-third of its hospitals no longer function; and the fl ow of pharmaceutical imports has slowed to a trickle, with none reaching rebel-held zones. Moreover, local pharmaceutical production has collapsed; Syria now meets less than 10 per cent of domestic demand, down from 90 per cent before the confl ict.

This breakdown is not just an unfortunate side eff ect of the crisis; Syrian medical facilities have come under direct, seemingly deliberate attack. Physicians for Human Rights recorded 16 attacks on hospitals last October alone in a total of 346 at-tacks on 246 health facilities, while Doctors with-out Borders has condemned so-called double-tap tactics, in which aerial bombings of high-density civilian centers are followed by strikes on the nearest hospitals, removing emergency care for the injured. Even small clinics have been bombed by state-controlled forces.

Such attacks, particularly in Idlib, Aleppo, and Hama, have killed patients, doctors, and other health workers, destroyed ambulances and health infrastructure, and helped to drive medical per-sonnel out of Syria. This is clearly unacceptable – not least because every country involved in the confl ict has signed the Geneva Conventions, which explicitly prohibit “directing an attack against a zone established to shelter the wounded, the sick, and civilians...”

We do not have fi gures for all war-related deaths inside Syria. We do not know precisely how many children have died from preventable diseases as a result of the breakdown in vaccina-tion programmes, or how many mothers and in-fants lost their lives for lack of medical equipment and personnel.

But some jarring data about confl ict-related deaths is available. The Violations Documentation Centre (VDC), a Syrian human-rights network and think tank, recently provided the fi rst reliable, large-scale dataset on violent civilian deaths since the outbreak of the confl ict. It lists 78,769 fatalities – including name, age, gender, and cause of death – from September 2011 to January 2015.

An analysis of the VDC’s data conducted by the Centre for Research on the Epidemiology of Disas-ters, which I direct, shows that while most of these deaths were recorded in rebel-held regions, the pattern of killings was similar in both opposition- and government-controlled areas. Specifi cally, children are bearing the brunt of the violence. In both rebel- and government-held zones, children are more likely than men to be killed by explosives; they are more likely to die from aerial bombard-ments in rebel-held zones; and they are fi ve times more likely to die from ground-launched explo-sives in areas under government control. Perhaps most shocking of all, of the 4,597 named women and children killed by bullets, 852 children and 695 women were executed.

The data may not be complete, but the exist-ing evidence should be more than enough to spur stronger eff orts to provide essential medical care and stabilise fragile communities. While an im-portant initiative to improve the delivery of health and humanitarian assistance has been launched by the United Kingdom’s Department for Interna-tional Development and the Wellcome Trust, it is nowhere near enough.

Much stronger humanitarian action in Syria is needed this year. First, aerial attacks and strikes against hospitals or clinics must be publicised, investigated, and condemned internationally.— Pro-

on that route and the cost of which is too high for students who rely on university transport in case they miss it. Similarly, at present there is no public transport facility available for the students and the faculty, commuting towards Knowledge Oasis Muscat, which has two private colleges on the campus. The students and faculty of these colleges too face the same prob-lem which the SQU students face. In my opinion, none of these colleges really have their own transport system . The students and the faculty have to rely on contractors’ transport, who having a monopoly in the campus and take the passengers for grant-ed. Hence I sincerely request the authori-ties to look into the problem of transport service of the students and the faculty of the colleges located in KOM campus sym-pathetically . The KOM campus should also

‘About 100 Chinese boats encroach in Malaysian waters’KUALA LUMPUR: About 100 Chinese fi shing boats have been detected encroaching in Malay-sia’s waters in the disputed South China Sea, Malaysia’s state news agency and a coastguard offi cial said on Friday.

The reported encroachment on Thursday is the latest action by Chinese vessels to raise concern

in Southeast Asia, where four countries object to China’s claim to virtually the whole of the South China Sea.

Malaysia’s national security minister Shahidan Kassim said as-sets from the Malaysian Maritime Enforcement Agency and the navy have been sent to the area near the Luconia Shoals to monitor the sit-

uation, the Bernama news agency reported. Shahidan did not specify what type of Chinese vessels had been spotted but a Maritime En-forcement Agency offi cial said they were fi shing boats guarded by two Chinese coastguard vessels.

China claims most of the South China Sea through which about $5 trillion in ship-borne trade

passes every year. Its Southeast Asian neighbours Brunei, Malay-sia, the Philippines and Vietnam, also claim parts of the sea, as does Taiwan.

