Your agency’s GIS mission statement and geographic extent for digital mapping:The U.S. Department of Agriculture's Farm Service Agency (FSA) has established the Common Land Unit (CLU) as a standardized GIS data layer that allows mapping to be easily integrated on a nationwide basis. The USDA's Farm Service Agency (FSA) has implemented desktop GIS at more than 3,000 field service center locations across the country. Ultimately, the GIS resources for the agency will be managed in a distributed database environment. As with many public agencies, the majority of FSA's business data contains geospatial components or is referenced to geographic locations (e.g., land records, field locations, and soil types).

For what geospatial data is your agency the primary or supplementary steward?The CLU data layer has been successfully implemented in GIS by the FSA. This layer includes all farm fields, rangeland, and pastureland in the United States. In conjunction with digital imagery and other data, FSA uses the CLU data layers to support farm service programs, monitor compliance, and respond to natural disasters.

What geospatial services or products does your organization provide?Stabilizing farm income, helping farmers conserve land and water resources, providing credit to new or disadvantaged farmers and ranchers, and helping farm operations recover from the effects of disaster are the missions of the U.S. Department of Agriculture's Farm Service Agency (FSA).

Describe any significant cooperative efforts with federal, state, and local agencies, education and research institutions, or the private sector: The Information Exchange Brokers serve as field extension support to the HIFLD working group. Their regional presence allows them to continuously engage with partners to promote domestic infrastructure information gathering, sharing, protection, enhancement, visualization, and spatial analysis. IEBs collaborate with and support a variety of stakeholders, including Federal, state, and local government officials, USGS Liaisons, FEMA Regional Offices, and DHS Infrastructure Regional Directors, Protective Security Advisors, and Geospatial Analysts to:

Create and foster partnerships with, and relationships between, Federal, state, local, tribal, and private sector stakeholders

Share best practices and lessons learned from across the nation to reduce duplication of effort and mature capabilities

Support special events by bringing together people, partnerships, foundation geospatial infrastructure data and geospatial resources

Your agency’s GIS mission statement and geographic extent for digital mapping:The US Forest Service management context for GIS is to facilitate an enterprise-wide geospatial architecture that ensures quality geospatial information is current, is developed collaboratively, adheres to government standards, and is routinely available for not only internal use by the US Department of Agriculture (USDA), but also by an increasingly geographically and information technology-aware public. This geospatial framework is embedded within a national mission to sustain the health, diversity, and productivity for more than 190 million acres of Nation’s forests and grasslands in meeting the needs of present and future generations. The Forest Service mission is guided by the fundamental principle, epitomized within a Secretary Vilsack's "all-lands-vision," of providing the greatest good for the greatest amount of people in the long run and is characterized by the slogan: Caring for the Land and Serving People. The Monongahela National Forest, representing over 919,000

acres or 6% of West Virginia lands, is committed to current national priorities of enhancing water resources, responding to climate change, community-based stewardship, and jobs in rural communities. Geospatial technologies are critical for providing Forest Service staff (over 100 employees) and stakeholders the tools to help in getting the job done..

For what geospatial data is your agency the primary or supplementary steward?The Forest Service is responsible for vegetation data-related activities under the policy guidance and oversight of the Federal Geographic Data Committee (FGDC).

What geospatial services or products does your organization provide?Monongahela National Forest, through the national office and technology centers, specifically provides a wide range of geographic data and services to the public. These can be accessed online through the Geospatial Service and Technology Center (http://www.fs.fed.us/gstc/) and the Remote Sensing and Applications Center (http://www.fs.fed.us/eng/rsac/programs/list.html) in Salt Lake City. In addition, local geospatial efforts include presenting at various workshops in conjunction with WV Future Generations in "geospatial" mentoring of local volunteer fire departments and communities. Forest geospatial staff is actively involved on the statewide GIS Steering Committee and the West Virginia Association of Geospatial Professionals (WVAGP). Other collaborative work has and is being accomplished with The Nature Conservancy, The Mountain Institute, local schools and colleges.

