Thermal Treatment of PFAS Impacted Soils from a Confidential Site

Thermal Treatment of PFAS Impacted Soils

- A Case Study

• The Scope of Work • Regulatory Process • Treatment Results • Implications for Future PFAS Impacted Soils

PRESENTATION AGENDA

Enviropacific is a specialist infrastructure services provider delivering sustainable engineering, applied science and project management solutions.

WHO WE ARE

Stopping, preventing and reversing environmental damage

• Environmentally-focused • Specialist contractor • National platform

• Confidential client and site • PFAS impacted material stockpiled, approximately 2,000T • Source of stockpiled PFAS impacted material was from drainage swale rectification works • Sum of PFOS & PFHxS greater than 50mg/kg (max. conc’n 75.6mg/kg, TCLP 2.24mg/L) • Thermal destruction deemed most appropriate treatment approach • Opportunity to utilise material to complete POP test at SOLVE • Section 30a approval (#189604)to store and treat up to 2,400T of PFAS impacted soils

MANAGEMENT OF PFAS IMPACTED SOILS THE PROBLEM

• Client-specific approvals to commence work and Interstate Transport Consignment Authorisation

• QHS&E requirements including a PFAS decontamination procedure, TMP, SWMSs etc. • Approval to work >5m in a restricted airfield space • Site establishment works – construct stabilised access road, geofab marker layer,

rumble grid at exit point, mobile decon unit, erosion and sediment controls • Manage ALL soil movements from client site to final end-use of soils including a

rigorous materials tracking system • Validation sampling of final surface in conjunction with consultant • Reinstatement – hydroseeding and ongoing watering for 1 month

MANAGEMENT OF PFAS IMPACTED SOILS SCOPE OF WORK

• Proven experience • >70,000T PFAS impacted soils treated

• Regulatory approvals – Section 30a in place

• Up to 35T/hr throughput • Rapid response

THE SOLUTION WHY WAS ENVIROPACIFIC ENGAGED?

THE SOLVE PROCESS

• Work undertaken in Jan-Feb 2019 • Approximately 2,000T transported under

Consignment Authorisation (#185272) • Feed soil tested at SOLVE

• Stockpile samples ->23.9 – 39.6mg/kg • Mainly PFSAs, PFOS and PFHxS • ASLP typically >1mg/L (PFOS + PFHxS)

• Operating Conditions • Soil Feed Rate - 30T/hr average • Soil temperature – 491oC (max.) • Oxidiser Temp - 968oC (max.)

THE SOLUTION SUMMARY OF WORK PERORMED

• Emissions testing performed in accordance with licence requirements

• Emissions data compared to EU Directive Limits

• Analytes include: total dust, gaseous VOCs, HCL, HF, SO2, NO2, CO, metals, dioxins/furans, PAHs, PFAS

• PFAS < LOR • All emissions within mass flow EU

Directive limits

THE SOLUTION EMISSIONS RESULTS SUMMARY

• Testing Criteria • IWRG 621 (organics,pH, metals/inorganics) • ASLP–VicEPA Interim Landfill Criteria (PFAS)

• Treated soil classification – non-PIW • Final end use – landfill construction /

rehabilitation

THE SOLUTION TREATED SOIL RESULTS SUMMARY

• POP Test Report submitted to Vic EPA • Awaiting response (legislated 60-day

timeframe exceeded) • No issues raised

• Overall Operating Licence amendment

NEXT STEPS IMPLICATIONS FOR FUTURE PFAS SOIL TREATMENT

• Thermal treatment is a proven, commercial option for PFAS impacted soils • Enviropacific provide a “Whole of Life” solution • Other waste streams are currently being tested

• Biosolids • Concrete • Concentrate
