I. THE CHINA-AALCO EXCHANGE AND RESEARCH

PROGRAM ON INTERNATIONAL LAW(CAERP)

The China-AALCO Exchange and Research Program on International Law (CAERP)

was launched in 2015. It is designed to strengthen exchange in the field of

international law for Asian and African countries and to support the work of

Asian-African Legal Consultative Organization (AALCO). Chinese President Xi

Jinping and Premier Li Keqiang announced the program in 2015 as one of China’s

initiatives for closer Asian-African cooperation.

International law training is an important part of the program. So far, four training

sessions have been organized. The fifth training session will be held from July 29 to

August 9, 2019 in Beijing and from August 10 to 16, 2019 in Hong Kong. The theme

of the fifth session is peaceful settlement of international disputes. Lectures will be

given in English by leading international law scholars and practitioners. City tours,

site visits and cultural activities will also be organized. The detailed schedule and

arrangement of the training session can be found in this participant’s manual and also

Judge Roman A. Kolodkin

International Tribunal for the Law of the Sea

Judge Roman A. Kolodkin has been a member of the International Tribunal for theLaw of the Sea since October 2017. He is also Director of public international lawstudies at the International and Comparative Law Research Center in Moscow. Heserved as Director of the Legal Department of the Russian MFA (2001-2009,2015-2017), Russian Ambassador to the Netherlands and Permanent Representative tothe Organization for the prohibition of chemical weapons (2009-2015), head of theRussian delegation at negotiations with Norway on delimitation in the Barents Seaand the Arctic Ocean (2003-2010). He has represented the Russian Federation in theInternational Court of Justice and in the UNCLOS Annex VII arbitration. He was amember of the International Law Commission (2003-2011, 2015-2018) and its firstSpecial Rapporteur for the topic “Immunities of State officials from foreign criminaljurisdiction”.

Prof. Thomas Cottier

University of Bern

Professor Thomas Cottier, former Managing Director of the World Trade Institute, isProfessor Emeritus of European and International Economic Law at the University ofBern and an associate professor at the University of Ottawa Faculty of Law, Canada.He published widely in the field of international economic law, with a particular focuson constitutional theory and intellectual property. He taught at several universities,including Law School of Wuhan University. He is an associate editor of severaljournals. Prof. Cottier has a long-standing involvement in GATT / WTO activities. Heserved on the Swiss negotiating team of the Uruguay Round from 1986 to 1993, firstas Chief negotiator on dispute settlement and subsidies for Switzerland andsubsequently as Chief negotiator on TRIPs. He has served as a member or chair ofnumerous GATT and WTO panels, including chairing the recent dispute betweenChina and the European Union relating to the application and interpretation of theprotocol of access of China.

Fudan University

Prof. CHEN Li, Associate Professorial Fellow at Fudan University LshingtonUniversity School of Law. He was also a Visiting Professaw School, received hisDoctor of Juridical Science (JSD) and Juris Doctor (JD) degrees from WashingtonUniversity in St. Louis. He also holds degrees from the Chinese University of HongKong, National University of Singapore, University of Paris II, New York University,Harvard University, and Oxford University. Before joining Fudan, he worked at theNational University of Singapore Faculty of Law and Waor at KU Leuven Faculty ofLaw in Belgium, where he taught a course on Theory and Perspectives of Global Lawand Governance in spring 2019. His articles have been published in many journals,among them, the Asian Journal of International Law, Journal of the History ofInternational Law, the Journal of Comparative Law, the Legal History Review, HongKong Law Journal, Capital Markets Law Journal, Asian American Law Journal,Tsinghua China Law Review, Chinese Journal of Comparative Law, the Asian PacificAmerican Law Journal, and UCLA Pacific Basin Law.

Prof. Antonios Tzanakopoulos

Oxford University

Professor Antonios Tzanakopoulos is Associate Professor of Public International Lawat the Faculty of Law and Fellow in Law at St Anne's College. He has taught as avisitor at the Universities of Paris (Paris X – Nanterre), Angers, London (King'sCollege), Athens (National and Kapodistrian), at the Interdisciplinary Center (IDC) inHerzliya, and at the China University of Political Science and Law in Beijing. He waspreviously lecturer in international law at University College London and at theUniversity of Glasgow. He has also delivered a special course at the Xiamen Academyof International Law in 2017 and has been invited by the Curatorium of The HagueAcademy of International Law to serve as Director of Studies in 2021. He is a generalinternational lawyer and has published in a number of areas including internationaldisputes, the UN Security Council, the law of treaties, the law of the sea, andinternational investment law. He has advised states, international organizations, andprivate entities on matters of public international law. He has advised and assistedcounsel and members of tribunals or provided expert opinions in a number of casesbefore international and domestic courts and tribunals, including the InternationalCourt of Justice, EU courts, the European Court of Human Rights, ad hoc and ICSIDarbitral tribunals, and the High Court of England and Wales. He has also providedtraining on international law to domestic judges, as well as diplomats, militaryofficers, and other government officials.