China’s foreign ministry spokes-man, Hong Lei, asked about the Malaysian report at a briefi ng on Friday, said he did not “understand the details” of what Malaysia had

said. “Now is the fi shing season in the South China Sea... At this time of year, every year, Chinese trawlers are in the relevant waters carrying out normal fi shing activi-ties,” Hong said. He did not elabo-rate.

Shahidan said Malaysia would take legal action if the boats were found to have trespassed into its

exclusive economic zone, Berna-ma cited him as saying.

The Malaysian maritime agency offi cial said three of its boats were monitoring the Chinese fl eet.

“Our orders are not to provoke them in any way,” said the offi cial who declined to be identifi ed as he is not authorised to speak to me-dia. — Reuters

Held US citizen admits spying in North Korea

SEOUL: A Korean-American man detained in North Korea has confessed to stealing military secrets and plotting subversion with South Koreans, the North’s offi cial news agency and foreign media reported on Friday.

North Korea, which has been criticised for its human rights re-cord, has in the past used detained Americans to extract high-profi le visits from the United States, with which it has no formal diplo-matic relations.

Kim Dong Chul, who has pre-viously said he was a naturalised American citizen and was ar-rested in North Korea in October, admitted to committing “unpar-donable espionage” under the direction of the US and South Korean governments and deeply apologised for his crimes, the North’s KCNA news agency said.

“The extraordinary crime I com-mitted was defaming and insult-

ing the republic’s highest dignity and its system and spreading false propaganda aimed at breaking down its solidarity,” KCNA quot-ed Kim as saying. A source in the North Korean capital of Pyongyang told Reuters that diplomats were notifi ed in the morning of the con-fession and Kim’s comments were similar to the recent confession of another American being held there, Otto Warmbier.

The US State Department said it was aware of the reported in-cident but had no further details, citing privacy concerns.

“The welfare of US citizens is one of the Department’s highest priorities,” department spokes-woman Elizabeth Trudeau said in a statement. Warmbier was sen-tenced to 15 years of hard labour this month for trying to steal a propaganda banner.

The North is also holding a Ko-rean-Canadian Christian pastor, who is serving a life sentence for subversion. Kim apologised for trying to steal military and state secrets in collusion with South Koreans, and said he was paid for doing it. He described the acts as aimed at overthrowing the North Korean regime, KCNA said.

Photographs issued by the North’s state news agency showed Kim bowing and wiping away tears. Japan’s Kyodo news agency and China’s Xinhua news agen-cy also reported Kim’s meeting with media outlets in Pyongyang where he confessed to anti-state activities. Kim spoke of mak-ing contacts with South Koreans to pass secret information con-tained in USB memory sticks and also images state media said were damaging to the North on data storage cards. — Reuters

Belgium should account for failure of intelligence: TurkeyANKARA: Turkish President Tayyip Erdogan accused the Bel-gian authorities on Friday of be-ing soft on militant groups and said they should account for in-telligence failures in the run-up to suicide bombings in Brussels.

Erdogan, still smarting from the presence of pro-Kurdish militant protesters near an EU-Turkey summit in Brussels this month, said European authori-ties had shown themselves “in-capable” after Turkey deported one of the Brussels attackers last July but he was subsequently released.

Erdogan has repeatedly equat-ed the Kurdistan Workers Party (PKK), which is waging an insur-gency in Turkey’s southeast, with IS, saying both are terrorist or-ganisations and accusing Europe of failing to adequately condemn the PKK.

“They (the Belgians) are allow-ing members of the separatist terrorist organisation to set up tents right next to the European Council, they allow pictures of

terrorists to be displayed, they let their fl ags fl y there,” Erdogan said. “So, what happened? What happened, just two days later?,” he went on, before condemning European authorities for releas-ing Ibrahim El Bakraoui, one of two brothers named by Belgium as responsible for Tuesday’s at-tacks in Brussels, following his deportation from Turkey.

Turkey editors’ spy trial held behind closed doors

ISTANBUL: A Turkish court took the trial of two prominent jour-nalists charged with espionage behind closed doors on Friday and accepted President Tayyip Er-dogan as a complainant, in a case which has drawn international condemnation.

Can Dundar, editor-in-chief of Cumhuriyet, and Erdem Gul, 49, the newspaper’s Ankara bureau chief, stand accused of trying to topple the government with the publication last May of video pur-porting to show Turkey’s state in-telligence agency helping to truck weapons to Syria in 2014.

Erdogan, who has cast the news-paper’s coverage as part of an at-tempt to undermine Turkey’s global standing, has vowed Dundar will “pay a heavy price”. The two journalists could face life in prison if convicted.

Packed courtroomAnti-government chants rang out as the decision to take their trial behind closed doors was an-nounced in the Istanbul court-room, packed with journalists, op-position politicians, rights groups, relatives and diplomats from sev-eral nations.