How can the statewide geospatial community participate in or benefit from your mapping efforts? The Monongahela National Forest, the Regional Forest Service office (located in Milwaukee, Wisconsin), and the Washington Office have consistently provided data, funding, and support to statewide efforts to develop a variety of geospatial products ranging from traditional cartographic products (such as the primary base series maps and the Forest Visitor Map), to the periodic collection of state-wide aerial photography through the National Agriculture Imagery Program (NAIP) in cooperation with a number of USDA agencies, and to a wide variety of digital geographic data layers (not limited to and ranging from NHD data to recreational trails to Forest system roads to base data cartographic feature files). The Monongahela National Forest has provided this suite of geographic data (and the associated metadata) to the West Virginia GIS Technical Center for incorporation into the state data clearinghouse. The Monongahela National Forest has also provided data to a variety of state-wide departments, agencies, and organizations.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:The Monongahela National Forest is committed to working with local communities, volunteers and contractors in all aspects and efforts in fulfilling our congressional mandate of land management. The Forest has active partnerships in a broad program array of areas including fire, timber, wildlife, aquatics, lands, and recreation with a diverse group of stakeholders including other Federal agencies, West Virginia local and state government, West Virginia University, The Nature Conservancy, The Trust for Public Lands, and other parties. Our Volunteer program is on-going and currently consists of more than ten individuals that are helping out in a myriad of ways mainly through the Americorps program, but also through developing partnerships with local schools and colleges

Top 3 geospatial accomplishments in the past two years:1. Completion/production of annual Motor Vehicle Use Map (MVUM) in hardcopy and with

interactive online access2. Initiated the revision process for the Forest Visitor Map (FVM) and primary base series (quad).3. Conducted three Geospatial mentoring workshops for local volunteer fire departments and

What geospatial services or products does your organization provide?We would like to partner with the statewide efforts to promote the use of the resources to K-16 educators.

How can the statewide geospatial community participate in or benefit from your mapping efforts? We would like to partner with the statewide efforts to promote the use of the resources to K-16 educators.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:We work closely with teachers in almost every county in WV, most higher education colleges/universities, and many state programs such as WV View.

Top 3 geospatial accomplishments in the past two years:1. Collaborated with WVDE, WVU, WV GIS Tech Center, and WV View to offer a teacher institute

on ArcGIS 10.2. Provided trainings to teachers on mapping GLOBE environmental data using GIS.3. Provided numerous GPS trainings to teachers and state entities (such as the WV Fire Academy).

Top three geospatial goals for the coming year:1. Host ArcGIS trainings at our facility in Fairmont.2. Increase partnerships to provide GIS resources for Educators.3. Highlight NASA remote sensing resources that can be used in the classroom.

Your agency’s GIS mission statement and geographic extent for digital mapping:Since 1995, the focus of GIS in the National Park Service has been on cartographic data acquisition for parks, GIS training, and technical and administrative support for the growing number of GIS and GPS operations in parks. More than 250 NPS units use GIS today. GIS applications range from studies of effects on parks by visitors to assistance with the re-creation of historic battlefield landscapes.

For what geospatial data is your agency the primary or supplementary steward?Data relating to or within the administrative boundaries of a National Park Service unit.

How can the statewide geospatial community participate in or benefit from your mapping efforts? We have been and will be purchasing and generating datasets and aerial photography products that may be of use to people within the state of WV. We will gladly share any public data with our fellow GIS professionals. We also use much of the data that is generated by the WV GIS community in our daily operations

Top geospatial accomplishments in the past year:Produced all geospatial data and mapping needed for work on 13 miles of new trail constructed by Volunteer Boy Scouts. Data collection and mapping all phases including compliance, layout, pre-construction and progress during construction.

