Antofagasta, Chile, on the other hand, receives less than a tenth of a millimeter of rain per year, and many years, receives none at all.

•YoumayhaveheardofChicagoreferredtoasthe “Windy City,” but it’s not the windiest city in America.ThatdistinctionbelongstoBlueHillObservatory, Massachusetts, with an average annual wind speed of 15.4 mph. Second place belongs to Dodge City, Kansas, with Amarillo, Texas, at No. 3. Chicago isn’t even in the top ten! Bosses are people, too. (Really!) And every year on October 16, America pays tribute to them.• Actually, National Boss Day was created in

1958 by an Illinois secretary named Patricia Haroski. She chose October 16 because it was her father’s birthday. Her father also happened to be her boss at the time. Nevertheless, she felt that bosses in general were underappreciated, and registered the date with the U.S. Chamber of Commerce as an official observance.

• Interestingly enough, a 2005 survey done by an international human resources consulting firm revealed that the majority of employees would not trade places with their boss. The primary reason given was the change that would result between them and their co-workers. They could no longer ignore or laugh at any slackers in their department; they’d be responsible for any poor performers.

• Hallmark started selling Boss Day cards in 1979. While they don’t reveal actual sales figures, they do disclose that the “holiday” is poised to break into the list of top 10 card-send-ing events within the next few years.

Keep Your Dollars in Your Pocket

If there's one worthy goal for the new year, it's learning to live within your budget. That's not the same as living within your income.Many people assume that having something left over at the end of the pay period, or at least not resorting to credit cards to get through the last few days, constitutes living within a budget. By definition, a budget is a detailed plan for how you?ll spend and save your money. Living within a budget means sticking to a plan that accounts for every dollar of your income -- everyday expenses, paying off different debts at certain rates and saving a set amount for various future goals and emergencies.To set up a budget, start with

realistic and accurate numbers: the income you bring home after taxes are deducted. Don?t include the extra money from odd jobs or selling items you own. From this amount, subtract all of your fixed expenses, such as rent or

mortgage, car payment and loans. Variable expenses are next and can be determined from previous expenses. Electric costs, for example, likely vary through the year. Groceries can be estimated. Other variable expenses, such as credit-card debt, will be determined by how quickly you?re working to pay off the balances.The goal is to account for where the money goes and analyze it to find places you can cut back.The one category in your budget that needs more attention than any other is your rate of saving. In addition to the 10 percent that you should be paying yourself out of every check, do everything you can to increase what you put away. Your greatest success at

finding more dollars to save will likely come from the small daily expenditures you make without giving them much thought. Look for opportunities not to spend and put the money in savings. Take your shoes to a repair shop for new soles and heels instead of investing in a new pair. Learn how to stretch meals by adding inexpensive ingredients to casseroles and stews, and take the extra for lunches at work instead of eating out. Consider starting a swap group for children?s clothing.Make it a way of life to look for bargains and keep your dollars in your pocket.

Adopting Dogs From Puppy Mills

DEAR PAW’S CORNER: My family would like to adopt a shelter dog, and a recent news story about several dogs rescued from horrible conditions in a “puppy mill” facility really captured our hearts. However, the shelter caring for these dogs is not im-mediately putting them up for adoption, and it says there will be stricter requirements for those who want to adopt them. Why is this? -- Karl in South Florida

DEAR KARL: Many shelter pets come with their own special set of behavioral quirks, often due to the stress and trauma of being abandoned at a shel-ter. But dogs (and cats and other pets) that suffer especially traumatic situations, such as abuse or starvation or neglect, can have a very difficult time adapting to home life. Because of this, many shelters have developed spe-cial policies regarding these rescues. As you found, the puppy-mill dogs were not immediately put up for adoption; they’re being treated and evaluated. Some may never be considered safe to adopt.Once dogs are considered healthy enough to adopt, the shelter is following guidelines to make their

transition to a new home as smooth as possible. For instance, it may not allow a puppy-mill rescue to go to a home that has kids under age 10. First-time pet owners will likely be discouraged or outright not al-lowed to adopt. Adopters may need to attend special classes, and the shelter may ask to make follow-up visits to the dog’s new home.Many rescues need a great deal of one-on-one atten-tion, love and patience. If you’re an experienced dog owner, meet the guidelines and are willing to take on the challenge of rehabilitating a rescued dog, go for it. But if you’re not sure, then consider very carefully whether your family is ready to care for a rescued pet.

GRAND CENTRAL TERMINALNestled in the middle of downtown Manhattan is the impressive fortress Grand Central Terminal. Readalongandlearnmoreaboutthishistoricaltrain station, a transportation hub for 750,000 people every day. •Although we usually call it Grand Central

Station, its actual name is Grand Central Terminal. Grand Central Station is technically the name of the subway station located under the terminal. In terms of number of platforms, Grand Central is the largest train station in the world. There are 67 sets of tracks along its 44 platforms. About 7,500 people pass by the Terminal’s 42nd Street and Vanderbilt intersection every hour.

•ThecurrentTerminalbuildingisnotthefirsttositonthesite.Thefirstdepotwasthebrainchildof railroad magnate Cornelius Vanderbilt and was built on property he owned between 42nd and 48th Streets at a cost of $6.4 million, opening in 1871.