The trial was later adjourned to April 1 after opposition lawmakers refused to leave, two of the law-makers told Reuters. The prosecu-tor argued for a confi dential trial because some evidence involved state secrets.

Lawyers for the journalists ar-gued that evidence could be read in closed session while the rest of the trial should remain open. Erdogan has acknowledged that the trucks, which were stopped by gendarme-rie and police offi cers en route to the Syrian border, belonged to the MIT intelligence agency and said they were carrying aid to Turk-mens in Syria.

Turkmen fi ghters are battling both President Bashar Al As-sad and IS. But he has said that prosecutors had no authority to order the trucks be searched and that they were part of what he

calls a “parallel state” run by his ally-turned-foe Fethullah Gulen, a United States-based cleric who Erdogan says is bent on discredit-ing him and the Turkish govern-ment.

Gulen networkThe prosecutors have denied those allegations, while Gulen has denied plotting against the gov-ernment. A 473-page indictment says the editors aided a “terror-ist” network led by Gulen, which they deny.

Ahead of the trial, Dundar said he would use the hearings to re-focus attention on the story that landed him in the dock.

“We are not defendants, we are witnesses,” he told Reuters in an interview at his offi ce last week, promising to show the footage in court despite a ban.

“We will lay out all of the illegali-ties and make this a political pros-ecution ... The state was caught in a criminal act and it is doing all that it can to cover it up.”

The trial comes as Turkey de-

fl ects criticism from the European Union and rights groups that say it is bridling a once-vibrant press. EU enlargement chief Johannes Hahn described the trial on his Twitter account as a “test case for press freedom and rule of law in Turkey”. Dundar and Gul spent 92 days in jail, almost half of it in solitary confi nement, before the constitutional court ruled last month that pre-trial detention was unfounded because the charges stemmed from their journalism.

Ex-CIA chief Hayden says Brexit would not impact Britain’s securityLONDON: European Union is not a “natural contributor to na-tional security” and a British exit from the bloc would have a lim-ited impact on US intelligence co-operation, the former head of the US Central Intelligence Agency (CIA) has said.

The issue of security has be-come one of the main arguments between those who want Brit-ons to vote to stay in the EU and those who want to leave ahead of a June 23 referendum on British membership.

Attacks in Brussels on Tuesday have fuelled the diff erences, with advocates for leaving arguing the bloc’s open border policy allowed for the killings to take place while Prime Minister David Cameron and others said recent attacks showed greater intelligence coop-eration was needed.

“The union is not a natural contributor to national security of each of the entity states and in fact in some ways gets in the way of the state’s providing secu-rity for its own citizens,” Michael Hayden, ex-director of the CIA and the National Security Agency, told BBC radio in an interview aired on Saturday.

Asked if a British EU exit, or “Brexit”, would upset US intel-

ligence offi cials, he said: “With regard to this specifi c line of national security ... it wouldn’t have much eff ect certainly on the American ability to cooperate with national security services.”

Hayden said he agreed with comments published on Thurs-day from Richard Dearlove, the former head of Britain’s MI6 foreign intelligence service, who said leaving the EU would do little damage to British national secu-rity and could reap security gains. “Whether one is an enthusiastic

European or not, the truth about Brexit from a national security perspective is that the cost to Brit-ain would be low,” Dearlove wrote in Prospect magazine.

Intel sharing to suff erHowever, the head of EU-wide police body Europol and other former British security chiefs have argued intelligence shar-ing would suff er and it would be harder for British police to protect citizens from militant attacks if it left the bloc.

Hayden praised British, French and Scandinavian intelligence agencies, but said most other Eu-ropean security services were small and Belgium’s was “under-resourced, legally limited and frankly working for a government that itself has its own challenges in terms of overall governance”.

Belgian security services have been criticised for lapses ahead of this week’s attacks in Brussels which killed at least 31 people, prompting its interior and justice ministers to off er to resign. — Reuters

Bulgaria shares a border with Greece to its south that is about 500 kms (310 miles) long. “The

main threat is coming from the Greek border,” Borisov told par-liament on Friday. “It is very long and unprotected, and our concern is that the Greek government did not take measures in recent months. We are ready to erect a barrier if necessary.”

Hungary’s Prime Minister Vik-tor Orban said that a fence should be erected on the Macedonian and Bulgarian borders with Greece to curb the infl ow of migrants into Europe.

Earlier this month, Bulgaria and its neighbour Macedonia to

the west held joint air and land operations along their common border to ensure control of it amid an increased fl ow of migrants.

