Uganda National Bureau of Standards (UNBS) is a parastatal under the Ministry of Trade, Industry and Cooperatives established under Cap 327, of the Laws of Uganda, as amended. UNBS is mandated to co-ordinate the elaboration of standards and is (a) a member of International Organisation for Standardisation (ISO) and
(b) a contact point for the WHO/FAO Codex Alimentarius Commission on Food Standards, and
(c) the National Enquiry Point on TBT Agreement of the World Trade Organisation (WTO).

Foreword
Development of the East African Standards has been necessitated by the need for harmonizing requirements governing quality of products and services in the East African Community. It is envisaged that through harmonized standardization, trade barriers that are encountered when goods and services are exchanged within the Community will be removed.
In order to achieve this objective, the Community established an East African Standards Committee mandated to develop and issue East African Standards.
The Committee is composed of representatives of the National Standards Bodies in Partner States, together with the representatives from the private sectors and consumer organizations. Draft East African Standards are circulated to stakeholders through the National Standards Bodies in the Partner States. The comments received are discussed and incorporated before finalization of standards, in accordance with the procedures of the Community.
East African Standards are subject to review, to keep pace with technological advances. Users of the East African Standards are therefore expected to ensure that they always have the latest versions of the standards they are implementing. 1 Scope
This Final Draft East African Standard specifies requirements, sampling and test methods for thinners for synthetic resin-based auto refinishing paints.

3 Requirements
3.1 General requirements
The thinner shall consist of organic liquids and when visually examined shall be clear and free from sediment and suspended matter.
3.2 Specific requirements
3.2.1 Colour
When tested in accordance with ISO 3668, the colour of the thinner shall not be darker than a freshly prepared solution of 0.003 g K2Cr2O7 in 1 L of water.
3.2.2 Odour
When tested in accordance with ISO 16000-28, the thinner shall not emit appreciable residual odour after drying on Whatman filter paper No. 42 after 1 h.

3.2.3 Spot test
When one to three drops of the thinner are applied on a Whatman filter paper No. 42, the thinner shall have completely evaporated, without leaving a stain, when visually examined after 1 h.
3.2.4 Other quality requirements
The nitrocellulose thinner shall comply with the requirements given in Table 1 when tested in accordance with the test methods therein.

4 Storage stability
The thinner when stored in the original sealed container under room temperature shall meet all the requirements for a period of one year from the date of manufacture.
5 Weights and measures
The fill and volume of the paint shall comply with Weights and Measures regulations of the respective Partner States.
6 Packaging, labelling and marking
6.1 Packaging
The thinner shall be packaged in a suitable container that prevents it from deterioration during storage, transportation and normal handling
6.2 Labelling and marking
6.2.1 The labelling shall be either in English, Kiswahili or French or in combination as agreed between the manufacturer and the supplier. Any other language shall be optional.
6.2.2 The thinners shall be packaged in containers that are legibly and indelibly marked with the following information:
a) the name of the product shall appear as “Thinner for synthetic resin based auto refinishing paint”;

b) manufacturer’s name and/or registered trade mark;
c) indication of colour/colour code;
d) date of manufacture;
e) net content;
f) batch/code number;
g) cautionary statement/symbols with the words : “Inflammable liquid”;
h) country of origin;
i) expiry date or best before date; and
j) instructions for use, storage and disposal.
7 Sampling
Sampling shall be done in accordance with ISO 15528.
8 Quality of reagents
Analytical grade reagents and distilled water or deionized water of equivalent purity shall be used for the appropriate tests.
