Chief Exec’s WelcomeSpring - it´s the season of rebirth, renewal and revival.

These winds of change are readily felt in the BID Company, where many new schemes to improve the city centre experience are now coming to fruition.

And one is, I´m proud to say, going to be a life saver.

The defibrillator project delivered in partnership with Medicash and North West Ambulance Service (see pg 17) will give victims of a cardiac arrest in the city centre the best possible chance to survive.

Meanwhile in the Commercial District a £2m public realm upgrade, which has been 3 years in the making with the city council, will make a big change to its look and feel (see pg 10-11).

Of course, developing relationships in both the public and private sector is critical for any BID seeking to deliver a change for the better.

St Paul´s Square and Exchange Flags are two great examples and we are delighted to be working with CBRE and Capital

Properties in their efforts to bring these great spaces into a new era (see pg 6).

Equally, Bold Street is at a pivotal stage in its renaissance. In this case we will be working with both the council and businesses to steer a course that benefits all parties, as you’ll find on pg 15.

But, thankfully, some things never change.

The annual Light Night celebrations will kick off another stellar summer programme that is One Magnificent City (see pg 12-13).

And the night before, we’ll host our Annual Mystery Shop Awards celebrating your customer care (see pg 16).

The results are amazing but there is always room for improvement, of which we’ll be able to tell you more in the next issue!

The shortlist has now been announced for this year’s Liverpool City Region Tourism Awards.

Several BID businesses are in the frame to walk away with one of the city’s prestigious Tourism ‘Oscars’.

There are 18 Corporate and Individual categories up for grabs with voting for The People’s Choice award open until 30 April, when a shortlist will be announced.

The winners, including the Tourism Ambassador of the Year award, will be announced at the awards ceremony on 21 May at St George’s Hall.

A new discount scheme has been launched to get workers biking around the city centre.

Citybike - the city’s cycle hire scheme - is offering businesses a special match funded membership to enable them to provide low carbon, convenient transport for employees across the city.

The Liverpool BID Company has signed up and is encouraging it’s 1,500 members to follow suit.

BID Chief Executive Bill Addy said: “Citybike has brought a brilliant new dimension to getting around Liverpool city centre.

“Many businesses will see a huge benefit from the scheme as it can cut times going to meetings and also give employees a real healthy boost to their daily routines.

“Liverpool is a fascinating city to explore by bike and we’ll be encouraging all our BID members to sign up and get moving!”

Law firm Brabners. Senior Associate Solicitor Adrian Rogers said: “This scheme look great and we’re really interested in getting involved in the business and corporate scheme on offer.”

To encourage businesses to offer citybike as an alternative to pool cars for inner-city business travel, the corporate & business offer match funds investment by businesses.

For each citybike a company wants to access they can purchase a smartcard for £3 and travel then costs £1 per hour of use.

Under the scheme, citybike will double the investment, so if a business pre-pays £50, citybike will make it £100, giving each company double the usage.

citybike is commissioned by Liverpool City Council and operated by Hourbike. There are now more than 130 stations, 680 cycles in circulation.

A lunch time truck has set up in St Paul’s Square to provide workers in the Commercial District with some genuine food for thought.

An anti-poverty agency has rolled out the truck to provide a unique opportunity that people can really sink their teeth into.

Can Cook, now in its eighth year, has brought ‘Share your Lunch’ to Liverpool, in an initiative that provides families living in food poverty with a fresh, healthy meal each time a meal is bought from their truck.

‘Share your Lunch’, which is supported by Liverpool BID Company, CBRE, Santander and Hill Dickinson provides the customer with a hearty portion of street food and the satisfaction of knowing that their gesture has benefited an individual or a family in Liverpool.

Robbie Davison, director of Can Cook said: “Tragically, in Liverpool alone, 60,000 people are living in food poverty – 33% of this number

are children. Numbers are climbing and action needs to be taken!

“Our target is to sell 3,000 meals to workers in April and in return, Can Cook will produce and distribute 3,000 meals in May – we need your help to make this possible, so grab a slice of the action on your next lunch-break.

“To reach our target we’re also asking corporate teams to battle it out and staff our food trucks in an Apprentice-style manner.”

For three weeks from Monday April 13th, businesses will provide teams of three who will work alongside Can Cook’s skilled chefs.

The teams will be responsible for their own social media campaign to drive footfall to the truck – prizes will be up for grabs to the winning teams.

Accommodating a balance, by Colin Forshaw

For any city to successfully grow its property infrastructure, while retaining its unique identity, it’s absolutely crucial that it is able to achieve a sense of balance.

