IMPORTANT All taxpayers should read the following requirement and

comply with it. Section 70, Chapter 13, Revised Statutes of Maine, 1930 "Before making an assessment, the Assessors shall give

seasonable notice in writing to the Inhabitants, by posting notifications in some public place in Town, or shall notify them, in such other ways as the Town at its Annual Meeting directs, to make and bring in to them true and perfect lists, of their polls and all their estates, real and personal, not by law exempt from taxation, of which they were possessed on the first day of April of the same year. If any resident own-er, after such notice, does not bring in such lists, he is there-by barred of his right to make application to the Assessors or the County Commissioners for any abatement of his taxes, unless he offers such list with his application and sat-isfies them that he was unable to offer it at the time ap-pointed."

Again we wish to remind the parents, especially the mothers, that it is not only their privilege but their duty to visit the schools. Even a. short visit will do much to encour-age the children and the teachers as well.

The schools of Millinocket are in excellent condition, and all the teachers are working hard. We feel sure that we have never had more popular teachers in our high school than we have this year.

There are still too many parents who keep their child-ren from school for trivial reasons. For the benefit of these parents we wish to quote the following from the SchoolLaws: "any person who induces a child to absent himself from school, or harbors or conceals such child when he is absent, shall be punished by a fine of not more than twenty dollars, or by imprisonment for not more than thirty days".

Millinocket School Health Service To the citizens of Millinocket I submit my fifth report as School

Nurse. In Planning a program there is a general routine which is

carried out during the whole school year. The regular visits to school, 727 times, visiting the rooms 2,469 times. On these regu-lar visits the children are referred by the teacher to the nurse, for special inspection. Inspections of this nature were 2,151, and 186 were excluded. 316 visits were made to homes, 689 visits in the interests of the work outside of school, 46 investigating homes, 25 received bedside care mostly at tonsil clinics.

In addition, the year is divided into special projects. There being no School Physician, the nurse gives each child full routine inspection every year. This should be completed during the first half of the school year, and notices of findings sent to parents. Of the 1,445 inspected this year, 1,225 were found to have some defect, and 220 with no apparent defect. Defects most often found were, Teeth 1,077, Throat 154, Vision 119, Hearing 34, Nasal Obstruction 66, 10% or more underweight 275, 20% over-weight 35, Cervical glands 105. The fact that the number under-weight is increasing every year is significant. While there is a direct relation between malnutrition and other physical defects, an increase in these might be partly due to a decrease in the num-ber of corrections. Of the 364 Eye tests in high school 52 were defective and 8 have defective Hearing. A total of 1,691 notices were sent parents.

The second half of the year, plans are made for clinics, fol-low up in the home, and stressing the educational side of the work. Vaccination clinics are held in co-operation with the Health Offi-cer. 157 were vaccinated this year. Over one-half of our children are vaccinated. Toxoid clinics were sponsored by the PTA, Dr.

Bryant giving his services. 273 were treated. Nearly half of the children are immune to Diphtheria which lessens our chances of an epidemic. 142 undernourished children were examined at clinics sponsored by the State Department of Health, local physicians giving their services. 17 from this group had their tonsils removed at clinics provided by the PTA. Dr. Butler again gave his services to conduct a clinic for Hard of Hearing children. 15 were ex-amined. Treatment was secured for many of these and one is at the School for Deaf. At the clinics for Infants and Preschool children, held in co-operation with, Summer-Round-Up Committee, PTA, Maine Baby Saving Society and the District Nurse 158 were examined. Local physicians examined those entering school in the fall. A total of 21 clinics were held last year. Unfortunately these did not include a Tuberculosis or Orthopedic clinic. In both instances, conditions in Millinocket are serious. An early diagnosis means an early recovery, and once a disease is advanced it is diffi-cult to make them whole again. At present we are hiding our heads, but if present economic conditions continue we will be forced to face the fact that these conditions are increasing among our children.

22 Classes in Home Hygiene and Care of the Sick were con-ducted by the nurse, 6 girls qualifying, for Red Cross certificates. 21 grades qualified for awards in the Health Habit Contest. 329 received Seven point pins, many receiving a special certificate for having been Seven Point for five years. The Sixth grades under-took a special project in First Aid which was successful and is being repeated this year.

