Program
The demand for health care has reached all time high while access to and availability of appropriate level of
care remains a critical issue in Clayton County.
HEALTHCARE BARRIERS
• The Community Treatment Program (CTP) is a health care initiative designed to deliver quality care while utilizing a pre-hospital care model to reduce utilization of high-cost health care settings.
• Allowing for the highest level of community care and education, The CTP will play a pivotal role by integrating a sustainable, multi-tiered health care model within a community in need of health care access.

• Clinical care excellence will be achieved through physician directed, data driven, and patient-centered medical care.
• The CTP will improve current health system performance by decreasing emergent transports and reducing burden to end point health care facilities. In addition cost savings are multi-tiered both tangible and intangible.

I-75 SB CollisionMAY 17, 2016
Situation: The exit ramp to Exit 216 SB was backed up. Two of the vehicles involved in the collision were stopped on the interstate waiting to exit, when the third vehicle collided with the rear vehicle. The collision involved two tractor trailers and a passenger vehicle.
All vehicles were in the right hand lane of travel. D1 was driving a 2016 International and was not paying attention to traffic ahead of him. As he applied the brakes the vehicle began to slide on the wet pavement, so he tried to turn to the right. His vehicle hit the guard rail and was pushed back towards the left.
The tractor trailer collided with the rear of V2, causing it to spin nearly 180 degrees. The collision pushed V2 under the third tractor trailer, which was stopped in front of V2.
Emergency Response: Police and Rescue personnel were dispatched to the scene. Initial responders were able to travel from Exit 218 south to the scene. Once on scene the remaining two lanes on the SB side of the interstate where shutdown by rescue vehicles.
CW Matthews employees began helping emergency responders by open an area of the construction zone to help relieve some SB traffic.
Henry County Fire Personnel began with the extrication of D2. Based on the severity of the collision Henry County Traffic was called to the scene and GA DOT Hero was requested. As Henry County Traffic Units were in route the Interstate was shutdown, so they could approach the scene of the 216 Exit ramp.
SB traffic remained closed until the scene was secured and vehicles were removed from the roadway. While the driver of V2 was being extricated the collision was TRIPPED. Wrecker One was on scene, standing by.
Vehicle Removal:
The driver of the passenger vehicle was transported to Atlanta Medical Center. The driver was released from the hospital the same day.
• Lessons Learned:
Communication on the scene is key. Emergency Responders need to have a good working relationship with fellow responders and outside State Agencies.
Emergency response training and experienced responders is a necessity to the safe and timely clearing of the scene.