In Liverpool, that means continuing to invest in prime office stock while also meeting the demand for greater volumes of residential property, particularly student accommodation.

The city has rightly earned its reputation as a top class academic destination for many thousands of students who bring much to our economy, both now and in the future, so we

should continue to offer them market-leading accommodation.

However, it also abounds with a rich seam of entrepreneurial spirit and is home to countless innovative start-ups and growing businesses.

We must provide enough creative workspace for that thriving SME community to prosper.

Looking at Liverpool as a global city, it is easy to draw comparisons with New York, where you see the main streets in the commercial districts lined with offices and associated retail, while the often leafy and quieter

side streets work very well as residential areas.

That’s how we’d like to see the commercial district preserved in Liverpool.

We have discussed this notion with Liverpool city council at length and I’m pleased to say that they agree with our belief in the need to balance the pressure for residential property with the need to invest in city centre office space to grow businesses and create jobs.

No type of development should be considered in isolation, but rather in the wider picture of what’s best for Liverpool as a city.

If we can continue to strengthen each pillar of development side by side, we can deliver a brighter future for every resident.

Liverpool City Council has announced it is to create a task force to review the amount of student accommodation projects in Liverpool city centre and the impact the work is having on the area.

The Liverpool ECHO recently reported that plans for 2,285 student bedrooms filling 86 storeys of development have either been proposed or approved for Liverpool city centre since February.

Colin Forshaw, head of property at Bruntwood, which manages 9 major office buildings in the Commercial District, gives his view on the issue.

For ten days this month, St Luke’s will have a roof - for the first time since the May Blitz of 1941!

A unique transparent marquee within its walls is to transform the ‘Bombed Out church’ from an outdoor to an indoor space.

The scheme, which will run from 17-27 April, has been part funded by £18,000 raised from Crowd Funding to develop the Hardman St site.

Ambrose Reynolds, who is drafting a business plan to protect the iconic venue in the long term , said: “People have often said wouldn’t it be great if it had a roof so thanks to the funding we thought let’s try it out and see what happens.

“It’s only going to be up for ten days, but we’re committed to make maximum use out of it.”

Plans include craft fairs, live music, live theatre and a public forum on April 23 inviting the local community to debate it’s future.

Ambrose added: “We want to engage with everyone, let them ask questions, put forward ideas, get involved and be part of the process.

“St Lukes belongs to the people of Liverpool and should remain so.”

Church goes undercover

Multi-million revamp for Moorfields station

Moorfields is undergoing a £8m pound transformation – but will stay open throughout!

The refurbishment aims to provide a better railway for the increasing number of people travelling by train.

Starting from Monday 13 April, the revamp will take about a year to complete.

The station will remain open throughout, however all three platforms will close temporarily at different

times for a few months to allow work to take place.

In line with the demands of 21st century passengers, improvements will be made to platforms, walkways, and the upper and lower concourse areas. There will be new flooring, fresh enamel cladding on the walls and brighter lighting.

Phased Closure:

• Wirral line, platform 3: closed 13 April till 3 August 2015

• Northern line, platform 2 (towards Sandhills): closed 3 August till 15 November 2015• Northern line, platform 1 (towards Liverpool Central and Hunts Cross): closed 4 January till April 2016

The dates for the phased closure of the three platforms have been chosen to minimise disruption to journeys while various major events are held, such as the Three Queens, as well as to accommodate the extra passengers who come into town for Christmas.

Moorfields is the last of the five underground stations being refurbished as part of Network Rail’s £40 million investment to upgrade Merseyrail’s loop line stations. The other stations were Liverpool Central, James Street, Lime Street and Hamilton Square, which is due to open on 27 March. The refurbishment cost of Moorfields is £8 million.

Andy Heath, deputy managing director of

Merseyrail, commented: “Moorfields has been crying out for a makeover for some years now, and it’s great that the work is finally about to start. We are sure that customers and businesses will be delighted with the end result, but we do ask people to bear with us while it’s being done.

“It’s important to us that information about alternative travel arrangements is communicated effectively, and we have worked hard to provide it through a variety of channels.”

A booklet has been produced, outlining the different travel options during each of phase of the work. It will be available at all Merseyrail ticket offices and through businesses in the Moorfields area.

A flock of fledgling entrepreneurs have signed up to a business accelerator programme in a bid to fuel a wave of Liverpool “super businesses” over the next four years.

Spark Up, based in Liverpool & Sefton Chambers of Commerce, provides a series of master classes, workshops and business panels supported by one-to-one mentoring to help develop the “inner entrepreneur”.

