The celebration started with opening of the Glory alley at the “Unity of front and rear” memorial square. The first me- morial plate, installed at that day, is devoted to Vasiliy Tatishchev. The idea of Glory alley foundation had been being carried out for two years by the local authorities, and the first plate installment had to start a tradi- tion of famous Perm citizens’ memorization. This time there was no Carnival, which is usu- ally opens Day of the city celebration. Alek- sey Rodin, the chair- man of local adminis- tration culture and arts committee says “Lately the carnival looks as we don’t want it to. The ratio of adver- tising and creativity should be 1 to 99 and not vice versa”. The last year the authori- ties offered Perm citi- zens themselves to de- cide how the carnival should look like. But there was no result. The next year, when Perm will celebrate the 285 th birthday, the au- thorities promise to go back to the tradition of opening Day of the City with carnival. But it’s still not clear how it will look like. The main rule, which was decided to be fol- lowed organizing the celebration, is prohibi- tion to sell any alco- holic beverages at the celebration sites. The census books of chief Prokopiy Elizarov from 1647 has reference about “settlement at Kama and Ego-shikha rivers with farmers yards”. All-Russian TV channel “Tele-nanny”, created

exclusively for children auditory, has started its broadcasting since June, 1st almost in 100 Russian cities, including Perm.

The new channel financ-ing is carried out by “The first channel” means, ac-cording to its director gen-eral Constantine Ernst. He also added that the question of similar channel creation, but only for elder auditory, is currently in development.

Ernst said that “Con-ducted researches revealed that one kids channel is not enough for corresponding auditory coverage: there is basic auditory (from 3 to 8 years old), which “Tele-nan-ny” is made for, and there is little bit older kids (from 9 to 14 years old)”.

The“Tele-nanny” pro-gram will have different cognitive, educational and developing shows, play shows, quizzes, the best cartoons and movies.

Constantine Ernst emphasized that“Russian legislation allows us to put commercial blocks in children shows, but will not do that”. He has also noted that 24-hours broadcasting is connected with ability for children of different time zones watch “Tele-nanny” with no problems at appropri-ate time.

Twenty-year old lady became 56th owner of the crown, decorated with diamonds and pearls, with price of $250 thousands, which was awarded to her by Puerto-Rican Zuleika Rivera, the last year winner of beau-ties contest.

The awarding had been being watched by 10000 spectators and approximately 600 millions TV-spectators.

Second place was taken by lady from Venezuela, and third – by Korean lady. Totally in the finals 15 girls took part, which where selected from 77 countries beauties.

It is reasonable to pro-long term of Russian

president authority to 5 or 7 years, but the number of terms should be lim-ited. President thinks that “Two years at the federal level are needed to get familiar with federal and international problems politics”.

The president also con-siders that for Russia four years is “certainly, very short term”. Head of the state is sure that “Anyway, today five, six or seven-year term is completely acceptable.”

HHowever he stated that the terms number limita-tion imitation should be kept. “I think that the terms number limitation is still correct”, – V. Putin declared.

V. Putin remembered that before the Presidential election he was the chair-man of the government and he “was already famil-iar with events, happening in the country, he was implicated into making decisions”. “But in other situation if somebody such as governor comes, he will

need at least two years at the federal level to get familiar with federal and international problems. And that’s it, here you should start new election campaign”.

The topic of presidential term prolongation had been raised by Russian politicians for many times. But the closest attention was given to the problem by Sergei Mironov, Fed-eration Council speaker, who supported not just the head of the state, but also the third term of Putin. He had even sent to regions letters with proposal of “conducting informal

conferences” on that topic. But few days ago Mironov said to “Vedomosti” news-paper that after a talk with president the topic was not valid and offered to put it away for 5 years. Accord-ing to Mironov, term of presidential authorities for the one, elected in 2012, will be not four but 5-7 years, what will help people to decide if they need him for another term or they have to elect a new one.

Although the procedure of making changes in the Constitution is difficult and has many levels, it is possible to make the amendments about term prolongation before the presidential election in 2008, accordingly to the former member of the Central Election Com-mittee, jurist Viacheslav Sitnik. All the obstacles, as he says, are connected only with declared cam-paign: It is not possible to set up a new presidential authorities term after of-ficial start of presidential campaign is declared, and this will happen in the December.

The project of “White sea – Komi - Ural”

(Belkomur) trunk-railroad construction was proposed in 1996 by authorities of three RF subjects (Komi Republic, Archangelsk re-gion and perm Territory).

It was considered that the trunk-railroad would short-en the route from Siberia and Urals to Archangelsk, Murmansk and Finland ports by 800 kilometers. The route length should be 1300 kilometers, 391 of them at the Perm territory. 30 kilo-meters of the railway have been built since the start of construction. The cost of completing the construction is estimated to 100 billions rubles.

Well, it seems like it has finally moved from the dead stop. Igor Levitin, RF trans-portation minister, support-ed the recommencement of “Belkomur” trunk-railroad construction.

The minister visited stand of the “Belkomur” invest-ment project at the XI Inter-national ecomical forum in St. Petersburg.

The Russian Minister of transportation emphasized that “the “Belkomur” con-struction is crucially neces-sary, because by this we will

significantly increase goods flow from Perm region to Finland, and consequently to European markets as well». Levitin noted that he absolutely supports “Bel-komur” project, and hopes that its realization will start in the closest future.

The day before, Oleg Chirkunov, the Perm region governor, negotiated with Yuriy Evdokimov, the Murmansk region governor. Murmansk region partici-pation in the “Belkomur” project was discussed at the meetinng. On the topic of meeting results Oleg Chirkunov says that the ne-gotiation is a success, Yuriy Evdokimov, Murmansk region governor, demon-strated that he is interested in the project.

Investments amount into “Belkomur” project will be from 50 to 100 billions rubles. The construction should be reopened in 2008, the project realization is planned to be carried out within the limits of state and private partnership with Russian Federal Investments Fund means.. Full docu-ments set and application for “Belkomur” project will be presented to the State Investments Committee in the autumn.

Perm engines manu-facture complex,

PEC enterprises, and “Iskra-Energetika” had negotiations with RB Power Ltd Company (Bangladesh) about different power proj-ects realization in this South-east country.

RB Power Ltd Com-pany informed PEC management about needs

of Bangladesh Republic in electro-power objects and power engineering development concept, electro-power objects constructions plans and their realization ability by RB Power Ltd Com-pany. The Bangladesh representatives plan to purchase set of gas-tur-bine power-stations of different power, designed by PEC companies.

RB Power Ltd. Compa-ny conducted indepen-dent analysis of Russian companies, designing gas-turbine power-sta-tions. The results show that products of PEC companies are the most appropriate to Bengal customers’ require-ments.

As a result, the co-operation protocol was signed.

“Castorama”, a company selling

home, repair and garden goods, is researching the ability of construction in Perm of at least two trade-centers.

The Perm authorities offered the company two spots, where the

trade-centers could be built, but for now “Cas-torama” representatives had been monitoring Perm market.

New trade-centers are going to appear

Two pedestrian sub-ways are to be built in Perm till the end of 2008, the first of them is under Komsomolskiy avenue near CUM, and other is under Uralskaya street crossroad near the Circus.

These subways will turn out in 60 million

rubles for Perm treasury, half of which could be given by federal authori-ties. By now the whole city, straightened for many kilometers, has only 3 pedestrian sub-ways: near “Goznak” fac-tory, the Central Bazaar and in the Industrial Settlement.

Four places of timber industry complex

development, the timber industry zones, will be created in the region.

Project of Dobryanka timber industry zone suggests pulp and paper mill and plywood and tile complex constructions. For the project realization

22 billions and 640 mil-lions rubles are required. In Kudymkar the authori-ties plan to build a ply-wood and tile complex, saw-mill workshop, and furniture fronts factory. It will cost 3 billions and 270 millions rubles. Other places of development should be Lysva and Gor-nozavodsk districts.

New chairman of “LUKOIL-Permneft-

eproduct” is Vladimir Dmitiriev, who was the first vice-director general of “LUKOIL-Volganeft-eproduct”.

Igor Fomin, the for-mer director general of “LUKOIL-Permnefteprod-uct”, has been moved to Moscow to be director general of “LUKOIL-Centrenefteproduct” (the department, responsible for oil products market of Moscow region and the nearest regions).

Vladimir Dmitiriev was born in 1966 in Sadovs-kiy village of Kstovskiy district in Gorkov region. In 1992 he graduated from Moscow State Open

University with “jurispru-dence” profession.

Vladimir Dmitriev came to “LUKOIL” in 1995. Since 1995 till 1997 he worked as vice-director general of “LUKOIL-Ni-zhniy Novgorod”. In 1997 he came to “NORCY-OIL” to the post of marketing and commercial affairs vice-president. Since 1998 till 2002 he had position of the “NORCY-OIL” first vice-president. Since 2002 till 2006 he was the first vice-director general of “LUKOIL-Volganeft-eproduct”. In 2006 he was sent to Bulgaria as a vice-director general of “LUKOIL-Bolgaria”. Since the September 2006 he had been working as the first vice-director general of “LUKOIL-Volganeft-eproduct”.

New director-general of “LUKOIL-Permnefteproduct”

Since the June, 1st, over-haul of Kama bridge has

started. During the period till the October, 15th transport movement is limited to only 2 lanes.

And if before the recon-struction the bridge was the leader of traffic jams, then now people, who live at the right bank, should leave their houses for 2 hours in advance to get to their work on time.

The total cost of the recon-struction (including project and research works) is 57 mil-lion rubles.

Kama bridge is in the 2007 list of road property objects for reconstruction, overhaul and constructions, approved by the city Duma decision from 27.03.2007.

The begging of the summer in Perm was

marked with snowfall and storm winds, which didn’t stop for few days.

Storm warning was an-nounced and two hurri-canes were fixed. Temper-ature in the city was below +5 degrees (Celsius). The indication of thermometer didn’t change by the June, 4th, but at list there was no snow. In the night air temperature felt down below the zero. It got little bit warmer by the Day

of the City (June, 12th), but not enough for swim season opening, which was officially scheduled for that day.

The passports of investe-ments appeal and com-mon passport of Russian Federation subject are to be developed for each of 48 municipal oranizations. The documents develop-ment tender is announced within the limits of the project “The Perm region Investemtns appeal im-provement” and project of reducing income tax index from 24 to 20%. Consid-

ered, that this document will have common informa-tion, social and economic indexes, characterizing Prikamye “climate”.

The passports are designed for heads and financial directors of enter-prises, managing invest-ments-finanical companies, commercial banks, as a kind of an investor guide to show where it’s better to have business in the region. Information in passport of investment appeal will be given in five languages: russian, english, german, japanese and chinese.

For the creation of investement appeal pass-port the region budget gave 3 millions and 700 rubles. Opening the en-velopes with applications is scheduled on the July, 10th. The region “visit card” will be developed by the December of the year.

The Perm region authorities focus close attention at the question of the region investment appeal. The Perm region administration created the Perm region investments assistance Agency.

Surprise for investorsCardio-vascular surgery centre

A building area for construction in

Perm of federal cardio-vascular surgery centre is determined; “it’s go-ing to be built in Kama Valley.”

The cardio-vascular centre will be fin-ished in the 2008. It is planned to have 10000 surgeries per year, in-cluding 3000 open-heart surgeries.