Top 3 geospatial goals for the coming year:1. Continue support of the New River Gorge National River Planning projects.

Your agency’s GIS mission statement and geographic extent for digital mapping:Our goal is to advance technology in a way that helps NRCS MO-13 Soil Survey Staffs meet their goals as efficiently as possible. To accomplish this, our team is involved in many aspects of GIS including: geodata analysis techniques, training, support, and new technology, when available. The entire states of Delaware and Maryland, and portions of Kentucky, New Jersey, New York, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia are located within MO-13.

For what geospatial data is your agency the primary or supplementary steward?We are the primary data stewards for the Soil Survey Geographic (SSURGO) database, Web Soil Survey and Natural Resource Inventory (NRI)

What geospatial services or products does your organization provide? The USDA - NRCS Soil Survey Division provides the digital and tabular soil survey data for the United States of America

How can the statewide geospatial community participate in or benefit from your mapping efforts? The availability of the Soil Survey data to the State of WV, including both private and public sectors, is important. Soil data provides a basic set of data and interpretations for the geospatial community of West Virginia.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector: USDA-NRCS-MO-13 partners with the US Forest Service and the West Virginia University Agricultural Experiment Station. We provide updated soil data and enhanced interpretations for the USFS Monongahela National Forest. We work with WVU to develop digital mapping techniques for use by the Soil Survey Program.

Top 3 geospatial accomplishments in the past year:1. Completion of the digital Soil Survey for the New River Gorge and Associated Recreation Areas

for the National Park Service.2. Provided GIS QA/QC for a number of Soil Survey project throughout the MO-13 Region.3. Provided GIS Technical Support to the other NRCS Functional Disciplines throughout WV.

Top 3 geospatial goals for the coming year:1. Provide GIS support for the development of Environmental Site Descriptions (ESD) in

designated areas of West Virginia.2. Provide training opportunities to maintain / enhance the GIS skills of soil survey staff members

and partners.3. Provide GIS QA/QC for all MLRA Soil Survey projects throughout the MO-13 Region, in

particular, the SDJR (Harmonization) initiative.

Describe the three most significant geospatial challenges for your organization (technological, organizational, etc.):1. Software and hardware compliance with in the guidelines of the Agency.2. Developing / maintaining GIS technical proficiency of staff members.3. Competition for resources (i.e. Agency priorities vs. budget constraints).

The Flex application includes geoprocessing (routing, spatial querying etc.) and custom made DOMOPS tools that aid in the visualization, reporting and decision making processes. It has been designed to be accessed remotely from multiple locations by users regardless of their GIS experience and available equipment, ultimately providing a venue to report and archive information from any locale with an internet connection.

How can the statewide geospatial community participate in or benefit from your mapping efforts? Many of the projects are not for public viewing; however, Armory datasets have been provided to the GISTC in the past. The public in general may benefit from more immediate help in a natural disaster, due to the awareness the WVCOP provides to the National Guard.

Describe any significant cooperative efforts with federal, state, and local agencies, education and research institutions, or the private sector: The WVCOP brings the efforts of the WVARNG, WVDOT and WV DHSEM together and consumes resources from the WV Board of Education, USGS, NOAA and various social media with more to come in the future.

As in the past we continue to development and maintain West Virginia’s permitted resource extraction and environmentally related datasets. New this year are in-house produced watershed-sized mosaics created from National Geospatial Intelligence Agency provided WorldView and GeoEye panchromatic and multispectral high resolution imagery. Receipt this year of leaf off digital imagery of 1 foot or better resolution and LiDAR datasets from cooperating federal and county governmental partners has allowed the beginning of production of aggregated data with the goal of continuous coverage of the entire State.

How can the statewide geospatial community participate in or benefit from your mapping efforts? We provide geoservices that allow professions from outside WVDEP to attach to Agency data via ArcGIS desktop or ArcGIS server-based applications. We are aggregating both LiDAR and high resolution imagery (1' pixel or more resolute) utilizing data we produce in-house and data shared with us by other like-minded partners with the goal of producing geoservices that all professionals can utilize in the Internet.