It will run for 20 weeks with 37 businesses signed up. The scheme was inspired by similar projects in Boston and Scotland.

The pilot programme, which took place in the city during IFB 2014, created 17 jobs and £250,000 worth of investment.

Jenny Stewart, Chief Executive of the Chamber, said: “We hear it time and time again in Liverpool - there simply aren’t enough businesses to realise the market’s full potential.

“However, there’s certainly no lack of creativity or ambition.

“Spark Up leverages that energy and gives our entrepreneurs the confidence and resilience to thrive.”

Places on Spark Up are open to those armed with just an idea and ambitious small businesses who have been trading for up to two years.

Exchange Flags enters a dramatic ́ new era´

City centre workers can prepare for some al fresco entertainment - as open-air theatre comes to Exchange Flags for the first time.

Chapterhouse Theatre Company will be performing four shows in the historic square this August, transporting audiences from the faraway lands of The Jungle Book to the idyllic countryside of Jane Austen’s Pride and Prejudice.

The Casebook of Sherlock Holmes and Jane Eyre will also grace the World Heritage listed backdrop, as the square embarks on a ‘new era’ of activity.

Capital Properties also have plans for community events and are collaborating with the BID Company to further

animate the square including Light Night in May and Brazilica in July. For the live shows, theatre-goers will be treated to a selection of street food stalls, as well as an outdoor bar.

The new programme comes as the new Vincent Cafe and Cocktail Bar, part owned by Liverpool FC Captain Steven Gerrard, announced its opening date of 27 May.

It’s launch completes 35,000 sq ft of deals at the landmark building in the past year, including Solicitor Jackson & Canter taking 16,547 sq ft in Walker House on a 13-year lease in one of the largest lettings in Liverpool.

“Exchange Flags is the ideal setting for outdoor theatre in Liverpool and we’re delighted Chapterhouse will be joining us this summer.

A Grand Ball in set to transform the historic Exchange Station in celebration of the Three Queens weekend, hosted by the city’s LGBT community.

The Stanley Street Quarter CIC, the House of Suarez and Delifonseca have planned the evening to raise money for the Michael Causer Foundation and various community projects.

Hosted on Friday 22nd May, to coincide with arrival of the world famous Cunard fleet, the Three Queens Ball aims to host a night worthy of the liners and guests themselves.

As well as marking Cunard’s 175th Anniversary weekend, as part of the One Magnificent City programme, the event will celebrate the work carried out in the name

of Michael who was murdered in August 2008.

Cllr Gary Millar, Chair of the Michael Causer Foundation, said: “I would like to thank everyone involved for their ongoing support in helping us tackle hate crime, ignorance and bigotry. We are so grateful for any fundraising help and this event and others keeps Michael’s legacy alive.”

Grand Ball for ‘Three Queens’ weekend!

Theatre is just one element of a busy

events calendar planned for Exchange Flags over the coming months, and is very much part of a plan which ushers in a new era, repositioning Exchange Flags as a not just Grade A office space but a visitor attraction in its own right.

Liverpool city centre will be invaded by an army of giant ducks this summer – in a bid to support cancer patients.

Each towering seven feet high, a trail of twenty ‘pop-up’ sculptures celebrating ‘Liverpool firsts’ will pepper the city this May and June.

Launching on Light Night, the event, run by AquaDucked, will raise funds for Macmillan Cancer Support.

Nesting at specific locations, the ducks will be on show until 9 June after which, in

July, they will be auctioned off. Tracey Crosbie, Events Manager for Liverpool BID Company, said: “The Duck Trail will help kick start an amazing summer of events in the city centre.

“The fact its celebrating Liverpool Firsts means it will entertain and educate visitors and locals alike, while raising money for a brilliant cause that affects almsot everyone.”

A massive investment programme has been given the green light to improve the public realm in the Commercial District over the next two years. Liverpool City Council has approved plans to a £1.4 million resurfacing and improving footpaths and street furniture on:

• Leather Lane• Bixteth Street• Old Hall Street• Edmund Street• North John Street• Eberle Street The Commercial District BID has invested £900K in the programme, which begins this summer.

The funding, raised via the 1% BID levy, has been matched by the city council who in addition will invest a further £500k into Water Street in the following year.

The approval came almost a year to the day when the Commercial BID will seek a re-ballot from members (on 17 March 2016) to develop the district up to 2021.

The works are part of a wider four year programme, which includes a new city centre ‘connectivity’ scheme with new and improved signage and lighting, dedicated coach parking, more priority for pedestrians and cyclists and a review of bus routes to reduce delays.