2.44 billions rubles are drafted for its construction from the federal budget. The region expenditures for the area preparation, designing and services network and installa-tions construction will be approximately 360 millions rubles.

The centre is esti-mated for 200 beds, including 180 of them for adults and 20 ones for kids. The centre construction will be conducted within the limits of priority na-tional project “Health”.

The record number of ticks bites victims is

registered in Perm.

9 826 of Perm citizens, including 2336 children with age less than 14 years old, are victims of ticks bites since the beginning of the epidemiological season.

Epidemiologists say that number of ticks’ attacks has been growing rapidly this spring, and exceeded the last year digits. Only during the week from the May, 30th to the June, 6th 3498 citizens visited hospitals with problem of ticks bites.

about insufficient number of acaricide treatments in Perm region, irrelevance of some orders receptions, lack of some zones financ-ing, for example PSTU complex, where the greater, in comparison with 2006, number of ticks bites vic-tims are registered.

Court decision on the case of Igor Artemiev,

an internet-activist, who organized “We mourn the Perm roads” action with help of the Perm drivers’ forum www.teron.ru, was declared.

The topic of poor Perm roads conditions has been being raised recently by the forum participants, also they made offers of protest action organizing.

In particular, everybody could download sign lists with appeal to the Perm region governor to create public commit-tee for “public control for purposefulness of the roads fund money expen-ditures”. It was offered also to send to the road police an enormous quan-tity of applications about poor roads condition, and there even was form for it “More than 10 days I observe a road damage in form of a hole, which siz-es are greater than those, determined by p. 3.1.2. GOST R 50597-93….” But the main achievement of the forum participants was the protest action, organized with help of motor-car enthusiasts assistance society (MAS),

which took place on the April, 7th. More than 700 drivers took part in the action, when initially the piquet organizers spoke about only 100. Surprisingly great num-ber of participants was the reason of Igor Arte-miev punishment in 1500 rubles. Nevertheless, the action was a success:

after it took place MAS and www.teron.ru forum representatives became members of public com-mittee for “public control for roads construction and repair works”. But still there is the court case now: active citizen may be punished, if his calls will be supported by citizens

The session of inter-departmen-tal commission on counteraction to drugs abusing and their illegal circulation took place at the Perm region administration on May, 30th. Participants of the session discussed questions of narcotism preventive measures among Perm region high schools students. According to the survey 94,2 % students of Perm region higher educational institu-tions apprehend narcotism as the negative phenomenon. Universities and academies realize their own own programs, propagandizing a healthy way of life, teachers read lectures on the given subject for all first-year students. However participants of the meeting made a decision to develop till October, 2007 a universal interuni-versity program for drug addiction preventive measures in the student’s environment

Russian expo-centre in Moscow the III conference of Perm clannishness was held, gathered approximately 1200 participants.

First of all the conference participants rose in memory of Boris Eltsin, the first Russian president, which is absolutely can be called our compatriot. Then the guests were greeted by Aleksandr Torshin, the vice-chairman of RF Council of Federation, Yuriy Trutnev, the chairman of tutorial council of Perm clannishness, Oleg Chirku-nov, the Perm governor, An-drei Kuziaiev, the “LUKOIL” vice president and Perm clannishness executive com-mittee chairman. Great cultural program was also developed for the conference participant: art exhibitions, Perm books and souvenirs fair, popular artists performances, whose biog-raphy is connected to Perm region. For example, Ekateri-na Shavrina, national artist of Russia, presented outstanding performance. The conference was conducted by Vladimir Berezin, national artist of Russia, Yulia Kolmogorova, Perm TV journalist, and Svetlana Permyakova, Perm theatre of young spectator artist.

The conference was fin-ished with fireworks in dear Prikamye honor. The next conference of clannishness is planned to be held in the next year.

What we know form the history of Perm clannishness

Perm clannishness is social associa-tion of people, born in Perm, but cur-rently not living in Perm (generally in Moscow), who don’t forget their roots, and like to communicate with compatri-ots, united with common interests and aspirations.

The idea of creating clannishness had been wandered for a long time. Legally it was registered in July 2002 as a fixed membership non-profit autonomous regional social organization, function-ing on basis of regulations, registered accordingly to Russian legislation. The clannishness financing is carried out by beneficent payments of Perm and Mos-cow enterprises and organizations.

In June 2004 Tutorial council of the clannishness was created, headed by Yuriy Trutnev. It included representa-tives of business and political Prikamye elite. At the same time Agreement of cooperation of the clannishness and Perm region administration was signed. According to the document the admin-istration acknowledges the clannishness as a non-governmental organization, with mission of Perm citizens and Perm region interests representation outside the city, and provides to the clannish-ness required assistance.

At the present time Perm clannish-ness includes 1000 people, with active collective membership institution. There are 6 honored members of the clannish-ness: Konstantin Galanshin and Boris Konoplev, the former party leaders of Prikamye, left good memory about themselves and Victor Savinkh, Alek-sey Leonov, Mikhail Odintsov, Grigoriy Sivkov, twice Heroes of the Soviet.

During the June, 19th-22nd the X international special-ized exhibition “TECH-NODREV. Ural. Povolzhie-2007 will take place at the “Perm fair” expo centre.

Specialized exhibition “TECHNODREV. Ural. Po-volzhie” is the part of All-Russian timber industry exhibitions project, which gives a possibility for the industrial branch society participants to present the

most modern technologies and equipment for Russian region timber industries. Being one of the regional leaders of expo business, “Perm fair” expo centre wasn’t a casual choice as

one of the “TECHNO-DREV” network projects areas. High level of the held exhibitions, interest-ing programs of business events, and also favorable situation of Perm city at the border of Ural and Povolzhie and at the trans-

port main lines, connect-ing eastern and western Russian parts, define that the “Perm fair” exhibitions are visited by partici-pants from central Rus-sia, as well as from Ural,

Povolzhie and Western Siberia. Such parameters as availability of plentiful wooden supplies, devel-oped timber, woodworking and furniture industries, transport infrastructure and good investments climate are the reason of

Timber industry enterprises problemsToday, in spite of availability of plentiful natu-

ral resources, there are still problems as in Perm, as in the other regions. Absence of material basis, human potential and modern equipment at the plants are the problems not only of Perm compa-nies, but other regions ones as well. Exactly for the high-quality development of timber industry in the regions, such specialized woodworking exhibitions are held.

For example, the purpose of “TECHNODREV” network creation is assistance in timber industry development and modernization, interregional con-nections widening, creation of common industrial society of timber industries complex products sup-pliers and consumers.

“TECHNODREV” network projects cover for-estry, timber, woodworking, furniture and pulp and paper industries. Each project has its own priority directions of the subject. They are formed, basing on tendency of each region branch market devel-opment, This has positive effect at the procedure of timber industries complex companies develop-ment.

InfoPrikamye has significant forest resources, 60% of its area is covered with forests. The local timber industry complex is de-veloping at the basis of the richest forest resources. Perm takes the second place in Russia for amount of woodworking and timber cutting. There are several large plants of pulp and paper industry in Perm region.

department of “Fair Russia” party organized “Russian and China at the path of reforms and modernization. Role of small and medium-scale business” round table.

The round table par-ticipants are Alenksandr Babakov, “Fair Russia” party central council president and the State Duma deputy, and Tsi Tzianmay, United front

economical management department of Chinese communist party (CCP) central committee vice-chairman.

During the press-con-ference, mr. Babkov emphasized small and medium-scale business development issue ur-gency for China, as well as for Russia, especially.

Such a peculiarity is very pleasant for us, the Perm citizens. Consider-ing the fact that many local enterprises and

deputies, attended the event, didn’t hide their displeasure of Rus-sian government, which didn’t gave its attention to that important side of the country economics. Such an attidute is seen in Russian three-year budget project, which is currently discussed in the State Duma.

Still, from her part, Tsi Tzianmay highly ap-preciated development of friendly relationships between CCP and “Fair

Russia”. Chinese guest totally supported Alex-andr Babkov wish to sys-tematize these relations.

For the two days visit, the 20 European coun-tries representatives, State Duma representa-tives, deputies of RF president and Foreign affairs ministry almost could realize what seemed impossible, that was to find solution for the conflict, which has not really been the one. Well, the question of the new partnership agreement between Rus-sia and European Union was discussed by their representatives. It is known, that the term of previous agreement be-tween Russia and Euro-pean Union, which has been valid since 1994, should be over in the current year November. New agreement has already been a discus-sion subject in Helsinki and Samara. Within the bounds of the agree-ment, Perm meeting was the third one.

We can’t make any conclusions, even the most common and care-ful. But saying words of the previous era, we are satisfied with the results. Sincere activ-ity could by felt from both sides. Sitting by the table, during the governor welcome, the

participants didn’t hide their delight of Perm land, and first of all of the people, who are interested in relations between Europe and Russia.

For now we just have several significant, as we think, phrases and comments:

Oleg Morozov, the first vice-chairman of RF State Duma, at the round table opening: “I’m absolutely against thinking of Russian-Eu-ropean relations in any disastrous moods. There are a lot of already dis-cussed questions. And if a dialog exists, then different viewpoints may exist. This can be called disagreements, but it’s better be called dialog, which can result in com-mon understanding of the both sides.

Andrei Klimov, the State Duma deputy:

“I would envy you, dear journalists, because today you had a chance to see the real “kitchen” of parliamentary discus-sions. That’s how the destinies of Europe, and Russia as well, are being decided”.

Constantine Kosa-chev, head of Rus-sian Federation State Duma foreign affairs committee answered

to journalists ques-tion about Polish veto: “A constructive dialog should be led on that topic, because Rus-sia can also “turn its back” and refuse to have negotiations, for example, until all the Russian-spoke popula-tion of Estonia would be given with citizenship. It is not logical, because it totally blocks our partnership. The main result of the “round table” is that we, as na-tional parliamentarians, approved absolutely clearly that Russia and European Union are still strategic partners. supported by economic affairs mission of France embassy in Russia, came to the end

Individual business meetings, organized by Perm Chamber of Com-merce and Industry, were held within the limits of the event.

Representatives of lead-ing construction compa-nies such as “Bouyges”, “Leroy Merlin”, “Semin” and others had nego-tiations with 30 perm enterprises directors, visited building supplies and materials stores. Perm representatives noted that almost all the meetings turned out to be useful and perspective for coop-eration.

French entrepreneurs plan not only construction

and development projects in our region, but also establishing of finishing materials manufacture with use of local source of raw materials, home goods hyper-market construction, hotel network develop-ment, investments into realty and city infrastruc-ture.

Besides that, there was a meeting of Marat Bima-tov, Perm region admin-istration vice-minister of trade and commerce and Arkadiy Kats, Perm city-manager.

Russian character, as well as any other, has been mainly generated by time and space. The history and a geographic situation imposed the indelible mark on it. Centuries of constant danger of war generated special patriotism of Russians and their aspiration to have strong centralized authority. Severe climate conditions caused the necessity to live and work together. Boundless open spaces generated special breadth of Russian soul. Such sorts of generalizations are relative, though it is possible to allocate a line of laws and the general features in character of Russians.

Collectivism is one of distinctive features of Rus-sian national character. In Russia it is accepted to solve all the major questions together. In order to observe a principle of validity, whom to assist, how to pay taxes, whom and how to punish for offences. Even family questions, in case of the conflict, are taken out for general discussion. The principle of mutual support is more important, than self-preser-vation instinct for Russian.