On Thursday, Defence Minis-ter Nikolay Nenchev requested an additional $860,000 to pro-vide essential equipment to army personnel taking part in border protection and control jointly with police. Australia knock out Pakistan

MOHALI: Australia beat Pakistan by 21 runs in their World Twen-ty20 Super 10 stage match in Mo-hali on Friday to stay on course for the semifi nals and eliminate their opponents from the tournament.

Australia skipper Steven Smith struck an unbeaten 63 off 43 to steer Australia to 193-4, before James Faulkner took fi ve wickets, including two off consecutive de-liveries in the fi nal over, to help his team seal the win.

Man-of-the-match Faulkner gave away just 27 runs and was helped by another impressive per-formance by young leg-spinner Adam Zampa, who took two for 32.

Australia, batting fi rst on a green-tinged pitch, lost three wickets in quick succession, with fi t-again paceman Wahab Riaz do-ing the initial damage by bowling in-form Usman Khawaja for 21 and castling David Warner on nine.

Aaron Finch went next, bowled by left-arm spinner Imad Wasim for 15 to leave Australia struggling on 57-3.

Smith, however, steadied the ship aided fi rst by Glenn Maxwell (30 off 24 deliveries) and then by the big-hitting Shane Watson.

Watson struck four fours and three sixes to race to an unbeaten 44 off 21 deliveries as Australia took 66 runs off the last fi ve overs.

Pakistan got off to a poor start,

KOLKATA: Bangladesh skip-per Mashrafe Mortaza on Friday admitted they were in a state of sorrow in the aftermath of their inexplicable one-run loss to In-dia but hoped they would return home with their heads held high by winning against New Zealand in their concluding league fi xture of ICC World Twenty20 here on Saturday.

“The whole team is in a state of sorrow, everyone is broken. No-body is blaming anyone but we’ve somehow accepted the defeat. Everyone was very upset. They just could not talk to each other. It was so disappointing,” Mortaza said summing up the team’s mood after their loss in Bengaluru.

“We have never lost this way. We have to play our best again. If we get the opportunity, we have to make sure we don’t repeat the same mistakes. The conditions are similar but the wicket is dif-ferent. New Zealand are on top clearly, whereas we lost all three. We will try our best.”

Mortaza further said saying ‘sor-ry’ to their fans would not be enough and they would try to play hard to put the disappointment behind and try to get over the line against the unstoppable Black Caps.

“Even if we say sorry it’s not go-ing to be enough. We just have to think positive that we still have a match left, we have to play hard, and try to win. New Zealand have beaten India in these conditions, so they’re a strong team.”

Last match (against New Zealand) was more disappointing than this one. Of course, we made bowl-ing mistakes today, conceded a lot in the last 5-6 overs. We gave runs after taking wickets. We could have stopped them at 165-170 but the bowlers bowled off the plan,” said Waqar, after the team’s 21 run loss to Australia.

He was expectedly asked about the reason for decline in Pakistan cricket and one of the reasons he feels is national team not getting an opportunity to play home series in the coun-try. “Whatever we say now will sound like an excuse. There has been no cricket in Pakistan in the last six-seven years and the consequences of that are start-ing to show. If you look at it deep-ly, we had match winners like Muhammed Hafeez, who could bowl earlier and Saeed Ajmal.

West Indies in semifi nalsNAGPUR: In-form West Indies continued their unbeaten run and defeated South Africa by three wickets to seal their spot in the semifi nals of the ICC World Twen-ty20, here on Friday.

With three wins out of as many games, West Indies thus became the second team after New Zea-land to enter the semifi nals of the marque event.

South Africa are virtually out of the tournament and their fate now hinges o the result of tomor-row’s Super 10 Group 1 match against England and Sri Lanka at New Delhi.

If England win on Saturday, Eoin Morgan’s men will secure their place in the semifi nals as the second team from Group 1 and the match between South Africa and Sri Lanka will be a mere formality.

Oman stay in hunt to pip Iran after win over Guam

MUSCAT: Oman remain in the hunt to pip Iran to top spot in Group D of the 2018 FIFA World Cup/2019 AFC Asian Cup joint-qualifi ers after being made to work for a 1-0 win over a brave Guam outfi t on Thursday.

Following a goalless fi rst half at the Sultan Qaboos Sports Com-plex, the breakthrough fi nally ar-rived for the hosts when Ahmed Mubarak capitalised at a goal-mouth scramble to net what ulti-mately proved to be the winner.

However, they were made to endure a nervy fi nish as Guam belied their underdogs status by displaying tremendous en-deavour and were unlucky not to force what would have been a remarkable draw.

