Kathy Still WDVA Assistant Deputy Secretary US Army, Retired athy Still serves as the Assistant Deputy Secretary of the Wisconsin Department of Veterans Affairs. As a member of the senior management team, she serves as the chief legislative liaison, directs public affairs and policy making, and oversees the Women Veterans Program. Since joining the department in 2013, Kathy has served in various assignments, overseeing many of the department’s programs, benefits and services. Prior to joining the WDVA, Kathy worked more than 10 years as an aide in the Wisconsin State Legislature. She retired from military service after more than 24 years in the Army Reserve and National Guard, including several years of activated service. Her active duty service included the establishment and command of one of the Army’s first-in-the-nation units designed to provide command and control, administration, medical case management, and transitional services to wounded, injured, and ill reserve component members. Kathy is a graduate of the University of Wisconsin–Milwaukee and the University of Wisconsin Law School. She resides in Madison with her husband Tom. Connie Walker US Navy, Retired onnie Walker retired from naval service in 2005 after a 23 year career; following her son’s return from Iraq. Her advocacy on behalf of Veterans focuses on increasing culturally competent care in rural and frontier areas, and within VA’s CHOICE program. Systems advocacy focuses on expanding federal, state, and local partnerships to improve services and support to Veterans and families. Connie has testified to the U.S. Senate and House Committees on Veterans Affairs, and Maryland’s General Assembly, on access and quality of care challenges facing Veterans and families outside of the VA system. She is a certified instructor for NAMI’s nationally recognized Family to Family and HOMEFRONT psychoeducation programs, and QPR suicide intervention training. Koehler served in the U.S. Army Reserves 757 th Transportation Battalion as a locomotive dispatcher, also known as the “brains of the trains.” She retrained becoming a Behavioral Scientist in the Wisconsin Army National Guard with the 132nd Brigade Support Battalion. Before joining WDVA, Koehler worked in Wisconsin’s legislature and southeastern Wisconsin nonprofit community. Koehler strives to empower individuals to “Be all they can be.” Koehler graduated from Cardinal Stritch University with a Bachelors degree in political science.
