Task Force Goal :

“Make Ohio a leader in the national and global economies by creating a fully-integrated, well-managed transportation system that drives business growth and prosperity, creates good jobs, makes our communities places people are proud to call home, and allows Ohioans to get where they want to go

Establishment of an effective working relationship with the Ohio Inspector General to protect the taxpayer, improve operations, and act against employees and businesses that violate the public trust

Adoption of new selection criteria with the Transportation Review Advisory Council to forward best major new projects to construction

Commitment to be as least disruptive as possible to TRAC Tier I projects closest to construction

Investment Prioritization/Selection Criteria: Evenly measures projects of various modes (highways, passenger rail, transit, and freight)

Uses a benefit/cost ratio to measure the full public benefit

Gauges air quality impacts with new environmental category

Scores whether projects reclaim brownfields and improve access to job centers and job ready sites with a modified economic development category.

Emphasizes need for land use planning and “Smart Growth” strategies

Rewards communities who partner with state on investments in transportation

Invest $3.2 Billion in FY 2010 and $2.8 Billion in FY 2011 in transportation projects and programs.

Restore Passenger Rail Service connecting our three largest cities and plan for a high speed rail that will link Ohio to the Nation.

Allow local governments to create Transportation Innovation Authorities (TIAs) to partner on important roadway, public transit, passenger rail, and intermodal commerce projects.

Permit ODOT and TIAs the option of tolling transportation projects as a new tool to fund important regional and state transportation needs.

Provide a New Generation of Funding into our State Infrastructure Bank to partner with TIAs on roadway, public transit, passenger rail, and intermodal commerce projects.

Protect Ohio drivers and passengers with a Primary Seatbelt law.

Grant $20 million to local authorities for Green Transit Vehicles.

Authorize ODOT to enter into Innovative and Energy Enterprise Partnerships on energy, operational, and transportation efforts.

Support multi-modal planning, partnership research, and transportation project development.

Plan approved by the House includes $819 billion in spending andtax cuts, including:

$103 billion to fund construction projects and repairs on highways, bridges, mass transit, federal buildings, water

We are still awaiting the final details, but until then we will be…

working with our Washington delegation to secure additional funding...

working with our state's MPOs to make sure they are ready forthis historic level of work...

and working with the Governor's Office to refine our statewide strategy and prioritize those projects that best advance the needs of all of Ohio

ODOT Efforts:

Prior to the legislation, ODOT assembled more than $7 billion in multi-modal projects and initiatives, including

$5.2 billion for Construction of Major New, roadway, bridge, facilities projects

$1.6 billion for passenger and freight rail, public transit, air and water port, bike and pedestrian projects

More than $212 million for engineering, planning and design work

$170 million for State Infrastructure Bank

Status Report:

Current estimates are that Ohio will receive $1.2 billion in fundsand ODOT will direct $650-$850 million.

Important for Ohio to continue fight for:

100% federal, flexible funds Reasonable spending guidelines Funds can be used on current and new projects Funds can be used for any phase of project development Streamlined regulation oversight and reporting requirements Change Ohio’s design/build limits Keep Ohio’s fair share in Ohio