As expected, Oman enjoyed the dominant share of possession from the opening whistle but, when-ever they had the ball, the visitors showed that they were not content to just sit back as they pushed for-ward at every opportunity.

Jason Cunliff e was looking lively for the Matao while Travis Nicklaw was making a real nui-sance of himself in the opposition penalty box, although it was Oman who had the best chance of the opening 45.

Having been picked out inside the box from a freekick, Abdulaziz Al Muqbali did well to keep his composure and create space for

himself only to scoop his volley over the bar with only Doug Her-rick to beat.

Nonetheless, Al Ahmar made no mistake with their fi rst real oppor-tunity after halftime when, after Herrick had spilled a shot, Qasim Said unselfi shly laid the ball back to Mubarak, who slid in and got enough on his shot to guide it into the back of the net.

While falling behind after such a spirited display would have been a blow to most teams, Guam refused to be deterred and increased their eff orts in search of an equaliser.

Can’t always say it’s a transition phase: Chandimal

NEW DELHI: Senior Sri Lan-kan batsman Dinesh Chandi-mal today admitted that his side cannot always use ‘transition phase’ as an excuse for the team not doing well in recent times.

Ahead of their World T20 cricket match against England tomorrow, Chandimal blamed on “inexperience of middle-or-der” for their inconsistent per-formances of late but he added that players need to “put their hands up and perform”.

“You cannot always say tran-sition. We need to put our hands up. We will give our best shot in the next game,” Chandimal said when asked whether a team comprising of Tillakaratne Dilshan, him, Chamara Ka-pugedara, Angelo Mathews and Thisara Perera can be termed as inexperienced.

“We are struggling with mid-dle order. In big games, we don’t have experience. The guys are working hard in practice. We are looking to do well in our next game,” Chandimal said.

He said the game against England and the next against South Africa will give his side an opportunity to do better.

“We are concerned with our middle order but we will have a good chance anyway. England’s pacers can be surprise package,” the talented right-hander said.

Chandimal is confi dent that the slowish Feroze Shah Kotla track will prove to be an ad-vantage for the Sri Lankans considering that scoring will be diffi cult as compared to the batting-friendly conditions at Wankhede Stadium in Mumbai.

LONDON: World’s largest steel manufacturer ArcelorMittal is selling its LaPlace and Vinton Long Carbon facilities in the Unit-ed States to an affi liate of the asset management fi rm Black Diamond Capital Management.

Financial details of the deal were however not disclosed.

The deal will help the Luxem-bourg-based steel maker to re-duce its debt that stood at $15.7 billion for the quarter ended De-cember 2015.

The company, led by billionaire Lakshmi Mittal, in a regulatory fi ling said it has entered a “defi nitive trans-action agreement to sell its LaPlace and Vinton Long Carbon facilities in the US to an affi liate of Black Dia-mond Capital Management.”

Terms of the transaction are confi dential and not being dis-closed, said the fi ling issued on Thursday.

The LaPlace facility in Louisi-ana along with a rolling mill in Har-riman (Tennessee) manufactures steel billets, fl ats, channels, angles and beams. The Vinton facility, lo-cated in El Paso in Texas produces rebar and grinding media.

Selective divestment“Simultaneously, ArcelorMittal has entered a transition services agreement with Black Diamond, in order to facilitate a smooth transi-tion period and ensure no business disruption,” the company said.

ArcelorMittal North America executive vice president and chief executive offi cer Jim Baske said: “The sale of LaPlace and Vinton is consistent with ArcelorMittal’s stated strategy of selective divest-ment of non-core assets. The steel giant, which contin-ued to suff er from Chinese indus-try’s overcapacity that has driven the world prices down, reported a decline in net sales at $63.58 bil-lion in 2015 against $72.28 billion in 2014.

Its net loss at $7.9 billion in 2015 was mostly due to $4.8 bil-lion write-downs on the iron ore mining business and a $1.3 billion charge on inventory owing to the global steel price plunge.

Japan infl ation around zero for second month in a rowTOKYO: Prices in Japan didn’t rise in February, reinforcing just how far the nation remains from reaching the Bank of Japan’s 2 per cent infl ation goal.

Japan’s consumer prices ex-cluding fresh food didn’t budge for a second consecutive month, as forecast. Stripping out energy and food costs, the gauge rose 0.8 per cent from last year, according to a statistics bureau report on Friday.

Time is ticking for bank of Japan (BoJ) governor Haruhiko Kuroda, who is forecasting infl ation will ac-celerate to reach 2 per cent in about a year. Even with the central bank’s adoption in January of a negative interest rate alongside the BoJ’s already unprecedented asset pur-chases, prices aren’t rising.