Describe any significant cooperative efforts with federal, state, and local agencies, education and research institutions, or the private sector:Federal and State partners in Appalachian coal mine permitting have a shared interest in collaborating and leveraging resources to develop a collective geospatial information system that will enhance the ability of each agency to make more informed and expedited decisions under their respective programs. Participating federal Agencies include Office of Surface Mining Reclamation and Enforcement, Environmental Protection Agency, Fish and Wildlife Service and Army Corps of Engineers. State entities partnering include WVDEP, Virginia Department of Mines Mineral and Energy, and Kentucky Department of Mines and Minerals. The goal of this project is to grow this collective geospatial information system to national in scale with additional coal producing States added as time and resources allow. WVDEP and WVU's Natural Resources Analysis Center continued our agreement working together to collect LiDAR and produce derived data products from it that will cover approximately 30% of West Virginia. Providing .LAS files from these LiDAR missions, WVDEP continued our partnership with West Virginia View jointly working toward a common goal of making these LiDAR data files available for public download.

Examples include:1. WVDOT has been playing an active role in the American Association of State Highway and

Transportation Officials (AASHTO). The 2010 AASHTO GIS-T Symposium was hosted by WVDOT in Charleston, West Virginia. Currently two WVDOT employees sit on its committees.

2. WVDOT has been developing a Continuously Operating Reference Station (CORS) network by cooperating with organizations at various levels such as USCOE, NRAO, WVDNR, WVDEP, WVRJA, WVU, MU, FSU, SCTC, EWVTC, counties (Marshall, Braxton, and Wirt), and schools, as well as partnering with surrounding states, including Ohio, Kentucky, and Pennsylvania.

3. Since 2010 WVDOT has been providing hardware, software, and technical support to the West Virginia National Guard to develop a comprehensive enterprise solution for emergency management.

4. WVDOT cooperates with the Rahall Transportation Institute (RTI) offering four level classes in GIS and GPS. By the end of 2011 over 450 WVDOT employees received the training.

Top 3 geospatial accomplishments in the past two years:1. West Virginia CORS Network: Ongoing cooperative efforts with various organizations have

produced a CORS network that covers almost the entire state of West Virginia. As of now, there are 28 CORS stations up and running, supporting 221 subscriptions, 146 organizations, and 212 users.

2. Enterprise GIS Framework: In 2010 WVDOT and Esri professional services worked together and drafted an Enterprise GIS Roadmap. Per the blueprint, WVDOT successfully improved its enterprise GIS framework and seamlessly integrated it into WVDOT’s existing enterprise information system infrastructure. The enterprise GIS includes separate production and testing/staging environments, independent editing and publication GIS databases, disparate statewide GIS databases, and client side applications. The effort was recognized by Esri at its 2011 International User Conference with a Special Achievement in GIS Award.

3. Fleet Management System: Since 2010 WVDOT started managing its vehicle fleet using a state-of-the-art technology: Fleet Management System. The System enables managers and supervisors to make real-time intelligent decisions to optimize the worker performance and fleet management, therefore lowering fuel costs and increasing efficiency and productivity. There are over 450 vehicles in the System. In later 2011 WVDOT completed a statewide equipment upgrade. The next phase is to schedule and complete training for all associated personnel.

Top geospatial goals for the coming year:1. New Transportation GIS Data Model: As part of the initiatives in its Roadmap WVDOT is

cooperating with Esri to reinvent its transportation GIS data model, a core foundation in its enterprise GIS. The new model accommodates a statewide road centerline dataset, uses mile log post as the main linear referencing method, and divides linear road centerline features at road intersections, allowing advanced road network analysis such as routing. A logical model was completed in August 2011. The road centerline dataset is being cleaned up. The project is expected to finish by the end of 2012.

