Sustainability
“Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs.”
Brundtland Commission
United Nations – March 20, 1987
Sustainability Is…
• Recycling• Waste Prevention• Integrated Pest
Management• Green Cleaning• Indoor Air Quality• Green
Procurement/Purchasing• Building Operations• Commuting
.
• Conserve & Optimize Energy Performance
• Protect and Conserve Water
• Enhance Indoor Environmental Quality
• Reduce Environmental Impact of Materials
• High Performance Bldgs
3
Why Sustainability?
Executive Orders and Laws
Your Agency Strategic Sustainability Performance Plan (SSPP)
GSA’s Strategic Sustainability Performance Plan (SSPP) www.gsa.gov
Good Business Sense
4
“Federal Leadership in Environmental, Energy, and Economic Performance”
Expands sustainability goals of previous laws and Executive Orders
EO 13514 - Oct, 2009
5
E.O. 13514
• Accountability and Transparency • Strategic Sustainability Performance Planning • Greenhouse Gas Management • Sustainable Buildings and Communities • Water Efficiency • Electronic Products and Services • Fleet and Transportation Management • Pollution Prevention and Waste Reduction
6
E.O. 13514• OMB must prepare scorecards providing
periodic evaluation of Federal agency performance.
• The Council on Environmental Quality (CEQ Chair) must ensure that Federal agencies are held accountable for conforming to Executive Requirements.
7
EO 13514
• Managing existing building systems to reduce the consumption of energy, water, and materials and resources
• Buildings and leases (above 5,000 gross square feet) meet the Guiding Principles by fiscal year 2015 and that the agency makes annual progress towards 100% compliance across its building inventory.
8
EO 13514 - Meeting Guiding Principles
• Employ Integrated Assessment, Operating, and Management Principles
• Optimize Energy Performance• Protect and Conserve Water• Enhance Indoor Environmental Quality• Reduce Environmental Impact of Materials
10
Leadership in Energy & Environmental Design
• LEED is a third-party certification program and the nationally accepted benchmark for the design, construction and operation of high performance green buildings and meets Guiding Principles.
• LEED gives building owners and operators the tools they need to have an immediate and measurable impact on their buildings’ performance.
11
LEED
• LEED promotes a whole-building approach to sustainability by recognizing performance in five key areas of human and environmental health:
• Sustainable Site Development • Water Savings• Energy Efficiency • Materials & Resources• Indoor Environmental Quality
12
SSPP
GSA will…
• Eliminate its impact on natural environment• Use its government-wide influence to reduce the
environmental impact of Federal Government• Minimize and offset its consumption of energy, water, and
other resources • Eliminate all waste and pollution in all GSA operations and
activities
13
14
Waste Reduction
• Divert at least 50% of non-hazardous solid waste by the end of fiscal year 2013.
• Minimize waste and pollutants through source reduction.
15
Construction Waste Mangement
• All construction projects must contain language to recycle and report on construction waste.
• Divert a minimum of 50% of demolition waste from the landfill.
• All carpet removed from a project must be reused or recycled. No carpet can be incinerated or land-filled.
17
Green Procurement
• Meet/exceed EPA’s recycled content recommendations for Comprehensive Procurement Guideline items (CPG). www.epa.gov/cpg
• Non – CPG items: Project materials/products should contain the maximum amount of post-consumer recycled content if available; then the maximum amount of post-industrial recycled content.
19
Biobased Content Products
• For USDA-designated bio content products. Or, use products made from rapidly renewable resources and/or certified sustainable wood products. For the USDA Biobased product catalog: http://www.catalog.biopreferred.gov/bioPreferredCatalog/faces/jsp/catalogLanding.jsp

21
Volatile Organic Compounds (VOC’s)Organic Gases
VOC’s are emitted as gases from certain solids or liquids.
VOC’s include a variety of chemicals, some of which may have short and long term adverse health effects.
23
Some Causes of Poor Air Quality
Cleaning Products Copiers
Air Fresheners Pest Control
Walkoff Mats Perfume
Outside Plants Nail Polish/Remover

Energy Statistics
• 130 Leased and Owned Buildings in EUAS
• 21.5-million gross square feet (GSF)– Largest - AFC, 2.4-million GSF– Smallest – Warehouse 1000 GSF
• $ 28.9-million FY 09 Utility Cost
• Enough energy to power 10,831 homes annually
Tracked Building Inventory
Goals
● Energy Efficiency: reduce energy intensity by (i) 3 percent annually through FY 2015, or (ii) 30 percent by FY 2015, relative to the FY 2003 agency's energy use baseline.
● Renewable Energy: (i) 7.5% of electrical energy consumption shall be from renewable sources by FY13 (ii) at least half required renewable energy comes from new sources, and (ii) the agency implements renewable energy generation projects on agency property.
● Water Conservation: reduce water consumption intensity, through life-cycle cost-effective measures by 2 percent annually through FY 2015 or 16 percent by FY 2015 relative to the agency's FY 2007 water consumption baseline.

Ways to Cut Building Energy Usage
• Capital Program– New Construction– Renovation
• Minor R&A
• Service Center Initial Space Alterations
• Operations & Maintenance
• Energy Projects
• Retro Commissioning
• Awareness32
High Impact BuildingsTune-Up
– Review Time Schedules and Temperature Setpoints– Identify and Implement No-Cost and Low-Cost measures
Retrocommissioning– Ensure building is operating as designed or to meet current needs– Identify lighting and other BA 55 projects– Review control sequences and update O&M documentation
Remote Monitoring – Sustain building operating efficiency through remote monitoring.– O&M Training
Remaining BuildingsAwareness