Brotherhood and collectivism feeling generated a set of other national character features. The rela-tions between people in Russia have informal char-acter, and the friendship concept is appreciated very highly. On usual question “how are you doing?” you will receive the entire report from your Russian friend. Be ready for that. The formality of foreigners in this case often offends Russian. Formal, secular relations and conversations are alien and poorly clear to the Russian person.

In conversation with Russian try to show yourself from the human side – tell about your feelings, hopes, aspirations and affections. They’re interested not so much in your commer-cial, but in your personal purposes. It is neces-sary to learn to speak by “souls” with Russian to receive the credit of trust.

The Russian sensual perception of a life is ex-pressed in the way that they require close human contacts, emotionally depend on an environment. Daily routine, meanness, repeatability, monotony are the heaviest things for them. From what the “nor-mal” European feels rest and stability, can result Russian in despondency. Russians are tactile people; they like to feel things materially, touch them.

Do not be afraid, if at a meeting they will shake your hand excessively vigorously, clap on a shoulder as a token of your actions approval, kiss sonorously, almost touch you during conver-sation, and sit too close. Being keen by conver-sation they can break a distance between you and him, permitted by the European etiquette, and to draw even more closely to you. It means, you are interesting to them, they do not wish to miss the slightest detail from your conversation.

Building personal relations with Russian partners and colleagues, do not forget about attractive quali-ties of Russian archetype, such as compassion, sym-pathy to physical or mental anguish of another per-son, the active help to the one who got in trouble. Do not hide your the problems as carefully as you have got used to do in the homeland. Remember all these qualities, organizing the business activity in Russian collective, do not criticize these qualities, and use it for your own benefit.

Accord-ing to the project organizers, the “okraina” (outskirts) word is still dominating because of the local mentality and social and economical development level. The goal of http://www.eurokraina.ru/ is to fulfill “European outskirts” phrase with new sense of “civilized land”.

Even the last fool can rule when it’s calm and quiet. But in case of emergency or development there is always necessity in qualified managers. Well, if there is no real great development in the region lately, will the authorities’ talent help to solve the emergency situation? Especially if the emergency is not local, but the whole country one. Since the last October 10% of region population and 20% of the region economy, con-centrated in Berezniki and Solikamsk, are sitting on the “powder-keg”, waiting for results of man-caused catas-trophe of flood in BPKRU-1 shaft of “Uralkaliy”. Here it is – an excellent chance for the region authority to show its’ thoroughly hidden administrative talent.. Since the accident 8 months have already passed, so there was enough time for actions.

Looking around. During the last 8 months

Berezniki was visited by so many officials, much more than at the banquet, devoted to Chirkunov inauguration or Perm region creation. Chirkunov himself came down to the BPKRU-1 shaft, when the flood had just started; Bukhvalov, the vice-governor, and other officials of smaller rank came there as well. Konovalov, the presidential plenipotentiary in Privolzhie Federal District (PFD) came to look around; Sergei Shoigu, the main disaster-man of the country, officially the RF minister of public defense, force-majeure situations and acts of God results liquida-tion. There are gossips that Trutnev, the minister of natural resources, also came down to Berezniki, but there is no confirmation. It’s like everybody came, everybody saw. They can’t say that they didn’t know, but if some-body didn’t get something, please read the first sen-tence.

Who can they trust, if not to the authorities? What is really happening? It has been 100 million rubles spent already for bypass train branch-line construction, but according to the last data, that it is just temporary decision. Why was it necessary to attract budget money, if “Uralka-liy”, the hero of occasion, had spent only 60 millions rubles for check dam con-struction?

Leaving as it isThe problems of popula-

tions are much worse. At the present day 31 inhabited constructions with 2000 thousands people, 2 schools and 2 kindergartens are in potential disaster area. Scien-tist, who dealt with problems of BPKRU-1 safety mea-sures, obviously with help of witchcraft, promised that the situation won’t get worse till the January 2008. Excuse me, but what will happen in January? To relocate 2000 citizens it’s necessary to have approximately 40000 sqaure meters of habitation. That is how much was built in Ber-ezniki for 10 years. Oksana Subbotina, the head of archi-tecture and town-planning department of Berezniki ad-ministration talks about some projects till 2025. Well, I

don’t really know what it will be in Berezniki in 2025, but what will be in 2008 is totally incomprehensible. There were NONE real activities to solve the citizens problems until 2008. Declared version of housing certificates, as Kizel city practice shows, is helpless, because it gives a great chance for speculators of all kinds, definitely at the expense of budget and the population. It is impossible to build up 40000 square meters of HIGH-QUALITY habitation till the end of the year. So nobody can explain what 2000 people (about 1% of the region population) should do if after the New Year they become bums. Well, people will be given with the cer-tificates, which they prob-ably should use as a guard from frosts, rains and other

severe Ural weather condi-tions. Just couple of thou-sands of qualified certificated bums. And again, 2 schools and two kindergartens are also not odd. Then who, and in whose expense will build schools and kindergartens instead of doomed ones?

Left misunderstoodIn the nearest future the

problem can affect 80000 of Berezniki citizens. What is 3-10 years for our impos-ing authority? There was practically nothing done for 2000 people during the year, and it will have to be made for 80000 in one year. This is, by the way, distinc-tive illustration of the Perm way to solve problems. Bukhvalov reports that he is looking for money at different level budgets, talking to investors… Obvi-ously he wants Berezniki citizens thought of him as a local demigod. Mister Buhkvalov, have you ever tried to talk (not declare, but talk) to the citizens? Have you ever thought of at least a half of population as of responsible, able to function citizens, who could be co-investors of any reasonable project? The first variant what could be thought about is individual habitation construction. For 8 months it was possible to find a building area and start services construc-tions. Having wise allot-ment of responsibilities, rules of budget financing participation, a settlement of 150-200 houses could be built, solving immediate problems. And the price for that could be less than 100 million rubles. But our authorities do not walk the easy paths, when they have eternity of time. THEY are so reach, that are ready to give out OUR money thoughtless, overpay in three times, to work as less.

And “Uralkaliy” is al-ready aside of the prob-lems, caused by the acci-dent at BPKRU-1 shaft. Not long time ago Perm press association has even award-ed “Uralkaliy” as “Choise of press”. Following the same logic, American press should award “Osama bin Laden” for something. He has made a lot of American journalist reach people.

territory long time ago. Archeologists found sites, belonged to Mesolithic period (12-6 thousands years B.C.). In the me-dieval the region was populated with ancestry of modern komi-permay-ki. During 14-15 centuries Russians actively pene-trated to upper regions of Kama. The further region development is connected with Stroganovskie earls, who started industrial salt mining here, which had great share in Russian salt production. Salt produc-tion plant was built in 1873, and soda plant (one of the first in Russia) was built in 1883.

The richest Potas-sium-Magnesium salts ore deposit discovery in the middle of 20’s led to great changes in the region. Construction of a huge chemical plant had been begun quickly and in 1932 first its line was started. And on March, 20th of the same year Executive commit-tee of RSFSR issued the enactment of industrial communities uniting into one city named Berezniki. During the first five-year plans modern chemical production was develop-ing successfully, what was the reason for writer K.G. Paustovskiy to call Berezniki a “republic of chemistry”.

By experts’ estimations, the share of the Russian market from of global tourist services market is 3%. Today only Moscow has about 3000 functioning travel agencies. Analysts converge in opinion that the Russia and the CIS countries tourist market grows much more quickly, than a national economy as a whole. Despite of global cataclysms, an annual gain for the last years is 20-25% in a year.

By estimations of the World Travel and Tourism Council (WTTC) experts the volume of the Russian tourist services market will practically be doubled in the nearest decade. Market experts assume increase of tourist industry incomes up to $20,4 billion by 2016.

Meanwhile, the development of exit tourism is the most rapid in Russia. Considering dynamics of the Russian tourism it is possible to see, that in 2004 the tour-ist flow from Russia increased by 16% and reached 6,6 million people, and in 2005 grown by 3,5% up to 6,8 million. For the first half-year of 2006 the quan-tity of Russians who have left the country, increased by 12,6% in comparison with the similar period of 2005.

Thus this service is consumed by highly remunerative groups of the population, and the sig-nificant prices rise did not have any effect on purchases of the services and tours. Abroad trips charges increased by almost 12%. Besides, foreign tourists interest to Russia increased as well. So, quantity of the foreign tourists for the first half-year of 2006 has grown by 10,8% in com-parison with the similar period of 2005.

Kungur ice cave without false modesty is the pioneer of Russian tourism. Though nowadays there are already over 11 well-furnished caves in Russia it still is the favorite of spelean tourism. Therefore it is no wonder that it is visited every year by more than 90 thousand people. Officially its era as tourism target begins in summer of 1914, when Alexander Khlebnikov took it on lease from the local peasant commune for 300 rubles for a term

of 12 years and started bringing there tourists. But if we consider that archeologist I.S. Polyakov, who visited the ice cave in the late nineteenth century, wrote about the local guide Romanovski, who was over 60 years old and for 40 years guided curious people, so we may talk with confidence about 150–160 years since the Ice cave was visited by tourists. (I wish to note that in Europe the initiator of tourism is considered to be Thomas Cook, who in 1843 organized in London the first travel bureau. Whereas in Russia the official chronology of tourism begins since 1885,

when in Petersburg was founded the «Enterprise for public travel to all countries of the world», introducing mostly to European countries).

It is interesting to note that the first tourist of А. Khlebnikov was the real princess Victoria von Battenberg with daughter Louise in summer of 1914. She was the elder sister of the last Russian empress Alexandra Fyodorovna Romanova – wife of Nicholas II and traveled on Ural with her sister the Grand Duchess Elizabeth Fyodorovna. With this visit to our cave are associated the difficult steps made of anhydrite, the so-called «Woman’s tears», where the princesses more than once have fallen and wept. And what is more, as the story goes, the princess

Louisa smashed on these steps her knee, but then later, after growing up she got married the Swedish prince Gustavus IV and became Swedish queen. Ever since in our Ice cave we have superstitious belief that only an unmarried girl, who will smash her knee on the «Woman’s tears», can realize the every girl’s dream to win her a prince.

CulTural eveNTs «The Crossroads» exhibition

International exhibition “The Crossroads” started on June, 8th at the Central exhibition hall

Artists from Oxford (GB) and photo-artists from Louisville (Kentucky, USA), the sister-cities of Perm, are its partici-pants. The foreign guests brought to Perm their works, performed in dif-ferent techniques such as aquarelle, graphics, photo, sound installation. Small singing boxes are

the work of English artist Phoebe Brooks. As well as many other participants, Phoebe came to Perm for the first time. With help of the “Hearable Oxford” sound installation the young artist tried to recre-ate English atmosphere here in Russian city.

Miranda Kreswell had durable professional art

apprenticeship at Ortho-pedic Centre, watching for the employees and their routine work and sketching them. These observations continued “People at work” series, in which close attention was given to people gestures and movements at their work place. Employees are shown on the pic-tures without any tools or equipment, outside

the work area, there is no sign of their occupation. And the result is demo-cratic view on mankind as a whole in work process.

Rory Carnegie brought a photo series, which was inspirited by “Who is afraid of Virginia Wolf?” play of Edward Alby. But,

as Rory says, gradually the play’s name trans-formed to witty name of the fairytale “Who is afraid of big bad wolf”, where the wolf was a grasping male. And the photo series shows rela-tion development and sexual tension of two lov-ing couples, tired middle-aged couple and young one, full of hopes and inspiration.