2. Highway Map Reproduction: WVDOT is reproducing highway maps in a GIS environment to replace the existing ones created in MicroStation years ago. The new maps will meet industrial standards, contain standardized symbology and style sheets, and be lively linked to WVDOT GIS databases, enabling end users to access up-to-date highway data that WVDOT maintains. The new state and county highway maps are expected to be available by the end of 2012.

3. WVDOT GIS Coordinator Network: WVDOT is establishing an Agency wide GIS coordinator network, including one GIS coordinator at its headquarters and ten district level GIS analysts. The Network is to promote geospatial technology across the Agency and facilitate WVDOT projects such as asset management, part of the ongoing WVDOT Enterprise Resource Planning (ERP) initiative. Major progress that WVDOT has made includes the successful employment of the GIS coordinator and one GIS analyst, a statewide disparate GIS database network in place, and the ongoing first asset data collection of the municipal separate storm sewer system (MS4) on WVDOT right-of-ways.

Describe the three most significant geospatial challenges for your organization (technological, organizational, etc.):1. Getting up-to-date data from external data stewards timely is the biggest challenge. WVDOT

relies heavily on geospatial data published by other organizations to perform geospatial analysis. The accuracy and currency of outside data is a key to the success of WVDOT geospatial function.

Our goal is to create new geologic information in a GIS format whenever applicable and convert archival information to GIS format whenever practical, and to make the information available to the user community via the web.

For what geospatial data is your organization the primary or supplementary steward?Consistent with the broad mandate of the Survey, we are the primary steward of all geologic information for WV, much of which lends itself to geospatial representation. We are currently developing geospatial information for coal resources, oil and gas resources, and geological mapping; we are considering developing geospatial information for natural hazards.

What geospatial services or products does your organization provide?Coal: We are creating GIS features representing coal bed extent, elevation, thickness, overburden depth, mined areas, and other features, funded by the state under the Coal Bed Mapping Project (CBMP). The Survey also hosts a site for downloading scans of maps of abandoned underground coal mines, in cooperation with the WV Office of Miners’ Health, Safety, and Training.

Oil and gas: We maintain extensive well information including location, completion, stratigraphy, pays, and production data which are being migrated to the geospatial environment; scanned geophysical well logs are currently being associated with the well information.

Geologic maps: We create 7.5-minute quadrangle-based geologic maps for West Virginia as a cooperative project with the USGS.

Other: The Survey maintains an archive of historical maps and aerial photography, much of which is available digitally. Efforts are ongoing to scan archival data and convert the appropriate information to a geospatial format.

How can the statewide geospatial community participate in or benefit from your mapping efforts?We actively seek cooperative partnerships. Our data are used by tax officials, permit regulators, mine safety officials; people dealing with abandoned mine lands or abandoned oil or gas wells, planners and developers, economic forecasters and policy makers. It can also be used for emergency response,

for 14 quadrangles in southern WV; geologists from Concord College were included in the mapping project.

USGS: STATEMAP projects to develop digital geological maps of one or two quadrangles per year; continuing work on the National Coal Resources Data System.

NTIA: Working on a five-year Broadband Mapping Program, including mapping broadband services in the state, grants to regional planning councils for needs assessment and strategic planning, and other technical assistance grants for broadband education, training or application development.

Midwest Regional Carbon Sequestration Partnership and the U.S. Department of Energy: evaluating potential opportunities for carbon sequestration.

This data consist of county political boundaries such as Magisterial and also their Voting Precinct boundaries. We also encourage the Counties to turn in their Boundary and Annexation Surveys (BAS) to the Federal government so we will have geographically accurate city and township boundaries on the TIGER maps.