A survey made by the PTA and supervised by the School Nurse showed nearly 600 children under school age. A survey of the homes by Miss Bocldy was a CWA project, and supervised by the nurse. Her work is not included in this report. A survey of Problem Children totaled 250. A study of these children is to be made this year.

10,000 quarts of milk was served free through the schools last year. Again we offer homage to, the dentists who do the dental inspection, the doctors, the selectmen, the school officials and staff, the PTA and all individuals who have helped in our

I hereby submit the report of the Health Officer for 1934 for your consideration,

Sporadic cases of German Measles were reported through-out the year. A milk epidemic of Chicken Pox prevailed.

Scarlet Fever, directly traceable to another community, was found July 2nd. and eleven (11) cases reported before checked. You will note we say reported—undoubtedly there were more, but so mild that no physician was called and con-sequently none reported. The same conditions existed in Whooping Cough. In August three cases were reported, no more until October—from then on a large number developed, some reported, more not

Citizens have been warned again and again of the dan-gers from these diseases, but because they are so mild people let them go on and on. Unless cases are brought to our not-ice we can do nothing.

Very few nuisances were brought to our attention and were removed at once upon request.

Thirty-one dollars and fifty cents were collected and paid to the State Dept. of Health for plumbing permits. Returned from the State Dept. of Health, and paid to the Town Treas-urer, twenty-three dollars and fifty cents.

Report of the Milk Inspector To the Selectmen and Citizens of Millinocket:

Your Milk Inspector begs to submit the following report for the year 1934.

During the past year tests were run monthly on milk and cream. The butter fat content has been very satisfactory and only a few samples were below the minimum allowed by the State.

Bacteria counts have been made by me and also by the State and in some instances counts higher than that desired by the State were found. During the coming year as sug-gested by the State Dairy Inspector it is planned to run bac-teria monthly so as to keep it under control and if excessive counts are obtained to check up the individuallshippers to find the source of trouble in the same manner as the State Dairy Inspector did here last summer.

As a whole the milk situation has been very satisfactory.

Report of Swimming Pool Committee To the Selectmen and Citizens of Millinocket:

We, the Swimming Pool Committee, wish to submit the following report for the year 1934.

The Swimming Pool was open to the public for twelve weeks, with Mr. Harry Boynton and Mrs. Glenn in charge part of the season, and Mrs. Matthews the last part of the season.

Mr. Boynton repaired the roof of all three bath houses at small expense to the Town.

There was a good attendance during the season with only a few minor accidents, and seemed to be much enjoyed by the young people.

When conditions permit, an appropriation should be made to pay the SEWER BONDS ($10,000.00) which actually be-came payable April first, 1924 (11 years ago).

TOWN BOOKS NOT IN BALANCE: I have previously pointed out that the town's books will remain out-of-balance until such time as suitable appropriations are made to abate uncollected taxes for back-years-also, for tax deeds acquired but not set-up on the books nor collected by the Treasurer The only tax-deeds on the books are those for the years 1933 and 1934.

LISTING OF UNCOLLECTED TAXES AND TAX DEEDS, IN ANNUAL TOWN REPORT Several large towns follow the practice of reporting in

detail in each town report, not only the uncollected taxes and tax-deeds for the current year, but in addition those of prior years. These are shown until paid or abated.

Several weeks ago I suggested to the Board of Selectmen that it might be advisable to inaugerate a similar practice here but so far as I am aware nothing was done about it. I still feel we should list in the town reports, all uncollected taxes and tax-deeds regardless of how far back they origin-ated. Those known to be worthless should be abated.

The arrangement as suggested conforms with the laws of our state; furthermore it provides a working record for the Tax Collector elect. In other communities, ex-collectors have been known to go on collecting taxes after their term of office had expired, without paying over to the Treasurer the sums received. The continued listing of uncollected taxes is a safeguard against possible losses of this kind.

I hope the new Board will give the matter the thought and action it deserves.

