This Workshop will discuss the Power Charge Indifference Adjustment (PCIA) Inputs and Methodologies pursuant to CPUC Decision D.15-12-022. To help make this workshop as productive and effective as possible, attendees are invited to send responses to the following prompts/questions to Will Maguire at [email protected] no later than end of day 2/16/16. The responses will be shared with the service list for A.14-05-024 ahead of the workshop and may be incorporated into the workshop agenda.

1. Please indicate your understanding of how the PCIA is calculated, identifying, in as much details as possible, each input to that calculation.

2. Do you believe the current PCIA methodology should be changed? If so, how and why? Please be as specific as possible.

3. How should the CPUC address the potential departure from bundled service of a very large load, such as the City of San Diego or County of Los Angeles? Would transferring contractual responsibility from an IOU to a CCA be an option?

4. Should Direct Access (DA) customers and Community Choice Aggregator (CCA) customers be treated differently vis-à-vis the PCIA? If so, why and how?

5. Can transparency regarding the calculation of the PCIA be increased while protecting valid interests in keeping certain information confidential?

Pursuant to D.15-11-042 (of R.13-09-011), the Decision Addressing the Valuation of Load Modifying Demand Response and Demand Response Cost-Effectiveness Protocols, adopted by the CPUC in November 2015, Southern California Edison Company, Pacific Gas and Electric Company, and San Diego Gas and Electric Company are providing notice of the Demand Response Cost Effectiveness Protocols Workshop.

The topics to be covered in the workshop are presented below along with the corresponding language in D.15-11-042 that identified the topics:

(1) Public discussion of the A Factor and E3’s RECAP model.  From D.15-11-042, Ordering Paragraph 3:

“A placeholder for the A Factor is created, in the 2015 Demand Response Cost-Effectiveness Protocols, attached as Appendix A, until an interim methodology is developed through a workshop. A final interim methodology will be adopted in a future decision. Once a probabilistic model is adopted in Rulemaking 11-10-023, it will replace the interim methodology.”

(2) Presentation of the Flexibility (F Factor) Working Group’s Proposal.  From D.15-11-042, Ordering Paragraph 7:

“The Commission’s Energy Division shall organize a working group to develop a draft proposal for an F Factor methodology. No later than 90 days from the issuance of this decision, the Energy Division shall present the draft proposal for the F Factor methodology in a workshop in this proceeding.”

(3) Discussion of Draft Protocol Recommendations developed by Final Protocols Working Group.  From D. 15-11-042,

This Workshop will discuss the Power Charge Indifference Adjustment (PCIA) Inputs and Methodologies pursuant to CPUC Decision D.15-12-022. To help make this workshop as productive and effective as possible, attendees are invited to send responses to the following prompts/questions to Will Maguire at [email protected] no later than end of day 2/16/16. The responses will be shared with the service list for A.14-05-024 ahead of the workshop and may be incorporated into the workshop agenda.

1. Please indicate your understanding of how the PCIA is calculated, identifying, in as much details as possible, each input to that calculation.

2. Do you believe the current PCIA methodology should be changed? If so, how and why? Please be as specific as possible.

3. How should the CPUC address the potential departure from bundled service of a very large load, such as the City of San Diego or County of Los Angeles? Would transferring contractual responsibility from an IOU to a CCA be an option?

4. Should Direct Access (DA) customers and Community Choice Aggregator (CCA) customers be treated differently vis-à-vis the PCIA? If so, why and how?

5. Can transparency regarding the calculation of the PCIA be increased while protecting valid interests in keeping certain information confidential?