“Infl ation hasn’t hit bottom yet

— it’s going down further,” Shin-ichiro Kobayashi, a senior econo-mist at Mitsubishi UFJ Research and Consulting in Tokyo, said be-fore the report was released. “It’s gradually becoming clearer that Kuroda won’t attain the price tar-get as he projects.”

Kobayashi expects consumer

prices excluding fresh food will drop by as much as 0.5 per cent in May or June, and the bank will probably have to add stimulus in July, he said.

There is little sign of infl a-tionary pressure in Japan. The economy contracted last quarter, wage growth is slow, the yen has

strengthened — driving down im-port prices — and although oil has risen about 10 per cent this year, its price is still about half of what it was at the end of February 2015.

The price gauge Kuroda often cites also is showing weakness. The BoJ’s price index, which ex-cludes energy and fresh food,

gained 1.1 per cent in February for a second month, down from 1.3 per cent in December, according to a central bank report on Friday.

“It’s likely the BoJ’s price measure will slow to below 1 per cent this year with the fading impact of a weak yen and subdued growth in base sala-ries,” said Koya Miyamae, an econo-mist at SMBC Nikko Securities.

Risk of contractionJapanese companies and house-holds piled up cash at record levels in the last quarter of 2015, off ering little support for an economy that some analysts forecast is at risk of contracting again.

Corporate assets in cash and deposits reached a record high of ¥246 trillion ($2.2 trillion), rising for the 29th consecutive quarter,

according to Flow of Funds data released by the Bank of Japan on Friday. Households’ assets rose to ¥902 trillion, the highest level on record, marking nine straight years of growth.

The data adds to concerns among economists that Japan’s recovery continues to be under-whelming after the economy contracted in the fourth quarter. Households are tightening their purse strings as wages are stag-nant while companies are hesitant to invest at home amid global eco-nomic uncertainty.

“Japan’s virtuous economic cy-cle is quite weak,” said Hideo Ku-mano, an economist at Dai-ichi Life Research Institute.

ISLAMABAD: Iranian President Hassan Rouhani was scheduled to arrive in Pakistan on Friday as the neighbours seek to revive trade ties held back for years by interna-tional sanctions.

The two-day trip, the fi rst by an Iranian head of state in 14 years, will feature talks on a long-delayed gas pipeline, a plan to in-crease trade between ports on the Arabian Sea and a goal to boost electricity sales. Pakistan des-perately needs energy, and Iran is looking for buyers.

“A new chapter of relations be-tween Iran and other countries — especially neighbours and es-pecially Pakistan — is going to be started,” Seyed Abbas Badrifar, a

spokesman for Iran’s embassy in Islamabad, said in telephone in-terview on Tuesday. He said the pipeline “is very much on, and it’s up to Pakistan when it builds.”

Economic diplomacyPakistan, which has tradition-ally had close relations with the United States and Saudi Arabia, enforced United Nations-backed economic sanctions designed to deter the nuclear programme. Those restrictions made it diffi -cult to fi nd fi nancial backing for the 800km (500 miles) of pipeline needed on the Pakistani side.

With most sanctions now lifted, both countries are seeking to bol-ster economic links. Pakistan cur-

BRUSSELS: French data pro-tection authority said it has fi ned Google €100,000 ($111,720) for not scrubbing web search results widely enough in response to a Eu-ropean privacy ruling.

The only way for Google to up-hold the Europeans’ right to pri-vacy was by delisting inaccurate results popping up under name searches across all its websites, the Commission Nationale de l’Informatique et des Libertes (CNIL) said in a statement on Thursday.

Irrelevant informationIn May 2014 the European Court of Justice ruled that people could ask search engines, such as Google and Microsoft’s Bing, to remove inadequate or irrelevant informa-tion from web results appearing under searches for people’s names — dubbed the ‘right to be forgotten’.

Thai banks awash with cash spurring sovereign bond rallyBANGKOK: Banks in Thailand banks awash with cash are pro-pelling a record rally in sovereign bonds. With economic growth stuck below 3 per cent, that shows no signs of abating.

Baht-denominated sovereign notes have risen 2.9 per cent in March and are headed for an un-precedented ninth monthly gain, according to a Bloomberg index that goes back to the start of 2010. The debt has returned 6.3 per cent this year, second only to Indonesian securities in Asia, and the 10-year yield dropped to a record last week.

Prime Minister Prayuth Chan-Ocha has failed to lift economic ex-pansion since taking over in a mili-tary coup in May 2014, with Thai growth trailing its Southeast Asian peers by at least two percentage points last year. That’s resulted in sluggish lending that hasn’t kept pace with growth in deposits. In-surers, pension plans and social security funds have a lot of extra cash so demand for debt will be sustained, according to Yingyong Nilasena, chief investment offi cer at the Government Pension Fund overseeing $10 billion.

