SJ27-1tb ATTENTION TAXPAYERS: NOTICE OF PROPERTY TAX INCREASE OF $250,000.00 RESOLUTION FOR OPT-OUT The Governing Board of Woonsocket School District #55-4 do state that the above said Board is unable to operate under the tax limitation measure currently in statute. We therefore OPT OUT of such tax limitation in the amount of $250,000.00 starting with calendar year 2019 taxes payable in the calendar year 2020. This opt out will be for seven years, which will be through taxes payable in the calendar year 2026. This action has been taken by the Board and approved by at least a two-thirds vote of the Board. This decision may be referred to a vote of the people upon a petition signed by at least five percent of the registered voters in the district and filed with the governing body within twenty days of the first publication of this decision. Unless this action is referred to a vote of the people and reversed by such vote, this resolution authorizes the County Auditor to spread an excess levy to raise tax dollars in the above stated amount. Recommendation: We recommend that the Sanborn Central School District officials be cognizant of this lack of segregation of duties for revenues and attempt to provide compensating internal controls whenever, and wherever, possible and practical. A huge thank you to the Boost- er Club for providing lunch for the “I hate winter day” on February 8th. The students and staff are very ap- preciative of this meal. • Extra Help day is February 15th, and No School on February 18th. With the run of no school and late starts due to weather, the board will be looking at options to make up days as needed. • The school has had a couple issues with the boiler, nothing major at this point. • End of the third quarter is March 7th. • The basketball seasons are winding down with post season play beginning at the end of February. • FFA Week is scheduled for February 19-22 with activities scheduled throughout the week. Mrs. Vermeulen’s report included the following: • The middle school Valentine’s Day dance will be held on February 15th at 6:30 p.m. • ACCESS testing has been completed at the colony. Rachael Foster acted as the test administra- tor. Vermeulen has been in contact with the parents of homeschooled students who are required to test. She has four students who will need to complete this requirement. Grades Four, Eight, and 11 are man- datory. Parents have the option of using the state provided SAT 10 or ordering one of their own at their cost. • The Sanborn Central students in grade eight will participate in the NAEP (National Assessment of Edu- cational Progress). A NAEP test ad- ministrator will conduct the assess- ment on February 28. • Children’s Theater has been scheduled for November 2019. Discussion Items: The board was presented with a copy of the district’s annual finan- cial audit, and it was discussed. • The Board also discussed the status of the special education fund, knowing that the fund will dip into the red in the coming months, which is why the board made the ad- justments to the tax requests in the Special Education fund and Capital Outlay fund. • Officials for the June Board election, should it be necessary, were decided upon (JoAnn Nelson, Judy Wormstadt, Myron Sonne, and Alt. Karen Fouburg). Old Business: None. Funeral services were held Fri- day, Feb. 15, at the Bittner Funeral Chapel in Mitchell. Burial was at Mt. Pleasant Cemetery in Arte- sian. e visitation was held on ursday, Feb. 14, also at the Bit- tner Funeral Chapel. Lavern Baysinger was born Dec. 4, 1937, in Mitchell to Clyde and Esther (Christensen) Baysinger. He graduated from Forestburg High School in 1956 and then en- listed in the United States Army until he was honorably discharged in 1962. He married Nancy Jane Bauer in Woonsocket on Oct. 29, 1960. Aſter being discharged from the army, he sheared sheep and raised melons. He started work- ing at the Armour and Company packing plant in Huron in 1968 and worked there for 17 years. He, along with his wife Nancy, continued to raise melons until 1973 when they began farming and ranching southeast of Forest- burg. ey sold their livestock in 1998 and continued to farm for a Obituaries Obituaries Jeffrey A. Seitz, 58, of Sioux Falls, passed away on Feb. 10, 2019, at Avera McKennan Hos- pital. Funeral services were held Saturday, Feb. 16, at Bethany Lutheran Church in Howard. Burial followed at Mt. Pleasant Cemetery in Artesian. Lunch and fellowship were held prior to the services at the church. Jeff was born Oct. 31, 1960, at the Madison Hospital in Mad- ison to Keith and Bernice Seitz. Jeff was born with spinabifida, but this disability never stopped him or his family from leading an active, normal life. Once Jeff was at the age to go to school, he spent most of his time through his teenage years going to school at Children’s Home Society in Sioux Falls and graduated in 1978. Aſter graduation, Jeff moved to Minneapolis, Minn. Aſter suffering serious setbacks with infections that required him to be closer to family members to assist him more, he moved to Sioux Falls where he spent the rest of his life. Jeff enjoyed rock concerts, col- lecting many items, and going to the flea market, comic book/ trading card and coin shops. He was a supporter of the Roll- er Dollz, a women’s roller derby team in Sioux Falls. He loved at- tending the Bacon Fest, Jazz Fest and Rib Fest. He also enjoyed volunteering at the Butterfly House in Sioux Falls up through 2018. Jeff’s active life was halted on Jan. 23, 2019, when a serious health complication eventually took over and ended Jeff’s hard fought battle on Feb. 10. Jeff is survived by his moth- er, Bernice Seitz of Artesian; his brother, Mark (Angela) Seitz of LAVERN “BULGIE” BAYSINGER Forestburg few years before retiring. LaVern enjoyed hunting and fishing, especially Canadian geese and walleye. LaVern is survived by his wife of 58 years, Nancy; three children, Marli Baysinger, Shane (Lynette) and ad (Shawna) Baysinger, all of Forestburg; three grandchil- dren; three stepgrandchildren; two great-grandchildren; eight stepgreat-grandchildren; a broth- er, Dick Baysinger; and sister, Janet Eining, along with their chil- dren.     ATTENTION TAXPAYERS:

    NOTICE OF PROPERTY TAX INCREASE OF $250,000.00RESOLUTION FOR OPT-OUT

    The Governing Board of Woonsocket School District #55-4 do state that the above said Board is unable to operate

    under the tax limitation measure currently in statute. We therefore

    OPT OUT of such tax limitation in the amount of $250,000.00 starting with calendar year 2019 taxes payable in the calendar year 2020. This opt out will be for seven years, which will be

    through taxes payable in the calendar year 2026. This action has been taken by the Board and approved by at least

    a two-thirds vote of the Board. This decision may be referred to a vote of the people upon a petition signed by at least five percent of

    the registered voters in the district and filed with the governing body

    within twenty days of the first publication of this decision.

    Unless this action is referred to a vote of the people and reversed

    by such vote, this resolution authorizes the County Auditor to

    spread an excess levy to raise tax dollars in the above stated amount.

    SANBORN CENTRAL SCHOOL DISTRICT NO. 55-5

    Notice is hereby given that San-born Central School District N. 55-5, Sanborn County, South Dakota, has been audited by Schoenfish & Co., Inc, Parkston, South Dakota, for the year ended June 30, 2018. A detailed report thereon is available for public inspection, during normal business hours, at the business of-fice of the School District, and also available at the Department of Leg-islative Audtin in Pierre, South Da-kota, or on the Department of Leg-islative Audit website at http://www.state.sd.us/legislativeaudit/Reports/reports_all.htm. The following finding and recom-mendation provide a brief descrip-tion of material weaknesses in in-ternal control, legal noncompliance and other matters that are described in more detail in the audit report. Finding: A material weakness in internal controls was noted due to a lack of proper segregation of duties for revenues. This is a continuing audit comment since fiscal year 2013. Recommendation: We recommend that the Sanborn Central School District officials be cognizant of this lack of segregation of duties for revenues and attempt to provide compensating internal controls whenever, and wherever, possible and practical. The report also contains the audi-tor’s findings and recommendations concerning less significant deficien-cies in internal control at the School District. Mr. Siemsen reported on the fol-lowing: • The staff at Sanborn Central would like to recognize the board members, Clayton Dean, Brenda Schmit, Gary Spelbring, Justin En-field, and Curtis Adams, for their service and dedication to our dis-trict during the official School Board Recognition Week, February 18th – 22nd. • A huge thank you to the Boost-er Club for providing lunch for the “I hate winter day” on February 8th. The students and staff are very ap-preciative of this meal. • Extra Help day is February 15th, and No School on February 18th. • With the run of no school and late starts due to weather, the board will be looking at options to make up days as needed. • The school has had a couple issues with the boiler, nothing major at this point. • End of the third quarter is March 7th. • The basketball seasons are winding down with post season play beginning at the end of February. • FFA Week is scheduled for February 19-22 with activities scheduled throughout the week. Mrs. Vermeulen’s report included the following: • The middle school Valentine’s Day dance will be held on February 15th at 6:30 p.m. • ACCESS testing has been completed at the colony. Rachael Foster acted as the test administra-tor. Vermeulen has been in contact with the parents of homeschooled students who are required to test. She has four students who will need to complete this requirement. Grades Four, Eight, and 11 are man-datory. Parents have the option of using the state provided SAT 10 or ordering one of their own at their cost. • The Sanborn Central students in grade eight will participate in the NAEP (National