Q2. What is your academic background?
A2. I hold a B.A.Sc., Honours – Civil Engineering from the University of British Columbia (1983)
Q3. What professional affiliation do you hold?
A3. I am a Registered Professional Engineer, and a member of the Association of Professional
Engineers & Geoscientists of British Columbia.
Q4. What is your current position with The City of Vancouver and what are your responsibilities?
A4. I am the Director of Water, Sewers & District Energy with the City of Vancouver. I am
responsible for the City’s drinking water, sewers and drainage, and, District Energy
Systems. I oversee 360 professional, technical, and, field staff.
Q5. Please outline your professional experience.
A5. I have worked with the City of Vancouver for 32 years, primarily within the Engineering
Services Department. Throughout my career with the City I have been responsible for
planning, design, construction, and maintenance of numerous components of the City’s
utility systems.
I led the implementation of the award winning South East False Creek Neighbourhood
Energy Utility (the "NEU"). The NEU utilizes sewage heat recovery to produce space
heating and domestic hot water, and reduces greenhouse gas emissions by two-thirds
compared to traditional systems. I also work extensively in low-carbon district energy

planning, resource conservation, green infrastructure, sustainable neighbourhood
planning, environmental protection, and, climate change adaptation.
I have held my current position for eight years. From December 2012 to June 2013 I was
seconded to EasyPark (Vancouver Parking Corporation), where I was the Acting Chief
Executive Officer and General Manager. Previously, I held the following positions with
the City of Vancouver:
• April 2002 to February 2007: Senior Branch Manager, Projects
• 1992 to April 2002: Senior Branch Manager, Waterworks Design

Q2. What is your academic background?
A2. I hold a B.A.Sc., Honours Distinction – Civil Engineering, Environmental Option from
the University of British Columbia (1998).

A3. I am a Registered Professional Engineer, and a member of the Association of Professional
Engineers & Geoscientists of British Columbia.
Q4. What is your current position with The City of Vancouver and what are your
responsibilities?
A4. I am the Neighbourhood Energy Program Manager. I am responsible for the management
of District Energy related policy, development and operations at the City of Vancouver
and the development of integrated resource recovery opportunities, including energy
recovery from waste streams such as municipal waste and sewage.
I manage the operations of the Southeast False Creek Neighbourhood Energy Utility (the
"NEU"), the first district energy system in North America to utilize waste heat recovered
from sewage as its primary energy source. The NEU currently serves 4.2 million square
feet of residential, commercial and institutional buildings, and is expected to grow to
serve 7.8 million square feet of buildings by 2022. I also manage the development and
implementation of new Neighbourhood Energy Systems according to the City of
Vancouver's Neighbourhood Energy Strategy, which aims to establish low carbon

thermal networks in the Downtown, Cambie Corridor, and Central Broadway areas of
Vancouver and to achieve a 120,000 tonne CO2 emission reduction by 2020.
Q5. Please outline your professional experience.
A5. I have worked with the City of Vancouver for 17 years, primarily within the Engineering
Services Department. I have held my current position for five years. Previously, I held
the following positions:
• May 2006 to May 2010: Neighbourhood Energy Utility Project Manager
In this position I project managed the development of the NEU, leading a multi-
disciplinary team of City staff, consultants and contractors. Key challenges
included development of the first (untreated) sewage heat recovery system in
North America, building neighbourhood and stakeholder support, implementing a
new utility business for the City and a compressed Olympic-driven timeline.
• February 1999 to April 2006: Various Positions with the City of Vancouver
o Senior Engineer for Planning, Water Quality and Conservation: In this
role I developed a 10-year strategic plan to guide the operations and
capital programs of the City of Vancouver's Waterworks Utility. I also
managed team responsible for water conservation and quality programs.
o Senior Engineer for Design and Construction Management: In this role I
managed the Waterworks Utility capital infrastructure program, with
average annual expenditure of twenty million dollars. My duties included
staff management, budgeting, performance benchmarking, customer
engagement, and managing changes to business processes.
o Project Engineer, Waterworks Utility: In this role I was responsible for
planning, design and project management for the City’s Watermain
Replacement Program.

o Project Engineer for Neighbourhood Transportation and Bikeways: In this
role I was responsible for planning of bikeways and traffic calming
projects. My duties included public consultation and transportation
planning.