“As long as excess deposits con-tinue to build in the banking sys-tem and loan demand doesn’t pick up, Thai bonds are likely to see con-tinued interest,” said Manu George,

a Singapore-based fi xed-income investment director at Schroder Investment Management, which oversees $440 billion globally.

Deposits at Thai commercial banks have increased 10 per cent since May 2014 to 12.3 trillion baht ($348 billion) at the end of January, central bank data show. Outstand-ing loans rose 6 per cent to 13.5 tril-lion baht over the same period.

The Thai economy expanded 2.8 per cent last year, compared to 4.8 per cent in Indonesia, 5 per cent in Malaysia and 5.8 per cent in the Philippines. Businesses are oper-ating at around 60 to 65 per cent of their capacity and the private sec-tor doesn’t want to borrow because of weak global demand and sub-dued domestic consumption, said Nattariya Wittayatanaseth, a mar-ket and economic research special-ist at Kasikornbank in Bangkok.

Demand to riseThe yield on 10-year Thai govern-ment bonds has fallen 71 basis points this year to 1.81 per cent and reached a record low of 1.77 per cent on March 18.

The Bank of Thailand cut its benchmark rate twice in 2015, to 1.5 per cent, and six of 23 econo-mists surveyed by Bloomberg see one or more reductions by the middle of the year. Exports fell for 13 straight months through Janu-ary and the consumer-price index has declined every month since the start of last year.

TOKYO: Sharp’s banks are ready to push back the deadline for most of the company’s yen 510 billion yen ($4.5 billion) in loans and credit lines beyond March 31, people with knowledge of the matter said, giving the electron-ics maker more time to reach a renegotiated deal to be acquired by Foxconn Technology.

The extension may be as long as one month, said the people, who asked not to be identifi ed as the decision hasn’t been pub-licly announced. Foxconn chair-man Terry Gou agreed a month ago to buy Sharp for more than ¥600 billion, but has held off on signing a fi nal agreement while his advisers scrutinise the com-pany’s fi nances.

While the wrangling has raised the risk of the deal falling apart, extra time from Sharp Corpora-tion’s lenders will reduce the like-lihood that Sharp will miss loan

payments and face a dire situa-tion, such as liquidation.

Foxconn is seeking to cut the amount it will pay for equity in Sharp to about 389 billion yen, one person said. Foxconn will probably still pay about ¥100 bil-lion for preferred shares that the banks own, though the payment may be delayed, the person said.

Toyodo Uemura, a spokesman for Tokyo-based Sharp, declined to comment. Masako Shiono, a spokeswoman for Mizuho Finan-cial Group, and Taiki Kitaura, a spokesman for Mitsubishi UFJ Financial Group, declined to com-ment. Foxconn didn’t respond to an e-mailed request for comment.

Moving targetFoxconn, which includes Hon Hai Precision Industry, and Sharp have said they are working to-ward a fi nal agreement. It has been a month since Sharp’s board backed Foxconn’s bailout over a competing off er from Innovation Network Corporation of Japan (INCJ). Since then, Gou has put the brakes on the deal while he seeks more clarity on Sharp’s per-formance in the current quarter, people familiar with the matter have said. ‘Yomiuri’ newspaper

and Jiji fi rst reported that Fox-conn is seeking to pay a lower price for equity in Sharp.

A reduction in the value of Fox-conn’s off er would put it closer to the bid from INCJ. The Japanese government-backed investment fund had off ered about 300 billion yen for Sharp, all of which would have been put into the company through the purchase of addi-tional shares. Sharp hasn’t gone back to INCJ to seek another bid, the people said. Toshimitsu Irie, a spokesman for Innovation Net-work Corporation of Japan, de-clined to comment.

Sharp, along with the banks, are aiming for Sharp directors to endorse a fi nal proposal by March 31, one person said, although the board could meet for a vote earlier if a deal is presented.

Shanghai moves

to stem surge in

property prices

SHANGHAI: Shanghai unveiled a package of measures designed to stem a surge in property prices in the metropolis, underscoring how regulators in top-tier cities are shifting gears in an economy where housing has been a brake on growth in recent years.

The local government will tighten approval criteria for non-resident homebuyers, raise down-payment requirements for some second homes and ban unregulat-ed lending, Gu Jinshan, chief of the city housing management com-mission, said at a press conference on Friday.