AIRPORT The work program of the Federal Government included a

project at our Airport and work has been carried on there since January 8, 1934.

Our Airport site comprises an area of 45 acres, 31 of which are the property of the town of Millinocket and 14 being under lease. The North and South runway, practically completed, is 2,200 feet in length and has a running width of 110 feet. The East and West runway, when completed, will be 2,400 feet in length with a width of 100 feet surfaced for landing purposes. This runway has been cleared of trees and stumps and work of excavating on the

eastern end is now under way. Since the Federal program started, 35,115 cubic yards of gravel and fill have been placed on the field. Of this material, 28,533 cubic yards were secured by the removal of the sand bank on the Medway Road near the Millinocket Stream; 5,790 cubic yards were taken from the hill at the eastern end of the East and West runway on the Airport; and the Great Northern Paper Company furnished 1,792 cubic yards of coal ashes.

Complete information regarding our Airport has been fur-nished the Maine State Planning Board for use in its statewide transportation survey. Also, data on aircraft landing facilities has been furnished the United States Department of Commerce, Bureau of Aeronautics, for use in plotting our Airport on Federal Air Navigation maps. The location of our Airport is now indicated on maps distributed by the Maine State Highway Commission.

According to the records of the Airport Division of the Emer-gency Relief Administration office at Augusta, the Millinocket Municipal Airport represented an investment of $29,851.51 as of January 17, 1935.

RIPOGENUS H I G H W A Y The right-of-way has been cut from Abol to within five-eighths

of a mile of the gorge at Ripogenus. The right-of-way was cut forty (40) feet in width and made fifty (50) feet on all curves. Most of the brush and slash was burned. If a road project is approved, it will be a very small job to complete the right-of-way itself.

BATES STREET SEWER A trunk line sewer was started, beginning at the northerly end

of Bates Street and extending along Little Smith Brook into Millinocket Stream. The project was completed last fall and the sewer is working in a satisfactory manner.

APPROACH TO TOWN-PARK DEVELOPMENT On this project sand was removed from the hill near the town

dump and used as a fill on the Airport. We later secured loam from the Great Northern Paper Company and surfaced this piece of land and seeded it down.

HIGH SCHOOL REPAIRS This project started last winter and continued until spring. It

was revived again during this past winter. The project consists of painting and varnishing all the rooms in the George W. Stearns High School Building, together with making necessary repairs in each.

AROOSTOOK AVENUE SEWER At a Special Town Meeting, a sum of money was transferred

into Aroostook Avenue Sewer Account. Later, it was possible to have an E. R. A. Project approved for the work, so that this sewer was constructed at a cost of $380.35 to the town.

At the present time, we have three projects in Millinocket the Administrative Project, the Airport Project, and the High School Building Repairs Project.

The Care of Poor continues to be a matter of grave concern. In spite-of the relief work made possible in Millinocket by federal funds, we were obliged to expend a gross amount of $56,625.90, some part of which has been or will be refunded to us by the State and Other Towns. The Power Development at North Twin aided us to a certain extent, the average weekly payroll of those men who were receiving aid from the town prior to the date of their employ-ment at the dam, averaged about $500.00 weekly, this amount including only those persons chargeable to the town of Millinocket.

REPORT OF THE BUDGET COMMITTEE

1935 To the Citizens of the Town of Millinocket:—

Your Budget Committee for 1935 was appointed bv the Mod-erator of the last Town Meeting and consists of a board of fifteen members, and a Secretary; the Secretary to serve without voting power.

It was stated in last year's report that the Public Hearings were a source of valuable information to your Committee in the preparation of a budget, and it was urged that more of the citizens avail themselves of this opportunity to present their ideas. Appar-ently this request fell on barren ears, as the attendance at the hear-ings this year was disappointing. If vou wish to obtain the full benefits of a Budget Committee, this condition should be remedied another year.

given careful consideration. In some cases, certain accounts were discussed at several meetings before definite recommendations were made. As in the past few years, you will find an extensive tab-ulation of all accounts, which we have found to be almost self-explanatory. Those accounts which we feel need further explaining, however, are covered in the paragraphs which immediately follow.