Assessment of Edu-cational Progress). A NAEP test ad-ministrator will conduct the assess-ment on February 28. • Children’s Theater has been scheduled for November 2019. Discussion Items: • The board was presented with a copy of the district’s annual finan-cial audit, and it was discussed. • The Board also discussed the status of the special education fund, knowing that the fund will dip into the red in the coming months, which is why the board made the ad-justments to the tax requests in the Special Education fund and Capital Outlay fund. • Officials for the June Board election, should it be necessary, were decided upon (JoAnn Nelson, Judy Wormstadt, Myron Sonne, and Alt. Karen Fouburg). Old Business: None. New Business: Motion by Ad-ams, seconded by Schmit, all aye, to approve executive session SDCL 1-25-2(1) to discuss the evaluation of the business manager and other personnel items at 7:45 p.m. Regu-lar session resumed at 8:22 p.m. Regular Board meeting will be held on Monday, March 11, 2019, at 7:00 p.m. in the Sanborn Central School Conference Room.     LaVern “Bulgie” Baysinger, 81, of Forestburg, died Monday, Feb. 11, 2019, at his home in Forest-burg. Funeral services were held Fri-day, Feb. 15, at the Bittner Funeral Chapel in Mitchell. Burial was at Mt. Pleasant Cemetery in Arte-sian. The visitation was held on Thursday, Feb. 14, also at the Bit-tner Funeral Chapel. Lavern Baysinger was born Dec. 4, 1937, in Mitchell to Clyde and Esther (Christensen) Baysinger. He graduated from Forestburg High School in 1956 and then en-listed in the United States Army until he was honorably discharged in 1962. He married Nancy Jane Bauer in Woonsocket on Oct. 29, 1960. After being discharged from the army, he sheared sheep and raised melons. He started work-ing at the Armour and Company packing plant in Huron in 1968 and worked there for 17 years. He, along with his wife Nancy, continued to raise melons until 1973 when they began farming and ranching southeast of Forest-burg. They sold their livestock in 1998 and continued to farm for a

    Jeffrey A. Seitz, 58, of Sioux Falls, passed away on Feb. 10, 2019, at Avera McKennan Hos-pital. Funeral services were held Saturday, Feb. 16, at Bethany Lutheran Church in Howard. Burial followed at Mt. Pleasant Cemetery in Artesian. Lunch and fellowship were held prior to the services at the church. Jeff was born Oct. 31, 1960, at the Madison Hospital in Mad-ison to Keith and Bernice Seitz. Jeff was born with spinabifida, but this disability never stopped him or his family from leading an active, normal life. Once Jeff was at the age to go to school, he spent most of his time through his teenage years going to school at Children’s Home Society in Sioux Falls and graduated in 1978. After graduation, Jeff moved to Minneapolis, Minn. After suffering serious setbacks with infections that required him to be closer to family members to assist him more, he moved to Sioux Falls where he spent the rest of his life. Jeff enjoyed rock concerts, col-lecting many items, and going to the flea market, comic book/trading card and coin shops. He was a supporter of the Roll-er Dollz, a women’s roller derby team in Sioux Falls. He loved at-tending the Bacon Fest, Jazz Fest and Rib Fest. He also enjoyed volunteering at the Butterfly House in Sioux Falls up through 2018. Jeff ’s active life was halted on Jan. 23, 2019, when a serious health complication eventually took over and ended Jeff ’s hard fought battle on Feb. 10. Jeff is survived by his moth-er, Bernice Seitz of Artesian; his brother, Mark (Angela) Seitz of

    few years before retiring. LaVern enjoyed hunting and fishing, especially Canadian geese and walleye. LaVern is survived by his wife of 58 years, Nancy; three children, Marli Baysinger, Shane (Lynette) and Thad (Shawna) Baysinger, all of Forestburg; three grandchil-dren; three stepgrandchildren; two great-grandchildren; eight stepgreat-grandchildren; a broth-er, Dick Baysinger; and sister, Janet Eining, along with their chil-dren. He was preceded in death by his parents.
