1 Introduction

Government of India has identified 100% sanitation as a goal during the 11th Five Year Plan. The Indian Ministry of Urban Development officially launched a country‐wide National Urban Sanitation Policy (NUSP) on November 12, 2008 with an objective to call upon individual states to draft their own strategies based on the NUSP and taking account of their own specific circumstances.

The definition of sanitation as per the National Urban Sanitation Policy (NUSP) is: “Safe management of human excreta, including its safe confinement treatment, disposal and associated hygiene‐‐‐‐related practices.” But the ideal condition of sanitation is not met in most of the cities and facing immense problems due to the unavailability of the adequate facilities, lack of awareness and infrastructure.

In order to improve overall living standards of people, the improvement in the current sanitation status becomes the need of the hour.

Under the NUSP, the ministry would support states to develop state sanitation strategies and city sanitation plans. With guidance and support of GoI and the respective state governments, the ULBs will be responsible for the implementation of the City Sanitation Plan and the operation and maintenance of any created infrastructure.

For preparation of the City Sanitation Plans under the NUSP, GTZ‐ASEM is currently supporting selected cities (Shimla, Varanasi, Raipur, Nashik, Tirupati, and Kochi). In this regard, to prepare a City Sanitation Plan for Varanasi, GTZ – ASEM has identified CDD Society, Bangalore and CEPT University, Ahmedabad as their consulting partners.

1.1 Varanasi City Sanitation Task Force

The members of the City Sanitation Task Force were identified, based on the NUSP guidelines as well as through a series of consultations with the Hon. Mayor, Municipal Commissioner and Deputy Municipal Commissioner, Varanasi Nagar Nigam (VNN). The CTF members include responsible officials of VNN, Varanasi Development Authority, District Urban Development Authority, UP Jal Nigam, Ganga Pollution Prevention Committee etc, and representatives of major Civil Society, Non Government Organizations, Media and Academia from the city.

1.2 CTF - I

The first ‘City Sanitation Task Force Workshop’ was conducted on 9th June 2010, as a part of the Preparation of City Sanitation Plan. It had an objective to inform the participants about the technical/financial and institutional issues in the preparation of City Sanitation Plans and to discuss the methodology for the preparation of CSPs with the city officials/decision makers.

The basic discussion points were

� The issue of rampant open defecation and the low sanitation ranking of Varanasi � Integration of the sanitation management practices with the heritage concerns of the city � Ways and means of higher stakeholder involvement in the sanitation management in the city � Involvement of the various stakeholders for the awareness and communication strategies � Examine the possibilities of decentralized waste management practices

� Catering to the sanitation needs of the floating population � Sanitation provisioning for the urban poor

Subsequent to the workshop, several field studies, surveys and secondary data collection were undertaken by the CEPT‐CSP Team in consultation with the Environment Cell and Varanasi Nagar Nigam.

A Status Survey Report, comprising the list of various information collected, their authenticity, existing gaps, maps and surveys conducted was submitted during mid‐august, 2010 along with the initial findings.

1.3 CTF - II

The second ‘City Sanitation Task Force Workshop’ was held on 25th August 2010. The main purpose of the 2nd CTF workshop was to share the summary of the report, initial trends and emerging issues with the City Task force members and get their opinion on the same. Their ideas on the city were discussed to help the technical team in framing the City Sanitation Strategies for Varanasi.

These ideas and suggestions were developed into concrete strategies for the betterment of the sanitation scenario in Varanasi. The strategies were designed on the basis of

� Technical � Financial � Inclusiveness & Capacity Building � Institutional � Financial

The basic discussion points were

� Pilot cleanliness proposals � Sanitation initiatives to improve the “image of the city” � Improving the levels of documentation to reduce the data gaps � Linking the ongoing CSP efforts to the overall city development plan and infrastructure plan.

1.4 CTF - III

The purpose of the third and final ‘City Sanitation Task Force Workshop’ was to discuss these strategies with the ‘City Sanitation Task Force Members’ such as to understand their opinion and ideas on the same. Another purpose of the same was to initiate a brainstorming session such as to facilitate the city managers to prioritize the technical and policy interventions suggested by the technical team.

The III Workshop of the City Sanitation Task Force was held on 27th August, 2011 at Diamond Hotel in Varanasi. There were about 30 attendees the list of which is attached as annexure.

The overall structure of the workshop is as under

2 Workshop Proceedings

2.1 Inaugural Session

Shri Sachchidanand Singh Dy. Municipal Commissioner, Varanasi Nagar Nigam

The deputy municipal commissioner opened the workshop, welcoming everyone and discussing the aspects of National Urban Sanitation Policy. He briefed the gathering about the last two workshops that were conducted.

He explained the various stages of the submission in the City Sanitation Plan for Varanasi. He discussed the structure of the workshop.

The Mayor of Varanasi expressed his concern for the sanitation. He congratulated the initiative for GIZ and the VNN for taking a step towards this. Owning to other engagements he has to leave the session early

Shri Vijaykant Dubey Municipal Commissioner Varanasi Nagar Nigam

Shri Vijaykant Dubey elucidated on the structure of the City Sanitation Strategies. He highlighted the importance of the stakeholders in the CSP process and its outcomes. He voiced his concern over the sanitary workers and their participation in the CSP processes.

He also stressed that the policies and strategies evolved under the CSP should strongly be rooted in the financial sustainability and the administrative capacity to handle the same.

He urged the technical team to design strategies keeping in mind the financial capabilities of the ULB. He also brought the aspect of transparency in operations to garner public support.

Dirk Walther Senior Advisor GIZ

Mr. Walther welcomed the CTF members and highlighted the role of the workshop in streamlining the city level sanitation strategies.