Our program supplies the forestry, surveying, landman and natural resource industries with graduates who have GIS skills.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:Our students collect spatial data in the field, and create maps of local areas. We coordinate with the Assessor's Office of Gilmer and other counties for student projects, and a field trip to several local agencies that utilize GIS is an important part of the curriculum. GIS specialists and scientists, and research and academic institutions are also invited to provide lectures and/or hands-on laboratory experience to our students. We were able to secure funding from NASA Space Grant for a project that applies GIS to understand extent, location and distribution of invasive plants in West Virginia. Results from this project were presented by students in local and national scientific meetings.

Our graduates have a good track record of employment in the GIS field even during difficult economic times due to high demand and relative shortage of skilled workers. Some graduates are taking part-time positions instead of full-time.

What accomplishments has your unit seen in the past few years? More GIS courses, a new advanced GIS certificate at the graduate level, better links with external entities for student internships and advice about our programs. We have contracted with WV Department of Environmental Protection to convert paper mine maps to geodatabase format.

What do you see as the most significant geospatial education challenges that you are experiencing? Students often lack maturity and broad educational skills such as critical thinking and writing. The technology changes so rapidly that we are challenged to update our curriculum.

What trends do you see in student education in GIS?The continuing trend in our College is the use of spatial technologies in applied research applications and uses across disciplines. Secondly, we are teaching and seeing many examples of graduate student research which integrate spatial regression modeling.

What employment trends are you experiencing for recent graduates in GIS?We have witnessed that five or seven years ago students who had GIS coursework and working experience with degrees in fields such as forestry, wildlife, soil science, entomology, parks and recreation, environmental protection, landscape architecture had a big advantage in the job search. Now, employers pretty much expect working GIS knowledge from students in those fields.

Most students who get jobs using GIS are in areas of land management which include industries such as oil and gas, forestry, permitting, and planning.

What accomplishments has your unit seen in the past few years?We have seen increased interest in student enrollment in classes that focus on integrating their field of study with spatial data and analysis. Also, many professors are offering either special topics or components of their courses that focus on use of geospatial technologies.

What do you see as the most significant geospatial education challenges that you are experiencing? One of our challenges is to effectively present and cover the material that non-geography students need to be effective in using GIS technology. We always encourage our students to take classes in Geography at WVU to be trained by experts in Geographic Information Science which complements our teaching of GIS as a tool.

In what ways can the statewide geospatial community contribute, participate, and benefit from ongoing education and research efforts in your unit?The statewide geospatial community can contribute to our education program by providing feedback on the abilities of the graduates from our College or share with us updated outlines of preferred skill sets they would like students to have to meet industry trends.

Current and recent cooperators include the WV Department of Environmental Protection, WV Division of Natural Resources, US Geological Survey, USDA Forest Service, US Environmental Protection Agency, US Department of Energy, US Office of Surface Mining, Appalachian Research Initiative for Environmental Science (ARIES), WVU Extension including the Community Design Team, WV Water Research Institute, Downstream Strategies, and others.

Top three geospatial accomplishments in the past two years:1. Detailed LiDAR mapping: NRAC has established significant airborne and ground based LiDAR

capabilities, completing approximately 5 million acres of LiDAR based mapping in WV’s coalfields region (with WVDEP), extensive stream habitat restoration work in the Upper Shavers Fork watershed, and additional project work in Wyoming, Maryland, and Pennsylvania.

2. Land cover/land form mapping: NRAC has completed a statewide 30m land cover dataset based on 2009/10 Landsat TM imagery, as well as several higher resolution datasets related to forest fragmentation, ecological land units, resource extraction, and wetland occurrence.

3. Spatial decision support: NRAC has developed a number of spatial decision support system tools, including a source water protection system, Alternative Futures tool, fish and wildlife

Additionally, WVWRI is very interested in incorporating data from other agencies, institutions, and others.

