4-63 Primary 4 Theme 2 Unit 3 Theme 2 Unit (3) I am a Good Citizen This unit makes use of the game “Freedom Zone” to enable students to learn that the Basic Law protects the freedoms of Hong Kong residents, and allows them to experience how they feel if somebody takes away their freedoms. This helps students understand the importance of the Basic Law when it comes to the protection of the rights of the residents. The design of the learning materials in this unit is based on the relevant chapters of Chapter III: Fundamental Rights and Duties of the Residents of the Basic Law. The key learning points are as follows: Learning Activity: Freedom Zone Students understand that the Basic Law and the local legal system protect Hong Kong residents so that they can have the right and freedom to choose occupation, to do academic research, to participate in arts and cultural activities, to enter and leave the Region, and to get married and raise a family. Students recognize that the law protects the basic freedoms and rights of Hong Kong residents. The suggested learning time for this unit is 1 hour 30 minutes.

Theme 2 Unit (3) I am a Good Citizen

This unit makes use of the game “Freedom Zone” to enable students to learn that the Basic Law protects the freedoms of Hong Kong residents, and allows them to experience how they feel if somebody takes away their freedoms. This helps students understand the importance of the Basic Law when it comes to the protection of the rights of the residents. (1) Introduction➢ Teachers’ Questions:

1. Did you ever try to choose something, but it turned out that somebody else chose it for you? Please share your experience.

2. On what things do you want to make your own decision when you grow up?

(2) Development➢ Review the learning activities in Theme 1 Unit 2 and this Unit for Primary 4 about

the protection of the freedoms of Hong Kong residents under the Basic Law.➢ “Freedom Zone” card game:

1. Teachers explain the rules of the game and make demonstration on the rules (Appendix 1).

2. Students play the game; teachers observe students’ reactions.➢ After the game, the whole class have discussion and sharing:

1. In real life, is it important to you that you can choose your own jobs and travel to other places? Why?

2. In the game, how did you feel when you could freely choose your “occupation” and “arts and culture” game cards?

3. In the game, who had the experience that somebody else took away his/her choice and forced him/her to choose a certain job, or did not allow him/her to travel to certain places? How did you feel at that moment?

4. When the Basic Law appeared in the Kei Ling Card and let you regain the freedom that you once had, how did you feel? What did you think at that moment? Why?

5. Do you know what rights and freedoms are protected under the Basic Law and we can continue to enjoy?

6. If Hong Kong residents do not have the freedom to choose their occupation, to participate in arts and cultural activities, to do academic research, to enter and leave the Region, and to get married and raise family, then how different do you think our lives would become?

➢ Teachers’ Question:The Basic Law protects us so that we can continue to have the above freedoms. What duties do we have when we exercise these rights? (We have the duty to obey the law of Hong Kong.)

(3) Brief Summary➢ Before Hong Kong was returned to China, Hong Kong residents enjoyed

the freedom to choose occupation, to do academic research, to have literary and artistic creations, and to enter and leave the Region, and to get married and raise family.

➢ After Hong Kong was returned to China, the Basic Law protects Hong Kong residents and they can continue to enjoy the freedoms they had.

➢ We must treasure the freedoms and rights that we have, and we have the duty to obey the law of Hong Kong.

Tips for Teachers:1. It is good for teachers to understand beforehand the contents of all the game cards and read the rules

of the game and information, so as to answer students’ questions.2. Teachers may demonstrate how to play the game in front of the class before doing the activity.3. Teachers need to give students enough time to read the contents of the cards and make decisions.

However, to avoid spending too much time on the activity, it is good for students to spend no more than 10 seconds to choose each card.

4. Teachers should leave some time to discuss with the students the key points of the game, such as citizens’ rights and duties; treasure the freedoms that we have, and use these rights in a reasonable and lawful manner; and we all live under the protection of the Basic Law.

5. If time allows, teachers may allow students to do the activity again. Discussion may also take place in stages.

6. In the game, if students feel upset because their right of choice is taken away, teachers may first embrace the students’ emotions and encourage them to continue with the game, and let them share that afterwards. If they cannot settle down the emotions, teachers should continue to follow up.

Relevant Articles of the Basic Law:

• Article 31Hong Kong residents shall have freedom of movement within the Hong Kong Special Administrative Region and freedom of emigration to other countries and regions. They shall have freedom to travel and to enter or leave the Region. Unless restrained by law, holders of valid travel documents shall be free to leave the Region without special authorization.

• Article 33Hong Kong residents shall have freedom of choice of occupation.

• Article 34Hong Kong residents shall have freedom to engage in academic research, literary and artistic creation, and other cultural activities.

• Article 37The freedom of marriage of Hong Kong residents and their right to raise a family freely shall be protected by law.

• Article 42Hong Kong residents and other persons in Hong Kong shall have the obligation to abide by the laws in force in the Hong Kong Special Administrative Region.

(1) Rules of the Game:1. Each group shall have 2-4 persons.

2. Each group member shall have a “Freedom Zone” chart.

3. The cards for “Occupation”, “Arts and Culture”, “Academic Research”, “To Enter or Leave the Region”, “Marriage and Parenthood” and “Kei Ling Cards” should be put separately according to their own decks and put in the middle among the members. Except for the “Kei Ling Cards”, the contents of all the other cards should face up so that the members can see them.

4. Members throw the dice in turn: follow the instructions on the dice and pick one favourite card from the relevant deck, and put the card on the right zone of the “Freedom Zone” chart. For example:

When the dice shows “Freedom to Choose Occupation”, choose an “Occupation” card and put it on the “Occupation Zone” in the “Freedom Zone” chart.

When the dice shows “Kei Ling Card”, choose a card from the “Kei Ling Card” deck, read the contents aloud and act according to the instructions.

5. If a member accumulates three cards in one zone, he/she can no longer put any more cards on that zone. Even if he/she throws the dice and it shows that zone again, he/she needs to pass the dice-throwing chance to the next member.

(2) How to win:The fastest one who accumulates three cards in each of all the five zones in the “Freedom Zone” chart wins; or the one who accumulates the most cards within 20 minutes wins.