IV. INFORMATION FOR YOUR STAY

A. BEIJING

a. Location: Taikang Business School, Zhongguancun Science Park, Kexueyuan

Road No. 31, Changping District, Beijing

b. Accommodation

Participants will be accommodated in guestrooms on the third, fourth and fifth floor

of Taikang Business School.

All the guestrooms are equipped with air conditioner, coffee/tea maker, HD TV, free

WIFI,hair dryer,in-room safe, and bathroom amenities.

c. Dining

Meal service will be provided in the dining hall of Taikang Business School.

Participants can choose Chinese or Western meals. Halal meal will also be available.

Unless otherwise noticed, all lunch and dinner in Beijing during the course time,

including the halal food, will be served in the Food Plaza on Floor B1.

Lunch: 11:30-13:30

Dinner : 17:30-20:30

d. Business Center:

Business Center is located on the first floor. Printing, fax and photocopying service is

available( fees will be charged).

e. Guest service:

The whole school, including classrooms, dining hall and guest rooms, is covered by

free Wi-Fi. (User Name: Taikanghotel; No Password)

Taikang Business School provides guests with multiple free services, such as

Concierge Service and luggage storage. Gymnasium and swimming pool will be

accessible for participants, please check with the volunteers for open hours. Prayer

There are limited computer and internet facilities in Taikang Business School. If you

have important work to do during your stay, we advise you to bring your own laptop.

There is a laundry room on the fifth floor of Taikang Business School. Irons are also

provided in the laundry room free of charge. Please don’t bring the iron back to your

room. You may only use it in the laundry room.

Participants are strongly advised to exchange their currency at the airport or banks

should they need Chinese RMB in cash, as currency exchange service is NOT

available at Taikang Business School.

According to Beijing Tobacco Control Regulation, smoking is prohibited in public

places and classrooms.

f. Airport transportation

The program volunteers will meet you at the pick-up area when you arrive. They will

take you to the venue by shuttle bus.

Bus stops for line 560, 878 and 871 are within the vicinity of Taikang Business

School and are easy to find, but English translation for the bus stops may not be

Science Park Station of Changping Line. Changping Line is connected with the

Beijing subway network.

Purchase a transport pass card (RMB 20 per pass card; you can recharge the card if

necessary) at the subway stations. The card can used on all public transportation in

j. Allowance and hotel deposits

The organizer will provide each participant an allowance of 800RMB in total.

A deposit of 500 RMB is required upon check-in at Taikang Business School. The

be at the cost of participant concerned.

k. Weather in Beijing

Summer in Beijing is very hot with abundant rainfall. This calls for light clothes as

the temperature in July and August ranges between 30 °C and 38°C. Sunscreen, rain

gear and mosquito repellent are also advisable.

V. INTRODUCTION OF THE SUPPORTING ORGANIZATIONS

A. WUHAN UNIVERSITY SCHOOL OF LAW AND ITS INSTITUTE OF

INTERNATIONAL LAW

Wuhan University School of Law has a long history which can be traced back to

1908. After years of development, the Law School has become a national center of

legal education and research in China. The Law School has two key research sites of

humanities and social sciences of the Ministry of Education, one of which is the

Wuhan University Institute of International Law.

Wuhan University Institute of International Law, founded in 1980, is the first

college-based research institution in the field of international law and a top think tank

in China. The Institute is committed to the advancement of interdisciplinary

scholarship in international law. Its research covers a breadth of topics, including

United Nation law, European Union law, international energy law, e-commerce law,

international sports law, international law in cyberspace, law of the sea and other

frontier fields.

Over many years, the Institute has made fruitful achievements in research and

practice activities. Apart from diverse research outputs, it has provided legal advice to

the government of China in the drafting of laws, in international negotiation and in the

implementation of treaties to promote good and efficient governance and the rule of

law. Moreover, the Institute has built up strong networks with leading scholars,

research institutions and organizations worldwide through the establishment of

long-term partnerships and exchange of expertise.

B. ASIAN ACADEMY OF INTERNATIONAL LAW

The Asian Academy of International Law Ltd (AAIL) is an independent and

non-profit making body, set up in Hong Kong to further the studies, research and

development of international law in Asia. The AAIL provides a platform for

discussions on international law issues and to research in developing areas of

international law, in order to enhance and reinforce Asia’s role and participation in the

formulation of international law and international relations. AAIL aims to provide

AAIL and other international law institutes is that AAIL concentrates on the

involvement of Asian countries as well as collaboration between practitioners and

contributions are manifest in the development of contemporary law of the

sea regimes, in the establishment of the World Trade Organization, and in

advocating for the New International Economic Order. This panel will

discuss how developing countries should position themselves in times of

change, more specifically, what principles, rules, or institutions of

international law should developing countries uphold, redefine or reject,

how their past experiences, including their effort in international law in

the 1970s for the New International Economic Order, can shed light on

the Belt and Road Initiative and other initiatives for common

development of the developing countries.