Jim Gill, Chairman of the Commercial District BID, said: “This major investment in the public realm of the Commercial District has been a key priority for the BID Company and we welcome the city council’s support in this programme. “We look forward to seeing the results and building on these improvements to

further enhance the appeal of the Commercial District as the place to do business in Liverpool.” Bill Addy, Chief Executive of Liverpool BID Company, added: “Businesses in the Commercial District have looked to the BID to make a meaningful impact on the public realm in the city centre and this is what we intend to deliver.

“This has been three years in the planning and we will set out more developments in our new business plan for the Commercial District over the next five years. Much is still to be done, but the journey has begun.”

How fab are they?

A new study has been launched to find the value of The Beatles legacy to Liverpool.

Researchers are to look into the fab four’s monetary, social and cultural worth to the city, as well as any gaps in provision for tourists.

Academics from the University of Liverpool and Liverpool John Moores University will also investigate what the potential value of the band could be if these gaps were filled.

The survey has been launched amid a flurry of property activity in the world famous Cavern Quarter, most notably the news that the Beatles-themed Hard Day’s Night Hotel has gone up for sale.

The owners have instructed global property consultancy firm CBRE to find a buyer for the 110-room venue,

which opened in 2008, with a starting price tag of £11m.

Meanwhile an application has been made to convert five upper floors of the Grade II-listed Produce Exchange building, which overlooks Mathew Street, into 58 luxury homes.

Sotheby’s are to make a rare move into Liverpool’s property scene to market the apartments through its real estate wing.

And at ground floor level of the Grade II listed building, which was built in 1902, two new restaurants are set to open.

Turtle Bay and Grillstock have both been granted premises licences, which includes the sale of alcohol and provision of entertainment, by the council with planning applications the next move.

Grillstock, which specialises in barbecue-style food

including pulled pork and beef brisket, is looking to set up next to the Cavern Pub.

Caribbean restaurant Turtle Bay has 15 outlets spread across the country and is looking to be based directly opposite the entrances to Flares and the Cavern Club.

Their potential neighbours at The Cavern and Hard Day’s Night Hotel are providing evidence for The Beatles impact survey, along with other tourist attraction operators, music industry experts and members of the public.

Professor Simeon Yates, Director of The Institute of Cultural Capital, said: “Creative and cultural industries are key to the economics and the identity of major cities. At the core of this is making the most of the cultural heritage and contemporary culture – and for Liverpool, the Beatles are at the heart of both of these

things.”

The research will be separated into three areas: historical mapping; space and place mapping; and cultural impact of the Beatles. The University of Liverpool’s Department of Music will carry-out a concise mapping exercise identifying all the historical events which tie the Beatles to specific city locations and spaces.

The European Institute of Urban affairs, based at LJMU, will use the outcome of the cultural research to provide an economic impact assessment of the current and future potential impacts of the Beatles legacy on the city.

The report is expected to be completed in the summer.

• The next Cavern Quarter meeting will be held on Monday, 20 April at 3pm in Button St Smokehouse.

Taking Bold Steps?As renaissances go, Bold Street is arguably Liverpool’s current poster child.

It’s rise as a foodie hub and plaudits from the likes of the Sunday Times and travel bible Lonely Planet has created a real buzz, underpinned by some staggering facts:

• A record 24 new businesses in 24 months.

• A vacancy rate of less than 3% (regional average is 13.5%).

• Footfall up 6.2% in 2014 on 2013.

And yet, a recent assessment of Bold Street has identified that despite these strengths it is weak in encouraging ‘dwell time’ and ‘lacks greenery’.

Consultants Mott MacDonald, who are overseeing the city centre’s movement strategy,

made this assessment last Autumn.

In response the BID Company has hosted a series of meetings with Bold Street businesses exploring ways to address these ‘weaknesses’.

Two ideas have come to the fore:

1. To create seated areas in current parking bays2. To create planted areas

The BID Company is now in talks with Liverpool City Council to scope out these ideas and work out costings. Businesses will soon be consulted further, as the seating areas could potentially be managed by them.

In tandem with this exercise, the BID Company is also investigating ways to streamline waste management operations at a reduced cost for Bold Street

businesses. A secondary benefit of this exercise would be to reduce traffic and damage to alleygates, and the resulting environmental and safety risks this poses.

Bill Addy, Liverpool BID Company Chief Executive, said: ”Bold Street continues to grow from strength to strength and the variety of shops opening shows just how attractive a trading environment the street is.