Fifty dollars has been recommended for Advertising the Town of Millinocket, with the understanding that this money shall be spent by the Garden Club of Millinocket as they see fit.

The recommendation for the Aviation Field is small, because it is known that the Federal Government consider Millinocket as an important key in the system North. It is quite likely therefore, that either the E.R.A. or Federal Government, will put up addi-tional money so that work on the East-West runway can be con-tinued.

It is rather difficult to estimate the requirements for the Care of the Poor, so the Committee has recommended the same sum of money as was appropriated last year, namely, $20,OCX). In connec-tion with this, you will note that we are recommending that $10,000 be added to the existing balance of $4,983.40 in the Special Account. This is clone, however, with the stipulation that the money shall be used at the discretion of your Selectmen to provide work of some constructive value to the Town, for men who would otherwise be on the Town; also, that your Selectmen will have the authority to transfer some of this money to the Poor Account if it is found necessary to do so. The growth of the Poor Account is truly alarm-ing, and it is with sincerity that your Committee urges the incoming board of Selectmen to practice every bit of possible economy in the administration of this money.

Last year a definite building program was laid out for the Cemetery, and any of the Citizens who have visited the grounds cannot help but be impressed with the work which has been accom-plished. In order to carry on the program, your Committee has recommended that $2,000 be raised this year, $1,500 of which is to be used for 1,200 lineal feet of additional chain link fence, and the remaining $500 for graveling the new roadways which were rough graded the past year. This will leave approximately 1,200 lineal feet of fence to buy for next year, and will mark the end of a three year building program. In further connection with the Cem-etery, it has been called to the Committee's attention that the prices charged by the Town for lots in the Protestant plot are ridiculously low. An article has been placed in the warrant, and it is the recom-mendation of your Committee, that the Town vote to set a price of $50 for a lot 20 feet by 20 feet (or its equivalent) in the Prot-

estant Cemetery. This will put the prices on a par with the Catholic Cemetery.

The recommendation for all school accounts were submitted by the School Committee, and after a thorough analysis, they were accepted m most cases by this Committee. All school recommenda-tions are made on the basis of both Common and High Schools running 36 weeks. By re-writing some of the school insurance policies for a term of one year, and some for two years, the amount required for this year will be approximately $3,400, and such an amount is recommended. By doing this, the insurance cost here-after will be at a uniform rate of approximately $1,850 a year.

There has been considerable criticism voiced because the re-ceipts from the sale of tuberculosis stamps have been utilized in the past, to pay for the expenses of the School Nurse in following up cases outside of the classrooms. In order that this money be made available for the establishment of a tuberculosis clinic (as was originally intended) your Committee has recommended $1,150 for the School Nurse Account, with the understanding that the School Committee will set aside $250 as a fund out of which the Nurse's legitimate expenses may be paid.

A plea was made bv the Fire Department that consideration be given regards the purchase of a new piece of apparatus to replace the old pumper and ladder units. It was felt, however, that the present apparatus should be kept in repair, and utilized until such time as the Town is better able to purchase same.

As you all know, the American Legion have organized a very fine bugle and drum corps. In order to help them with their uni-forms, it is the recommendation of your Committee that $100 be paid the American Legion for a suitable Memorial Day Observance ; they to pay all expenses involved in said observance.

In order to finance the Public Health Nurse this year, it is recommended that the balances from the following accounts (which aggregate $796.64) be transferred to the Public Health Nurse Account. The balances are:—C.W.A. Projects, $7.05; Penobscot Avenue and East Terrace Sewer, $6.92; School Band, $13.68; Town Farm and Buildings, $463.74; Town House Operating No. 1, $102.00; Town House Operating No. 2, $108.00; and, Town House Operating No. 3, $95.25.

For the Roads and Bridges, $10,000 has been recommended, with the understanding that $3,000 of this sum will be spent for tarring the roads. It is strongly urged that the Selectmen set up a separate Tarvia account on the Town's Books so that accurate infor-mation will be available for the years to come.