Emma Titkomb present-ed her “Another country has a place, the name of which is England” project, which is still in develop-

ment. She took pictures of Oxford Botanical gardens and projected them at the city buildings walls. Then these projections were outlined with chalk. After that the pictures were shot and fixed with undercranking. Thus a spectator could see how they are gradually being washed out by change-able weather. It is the beginning of works series on topic of the envi-ronment short life and vulnerability, confronted with changing climate. To present the project in Perm, Titcomb created portable part of installa-tion, which is pictures at trash bags.

During the visit to Perm, artists could get acquainted with Russian colleagues’ works. Perm artists apply to modern life techniques rarely, they are still inspirited with XIX century, accord-ing to “The Crossroads” participants.

The popular expression “Perm citizen the salty ears” dates back to XVII century. At that time salt was the most salable Permian good. It was known all over Russia and called “permyanka”. The ancestry of Perm citizens mined “white gold” from mineral springs located in Solikamsk and Usolye. More precisely, they mined brine created by nature. First mining stage was the most exhausting one in the industrial process, e.g. it took 5-6 years to install just one well! Other production stages were salt solutions evaporation, derived salt drying and its warehousing. As soon as spring tide began, the doors of salt warehouses opened and the territory of any salt mine became a busy place. Spring works required a lot of workers, especially loaders. They carried heavy sacks (4-5 poods or 64-80 kg each) to barge and quickly ran back along tilted boards. Loader’s work was hard, work-day lasted for 11 hours. If salt was wet, the weight of sacks raised and draining brine fretted skin behind the loaders ears. If it was dry, dust covered ears skin and irritated it. No matter how, but the loaders ears were notable for its scarlet colour and big size. So accord-ing to the legend, the funny saying has deep historical base.

Although it is a rather old story, an attempt to immortalize the distinguish-ing feature of Perm citizens was made not long ago. A unique “Perm citizen

the salty ears” monument was unveiled not far from the “Ural” hotel, on the Fool’s day eve in 2006. The author of the bronze monument is Rustam Ismagilov. The memorial represents an integral composition. It consists of a granite column with an oval frame with big ears. You can see a photographer just opposite it. He looks as though he’s ready to capture the moment on his camera. The monument to Permian ears has had a success since the first days of its existence. There was a long queue of people wishing to fit historical ears during the commencement meeting. The Perm mayor Igor Shubin believes that there will be soon at least one photo framed with ears in every Perm-ian family’s.

June, 17th is the Day of Medical Worker The third Sunday of

June (this year it is June, 17th) is special for all the Russian facilities, which have relation to medicine. Well, not everybody says kind words in doctors address: 87% of Russians consider the state (free) medical services as low quality one.

Social survey was con-ducted at June, 13th 2007 with purpose to reveal citizens satisfactory level with medical services.

Mostly the respon-dents are not satisfied with quality of medical services in state hospitals, and consequentially regu-larly use help of private specialists.

Elena, a student:— I don’t spend practical-ly any money for medical services. This year I have been couple of times only at physician’s office. As a whole, I’ satisfied with services quality, but the very hospitals should be better.

Ivan Nikolaevich, pen-sioner:Due to my age, I’m 75, I spend a lot of time, money and nerves for medical services. Gener-ally I visit such specialists as a cardiologist and physician. Definitely, medicine in our country and particularly in our city is at very low level. I’m not satisfied with my doctors.

Igor, scientific centre worker:— I spend money only for dentist services. I can’t tell you the exact amount, but not too much. If you have money, then you’ll get fine-qual-ity service, if not then you’ll get standard set of free lines, documents and unnecessary routine.

Eugeniy Borisovich, coach:— I don’t visit doctors because of my principle, I prefer healthy way of life. Consequentially I don’t spend anything for that and cannot tell anything.

Natalia Aleksandrovna, teacher:— I spend very little for medicines. Just some-times I go to dentist, what costs me not that much. One visit costs about 500 rubles. Private services have rather high quality services.

Igor Aleksandrovich, dental centre vice-di-rector: — Usually I spend about 2500 rubles per month. From all the specialist I prefer dentists. I didn’t have to use services of other doctors yet. Quality is very high.

It goes without saying that foreigners are most likely to encounter obsta-cles on a path of learning Perm city. In this rubric we give information using which you will never lose the way in broad daylight.

A few words about cur-rent traffic diagram. A new numbering system of bus, trolleybus and tram routes was adopted last summer. As a result a system of passenger traffic has been simplified, 14 new routes

have been put into opera-tion. Nowadays intertown carriage of passengers is executed by trolleybuses, trams, buses, fixed-run taxi and urban electrical trains. Trolleybus and tram routes function only in a left-bank part of the city, the other part of the city is served by buses and fixed-run taxi. The vehicles for the first passengers start working at 6 a.m. on Perm roads and go back to their fleet near 11.30 p.m. Buses are

markedly different from fixed-run taxi. You can always distinguish fixed-run taxi in the traffic; they are tawny microbuses with 10 seats. Other feature is 10-ruble fare, a letter «t» and a symbol as chess-board next to its number. Buses, trolleybuses and trams carry passengers for 8 rubles. Tickets are sold by the conductor, a lady dressed in a uniform with tickets bag in front of her. Urban electrical train was put in use in the 28th of July in 2006. Urban electri-cal trains (a prototype of “on-land metro”) run by railway within the bounds of Perm en route “Kuriya” –“Golovanovo”.

In spite of recent reorganization of guide path design, there are still some grave disadvantages in cur-rent system of public conveyances. Perm citizens can hardly gain a full understanding of it: stations are not signed, timetables give stale data, bus drivers do not declare names of bus stops.

A Foreigner talks to Foreigners

Hey Friend! Welcome to Perm…. If you are reading this, I assume you are visiting “our” fair city or maybe even working or studying here. And, perhaps, you could use a little friendly advice on with little or no Russian language Here I am! And I am here to help (I

learned to say that from my corporate leadership).Okay… who am I? Well, first of all, and despite

working and living here for almost 5 years, I am, like you, still a “Foreigner”. Oh! You can call me Al or “The Dude”… Please.

Let’s start with the most important thing you will need to know here in Perm. How to get a beer! Now some of you may only drink wine or margarita’s or, if you are from Utah, perhaps you don’t drink alcohol at all. No matter. The problems you face as a foreigner in this regard are pretty much the same and the following advice should be applicable no matter of your kind of libation kind.

I am sorry to report that you will only rarely find a waitress or bartender who actually speaks English. This is not France, after all, where they only pretend not to understand English. They really don’t understand it here. English menus are a little more common, but given the inability of the waitress to read English either, pointing at some-thing will not necessarily gain you the item you desire.

I am assuming that YOU, being the stereotyp-ical foreigner, speak little or no Russian, at least that anyone will actually understand (I am sure it is

only the Moscow accent that you learned Rus-sian with that is imped-ing your communication) (sure it is).

So let us get a few language bits out of the way… I am hardly a linguist (my high school French teacher Miss Bur-nett would attest to that, were she still alive) but I have learned a survival level of Russian words and characters with which I have been able eat and drink my way around town. And you need to know them too, if you don’t already. So, in order of importance (to me):

“Peeva” means beer. When spoken plaintively, in a bar or restaurant, this will generally elicit some kind of reasonable ques-tion from the waitress or bartender as to variety, quantity and container (draft or bottle). Unfor-tunately, you will not understand any of what she (rarely he) is asking so my advice is simply to shrug and repeat “peeva”, perhaps accompanied by hand gestures indicating pouring beer from a tap.

Assuming this universal hand gesture is under-stood, you may next hear a variety of beer names, one or two of which you may actually recognize. However, if all you hear is Russian in response, don’t be concerned. Russian beers are generally okay and pretty much taste like

beer. I would whole heart-edly recommend certain Russian beers but I refuse to so until they start at least giving me a free beer or two.

Back in the day…. When I first arrived to these fair river shores, it was generally neces-sary, at this stage of the negotiation, to attempt to specify a “cold” beer. In that remote past, it was universally conceded that the only cold beer in Perm was the one being carried in the bare hand of the guy staggering down the street at 40 be-low zero. Fortunately (or unfortunately if you are British), that is rarely a problem in these modern times, complete with re-frigeration and the like.

If she is still standing there and seems to be asking another question, follow up with the old “bowl-shoy” which means “big” then mutter “peeva” again and resume talking to your companions or just stare out the window. At this point the waitress will roll her eyes and go get you a beer.

To order the next one, you merely point at your beer and say “eeshow” which means “bring me another one”. I have re-peatedly found this to be a particularly important concept.

Speaking of important concepts, here is another phrase you need to learn:

After someone you are with has already success-fully ordered, quickly follow-up with “ya toe-zha” Everybody, after me now… “ya toe-zha”. Very good! You’re almost a native!

“Ya toe-zha” means something like “me too” or “I would like one of whatever he/she is hav-ing”. And this is a great phrase. Not only will everyone be impressed by your fine accent-free Russian (only people from Glasgow have trouble saying this but nobody understands them any-way), but your dining or drinking companion will be impressed by your fine taste and good judgment.

I admit in the early days I suffered through a few pepper vodka’s, martini based concoc-tions, and the occasional unidentifiable food stuffs by utilizing the old “ya toe-zha” but the good impressions were gener-ally worth it. A related tip here, try not to be the first one to order.

“Peeva”, “bowl-shoy”, “ya toe-zha” and then….. “eeshow”. By jove, I think you’ve got it!!

Let me see… did I leave anything out?

But Dude, where do I go to get a peeva?

Okroshka, a cold refreshing soup with kvass and vegetables, is a nourishing and thirst-quench-ing dish on hot summer days. Cooking okroshka is very easy:

— just chop the ingredients into small pieces;— add kvass and serve. But okroshka is a traditional dish which had

been developed over the centuries. To get the right taste it is important to follow some simple rules.

Ingredients.There are so many different recipes of okroshka

that one might think it can be made of almost everything. But this is not quite correct. Basically there are three different types of okroshka: veg-etable, meat and fish okroshka. Every okroshka must contain green (spring) onions, fresh garden cucumbers, hard boiled eggs and dill. Potatoes is very important ingredient as well, it makes okros-hka really nourishing.

For a meat okroshka use cooked meat or ham. It tastes great with pickled or salted mushrooms, for example with honey agarics.

A fish okroshka is traditionally made with salted or smoked fish. Herring and mackerel are especially popular.

Dressing.Traditionally okroshka is

made with kvass, a bread drink. Bottled kvass that is sold in many Russians shops is usually too sweet for okroshka. Real okroshka is prepared with homemade

kvass which is quite sour. Sour cream gives ok-roshka the right mild taste. Okroshka can also be prepared with kefir, malt beer, dry cider, butter-milk or whey. But such taste is for the fancies.

By the way, did you know that Okroshka is considered to be one of the best hangover cures?

In each civilized city there is a place where it is possible to come and it is guaranteed to meet a celebrity.

The first place by quantity of star visitors (by quantity of photographers near the entrance as well) keeps Japanese restaurant “Nobu”. Just in New York “Nobu” Dzhennifer Lopez and Ben Afflek unambiguously appeared ostensibly not being by in-timate pair not so long ago. And in London «Nobu» tennis player Boris Bekker and Russian model Angela Ermakova got acquainted. They retired to back premises. Subsequently the Triple Wimbledon champion had to recognize itself as the father of Angela’s child.

