Theme: “Fostering Skill Development through Technical Educational Institutions”

The 4th ISTE TN & P Section Annual Polytechnic Faculty Convention and National Seminar on “Fostering Skill Development through Technical Educational Institutions” was jointly organized by the ISTE TN & P Section and Thiagarajar Polytechnic College, Salem on 30 December 2016.
INAUGURAL SESSION Invocation
The Inaugural session of the convention was conducted at 10.30 am and the programme commenced with Tamilthai Vazhthu. Welcome and Introductory Address
Dr.V.Karthikeyan, Principal, Thiagarajar Polytechnic College and Joint-Secretary, ISTE TN & P Section welcomed the gathering and presented the Introductory Address.
Dr.V.Karthikeyan welcomed the Chairman, Vice Chairman, Chief Guests, Guest of Honour, all the ISTE officials, Section Management Committee Members, Managements, Principals and faculty members of various Polytechnic Colleges to the 4th ISTE Annual Polytechnic Faculty Convention 2016.
He highlighted about the formulation of the theme for Convention “Fostering Skill Development through Technical Educational Institutions” stating that skill development is gaining momentum as many institutions are imparting various skill training programmes to the needy. Considering the significance of Skill Development, the theme has been chosen and five sub themes were also formulated.
He then stated that nearly 400 faculty members from different institutions have registered for the convention and 100 papers were selected for presentation, in which more than 30 industry personnel from various industries are jointly presenting papers with the faculty members.
Dr.V.Karthikeyan, then presented a brief note on Thiagarajar Polytechnic College and Sona College of Technology. He emphasized the best educational practices such as Student Centric Learning, BLACKBOARD etc that are being implemented in the institution which help in making the students proficient in communicative skills. Also, he narrated the strong industry institute linkage depicted through the sponsorship of two cars from Hyundai and Ford Company and the establishment of Regional Training Centre of Mahindra Tractor & Bus Division in the polytechnic premises.

Inaugural Address
Dr.A.K.Natesan, Chairman, ISTE TN & P Section inaugurated the convention and delivered the Inaugural Address.
He appreciated the good efforts of Thiagarajar Polytechnic College for the hosting the convention in an excellent manner.
He stated the importance of the polytechnic education and highlighted the status of polytechnic faculty. He also stated the importance of imparting new inputs to the majority of polytechnic college faculty. He also suggested the faulty to disseminate the knowledge gained here to all other colleagues.
Dr.Natesan expressed his concern over the herculean process of accreditation of polytechnics in the nation quoting that less than 1% of the polytechnic colleges are only accredited. While the Prime Minister’s vision is Skill India, Digital India etc., polytechnics must aim to provide the required skill to students, as there are heavy demands for the polytechnic students.
He insisted that the polytechnic faculty must identify the skill training areas and tap the funds available with the government and make our students to become skilled manpower to cater the needs of the industry.
He congratulated the ISTE TN & P Section and TPT for organizing such a wonderful event in a grand manner and also appealed the Management of Thiagarajar Polytechnic College to organize need based workshops for polytechnic faculty to update the latest technologies to excel in their career. He also appreciated the good number of registrations from polytechnic faculty for this convention.
Address by the Guest of Honour
Dr.R.Murugesan, Immediate Past President, ISTE New Delhi & Former Vice Chancellor, Anna University, Madurai, delivered the Special Address.
Dr.R.Murugesan insisted the faculty members of polytechnic colleges to aim higher and pursue their doctoral programmes. He also stated that change is the constant in the world
and if change is accepted than, it will make one to be a successful personality. Hence, the entire faculty should adopt the new changes and work hard to excel in their career.
He further stated that India is one of the youngest nations with more than 62 % of the population in the working age group 15-59 which constitutes nearly 62% of the nation’s population. Also, more than 54% of India’s population is below 25 years which proves that
our nation is the youngest nation with more work-force. But, it is very sad that only 4.69% of the total work force has undergone the formal skill training.