It is recommended that the balance of $713.38 in the Aroostook Avenue Sewer Account, be transferred to the regular sewer ac-count. This, with $300 additional, will provide sufficient funds for the maintenance and construction of sanitary sewers during the year.

The Committee has been informed that many requests have been made for a storm sewer on Elm Street to replace the present brook which zigzags down over private property until it eventually discharges into the pond in the park. Undoubtedly, this is an un-sanitary condition that should be remedied. A preliminary estimate has been made on the cost of such a storm sewer and has been placed in the hands of your Selectmen, whom we understand, are to submit it to the proper authorities in an attempt to get an E.R.A. project on same.

The Committee wishes to take this opportunity to thank the Selectmen, their office force, and all others who have co-operated in furnishing any information which was requested.

In conclusion:—If the Town votes to accept the recommenda-tions of the Budget Committee as shown on the tabulation; and if the County and State taxes and valuation remain about the same, the tax rate for 1935 will be approximately $54 per $1,000.

Article 19. To see if the town will vote to grant and raise a sum of money for the maintenance of the State Aid Highway, according to the provisions of Sections 18, 37 and 38 of Chapter 28 of the Revised Statutes of 1930. Also, to see what sum of money the town will vote to grant and raise for the same.

Article 20. To see if the town will vote to instruct the Muni-cipal Officers of the town of Millinocket to petition the State High-way Commission on or before November 1, 1935, under the provi-sions of Sections fifty-two (52) and fifty-three (53) of Chapter twenty-eight (28) of the Revised Statutes of Maine, 1930, to lay out a winter route over the State Highway which begins at

the Millinocket Stream Bridge and extends towards Mattawamkeag to the town line. Also, to see what sum of money the town will vote to grant and raise to pay for the same.

Article 21. To see if the town will vote to grant and raise the sum of Fifty dollars ($50.00), for the maintenance of improved sections of Third Class Roads, or to be used in conjunction with the State apportionment for the construction of Third Class Roads, as provided for by the provisions of Sections 44 and 46, of Chapter 28, Revised Statutes, 1930, as amended by Sections 4 and 5 of Chapter 175, Public Laws, 1933.

Article 22. To see what sum if any, the town will recommend to take from the joint state aid account for the purpose of applying bituminous surface treatment to State Aid Roads built within the past five years in accordance with the provisions of Chapter 271, Public Laws, 1931.

Article 23. To see if the town will vote to establish and establish a rate percent for the collection of taxes, or fix a salary for the same, for the ensuing year.

Article 24. To see if the town will authorize the town treas-urer, with the approval of the selectmen, to hire as temporary loans this current fiscal year, such sums of money as may be neces-sary to defray town charges and to pay town notes and bonds becoming due, and for these purposes to issue and negotiate notes of the town to be paid during the year in which said loans are made, out of money raised during such current year by taxes, said loans not to exceed an amount in the aggregate the total tax levy for the preceding municipal year, less the total amount of temporary loans previously authorized to be made in anticipation of this cur-rent year's taxes, and to ratify said loans.

Article 25. To see if the town will vote to delegate to the Board of Selectmen, or to some other Board or Committee, the right to exercise the powers granted in Sections One (1) and Five (5) of Chapter 213, of the Public Laws of Maine, 1931, relative to Municipal Airports, the maintenance, operation, and regulation of same.

Article 26. To see if the town will vote to give the town treasurer authority to sell all Tax Deeds remaining in his hands which have not been redeemed within the period prescribed by law, and authorize him for and in behalf of the Inhabitants of the

town of Millinocket to assign these deeds to the purchasers. Article 27. To see if the town will vote to enter into an

agreement with the Millinocket Water Company for a supply of water for fire protection and other municipal purposes. Also, to see if the town will vote to enter into said agreement in accordance with the terms and specifications of a form of agreement which wil: be submitted to the meeting, or what terms and specifications said agreement shall contain. Also, to see what duration of time shall be covered by said agreement. Also, to see if the town will author-ize and direct its Selectmen to assign and execute such agreement for and in behalf of said town with said Millinocket Water Com-pany.