The big city cannot exist without a similar restau-

rant. Certainly, it is not obviously possible to bring “Nobu” to Perm — Nobuyuki “Nobu” Matsuhisa re-fused to open his famous restaurant even in Moscow.

The Moscow talk of the town is Vogue Cafe. Peo-ple say that it is possible to get Vogue Cafe only on Porsche. But it not true. It is just the most popular Moscow restaurant: there is no empty seat every evening. Gossips, acquaintances, business meetings, and of course, rising stars – are all here.

However there is the glamour place for habi-tués of glossy magazines modern columns in Perm also. Restaurant KARIN of the hotel Plaza Olympia absolutely casually became such a place in Perm. Who could think, visiting stars come to the hotel restaurant practically every day: nationally favorite by Russian public show-man and TV-leader Maxim Galkin, producer Joseph Prigozhin with Valery, singers Presnyakov and Agutin, actors — Nosic, Ilya Noskov, Vladimir Steklov, Igor Livanov… And the whimsical, spoilt stars are also satisfied. All of them praise the restaurant. Prigozhin compared Chilean

sebass with the same in London hotel St. Martin’s Lane, Galkin recollected about world famous hotels BVLGARY and also praised sebass and cheesecakes.

But the most interesting, you can easily come to the restaurant and sit at the next table to a star! God bless, there enough of stars for everybody in this world.

CSCA (Central Sport Club of Army) Moscow basketball club won Rus-sian basketball champi-onship 2007. The army club conquered UNIKS in Kazan, scoring 78 points against 71, at the final game of man Super league play-off series.

CSCA won the tree-wins series flawless, scoring 3 point of the 3 available. At the previous games the “army” was stronger at home (72:64; 70:58).

During the first three quarters there was equal and stubborn struggle, the

both teams leaded peri-odically and then lost the advantage. But in the last

quarter the present cham-pions showed their level and won the game.

American full-back Tra-jan Langdon, playing for CSCA, gained 19 points, Slovenian forward Matyazh Smodish added 17 points. Kshishtof Lavrinovish, the Lithuanian center player of UNIKS, gained the biggest score of 20 points.

CSCA became Russian Champion in 14th time! The winning series had been interrupted only by Perm “Ural-Great”, which was the champion in 2001 and 2002.

On the June, 6th of-ficers of the Federal ushers’ service main department sequestrated “Molot-Prikamye”, the Perm hockey club.

During the four last seasons there were prob-lems with salaries delays, the club management salaries debts were 528 thousands rubles. Ex-actly this situation was the reason for sequestra-tion. Because of the club management petition the decision execution has been delayed several

time, however this time the juridical official ful-filled it.

The legendary Perm club has more than fifty years history. Before

the 2007, the club had to “voluntary” leave the championship and start playing in the lower league, without any vis-ible perspectives.

Hockey“molot” debts

32 crews took partici-pated in “Orda pits and bumps” off-road SUV-sprint Open Champion-ship of Perm region on the June, 10th in Orda village. The competition winner is Anrei Budin crew from Perm.

The championship was devoted to the celebra-tion of 406 birthday of Orda village establish-ment. 32 crews from Perm, Vereshchagino, Orda, Chusovoi, Berezni-ki, Ocher, Izhevsk and Kirov took part in the competition.

The best SUV-sprinters were defined by Olym-pic system: A car could participate in the next round, if it was the first in previous one. The route was s closed ring-shaped

line with length of 850 m in cross-country. According to the competition rules, the sportsmen had to pass sections strictly through “the gates”.

The conqueror of Orda pits and bumps is Perm citizen Andrei Budin. Second place was taken by Andrei Anferov from

Vereshchagino town, and the third was taken by Robert Molyukov from Ocher town.

The held competitions were the second tour of “Ural pits and bumps” off-road SUV-sprint Open Championship of Perm region. The next tour will be only in the autumn.

AutoSUV — extreme sprint

The most terrible cri-sis in “Amkar” was in the last August. That’s when Sergei Oborin, the football club main coach, worked in team since its creation in 1994 and led it from the third division to the premier league, sent in his resignation.

“Emotions” was the reason why Sergei left the club, at least that is the official version of the Perm football club main coach resignation, according to Valeriy

Chuprakov, the club president. Emotional reason was very weak pretext. Meanwhile, sport society thought of other reasons of what happened. It was suggested that, in par-ticular, Oborin received more favorable offer from another club. An-other version says that Oborin had personal conflicts with Chupra-kov. But Obotin himself didn’t give any com-ments on his Amkar leaving either to local

or federal mass-media. Whatever it was,

“Amkar” future looked very pessimistic with-out Sergei Oborin. Because, as Moscow football experts con-stantly notes, first of all the main coach talent helped “Amkar” to get to the premier-league, and play confi-dent for two and a half seasons. And that is at the same time when Perm football club yields to almost all the premiere-league clubs regarding financial and players’ purchases abilities. Steady gossips about the club bank-ruptcy appeared. The team was at the edge of leaving the premiere-league. It seemed as there were no chances.

However, a miracle happened. Amkar man-agement found Rashid Rakhimov, a unique person, born in middle-east, thinking of him-self as a Russian with western-European men-tality. This man could wake up the “half-sleeping” players. He brought a significant emotional rise to the team. On the January, 14th 2007 Rakhimov singed a contract with the club management. After that life of Amkar has changed sharply. The club could stay in the sport “top-drawer”, where it is very diffi-cult to come back.

And it is not easy to stay as well! The team got venerable stars, as well as young talents. The team be-came international. At first Amkar purchased Bulgarian half-back Georgiy Peyev, the participant of Euro-pean championship, Champions League and UEFA Cup. Then they received first Hungari-an Miklosh Gaal. Thus renewed team started very successfully, confidentially win-ning. Such a game of “Amkar” was already forgotten. Fans con-stantly exult for almost half the year. All the others are “frozen”, awaiting…kind of not usual, really.

The club history“Amkar” football team (Perm) was created at “Min-

eral fertilizers” plan in 1993. The birthday of the new club is the May, 5th 1993. This day football rookies of the plant played their first game in Perm city Cup competition under their new name, which is compiled of ammonia (ammiak) and urea (Karbomide), the plant products, first letters .

The next year the plant team, played under man-agement of playing coach Victor Zasulskiy, became the Champion and the Perm region Cup winner.

Great part in organizing and growing of profession-al football club “Amkar” (Perm) belongs to Valeriy Chuprakov, the director general of the “Mineral fertil-izers” plant and Gennadiy Shilov, the plant commerce director. The main purpose of the Perm club, founded on the December, 6th 1994 was a creation of team, able to present the city and the region in Russian football championship at high professional level.

Since the May 1995, “Amkar” has been member of Professional football league and participant of annual professional football competitions.

A significant history part of FC “Amkar” and foot-ball of Prikamye is the victory over the country cham-pion FC “Spartak”, with score 1:0, within the bounds of 98/99 Russian football Cup on the September, 12th 1998. 25 thousands football fans, watched the game at “Zvezda” stadium, saluted their compatriots after end of the game

Year 1999 became new step in the team and Perm football history. After many years of being leader, “Amkar” started to represent our city in the first division of Russian football. Since that time the Perm club has the highest rating among Ural professional football clubs.

In 2003 FC “Amkar” has become a member of the Russian premier-league.

Bridge to new lifeYou have probably seen

little homeless children. There are especially many of them at the central mar-ket. The stories of streets children are amazingly similar: cruel treatment, parents’ alcoholism or indifference, family break-up or insufficient help of children facilities are the common reasons of why a child chooses life on the streets, in the basements or abandoned houses. They don’t study anywhere, they live by their own rules, drink alcohol, sniff glue and steal. If there is noth-ing done for these children they will have typical future: jail, begging or prostitution. How can we help them to avoid such a fate?

Traditional methods are not effective regarding homeless children. Firstly, adolescents stay in social facilities for the very short time: they run-away for “freedom” from fiscal treat-ment. Secondly, accord-ingly to data of General

Procurator office, received after orphan asylums and boarding schools checking in several Russian regions, 40% of these facilities graduates become alcohol-ics and drug addicts, 40% become criminals, 10% commit suicide, and only 10% adapt to normal life.

The American charity or-ganization “Love’s Bridge”, in cooperation with the Perm charity fund “Protec-tion”, run a charity project, devoted to providing help to street children, and to

bring them back to normal life in society.

Love’s Bridge has de-veloped a system of help, based on methods which proved their effectiveness in other countries with the same problems. First of all the volunteers get ac-quainted with the children in their environment (on the streets), gradually gain-ing their trust. Then chil-dren are invited to the day center “Children Without a Home”.

Of course it is unrealistic to expect quick change in children who have lived on the streets for many months or even years. The majority of them still run away to the street for some time. To help to overcome all the difficulties and prepare to independent life long time is required. At the Love’s Bridge chil-dren are not just been fed and dressed up. Getting children from the street, helping them, preparing them to work, the project specialists and volunteers help them to break the circle of poverty and build their future.

Adolescents are helped to get back to schools, en-ter a college, where they can get simple professions such as painter, cook, plasterer, etc. The purpose of Love’s Bridge is to help every child to start his in-dependent life when they are 18 years old.

We run projects for street children and teenagers, as well as kids from underprivileged families, orphanages and other government institutions. Perm is developing quite quickly and we hope that one day the project will be supported completely by local sponsors and companies.

InformationThe problem of homeless kids isn’t new in Russia. Number of the street children increased rapidly after the Russian Civil war. According to one source, in 1921 there were 4.5 millions of homeless children, another says that in 1922 there were 7 millions of them. At that time the problem was considered as a political problem. with the beginning of Great Do-mestic war number of homeless kids again started to grow, also children criminality problem appeared. New rise of homeless children number has been happening in Russia since the beginning of 1990’s. The factors caused it are economical crisis, unemployment, morally-psychological crisis, poverty, family crisis (moral values breaking, educational potential of the family weakening). Other reasons are the society criminalization, wide spread of new crimes for Russia (prostitution, drug dealing), implicating children to not legal activities.At the present time there is no full and reliable statistics on number of homeless children. Expert estimations have significant digit errors, what could be caused by used methods and reticence of the phenomenon. According to official data of Ministry of Internal Affairs, number of home-less people is 1 million (registered ones), another shows 4 millions, the most probable number is 2 millions. At the same time, during the last 12 years total number of children in Russia decreased by 14 million people.

In the last year the number of emergency calls for children totaled in 54934. There is not enough of medical personnel because of low wages, the situation with equipment is even worse!

During the last 4 months 4 kids died in Perm just in one single emergency team, which works with children of age less than 15 years old.

Children reanimation anaesthetist team of the “Perm emergency station MUZ “PGSSMP””, work-ing with children of age less than 15 years old, requires special transport reanimation equipment for artificially pulmonary ventilation with alarm system. Also they need the device, which allows to trace four important parameters such as pressure, pulse, blood oxygen level, EKG every second. That gives the ability of providing help on time, in the very minute.

At this moment instead of APV emergency teams use manual devices (bags of manual pulmonary ventilation of AMBU type), and the required pa-rameters are also measured manually.

Provide any help to children, purchasing the required equipment for saving their lives. Be sure that they will receive necessary help. It is life for children!