Shanghai, where new home prices soared 21 per cent in Feb-ruary from a year earlier, becomes the fi rst large city to tighten resi-dence-buying requirements. It is taking advantage of greater free-dom from the central government for local authorities to deal with divergent property markets across the country. In fi rst-tier cities, stimulus intended to boost slug-gish real-estate investment led to a home-buying frenzy.

Finance-center Shanghai has seen ‘panic buying’ and phony di-vorces that can double a couple’s buying power, Gu said. The local market has also been aff ected by a infl ow of funds from other regions, and from the stock market, which plummeted in mid-2015.

MUSCAT: Italian beauty products have their sights set on the lucra-tive Middle East market, as strong demand from countries such as the UAE and Saudi Arabia keep Italy’s beauty and wellness exports on a double-digit growth path.

Despite a slowdown in Europe, Italian beauty exports grew 11.3 per cent in the fi rst six months of 2015 according to the country’s National Institute for Statistics, with exports of skincare, haircare, and cosmetics to the UAE alone up by 34 per cent — the largest growth rate from all of Italy’s in-ternational markets.

Saudi Arabia is also a key player for Italian cosmetics, according to analysts Euromonitor Interna-

tional, Saudis beauty and wellness market was worth $5.2 billion in 2015, making it a high-value des-tination for manufacturers of pre-mium Italian beauty products.

Most of which will be out in force at the upcoming Beaut-yworld Middle East 2016 trade show in Dubai, where they will launch their latest innovations, from men’s grooming products, hair dyes, or organic skin creams, to hair removal equipment and professional cosmetic lines.

Vietnam’s growth slows as crude, farm income drop

HANOI: Vietnam’s economic growth slowed in the fi rst quar-ter as the country’s income from crude and agriculture production dropped.

Gross domestic product rose 5.46 per cent in the fi rst three months from a year earlier, ac-cording to data released by the General Statistics Offi ce in Hanoi in Friday. That compares to the previously reported 7.01 per cent pace in the last quarter of 2015 and a median 6.1 per cent estimate in a survey for this quarter.

The economy “faces challenges including drops in international prices of crude oil. Any further price declines will negatively aff ect the state budget this year,” accord-ing to Nguyen Bich Lam, head of the General Statistics Offi ce. Viet-nam typically releases growth esti-mates before the end of the quarter, weeks ahead of its peers, and the numbers are often revised later.

These cute creatures can be found just about everywhere except Australia and Antarctica. Some peo-

ple think of them as pests because they sometimes nest in places they are not welcome, eat garden roots and buds and get into bird feeders to eat more than their share. A few species have been known to dam-age farmers’ fi elds.

Most people like squirrels well enough to share the backyard and parks with, but worldwide, the big-gest threat to these little animals is the destruction of their forest and grassland homes.

All in the familySquirrels are a kind of rodent (gnawing animals), closely related to mice, rats, and beavers. There are about 270 species in the Sciuri-dae (squirrel) family. Squirrels can be divided into three main groups: tree squirrels, fl ying squirrels and ground squirrels.

Tree squirrels Tree squirrels have bushy tails and live mostly in trees. They can be found in forests all over the world. These animals spend most of the day searching for food.

Flying squirrels Flying squirrels live in trees and are nocturnal, searching for food at night.

They have a special fold of skin between their front and back legs that allows them to glide from tree to tree. Most species are from Asia,

but two small fl ying squirrels inhab-it North America.

Ground squirrels Ground squirrels have short tails and tend to be more compact than their cousins. They burrow in open fi elds. Chipmunks are a

kind of ground squirrel, and so are marmots (groundhogs) and prairie dogs.

DinnertimeSquirrels spend a great deal of time eating and collecting food. They like to eat nuts, seeds, pinecones,

bark, sap, insects, eggs, fruit, plant shoots, buds and fungi. What they eat depends on the season and what is available.

If they live in a place with cold winters, squirrels store caches of food in the ground or under leaves near their nests.

Squirrels usually remember where they have hidden food, but if they forget, they have a keen sense of smell to help them locate a lost meal.

Many squirrels share much of their habitat with humans.

They have adapted by nesting close to bird feeders, and they can be quite bold if they are used to people feeding them in the park.

• Squirrels are benefi cial to forests when they bury nuts and when they nibble on certain under-ground fungi. Unclaimed, buried nuts often grow into young trees, helping forest growth.

• Most tree and fl ying squirrels live alone, but some live in small fam-ily groups.

• The front feet of a squirrel have four digits, and the back have fi ve.

• Squirrels molt (shed their fur) twice a year, usually in the spring and fall.

• Squirrels have strong upper and lower incisor teeth that grow continuously throughout their lives. The incisors are ideal for cracking nuts, while the molars grind food into bits.

• The eastern gray squirrel can also be tan, brown or black.
