‘TIDE makes integrated management and planning a reality in the Elbe,Weser, Schelde and Humber estuaries’;
‘Management must have the sole aim of maintaining ecosystem serviceswhile delivering societal benefits’
Need to understand, collate and integrate:– the management issues (using e.g. the TIDE estuaries);– the methods used to deliver the management;– the basis and efficacy of management;– the best tools/plans available to meet these needs– lessons learned, gaps in management.
Development of a framework for future management plan integration.
TIDE AIMS - HEADLINES:

TIDE Structure
•Enhancing knowledge on estuarine functionCollating and enhancing knowledge on basic estuarine functions – corefunctional attributes. Development of Ecosystem Services approach•Integrated management planning / governanceHow are estuaries managed – examples of good practice, issue specificmanagement exemplars. Knowledge transfer, gap filling. How to getsocietal benefits?•Mitigation and compensation measuresWhat measures are undertaken to address issues – context, cost andapplication? Gaps, trends and new techniques available.

TIDE Deliverables
Simplistically:
Framework for the integrated management of estuaries – to build onknowledge and aim for the better integration of existing sectoralroles/plans and identify gaps, overlaps, best practice etc.
•Develop a ‘toolbox’ to assist in estuarine management
•Collation and agreement of ‘tools’ for the ‘toolbox’

Governance Analysis: Core Areas
•Management Drivers – via EU directives but cf. enabled at nationaland estuary level; estuary specific issues and responses;•Management Remit – structure of estuarine management -transnational, state, region issues addressed, statutory vs. non-statutorypowers;•Management Plans – based on the above, what plans are in place tomeet the issues and operated by which organisations;•SWOT Analysis – Strength, Weakness, Opportunities, Threats re. keyissues; good and less-good practice?•Conflict Matrices – are issues similar for all estuaries and zones inthese. Where are issues addressed well, what topics need attention?

Management Framework Review
Review individual estuary plans - what management drivers, remit andframework for each estuary (e.g. planning context).Management drivers - role, implementation, governance and conflicts ofEU Directives.Impact at an estuary level, where other national and local managementrequirements are also necessary.Cf. primarily sectoral implementation on estuaries but progress to moreintegrated approaches.Ensure an adequate stakeholder buy-in, but many of the integratedimplementation components are on a voluntary rather than statutorybasis.

25. November 2011
• High level management drivers are primarily through EU Directives andtheir implementation into national policy and law.
• As such, there should be a degree of international comparability.• However we should also be able to identify differences in national and
regional implementation in some cases. For example....The Wildbirds Directive

Interim findings of SWOT:•UK with considerable guidance for Habitats Regulations (cf. PolicyPlanning Statements, Government circulars) - recent revision of the UKConservation Regulations suggested no need for guidance revision.•Germany - KorTel for cross-lander + HPA and Federal Waterways withjoint implementation of the National RBMP at a local level and liaise withthe Tidal River Elbe Working Group•UK - in Humber, EA is the lead CA working with a liaison panel madeup of a variety of groups.Analysis is ongoing.Tide | Nick Cutts| TIDE Integrated Estuarine Management & Toolkit

Conflict Matrices - are there/where are there problems?
Undertaken for each of the TIDE estuaries through the RWGs.
•Matrix derived for each ‘zone’ in each estuary.
•Level of resource ‘use’ identified for each zone.
•Generic conflict score between each use identified (+ or -).
•Conflict score derived for each activity on each other per zone.

Conflict matrix for the outer middle Humber.
Several specific areas of potential conflict – ports, navigation, flooddefence, industry & recreation impact on conservation and viceversa. Are these conflicts a serious problem or just ‘a fact of life’?
Are existing plans sufficient to cope with these?
Should we be targeting management resources at these areas?

Conflict matrix for the Middle Elbe.
Again several areas of conflict – navigation, flood defence &recreation impact on conservation etc.
However, high levels of impact are less than for the Humber, andless ports issues seem to be present.
Example of effective conflict management or the lower level ofpotentially conflicting uses in the zone?
Context analysis will be undertaken.

TIDE outputs:
Series of best practice guidance documents - components of a toolbox;
Inventory list and evaluation of possible actions e.g. an assessment ofpotential mitigation/compensation measures, context, efficacy and costof measures;
Specific tools - e.g. dredge guidance information, mitigation measuresguidance…
Management Framework developed to support these tools.

TIDE Deliverables: example of a Tool
IECS have been working on the collection of new and collation ofexisting estuarine waterbird disturbance information – both visual andaural stimuli and responses.
This research is in response to a clear information paucity andassociated management need, and has been initially funded by arange of groups (e.g. Humber INCA), but more recently theEnvironment Agency. As part of TIDE this has been taken further withthe Humber ‘pilot study’.

In particular, noise impacts and tolerances arepoorly quantified in literature and have been afocus of research. Generic guidance ontolerance levels for waterfowl have thereforebeen tabulated (noise level at receptor).
However further work will beundertaken to both increasethe current dataset, validatefindings and perhaps extenddata to an individual species& activity response level.

Bird disturbance ‘toolkit’ allows planners and developers to identify thegeneral sensitivity of an area, based on sensitivity descriptors for thetype of habitats present + likely level of generic impact of an activity ona waterfowl assemblage.
This impact sensitivity can be fine tuned with species-specific toleranceinformation (noise and visuals), as well as an indication of theirimportance within national and international legislation.
A suite of mitigation measures are then suggested, including an initialreview of seasonal sensitivity (e.g. basic works timing), and anindication of applicability specific measures such as screening,technique/plant modification, restricted working times etc.
Tide | Nick Cutts| TIDE Integrated Estuarine Management & Toolkit 30
25. November 2011
The bird disturbance tool is currently in beta format and will bedeveloped further over the next 6 months both in terms of dataset, content and interface.
It is out intention to also develop the tool as a smart phone app, inaddition to the current basic html version.
Tide | Nick Cutts| TIDE Integrated Estuarine Management & Toolkit 31
25. November 2011
In addition there will be a number of specific tools such as the birddisturbance mitigation tool and ones associated with dredging & EIAs.
An EPSS to operate on an HTML basis with links to guidancedocuments, decision support schematics, and a series of menu-drivenlists outlining aspects such as the ecosystem services characterisation(WP3) and potential mitigation/compensation measures (WP5).
These final TIDE outputs are currently at the early development stages!
In addition – experience transfer through Tide on Tour seminars & film.

TIDE Deliverables Framework: EPSS
Stages and ‘So What?’:What management framework is appropriate? What is best practice? What are the repercussions of not/following best practice? Are there conflicts between uses/users and management/policy tools- if so where (areas and users)? Are the conflicts important - do they interfere with the provision ofecosystem services and societal benefits?Would resolving conflicts enhance/hinder delivery of ES&SB?Will measures enhance/hinder delivery of ES&SB?Do we have the right tools for the management of these?Ensure TIDE management toolbox will aid integrated estuarinemanagement and enhance delivery of ecosystem services andsocietal benefits.