Today the only financing source of Perm emer-gency station MUZ “PGSSMP” is the budget.

Kids with lim-ited abilites from Russia and Germany partici-pated in it. Interactive master-classes, trade-exhibition of creative goods, made by physi-cally disables children, consultations for invalid children parents, movies of internation festival “Cinema without barri-

ers” took place within the limits of the festival.

Also there was a round table with rep-resentatives of Euro-pean Union, the region administration, interna-tional and regional so-cial organizations, where new nethods of invalids social rehabilitation were discussed.

This movie provokes countless number of moral and ethical grudges, and it can be discussed to the end of times. The most evident line is that the di-rector shows soviet regime as a maniac, and then equals 1984 and today. To put it mildly, “Cargo 200” is horrible to death. The biggest grudge is that doesn’t have any light in the end, even very dim

one. “Cargo 200” is rated for people “older than 21”, what is really rare in Rus-sia, but still it is nonsense, because nobody really should watch this film.

Based on fairy tales and the Arthurian myth from Britain, it is the sequel to «Shrek 2,» which was the sequel to «Shrek.» Anyways, Shrek and Fiona are watching over their kingdom of Far Far Away now that King Harold is a frog. However, Shrek feels that he never cares about his friends. When King Harold falls ill and is dying, Shrek and Fiona determine that if they can find a suitable heir to the throne of Far Far Away they can leave their cur-rent lifestyles and return to their beloved swamp. The most promising candidate for the position of king is Fiona’s cousin, Arthur (Artie) who proves

to be a big problem. So on it goes...

On a side note, Mike Myers, who is the voice of Shrek, is an outstand-ing guy – not the least because he has the last letter ever written by Beatle George Harrison. It was given to Myers very shortly after Harrison’s death while Meyer’s film Gold¬member (2002) was in production. The letter compliments him on the Austin Powers movies.

Myers is also famous for his character Austin Pow-ers – so it seems that the Shrek role is completely within his sphere. The movie is recommended for Sunday with your family and friends.

It seems like as if the au-thor traveled with time-machine to XVI century, because the facts, life, feelings, characters and emotions portrayed so vivid and real in the book. The idea of time-machine is not casual: Savenkova, a museum worker, studied enormous quantity of archive documents and goods of that age. Finely mixing all the facts with fiction, the author created a unique book of historical fantasy style, reading which is a great pleasure.

If you plan to start reading new Tatiana Ustinova novel “Well of forgotten wishes” (Eksmo, 2007), you take a risk of reading it till the very morning. The characters will be introduced to you eas-ily and gently. You will soon realize that all the heroes, being introduced separately, are going to gather at the same scene altogether to perform a delicate psychological intrigue with detective line.

It seems that all what happens to Oleg Petro-vich, the main character, is fated from the high. At antique store of Vasiliy Dmitrievich, his old friend, he suddenly finds unique things, one of them is an icon, which is so attractive that he wants to become its only owner. At the same place he meets with another antique store client. The young lady, who in the beginning provoked contradic-tory feelings of disturbing and interest, will soon accompany him in the most strained situations. He is given with choice: does he or does he not need new life with new woman. But there is not enough time to think

Reader do not have to make any efforts to see the whole picture. Ustinova knows how to “turn the screen on” with vivid descriptions of bad weather, restaurant décor, splendid interior of a car, weight of precious antique case, taste of a drink, and many, many other things, necessary for total perception of the whole book. Even the most pretentious readers will admire the book, if only they accept it as just entertainment.

Anna’s fame came to Rus-sia from Europe, but it’s not really important, when there is such a wonderful voice and such a stunning beauty, that we can call her “Audrey Hepburn with voice”.

Jerry Lee Lewis«Last Man Standing»

This is not a regular classic rock’n’roll record, although it will definitely please those who like

this kind of music. The main thing about it is that it contains 21 Jerry Lee Lewis hits performed by him with stars of the rock, blues, country and pop music. Some of the guest stars, like Bruce Springs-teen in «Pink Cadillac» or Mick Jagger in «Evening Gown», contributed their vocals to duos with Lewis. Others, like Jimmy Page in «Rock and Roll» or Eric Clapton in «Trouble in Mind», played guitar. And there were those who did both, like Keith Richards

for «That Kind of Fool». And, of course, Lewis’ voice and piano is pres-ent on all the tracks. The album is Lewis’ first record in ten years and it sounds quite fresh and contempo-rary, despite the fact that most of the songs were written long ago.

TeddybearsSoft Machine

This hybrid rock band and DJ electronica hails from Sweden and bears

influences from various music styles, from US hardcore of the 1980s to Romanian gypsy brass bands, from grindcore to Phil Spector’s «wall of sound.» The band actu-ally owes Spector its name. In the 1950s he had a band called The Ted-dybears. The mixture of various styles and sound techniques resulted in «some twisted kind of hardcore-punk with a DJ making extra noise on a pair of turntables,» as the band itself puts it. But this description is not accurate for all the tracks on the band’s debut album Soft Machine, as some tracks have nice tunes and a pronounced pop sound, including «Punkrocker,» with vocals by Iggy Pop. The record also features several other guest vocal-ists, including Jamaican MCs Elephant Man on «Are You Feelin’ It» and Mad Cobra on «Cobras-tyle.»

Koop «Koop Islands»The musical style of

Koop, a Stockholm-based duo of Magnus Zingmark and Oscar Simonsson, could be loosely defined as nu-jazz. Inspired primarily by jazz, swing and dance-hall orchestra music from between the 1920s to the 1950s, these two Swedes released their debut album, Waltz for Koop, in 2001. Now they are back with a CD, where electronic sounds complement those created by a range of acoustic instruments. On the one hand, this is light and easy listening, but, on the other hand, Koop was able to authentically recreate an atmosphere of a few decades before, which the vast majority of the band’s audience know only from movies. The vocal tracks on the album feature many endowed singers, such as Yukimi Nagano or Mikael Sundin, contributing richness of their voices to the diverse instrumental patterns of each song.

Das Stadtfest begann mit der Eröffnung der Ruhmal-lee auf dem Memorialplatz “Die Einheit von Front und Hinterland”. Die erste am Stadttag installierte Den-kplatte wurde Wassiliy Tatischew gewidmet. Die Idee in Perm eine Ruhmal-lee zu gründen haben die Ortsbehörden fast zwei Jahre im Kopf getragen und die Installierung der ersten Platte soll ein Beginn für die Erschei-nung der anderen Errin-nerungsabzeichen über die berühmte Stadtleute sein.

Den Karnevalszug, mit dem in Perm schon mehrere Jahre der Stadttag eröffnet wird, gab es diesmal nicht. “Was aus dem Karneval in der letzten Zeit geworden ist passt uns absolut nicht, – erklärt der Ausschussvorsit-zende für Kultur und Kunst der Stadtadministration Aleksei Rodin. – Das Ver-

hältnis der Werbung und des Schaffens darin muss 1% gegen 99% sein und nicht umgekehrt”. Voriges Jahr haben die Stadtbe-hörden den Permbewohner angeboten selbständig zu erfinden, wie der Karneval-szug am Stadttag sein soll. Diese Idee hat aber kein Ergebnis gebracht. Nächstes Jahr wird die Stadt Perm ihr 285 Jahrestag feiern und die Stadtbehörden versprechen zu der Tradition den Stadt-tag mit dem Karneval zu eröffnen zurückzukehren. Aber wie der sein wird, ist noch nicht klar.

Die Haupvorschrift, die wir bei der Feierorganisa-tion befolgen werden ist das Verkaufsverbot von allen Alkoholgetränken am Platz des Massenspazier-ganges. Am Stadttag in den Verkaufsbuden neben den Konzertplätzen wurde sog-ar kein Fassbier verkauft.

Die Feier wurde so gemacht, um die Leute von verschiedenem Alter zu vereinigen. Für die Klein-sten sind am Schauspiel-haus die Zirkusleute auf-getreten, gegen Abend “für die, die über …” spielte nostalgische Musik und in der Parkanlage neben Oper-nhaus spielten Blaskapel-len, für die Jugend – flotte russische Musikgruppen. In der Parkanlage der Uraler Freiwilliger am Tage haben die Maler gemalt, sind die Dichter aufgetreten and die Darsteller ihre eigene Lieder gesungen. Alle Leute, die zur Esplanade am 12 Juni gekommen sind, haben die Abzeichen und die Autoaufkleber mit der Symbolik des 284-stes Jahrestages der Permgründ-ung gekriegt.

Die Feier wurde, wie üblich mit Feuerwerk beendet.

AuskunftAm 12 Juni feiert die Stadt Perm ihr 284-stes

Geburtstag. Perm, wie auch viele uraler Städte begann mit einem Werk. Die erste Erwähnung der permer Siedlungen gehört zur XVII Jahrhundert – in den Zählungsbücher von dem Feldherr Pro-kopiy Elisarow für das Jahr1647 steht geschrieben “Siedlung auf dem Fluss Kama mit Bauernhöfen”. In den Schenkungsbücher für Stroganov Land im1692 wird diese Siedlung schon das Dorf Yegoschiha genannt.

Als das Geburtsdatum von Perm zählt der Gründungstag des Kupferwerkes nicht weit von der Mündung von Yegoschiha in die Kama – 4 (15) Mai 1723. Die vorbereitende Entwicklung und Platzwahl brachte zur Ausführung der Erdkundler, Geschichtsforscher und Bergmann Wassiliy Nikititsch Tatischew, der auf Anordnung von Peter der Ersten nach Ural geschickt wurde. Unter der Leitung von Tatischew wurde das Werk gebaut.

Im 1734 wird die Siedlung des Yegoschiha Werkes zum Verwaltungszentrum des Permer Bergbaubezirkes.

Im 1780 verabschiedete Katherine II einen Erlass, in dem stand: “Als Anerkennung der Nüt-zlichkeit der Lage des Yegoschiha Werkes und die Tauglichkeit dieses Platzes für die Stiftung hier einer Gouvernmental Stadt, befehlen wir diese Gouvernmental Stadt für Permer Statthalterschaft auf diesem Platz zu gründen und dieser Stadt den Namen Perm geben”.

Es ist sinnvoll die Amtsperiode des rus-

sischen Präsidenten bis auf fünf-sieben Jahre zu verlängern, aber die Zahl der Perioden muss begrenzt werden. “Auf der Bunde-sebene braucht man zwei Jahre um sich nur mit den bundeseinheitlichen and internationalen Proble-men Bekannt zu machen”, — denkt der Präsident.

Der Präsident ist der Meinung, dass vier Jahre fьr Russland — “ gewiss eine zu kurze Frist ist”. “Jeden-falls für das heutige Rus-sland fünf, sechs oder sieben Jahre sind ganz annehm-bar”, — ist das Staatsober-haupt überzeugt.

Er unterstrich aber, dass die Begrenzung der Amtsperioden des Präsi-denten gehalten werden muss. “Ich denke, dass die Amtsperiodenbegrenzung doch richtig ist”, — erklärte W. Putin.

W. Putin erinnerte daran, dass bevor er als Präsident gewählt wurde, war er schon der Staatsvorsit-zender “und im Bilde von Erlebnissen des Landes, in den Beschlussfassung miteinbezogen”. “Und wenn ein anderer kommt, nehmen wir an, irgendein Gouverneur gewählt wird, so wird er auf der Bundese-

bene zwei Jahre brauchen, um sich nur mit den bunde-seinheitlichen and internati-onalen Problemen Bekannt zu machen. Und doch müssen wir schon eine neue Wahlkampagne beginnen”, — sagte der Präsident.