He added that the National Skill Development Corporation has huge funding to develop skill training and urged the faculty members of polytechnic colleges to gain good knowledge utilizing these funds and impart to their students to develop their career.
Felicitations
Dr.K.Manivannan, Vice President, ISTE, New Delhi felicitated the gathering.
He appreciated the good services of Thiagarajar Polytechnic College stating that the institution stands for ABC of Excellence – Attitude, Boarder perspective with Commitment.
He stated that India’s population is expanding at a very faster rate of 17% and integrates rapidly into the global economy. It is the need of the hour that there should be effective implementation of the schemes formulated by the government, starting from the
grass root level. Also, he stated that technical education needs a mix of skill sets like Foundation literacy, Competencies and Character qualities.
Dr.A.Samson Ravindran, Vice Chairman, ISTE TN & P Section offered felicitations and stated that the big vacuum in the field of skill and research development must be fulfilled by the Polytechnic colleges. Address by Sri.Thyagu Valliappa, Vice Chairman, Thiagarajar Polytechnic College
Sri.Thyagu Valliappa, Vice Chairman, Thiagarajar Polytechnic College delivered the Special Address.
He welcomed the Principals and faculty members of various polytechnic colleges to Thiagarajar Polytechnic College.
He stated the importance of skill in today’s world. Skill is the backbone and knowledge is the front runner. Today’s industry needs skills. Skilling needs be practiced outside the books. Hence, students must develop multi skilling which is the future of the world.
He urged the students to become all-rounders through smart work than hard work and suggested the students to set their goals and push themselves to attain those goals.

Address by the Chief Guest, Mr.Tosher.G.Hormusjee, Founder & Director, GUSTI, Bengaluru
Mr.Tosher G.Hormusjee, Founder & Director, GUSTI, Bengaluru, the Chief Guest delivered the Chief Guest Address.
Mr.Tosher congratulated the teachers and stated that teachers are the gifted ones in their profession.
He depicted the Dual education system of Germany which has a clear definition of education. The dual education system provides equal importance to university students as against the vocational students. These vocational students have developed the small scale industries, which contribute 80% of German’s economy.
He stated a small anecdote of a sculptor depicting the need for excellence in all spheres as like absolute precision is the excellence in manufacturing sector.
Mr.Tosher also stated that the faculty members are the true stakeholders, as they are going to convert the students into good ones. The faculty must align with the sector skill councils as prescribed by the National Occupational Standards and skill sets and pick the one suitable for them and produce their students with excellence.
He also stated about NMKRV Programme which comprises of 3 week/6 week course with monetary benefits
He appreciated the Chairman and Vice Chairman for their magnanimity in running the educational institutions which gives satisfaction to their family.
Address by the Chief Guest, Dr.M.Bhaskharan, Vice Chancellor, Tamil Nadu Open University
Dr.M.Bhaskharan, Vice Chancellor, Tamil Nadu Open University delivered the Chief Guest Address.
Dr.Bhaskharan congratulated the great achievements of the polytechnic college in all spheres.
He stated that employment energizes the education and skilling and empowerment are very important in the present days to fetch employment. He quoted Albert Einstein
“Imagination is more important than knowledge” and that creativity and imagination are required for the students.
He further added that the students lack employability skills and in order to skill them the government has planned to impart skilling up 1 crore youth every year.
Dr.Bhaskharan elucidated the skill development programmes offered by the Tamil Nadu Open University. Presently, TNOU offers 30% skill development programmes. He mentioned a few courses like Online education through cell phone and Massive Open Online Courses (MOOCs) offered through online mode.

He then suggested that dynamic changes must be made in curriculum development, which can offer Choice based credit system with flexibility. This could be achieved through integrated working with team effort. The teachers must share their experiences and knowledge and provide courage to the students to take up innovations.
Address by Sri.C.Valliappa, The Hon’ble Chairman, Thiagarajar Polytechnic College
Sri.C.Valliappa, the Hon’ble Chairman, Thiagarajar Polytechnic College and Sona College of Technology delivered the Presidential address.
Sri.C.Valliappa, in his address stated that the Sona Group of institutions is one among the 64 institutions
that has got the Scientific Industrial Research Organization (SIRO) membership. He recollected the noble gesture of Sir.Visveswaraya, the great statesman and a renowned engineer, who donated the cash award bestowed on him to the Government Staff Polytechnic for the upliftment of technical education.
The Chairman appreciated the noble profession of being a teacher. He then submitted an appeal to the ISTE to take the issue of the vacancies in the government institutions which are not being filled up yet and address the issue to the government.
The Chairman then emphasized the importance of Ph.D., Programmes. He informed that the faculty members should strive to pursue their doctoral programmes at the earliest.
He then stated that Sona Yukti, the Skill Training Division of Sona Gropu of institutions have entered into partnerships with the National Skill Development Corporation (NSDC) and the Pradhan Mantri Kaushal Vikas Yojana (PMKVY).
He then stated that Skill should go with safety and that aqeuate safety measures must be imparted during skill training.
The Chairman mentioned the upcoming projects of Sona namely the Women’s technological park. He appealed the ISTE to take the issue of Accreditation for the polytechnics to the government so that a few norms may be relaxed for the polytechnics.
Release of Proceedings
The Chief Guests then released the proceedings of the convention in the form of souvenir and e-souvenir. The copies of the same were received by the dignitaries.