He highlighted the multiplicity of sanitation solutions for the city, and suggested that the final set of policies and strategies are to be based on the specific needs of the city that cater to its socio economic development. He elucidated the 5 pillars of CSP being- Technical, Financial, Inclusivity, Awareness and capacity building and institutional. He urged the city sanitation taskforce members to be very critical in the technical presentation and help the team to detail and finalize the sanitation strategies for Varanasi.

2.2 Technical Session

Professor Tushar Bose CEPT University Mr. Rajesh Pai CDD Professor Bose shared the city level sanitation strategies for Varanasi. He shared a brief description of the NUSP and the ranking of Varanasi in the same.

He applauded the efforts of the VNN in improving the solid waste management and suggested that Varanasi would have already improved their sanitation ranking through these initiatives. The conditions and the access to the toilets both public and community in Varanasi were discussed. A gap analysis was shown and the ways and means to deal with the same was shared. The national norms for estimation of the number of toilets required in the city were shared.

The Condition of Septage handing in the city was highlighted and processes for “formalizing” Septage management since Varanasi is heavily reliant on Septic tanks in the city were discussed. The loading issues of the influent sewage and the related performance deficiencies in the STP were highlighted and strategies to improve the same were discussed.

Plastic regulation and the Ahmedabad experience of Waste Management and generating wealth out of waste initiatives were shared and the role of the VNN and A2Z in facilitating the same was discussed.

It was agreed that awareness and education was the key to sanitation improvements in the city and the highlights of the IEC strategies developed by CEPT was discussed. A snapshot of the pilot proposals and the cleanliness drives and the associated sanitation links were elucidated.

2.3 Discussion Session

The highlights of the discussion session have been grouped under the various sanitation components identified for the city.

Access to toilets

� Big commercial establishments to provide for public toilets and the clearances to be linked to the same

� Financial viability of the public toilets and the role and scope of the private operators were discussed

� The design concerns of the public toilets in the heritage zones were voiced � The user charges for the different categories were discussed and the possibilities to cross

subsidize were deliberated � The representatives of the Jagriti foundation voiced their concern over the maintenance of the

toilets and poor cost recovery � Gender sensitivity in terms of toilets and urinals provisioning, location and design � The family cards for the low income group for community toilets were suggested to be member

based rather than HH based

Waste Water Management

� The members of the GPU suggested that the capacity augmentation of the STPs and the commissioning of the new STP shall suffice the demands of the city by 2030

� Aspects of the land identification for the STPs � The concern of the plumber and technician empanelment for the sewage management was raised

Solid Waste Management

� Experiences of the Braj Khad was shared by Mr. Raman and he urged the VNN to look for decentralized options

� Mr. Raman raised the concern of solid waste collection and management in the Ghats. He suggested that the boats should be used for the waste collected from the Ghats

� Animal Excreta as an important component of the solid waste management was suggested and the need for development of management strategies for the same was shared.

Awareness and Education

� The development of an interpretation centre for educating the citizens on the activities of the corporation was suggested. Mandatory tours of the schools were suggested to this centre to better

prepare the younger generation � Ghat walk as a sanitation intervention was discussed and Mr. Raman shared his ideas on the same. � A dedicated Ghat sanitation Plan was suggested to be made. � Ms. Anjali from DUDA suggested higher representation from the ward councilors in the

sanitation drives and the means to acquire the community participation fund for financing sanitation works in the urban poor communities

� It was urged that the discussion points in the CTF (all the three) and their compliance in framing the city level sanitation strategies should be shared between the CTF members and also the citizens of Varanasi through the print media

� It was agreed upon that the same can be uploaded in the VNN portal for ease of access � Mr. Walther from GIZ assured the members that all the recommendation and the issues raised

shall be catered to in revising the city sanitation strategies.

Officials discuss aspects of city sanitation plan Times of India - dated 28th August, 2011 Before forwarding the city sanitation plan for Varanasi to the state government for its approval, a meeting of city task force was organized here on Saturday. The state government would forward it to the Union ministry of urban development for the preparation of a detailed project report ( DPR).Regarding the city sanitation plan prepared for Varanasi, Rajesh Pai of Consortium for DEWATS Dissemination Society (CDD), said that to improve the sanitation scene in urban areas, the Union ministry of urban development had formulated the National Urban Sanitation Policy (NUSP) in October 2008. The overall goal of this policy is to transform the urban India into community driven, totally sanitized, healthy and livable cities and towns.

The policy emphasizes particularly in the improvement of hygienic conditions for the urban poor and women through cost-effective technologies. All states were requested to act at par with the National Urban Sanitation Policy to develop respective state sanitation strategies and prepare city sanitation plans (CSPs).

The Varanasi Nagar Nigam also showed commitment for the preparation of CSP with technical support from the GIZ, CDD Society, Bangalore and CEPT University, Ahmedabad. On Saturday, during the meeting, senior advisor (sustainable urban habitat) of German International Cooperation (GIZ), Dirk Walther laid stress on chalking out measures acceptable to the locals to prove the viability of the sanitation plan.

The city task force (CTF) was set up in 2010. Before Saturday's meeting, two CTF meetings had taken place for finalizing of the status report on the current sanitation situation. The main agenda of the third task force meeting was to discuss and finalize the draft of city sanitation plan for the city.

The technical team has identified nine major issues in the city concerning various aspects of sanitation that include access to toilets, indiscriminate dumping of solid waste, coverage of underground sewer network, storm water management system, treatment of waste water, institutional, governance, awareness and financial constraints etc. The process of forwarding the proposal to the state government by the VNN could take a month or two. Municipal commissioner V K Dubey, additional municipal commissioner Sachchidanand and Anjali from District Urban Development Authority (DUDA) also attended the meeting.
