LIS-Water presentation LIS-Water will be a centre fully dedicated to

the public policy, regulation and management of water services and water resources.

LIS-Water will contribute to solutions for global water problems.

LIS-Water will help countries on complying with the Agenda 2015-2030 for Sustainable Development adopted by United Nations (SDG6+).

LIS-Water will support: water policy makers, executives, high level technical staff, academics and young water professionals.

LIS-Water will be a innovative, open, supportive and international centre of excellence for leading edge R&I on water.

It will face the water challenges in Portugal, Europe and worldwide.

LIS-Water was approved by the European Commission last march for funding through the Teaming Programme H2020 (this programme promotes the creation of new centres of excellence in Europe).

LIS-Water started last 1st September 2017.

centre of excellence.

LIS-Water will is promoted by the:

National Laboratory for Civil Engineering (LNEC), Portugal

in partnership with;

Cranfield University (UCRAN), UK

IAE de Paris, France

and many other internationally recognised Portuguese, non-Portuguese and international organisations.

LIS-Water will focus on these 1+4 aspects and on new instruments to an better linkage between them:

• Research & innovation;

• Education, training & capacity building: support to the utilities & regulators;

• Business support, incubation & acceleration of start-ups: support to the industry;

• Think tank and strategic advice: support to the policy makers;

• Social engagement: support to the society in large.

The motives for LIS-Water Water is nowadays recognized as one of

the top priorities of mankind.

Water is expressly included in the United Nations agenda 2016-2030 (Sustainable Development Goals).

This new integrated water vision involves all the challenges, what is innovative.

The objective is that a common vision of the water challenges and common actions are adopted by every country.

Adding to Goal 6 (Water), water is a relevant crosscutting issue to all SDG.

The motives for LIS-Water Other key international policy

initiatives are also relevant:

• UN Resolution declaring access to safe drinking water and sanitation as essential human rights, 2010.

• UN Paris Agreement under the United Nations Framework Convention on Climate Change, 2015.

• Twelve OECD principles of water governance, 2015.

• IWA Lisbon Charter for Guiding the Public Policy and Regulation of Drinking Water Supply and Wastewater Management Services, 2015.

The motives for LIS-Waterr

United Nations former Secretary-General sent an appeal:

Ensuring water and sanitation for all is crucial for reducing poverty and achieving other Sustainable Development Goals. I urge all partners to mobilize behind SDG 6 with political, financial and technological support (2016).

Yes, we can accept to face this appeal and contribute for the compliance of the UN SDG 6+ “Water”.

To answer the United Nations Secretary-General we need to identify the main associated challenges.

What does public policy mean? • Strategic plans. • Legal framework. • Institutional framework. •Governance models. •Access and quality of service goals. • Tariff and tax policy. • Financial resources. •Construction and technology. •Operational efficiency.

An holistic and multidisciplinary approach for a sound public policy.

A joint academic and hands-on approach is also needed.

Based on a success story Portugal is an exceptional “case

study” on water service & resources: • Good experience of shifting water

public policy in the last 25 years;

• Geographic, orographic, hydrologic and social diversity across the country (mainland and islands);

• Diversity of governance models (State, municipalities & private) on water services;

• Diversity of technologies adopted;

• Many successes and some mistakes.

Strong international links Portugal is internationally

recognized (EU, OCDE, EIB, IWA).

We have strong scientific international links (ex. H2020).

We have increasing activity abroad.

We co-organized the 9th IWA World Water Congress & Exhibition of the IWA, in Lisbon, 2014.

We co-organized the 1st International Water Regulators Forum of the IWA, in Lisbon, 2014.

LIS-Water in summary LIS-Water vision is a more water wise world,

where societies better recognize the value of water services and water resources.

LIS-Water contributes to ensure that water services are provided to meet everyone’s basic needs and water resources are shared with sustainably, equitably and efficiently.

As a centre of excellence, LIS-Water assists countries and stakeholders to face the water-related challenges on public policies, regulation and management on water.