Das Thema der Verlän-gerung der Amtsperiode des Präsidenten wurde mehrmals von den rus-sischen Politikern berührt. Aber die meiste Aufmerk-samkeit schenkte es der Speaker der Föderationsrat Sergei Mironow, der nicht nur für die Verlängerung der Vollmacht des Staatso-berhauptes, aber auch für die dritte Amtsperiode von Putin war. Er hatte sogar nach alle Regionen die Briefe mit dem Vorschlag die “informelle Beratungen zu diesem Thema durch-

zuführen” geschickt. Aber vor einigen Tagen brachte Mironow der “Wedomosti” zur Anzeige, dass nach dem Wunsch des Präsidenten dieses Thema geschlossen wurde und schlug vor es auf fünf Jahre zu verschie-ben. So Mironow, für den Präsidenten, der 2012 gewä-hlt wird, wird die Amtspe-riode nicht vier, sondern 5-7 Jahre dauern. Nach dieser Zeit werden die “Leute bes-timmen, ob der Präsident für eine neue Amtsperiode gewählt wird oder sagen: wir brauchen einen anderen Präsidenten”.

Obwohl die Abände-rungsprozedur der Verfas-sung mehrere Ebenen hat und nicht einfach ist, ist es durchaus möglich, die Abänderungen betreffend der Verlängerung der Am-tsperiode noch vor der Prä-sidentenwahl im März 2008 durchzuführen, - meint der ehemalige Mitglied der Zentralen Wahlkommissi-on, der Jurist Wjatscheslaw Sitnik. Nach seinen Worten alle Begrenzungen nur mit der verkündeten Kampagne verbunden sind: es ist unmöglich eine neue Am-tsperiode des Präsidenten festzulegen nur nach dem Zeitpunkt, als offiziell der Anfang der Präsidenten-wahl erklärt wird und das passiert erst in Dezember.

W. Putin: Sieben Jahre —das ist ganz akzeptabel

In Perm wurde ein richterlicher Beschluss

gegen Internet-Aktivisten Igor Artemjew gefasst. Er hat eine Internet-Aktion „Wir trauen über Permer Straßen“ mit Hilfe vom Forum Permer Autofahrer www.teron.ru organisiert.

Die Teilnehmer des Forums haben mehrmals die Frage über die ungenügen-den Zustand der Straßen in Perm gestellt und die Vor-schläge über verschiedene Protestaktionen gemacht. Auf dem Forum konnte man zum Beispiel die Sam-mellisten mit dem Schrei-ben an dem Gouverneur Permer Region finden, die Kommission „der gesell-schaftlichen Kontrolle der zweckgebundenen Ausgabe der Wegsteuer“ zu gründen. Es wurde auch vorgeschla-gen, die Verwaltung des Verkehrssicherheitsdienstes mit mehreren Eingaben über den Ausnahmezustand der Straßen anzugreifen. Die vorgestellte Form sah so aus: „In Laufe von 10 Tagen beobachte ich die Beschä-digung der Straßendecke in Form einer Grube, deren Größe den Staatsstandard R 50597-93... überschrei-tet“. Der grösste Erfolg der Teilnehmer dieses Forums war die gemeinsam mit der Gesellschaft der Autofah-

rerunterstützung (GAU) durchgeführte Protestak-tion am 7. April im Perm. An der Aktion haben 700 Autofahrer teilgenommen, obwohl die Organisatoren haben erst mit 100 Teil-nehmer gerechnet. Die überraschend große Zahl der Protestierenden wurde zum Anlass zum Verhän-gen über Igor Artemjew einer Disziplinarstrafe von

1,5 Tausend Rubel. Die Ak-tion selbst hatte Erfolg: die Vertreter der GAU und des Forums www.teron.ru sind jetzt in der Kommission der gesellschaftlichen Kontrolle der Straßenbau- und Erhal-tungsarbeiten in Perm. Der Präzedenzfall existiert doch: aktiver Bürger kann bestraft werden, wenn die Stad-teinwohner seinen Rufen wirklich folgen.

Am 25. Mai hat im VIP-Pavillon „Fünf Meere“

der Allrussischen Ausstel-lungszentrum in Moskau der dritte Kongress der Permer Landesmannschaft stattgefunden, der mehr als 1200 Teilnehmer gesam-melt hat.

Zuerst haben die Teil-nehmer das Gedenken vom ersten Präsidenten Rus-slands Boris Jelzin geehrt, der auch unser Landes-mann war. Dann wurden sie vom stellvertretenden Vorsitzenden des Föderati-onsrats Alexander Torschin, vom Naturschutzminister und dem Vorsitzenden des Kuratoriums der Landes-mannschaft Jurij Trutnew, vom Gouverneur der Permer Region Oleg Tschir-kunow, vom Vice-Präsi-denten von LUKOIL OAG und dem Vorsitzenden der Verwaltung der Landes-

mannschaft Andrej Kusjaew begrüsst. Es war auch ein Begrüssungstelegramm vom stellvertretenden Vorsitzenden der Regierung RF Sergej Iwanow vorge-lesen. Danach begann die feierliche Verleihung der Stroganow-Prämie. Die Preisträger sind:�Wladmir Malanin,

Danach hat Andrej Kusjaew das Zeugnis des tausenden Mitglieds der Landesmannschaft an Mikhail Odinzow, dem Jagdflieger, dem Helden der Sowjetunion (1944 und 1945), dem verdienten Piloten und dem Generalo-

bersten der Luftstreitkräfte, dem Vorsitzenden der Andenkenkomitee.

Für die Teilnehmer des Kongresses wurde auch ein reiches Rahmenprogramm organisiert: Kunstausstel-lungen, Ausstellung der Bücher und Souvenirs aus Prikamje, Konzert der populärer Künstler und

Sänger, die biographisch eng mit Permer Region ver-bunden sind. Ihr glänzen-des Programm hat auch die Volkskünstlerin Russlands Ekaterina Schawrina vor-gestellt. Das Treffen hat sich mit dem Feuerwerk zum Ehren der Heimatregion beendet.

Das nächste Treffen wird in einem Jahr stattfinden.

Ergebnisse des dritten Kongresses „Permer Landesmannschaft“

Permer Landesmannschaft ist ein gesellschaft-liches Verein Permer Landesleute, die jetzt nicht in ihrer Heimatstadt wohnen, die aber ihren Ursprung nicht vergessen haben und dazu neigen, mit der Heimat und den Landesleuten im Kontakt zu bleiben.

Die Idee solche Organisation zu bilden existierte schon lange. Im Juli 2002 wurde diese nicht kom-merzielle autonome regionale gesellschaftliche Organisation mit festem Mitgliedschaft gegründet. Diese Organisation hat den juristisch registrier-ten Statut laut der Gesetzgebung der Russischen Föderation. Permer Landesmannschaft wird durch wohltätige Beiträge von Moskauer und Permer Unternehmen finanziert.

Im Juni 2004 wurde in der Organisation ein Kuratorium gegründet, das aus der diplomatischer

und politischer Elite von der Region bestand. An der Spitze stand Jurij Trutnew. In derselben Zeit wurde eine Vereinbarung über die Zusam-menarbeit mit der Verwaltung Permer Gebiets unterschrieben. Laut dieser Vereinbarung erkennt die Verwaltung in dieser nicht staatlicher Nonpro-fit-Organisation den Vertreter der Interessen des Gebiets außerhalb der Region und leistet ihr die notwendige Unterstützung in diesem Bereich.

Permer Landesmannschaft hat heute 1000 Mitglieder, es gilt hier ein Prinzip kollektiver Mit-gliedschaft. 6 Teilnehmer sind die Ehrenmitglieder des Vereins, das sind ehemalige Parteileiter der Region Konstantin Galanschin und Boris Konop-ljow und die Helden der Sowjetunion Aleksej Leonow, Viktor Sawinych, Mikhail Odinzow und Grigorij Siwkow

In der Region wird es vier Punkte des Wachstums

des forstwirtschaftlichen Komplexes – forstwirtschaft-liche Zonen geben.

Das Projekt der forst-wirtschaftlichen Zone von Dobrjanka sieht den Bau eines Zellulose- und Papierkombi-nates und eines Furnier- und Platenkomplexes vor. Dafür braucht man 22 Milliarden 640 Millionen Rubel. In Kudimkar planen die Regi-onsbehörde ein Furnier- und Platenkomplex, eine Sägehal-le und eine Möbelfassaden-fabrik zu bauen. Das wird 3 Milliarden 270 Millionen Rubel kosten. Als Punkte des Wachstums wurden auch Bezirke von Liswa und Gor-nosawodsk genannt.

und auch die geschlossene Aktiengesellschaft “Iskra-Energetika” haben die Verhandlungen mit der RB Power Ltd (Bangladesch) über die Realisierung der Energieprojekte in diesem südöstlichen Land durch-geführt.

RB Power Ltd Informierte die PMK-Leitung über den

Bedarf der Republik Ban-gladesch an den Energieob-jekten und der Konzeption der Energetikentwicklung, Baupläne der Energieob-jekte und die Möglichkeiten von RB Power Ltd. über ihre Realisierung. Die Vertreter von Bangladesch planen einige Gasturbinen-kraftwerke mit verschieden-er Leistung hergestellt von den Betrieben des Permer Komplexes zu kaufen.

RB Power Ltd hatte eine unabhängige Analyse der russischen Betriebe, die die Gasturbinenkraftwerke herstellen gemacht. Nach Analysebefund am meisten entsprechen den Bedür-fnissen der bengalischen Auftraggeber die Erzeug-nisse der PMK-Betriebe.

Nach dem Resultat der Verhandlungen wurde ein Protokoll über die Zusam-menarbeit unterschrieben.

Russischen Föderation, wo Vergleichsanalysen der In-vestierungsklima gemacht werden.

Die Investierungsklimaan-alyse der “Geschäftführung” (Doing Business) in Perm wurde von den Fachleuten der Weltbank von 28. Mai bis 1. Juni durchgeführt. Sol-che Analysen wurden schon in Moskau, Sankt Peters-burg, Rostow gemacht. Im Juni werden die Fachleute der Weltbank Kasan, Tomsk, Irkutsk besuchen. Weiter

Der regionale Koordinator der Weltbank-programme in Europe und Mittelasien Igor Artemjew (Washington, USA) und Berater der Auslandsin-vestierungsdienstes der Weltbank Gulmira MacHeil (Washington, USA) trafen sich mit juristischen Firmen, Steueraufsicht, Immobilien-gesellschaften, Projekt– und Architekturorganisatio-nen und Machthaber von Perm. Die Fachleute haben nicht nur den Ordnung des Prozedurverlaufes bei

der Gründung von neuen Gesellschaften, Registrierung der Eigentumsrechte, Durch-führung der Warenausfuhr– und Wareneinfuhrgeschäfte analysiert, aber haben sich Mühe gegeben die Pro-bleme, die der Investor auf dem Territorium der Permer Region treffen könnte zu entdecken . Als Ergebnis der Analyse wird ein Rechen-schaftsbericht, der von dem Konsultationsdienst der Bank für die Auslandsin-vestierungen vorbereitet wird. Die Vorstellung des Rechenschaftsberichtes für die Regionalleiter findet ungefähr Ende September – Anfang Oktober statt.