Article 28. To see if the town will vote to fix the salary of the Selectmen, Assessors, and Overseers of the Poor, the Town Clerk, the Town Treasurer, the Town Auditor, the Health Officer, the Chief of the Fire Department, the Fire and Building Inspector, the Sealer of Weights and Measures, and the Milk Inspector, for the ensuing year. Also, to fix said salaries.

Article 29. To see what sum of money, if any, the town will vote to authorize the town treasurer, with the approval of the selectmen, to hire as a temporary loan after February 1, 1936, and before our next annual town meeting, to meet current expenses accruing at that time, and for this purpose, authorize said town treasurer with the approval of the selectmen, to issue and negotiate notes of the town to the amount of said loan; said temporary loan to be paid during the year 1936 out of money to be raised during such current year by taxes.

Article 30. To see what sum of money, if any, the town will vote to transfer from the Miscellaneous Account to E. R. A. Projects—Various Account.

Article 31. To see if the town will vote to fix and fix the cost of permits for whole lots, half lots, and single graves, for burial in the Millinocket Cemetery.

Article 32. To see what action, if any, the town will take relative to changing the location of the Town Dump. (By Request).

Article 33. To see what action, if any, the town will take relative to the construction of Second Street from Penobscot Avenue to Aroostook Avenue, and Aroostook Avenue from Second

the following resolve: RESOLVED, that each and all of the town officers, boards, department heads and commissioners distrib-ute proportionally, as far as feasible, to every merchant, firm, cor-poration, dealer and agent, appropriately classified, any and all public monies, locally to be raised and spent, for any purpose what-soever: such distribution to be made on the basis of the sum of all the direct taxes locally assessed on every merchant, firm, corpora-tion, dealer or agent; provided, however, that no such distribution shall be required in any transaction in which the municipal authori-ties shall ask for bids, whether open or sealed.

Article 35. To see if the town will vote "yes" or "no" on the question of whether the board of selectmen shall see to it that the exhibits of accounts payable ledger pertaining to Care of Poor funds be published in the annual town report showing the sum of the total payments made to each and every merchant, firm, corpora-tion, dealer or agent.

Article 36. To see if the town will vote "yes'' or "no" on the question of whether the selectmen and the local Federal Relief Administrator shall approve E. R. A. projects or any other federal relief work or projects for purposes outside the town limits, except-ing Federal or State Road grants to be spent as such.

Article 37. To see what action the town will take as regards the purchasing of a new piece of fire apparatus. Also, to raise money for the same. (By Request).

Article 38. To see if the town will vote to have a Fuel Yard, to meet own needs and the needs of its paupers, and if so, from what account funds will be taken to operate same. (By Petition).

Article 39. To see what action the town will take relative to the repair or improvement of the road leading from a point above the State Forestry building on the Medway Road and extending m a generally northeasterly direction about six hundred feet through "Skunk PIollow," so-called. Also, to see what sum of money the town will vote to grant and raise for the same. (By Petition).

Article 40. To see if the town will adopt the following as a Millinocket town ordinance:—All persons are forbidden within the limits of the town of Millinocket to operate any electrical motor or electrical flashers which by said operation interferes with radio

reception by radio sets, and upon written notice given by any person upon the owner or operator of such interfering electrical motor if said electrical motor shall after three days be operated by said owner or. operator with the effect of interfering with radio recep-tion then said owner or operator shall be liable to a fine of five dollars and costs upon complaint and warrant under like jurisdic-tion and procedure stipulated by law in matters of misdemeanor in Millinocket. (By Petition).

Article 41. To see if the town will vote to accept the report of the Municipal Officers for the fiscal year ending January 31, 1935.

Article 42. To transact any other business that may legally come before said meeting.

The Selectmen give notice that they will be in session at the Selectmen's Office in Millinocket, in the "Stearns and Gonya Block," so-called, on Thursday, the twenty-eighth (28th) day of February, and Friday and Saturday, the First (1st) and Second (2nd) days of March A. D. 1935, from Nine (9) o'clock in the forenoon to Five (5) o'clock in the afternoon, for the purpose of correcting the list of voters in said town, and hearing and deciding on applications of those claiming the right to have their name upon said lists.