What geospatial services or products does your organization provide?The Assessor's office maintains subscription-based website that allows users to conduct real estate research using our GIS parcel layer. Within the county, our office assists other governmental organizations in their GIS projects by providing data, assisting with software/hardware related issues, and promoting the sharing of GIS data

How can the statewide geospatial community participate in or benefit from your mapping efforts?As the primary users of our data at the statewide level would be State agencies, the benefits are dependent on the use of the data at each agency. The WV Division of Environmental Protection, WV Division of Transportation, and WV State Tax Division would most likely be the primary users of this data. Our GIS parcel layer is available for all state agencies and educational institutions upon request. Additionally, we promote a working relationship with adjacent counties for cross-county parcel boundary mapping, and our data is available to these counties upon request.

Describe any significant cooperative efforts with federal, state, and local agencies, education and research institutions or the private sector:The Assessor's office has been working extensively with private sector land surveying and engineering firms within Fayette County over the last year. As we encounter errors or discrepancies in our tax parcel mapping, we often turn to these companies to see if boundary surveys have been made, especially when there are very little (or very poor quality) documents recorded in the official county records. We have been able to successfully "fix" historically "bad" areas of parcel boundary mapping due to these local companies.

Top 3 geospatial accomplishments in the past two years:1. Implemented a pilot "Mobile GIS for Field Appraisers" project using ArcGIS Mobile and a

Laptop/Tablet Conversion PC.

2. Successfully spread the use of GIS to Field Appraisers within the office environment using new Pictometry data and EFS software.

3. Improved our working relationship and organizational coordination with other departments using GIS in the county.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:As of 2012 we have established the Monongalia County Geospatial Committee. This Committee is comprised of any agency in Monongalia County have it be private, government, or independent who want to take an active role in the technologic advance of GIS in Monongalia County. Ideas are discussed and worked out on how we can all benefit in the betterment of the county.

Top three geospatial accomplishments in the past two years:1. Complete the gathering of 2010 pinnacle mapping project.2. Establish Inter- office GIS Server.3. Establish Monongalia County Geospatial Committee.

Sharing of water and sewer system information by the City of Wheeling and Ohio County Public Service District. 911 Addressing Data is being shared with 911 dispatch which is under the City of Wheeling.

Top three geospatial accomplishments in the past two years:1. Plotted evacuation zones for shale drilling operations and incorporated 911 addressing data into

reverse 911 system.2. Political Redistricting of Voting Precincts, Magisterial Districts, and Polling Places using US

In 1966, the Bureau of the Census designated the urbanized area of Huntington-Ashland-Ironton as the Metropolitan Statistical Area (MSA). This area included: Cabell and Wayne Counties, West Virginia; Lawrence County, Ohio; Boyd County, and Green Up Kentucky and the cities of Huntington, West Virginia; Ashland, Kentucky and Ironton, Ohio. In 1973 and 1981 respectively, the Bureau of the Census expanded the MSA to include the County of Carter, Kentucky.

Under federal law, KYOVA is the “Metropolitan Planning Organization” (MPO) responsible for ensuring wise and coordinated use of federal/state transportation funds.

What geospatial services or products does your organization provide?GIS supports all functions of the agency including preparing short- and long-range plans to develop policies and action plans for the maintenance and development of the infrastructure and to promote economic progress. It ensures the area's compliance with regulatory requirements that result in millions of dollars for the region. Spatial analyses are conducted, and maps are generated as needed.

How can the statewide geospatial community participate in or benefit from your mapping efforts? Local participation in a statewide effort ensures that quality data is developed and increases the probability of its use at multiple levels. Bel-O-Mar has always been a willing participant in local and statewide data development. Periodic focus group type of meetings can be useful for mutual benefit.

How can the statewide geospatial community participate in or benefit from your mapping efforts? MARG is an all-volunteer, non-profit organization. Membership is open and there is a significant need for those with GIS experience.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector: MARG was one of the founding members of the GIS for SAR working group that consists of members of the volunteer SAR community, the National Park Service and software developers (ESRI public safety division). How can the statewide geospatial community participate in or benefit from your mapping efforts? Members of WVAGP include representatives from local, state and federal agencies, educational and research institutions, the private sector, and other professional organizations. Membership benefits include:

REPRESENTATION : Members have an opportunity to represent a unified state voice on geospatial information and technology issues.