“The BID Company will continue to do its utmost to support, promote and improve the street’s appeal and we hope to have concrete developments in the next 3-6 months on both the seating proposals and waste management issues.”

BID apprentices hired!

Customer Satisfaction levels in Liverpool city centre have reached an all-time high, according to the BID’s 2015 Mystery Shop survey. Liverpool businesses score a record 9 out of 10 rating.

A total of 170 businesses – from independent cafes to national chains across both City Central and the Commercial District - scored an average 90.4% approval rating, up 4% on 2014. Of those secretly assessed for the 6th annual survey, commissioned by Liverpool BID Company, a record 33 businesses scored top marks. Equally, a record total of 75 businesses scored above 90% and an all-time low of just 12 stores attained a mark below 70% in the independent assessment. Those which scored a 90% or better rating will be honoured at an awards ceremony on Thursday, 14th May, in the City Of Liverpool College on Roscoe Street.

Invitations will be issued after the Easter half-term break. Bill Addy, Chief Executive of Liverpool BID Company, said: “For Liverpool to say it can offer a 9 out of 10 customer experience to shoppers and diners is truly exceptional.

“We’ve worked hard to support businesses in driving up standards and we’ve been delighted with the way they’ve embraced the feedback and the training opportunities to support their staff.

“There’s always room for improvement and plans are in place to continue to build on these tremendous results.” As a follow up to the awards, 1-2-1 feedback sessions will be provided and the BID company will again be looking to partner an organisation to provide World Host training sessions for free.

Mystery Shop Award winners to be revealed

The BID Company has paid a fond farewell to its first apprentices – both of whom have left for full time jobs.

Christian Carden, 18 from West Derby, and Samantha McCauley, also 18 from Wirral, joined the BID team last May via the Chamber of Commerce and the Mayor’s City Council apprenticeship scheme.

The pair got involved in all aspects of BID operations from event management to environmental and marketing campaigns, as well as financial and administration procedures.

This experience enabled Christian to gain employment at Princes Food while Samantha has secured a position as

meeting & events co-ordinator at the Radisson Blu on Old Hall St.

Bill Addy, Chief Executive of the BID Company, said: “It’s been a pleasure to watch Christy and Sam grow and mature. We’ll miss their enthusiasm and dedication but we wish them every success as they begin their careers.”

The BID Company will seek two new apprentices in the summer.

Get ‘Net Walking’A one hour lunchtime ‘Net Walk’ around the Commercial District is being launched for employees to meet and learn about their historic neighbourhood.

The free walks, led by Blue Badge Guide Margo Storey, will run throughout the summer and cover the seven medieval streets of Liverpool, taking in landmarks such as the Exchange Flags, the Town Hall and Derby Square.

The aim is for workers in BID businesses to get to know the heritage and highlights of this World Heritage listed area and to encourage a more active lifestyle.

and over 50% eat it at their desk.

Margo said: “The best way to get to know Liverpool is on foot and these walks are a great way to meet people too.

Liverpool BID Company and Medicash have joined forces with the North West Ambulance Service to install a raft of defibrillators across the city centre.

So far more than two dozen of the life-saving machines are to be installed in key locations by the end of Summer.

Through the scheme, BID businesses are being offered a 50% discount if they want to install a device, which usually cost £1,200, as well as receive free training and after care support, which would normally cost upwards of £500.

The aim of the scheme is to ensure that you are no more than 2 minutes away from a defibrillator in Liverpool city centre.

Evidence shows the chances of survival from a cardiac arrest is 80% if a device is used within that time. Without a defibrillator, the chances of survival reduce to just 2%.

BID businesses already signed up to be involved in the heart safe scheme include: CBRE, Hard Day’s Night Hotel and Oh Me Oh My, and the aim is for as many businesses as possible to get involved.

Liverpool city centre already has a number of publically accessible defibrillators provided in all major travel stations, Cavern Walks, Metquarter, Clayton Square, Liverpool ONE, St Johns Shopping Centre and the Cop Shop in St Johns, which was provided by the BID.

Sue Weir, CEO of Medicash, said: “Defibrillators are now so

advanced that they won’t function unless there’s a need. One day we hope that defibrillators will be as common as road signs and Liverpool is leading the way.”

Robert Hussey Community Resuscitation Manager at North West Ambulance Service said: “Each year approximately 100,000 people die from Sudden Cardiac Arrest in the UK, many in Public

places so we are delighted to be involved in this life saving initiative which will significantly enhance our existing Defibrillator provision within the City.”