The Moderator was Dr.V.Karthikeyan, Principal & Organizing Chair, Thiagarajar Polytechnic College and Joint Secretary, ISTE TN & P Section Address by Mr.S.Vinoth, District Employment Officer, Erode
Mr.S.Vinoth, District Employment Officer, Erode stated that there exists demands in particular sectors and those skills must be imparted to gain employment potential. Educational institutions can help in contributing skill development through government initiatives by offering short term skill training with appropriate certifications. The Tamil Nadu Skill Development Corporation (TNSDC) is the Nodal Agency for Skill Training in Tamil Nadu and the Tamil Nadu vision document states that 25% of
people should be imparted skills training. And 65.23 lakhs of people must be imparted skill training by 2013-2017 and another 46 lakhs people to be imparted skill training within another 5 years.
Mr.Vinoth stated that India is the youngest nation with the age maximum number of people in the age group 22-27 and within 30 years, these young people must be skilled to make our nation a developed one. He highlighted the various skill training programmes offered byTNSDC whcih offers skill training in 32 sectors. In addition to the generalized skill trainings that are imparted, Soft skill training, industrial training must be identified and trained. The present unemployment ratio is 8.8 % can be brought down to 2-3 % when proper skill training is imparted.
He appealed the educational institutions to take up research strategies with Assessment and Certifications through NSDC.

Mr.Nelson Sumanraj, General Manager - Shared Services, TVM Signalling and Transportation Ltd., Bengaluru stated that there is a huge skill gap between industry and industries. This gap must be bridged if the industry and institution liaises with each other and work together.

Dr. GL.Sathyamoorthy, Professor / Civil Engineering, Kumaraguru College of Technology, Coimbatore elaborated the empowerment of women through four sectors as mentioned below.
1. Self help groups can be transformed to the mass society to bring out the transformations
2. Women Development Cell in institutions must adopt three to four villages and impart skill

training to the village folks 3. Soft skills must be identified and imparted to the women 4. Create a women development cell to impart skill training to the needy women folk.

Dr.M.Usha, Principal, Sona College of Technology, Salem stated that skilling is not just for employment but to create entrepreneurs. Women Techology Park (WTP) has been sanctioned which aims to make women as entrepreneurs. She state that Sona College of Technology has received Rs. 1 Crore and 23 Lakhs from DST. She insisted the faculty members to create more engineers and soft skills, inter and intrapersonal skills together with other technical skills must be imparted to the engineers.

Prof. N.Sampath Kumar, CEO & Member Secretary, Sona Business Incubator, Sona College of Technology, Salem stated that every individual should contribute for skill training. Vocational skills should lead to entrepreneurship which will help in getting jobs done. He further stated that entrepreneurship must be from fundamentals. Everybody is asked to climb a tree irrespective of the competence. This will change when there is a proper vocational training replace. Teaching faculty can help in changing the system and hence the policy system. Faculty should be guided to explore the needed skill training. Dr.V.Karthikeyan, Principal & Organizing Chair, Thiagarajar Polytechnic College and Joint Secretary, ISTE TN & P Section concluded the panel discussion. He stated that as per the new AICTE Handbook, one classroom has been reduced for every course offered in technical institutions. The physical facilities must be adjusted against any other innovative courses like offering online courses which can help the students to learn from any distance on their pace and through the best educational practices that can be imparted.
The students must be given opportunities for analytical discussion, group discussions, and the faculty must act as a facilitator for development. Skill means communication, speaking etc. and Excellence in skills is important. In UK, Canada and German, the students spend 4 days in industry for practical training and 1 day in the institution to learn the theoretical knowledge. Hence, skill training must be given due importance.
The Government of India replicates the courses in terms of community courses and skill based courses according to the needs. He further stated that

polytechnic is the correct forum to impart skill training to the students. Students can pursue Vocational diploma while doing their regular diploma programmes.
Also, Community Colleges can be implemented for imparting skill development courses in specific domains according to needs of the industry.
Hence, Online education, Best innovative practices and developing Community Colleges for skill development can help in making the skill training initiatives into reality. Best Paper Awards