COMMUNICATION AND COORDINATION: Members network with other professionals through meetings, workshops, newsletters, listserv, etc.

RESEARCH AND PROFESSIONAL DEVELOPMENT: Members are provided opportunities for professional development, continuing education, and certification.

EDUCATION AND PUBLIC OUTREACH: Members promote the understanding of geospatial information and technology to organizations and the public in West Virginia.

LEADERSHIP: Members are encouraged to seek leadership roles, mentor other GIS professionals, and advance the mission of WVAGP through dedicated service and a high degree of professionalism. Describe any significant cooperative efforts with federal, state, and local agencies, education and research institutions, or the private sector:WVAGP coordinates with numerous public and commercial organizations to organize and sponsor GIS training. WVAGP is a non-voting member of the WV GIS Policy Council and periodically meets with the WV Society of Professional Surveyors on issues of common interest. WVAGP is presently working on K-12 initiatives.

Your agency’s GIS mission statement and geographic extent for digital mapping:The State GIS Policy Council created by Executive Order 4-93 (EO 4-93), oversees the development and implementation of West Virginia's GIS Program, and is chaired by the Department of Commerce Cabinet Secretary. Executive Order 10-10 better defines the duties and responsibilities of the Council and those of the State GIS Steering Committee. This council was created to optimize the benefits of GIS technology for the state into the future. The Council is comprised of executive leaders from state departments, local government, and the GIS professional community. The State GIS Steering Committee, chaired by the State GIS Coordinator, provides Council with technical advice.

What geospatial services or products does your organization provide?A public webgis site provides view, mark-up, analysis and print functionality and through partnership with DEP, our data is shared via web services.

How can the statewide geospatial community participate in or benefit from your mapping efforts? Our data is shared for viewing publicly and can help various agencies, communities, companies and individuals identify and plan water and wastewater related needs and projects.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:With the assistance of utilities across the State, all of the data was compiled by Thrasher Engineering and made available through the web interface developed by CDM Smith and integrated into our website and database through Dreamcatcher Creative and Solutions Design Group. Additional map layer data and assistance was provided by DEP and the Office of the State GIS Coordinator. DEP is also assisting in making our data available through web services to any entity that has need for it.

For what geospatial data is your agency the primary or supplementary steward?As members of an organization of surveying professionals, we strive to see that the public is served by the creation of legal documents, plats and descriptions, of land ownership that when recorded in the County Courthouses aid all concerned parties.

What geospatial services or products does your organization provide?Support and community for our members and the profession is our primary purpose.

How can the statewide geospatial community participate in or benefit from your mapping efforts? It must be realized through communication and education that the practice of boundary surveying and the preparation of legal documents is not only subject to the rules of mathematics and other exact sciences, but is also subject to legal principles and law that may vary between jurisdictions.

Describe any significant cooperative efforts with federal, state and local agencies, education and research institutions, or the private sector:WVSPS chapters work with agencies, such as the county assessors and county surveyors across the state to improve publicly available land ownership data.

Top 3 geospatial accomplishments in the past year:1. Strengthening our communications with the GIS community by creating a liaison position

between the WVSPS and WVAGP.2. Providing continuing education seminars and workshops on technical subjects to interested

professionals and the general public and more advanced management seminars for those developing GIS.

3. Individual Chapter projects such as the maintainence of a Cooperative CORS, aiding educational programs in the area, and providing scholarships to those interested in the surveying and mapping fields.

Top 3 geospatial goals for the coming year:1. Become more active in areas of GIS outside the field of boundary surveying.

2. Support GIS education within the college level curriculum by communicating real-world problems and needs to the educational community.