Die Visitenkarte der Permer Region wird

nach der Initiative des regi-onalen Gouverneurs Oleg Tschirkunow ausgearbeitet.

Fuer jede von 48 staedti-sche Strukturen der Region werden die Investitionsbo-nitätkarten und eine Gesam-tkarte des Foederationssub-jektes gemacht. Ein Konkurs für die Ausarbeitung des Dokumentes wurde im Rahmen des Projektes für Gewinnsteuersatzsenkung der Betriebe von 24 bis 20% und des Projektes “Erhöhung der Investitions-bonität der Permer region” verkündet. Es ist vorgese-

hen, dass dieses Dokument die allgemeine Information, sozialökonomische Kennzif-fer, die die Investitionsklima der Kamaregion enthalten wird.

Diese Karten sind für die Leiter und Finanzdirektoren der Betriebe, Verwalter der Investitions- und Finanzge-sellschaften als eine Art von Investorenfuehrer, zeigende, wo es am besten auf dem Territorium der Region ein Geschäft zu führen ist bestimmt. Die Information in der Investitionsbonität-karte wird in fünf Sprachen gegeben: Russisch, Englisch, Deutsch, Japanisch and Chinesisch.

Für die Herstellung der Investitionsbonitätkarten wurden aus dem regiona-len Budget 3 Millionen 700 Tausend Rubel gegeben. Die Eröffnung der Briefum-schläge mit den Konkur-sanforderungen ist für den 10. Juni geplant. Die Regionsvisitenkarte wird bis Dezember dieses Jahres vorbereitet.

Die Behörden der Permer Region nehmen die Frage der Investitionsbonität ihrer Region sehr Ernst an. In der Kamaregion hat die Regionsadministration eine Agentur für die Investi-tionsunterstützung der Permer Region geschaffen.

Der russische Nationalcharakter wurde wie jeder andere vorwiegend mit Prägung von Zeit und Raum gebildet. Die Geschichte und geograf-ische Lage gehören zu den entschei-denden Faktoren. Die Jahrhunderten der Kriegsgefahr haben das Patrio-tismus und die Zuneigung zu starker zentraler Macht im Charakter der Russen bedingt, strenge Klimabedin-gungen haben die Notwendigkeit gemeinsam zu leben und Hand in Hand zu arbeiten und unendliche Weiten – einen besonderen rus-sischen Schwung geprägt. Trotzt der Formalität von solchen Zusammen-fassungen kann man im russischen Nationalcharakter doch bestimmte Gesetzmäßigkeiten und allgemeine Züge auszeichnen

Zwischenmenschliche Beziehungen

Eine der Eigenschaften des russischen Nationalcharakters ist der Kollektivis-mus. Es ist Sitte, die wichtigsten Fragen zusammen zu lösen, zusammen zu handeln um die Prinzipien der Gere-chtigkeit einzuhalten. Sogar private Familienfragen werden in Konfliktsitu-ationen zur allgemeinen Diskussion gestellt. Das Prinzip der gegenseitigen Unterstützung ist für die Russen wich-tiger als der Selbsterhaltungstrieb. Das Kollektivismusgefühl lässt die Russen sich ganz einfach in private Sachen von ihren Bekannten, Nachbarn und einfach der Passanten einmischen. Wundern Sie sich nicht, die Russen sind es gewohnt “gute Ratschläge“ von Unbekannten zu bekommen.

Die Gefühle des Kollektivismus und der Bruderschaft haben auch andere Eigenschafte russischen Nationalchara-kters verursacht. Zwischenmenschliche Beziehungen in Russland tragen einen informellen, zwanglosen Charakter, und Freundschaft wird sehr hoch geschätzt. Sie sollen bereit sein, auf das einfache “wie geht’s?“ einen ausführlichen Beri-cht von Ihrem russischen Bekannten zu bekommen. Formelle small talks und

weltgewandte Beziehungen den rus-sischen Leuten fern und haben wenig Sinn.

Versuchen Sie in der Unterhaltung mit den Russen Ihre menschliche Seite, Ihre Gefühle und Bestrebungen, Hoffnungen und Zuneigungen zu zeigen. Für Ihre russische Partner sind Ihre persönliche Ziele viel interessanter als Ihre Geschäft-spläne. Um das Kredit des Vertrauens von den Russen zu bekommen, muss man es lernen, mit ihnen offenherzig zu sprechen.

Die Gefühlswahrnehmung des Lebens zeigt sich der in russischern Kultur als Bedarf in nahen menschli-chen Kontakten. Am schwersten ist es für die russischen Leute, den alltägli-chen Schlendrian, die Eintönigkeit und Einförmigkeit auszuhalten. Davon, was der normale Europäer wie Stabilität und Ruhe einschätzt, kann der Russe in Niedergeschlagenheit geraten. Die Rus-sen sind “berührungsempfindlich“, sie mögen es, mit den Sachen in Kontakt zu kommen und sie materiell zu empfinden.

Staunen Sie nicht, wenn ihre russische Kollegen Ihnen beim Treffen zu intensiv die Hand drücken, an Schultern klop-fen, oder Sie im Gespräch fast berühren und sich zu nah zu Ihnen setzen. In der steigernden Begeisterung im Gespräch können sie die in Europa übliche Kon-taktdistanz überschreiten. Das kann nur Gutes bedeuten: es ist für sie sehr inter-essant, sich mit Ihnen zu unterhalten und sie wollen keine kleine Einzelheit des Gesprächs außer Acht lassen.

Wenn Sie wollen gute Beziehungen mit Ihren russische Partnern und Kol-legen bauen, vergessen Sie nicht über solche gute russische Eigenschaften wie Mitleid und Mitgefühl zum Körper- oder Seelenschmerz anderer Menschen und Bereitschaft zur Hilfe. Deshalb verheimlichen Sie Ihre Probleme nicht, wie Sie es sich vielleicht gewöhnt ha-ben, in Ihrem Land zu machen. Denken Sie an diese Eigenschaften, wenn Sie Ihre Tätigkeit mit russischen Kollegen organisieren wollen. Kritisieren Sie sie nicht, sondern bekommen Sie den Nutzen davon.

Das Bauvorhaben der Eisenbahnlinie

“Weiße Meer – Коmi – Ural” (Belkomur) wurde in 1996 von der Admini-stration der drei Subjekte der RF: Republik Komi, Archangelsk Gebiet und Permer Region geplant.

Es wurde vorgesehen, dass die Linie den Weg von Sibirien und Ural zu den Häfen von Archangelsk, Murmansk und Finnland um die 800 Kilometer kürzer machen wird. Die Länge der Linie muss 1,3 Tausend km sein, davon 391 Kilo-meter auf dem Territorium der Kamaregion verlaufen wird. Seit dem Baubeginn wurden 30 Kilometer der Eisenbahnlinie gebaut. Das Endausbaukosten wird um 100 Milliarden Rubel einge-schätzt.

Aber, wie es aussieht ist die Sache ins Rollen gekommen. Der Transport-

minister der RF Igor Lewitin unterstützte die Erneu-erung der Bauführung der Eisenbahnlinie «Belkomur». Der Minister hat den Stand des Investierungsprojektes “Belkomur” auf dem XI In-ternationalen ökonomischen Forum in Sankt Petersburg besucht.

“Das Bauen von “Belko-mur” ist sehr notwendig, weil wir damit den Güter-strom aus Permer Region nach Finnland und dadurch auch zu dem europäischen Weltmarkt bedeutend erhöhen werden”, – unter-strich der russische Trans-portminister. Lewitin sagte auch, dass er den Projekt «Belkomur» völlig unter-stützt und hofft, dass schon in der nächsten Zeit seine Realisierung anfangen wird.

Am Vorabend haben der Gouverneur von Permer Region Oleg Tschirkunow und der Gouverneur von Murmansk Gebiet Verhand-

lungen durchgeführt. Auf dem Treffen wurden die Perspektive der Teilnahme von Murmansk Gebiet im Projekt “Belkomur” bespro-chen. Wie Oleg Tschirku-now nach dem Treffen sagte, sind die Verhandlungen er-folgreich durchgelaufen, der Gouverneur von Murmansk Gebiet Juri Ewdokimow hatte die Interesse an dem Projekt gezeigt.

Die Investierungssumme in den Projekt «Belkomur» wird von 50 bis 100 Milliar-den Rubel betragen. Es wird geplant den Bau in 2008 fortzusetzen. Das Projekt wird im Rahmen der staat-lich-privaten Partnerschaft auf Kosten der russischen föderalen Investitionsfonds realisiert. Das Komplettpa-ket der Dokumente and die Anforderung für das Projekt “Belkomur” werden an die staatliche Investitionsaus-schuss schon im Herbst übergeben.

Kungur Eishöhle ohne falsche Bescheidenheit ist der Pionier des russischen Tourismus. Obwohl es in unserer Zeit in Russland schon mehr als 11 gut eingerichtete Höhlen gibt, bleibt sie wie früher ein Favorit des Höhlentou-rismus. Darum ist es kein Wunder, dass sie jedes Jahr von mehr als 90 Tausend Leuten besucht wird. Ihre offizielle Zeitrechnung als ein Tourismusobjekt beginnt seit Sommer 1914, als Alexander Chlebnikow sie bei einer örtlichen Bauerngemeinde für 300 Rubel auf 12 Jahre in Pacht genommen hat und die Touristen zu führen begann. Aber wenn wir berücksichtigen, dass der Archäologe I.S.Poljakow, der die Höhle am Ende des 19. Jahrhundert be-suchte, über den örtlichen Reiseführer Romanowski schrieb, der über 60 Jahre alt war und 40 davon die Neugierige geführt hatte, können wir ruhig über 150–160 Jahre sprechen seitdem die Eishöhle von den Touristen besuch wird. (Ich bemerke, dass in Europe als Begründer des Touris-mus Thomas Cook gilt, der im 1843 in London die erste Reisebüro geöffnet hat. Und in

Russland beginnt die offizielle Zeitrechnung des Tourismus im 1885, als in Petersburg das “Geschäft für gesellschaftliche Reisen nach alle Länder der Welt” gegründet wurde, das meistens mit den europäischen Länder bekannt machte.).

Es ist interessant zu bemerken, dass als erste Touristen A. Chlebnikow die echte Prinzessin Victoria von Battenberg mit ihrer Tochter Louise in Sommer 1914 hatte. Sie war die ältere Schwester der letzten russischen Kaiserin Alexandra Fjodorowna Romanova – der Gattin von Nikolai II und reiste auf dem Ural mit ihrer Schwester der Großfürstin Elisaweta Fjodorowna. Mit diesem Besuch sind in

unserer Höhle die Stufen aus Anhydrit verbunden, die sogenannte «Damen-tränen», wo die Prinzessen mehrmals gefallen sind und geweint hatten. Mehr als das, wie die Legende sagt, hat sich die Prinzessin Louise auf diesen Stufen den Knie geschlagen, später aber, als sie erwach-sen war den schwedischen Prinz Gustav IV geheiratet hatte und die schwedische Königin wurde. Seitdem existiert in unserer Eis-höhle das Anzeichen, dass nur das ledige Mädchen, das ihr Knie auf den «Da-mentränen» geschlagen hat, den Traum von jedem Mädchen – für sich einen Prinzen zu finden verwirk-lichen kann.
