RESPONDING to concern about howresidents can pay their fuel and energybills, Festival Housing Group hasemployed Anne-Marie Neenan as aneconomical energy advisor.
Ms Neenan will work with residents tonot only respond to their concerns buttry and pre-empt the severity of futurefuel price rises.
Following a telephone survey, Festivalestablished that 60 per cent of residentsfelt they lived in fuel poverty.
Clare Huyton, executive director ofFestival Housing, said: “This winter hasbeen tough for many of our residentsand as the quarterly bills arrive in thepost, we want people to know that weare here to help.
“Anne-Marie will be travelling out toour most rural areas and be on hand tooffer advice and ease anxieties. We alsohope that we can reach out to our resi-dents over the coming months and pre-vent the possibility of heading into debtnext winter before we get there.”
So far Ms Neenan has travelled toLedbury and Bromyard on the Festivalmobile office and also visited toddlergroups to talk to mothers.

APRIL is traditionally the time of yearwhich brings renewed hope and confi-dence to the property market as thewinter gloom gradually lifts and springfinally arrives.
Easter in particular marks a turningpoint as the nesting instinct encouragesmore viewers which, in turn, leads toincreased sales. As a result, all thoseinvolved in the housing market are anx-iously scanning the horizon for signs ofencouragement, or even the occasionalgreen shoot.
Happily, I can report that there aremany positive factors which are slowlybeginning to have a beneficial effect onthe market: interest rates are now at anall-time low, helping many existing bor-rowers and prospective purchasers;mortgage funding is gradually improving;asking prices are being adjusted and setat more realistic levels, resulting in someexcellent buying opportunities; for manyit is now cheaper to buy than to rent andfirst-time buyers are returning to themarket; investors have already returnedto the market attracted by relatively goodreturns on capital invested.
As a result, we are now seeing signifi-cantly increased viewing numbers andsales levels have begun to improve.Nevertheless it would be irresponsible toclaim that this represents a recovery inthe housing market and there remainsgeneral uncertainty about the state of theeconomy and the effects of recession.
There are currently many complexissues to be considered in respect of theproperty market. One factor normallyassociated with a property recession is anever-increasing supply of property forsale. Currently, that is not the case andlevels of new instructions are significant-
ly lower than we normally expect. Thishas resulted in genuine shortages in cer-tain sectors of the market and manyprospective purchasers have expressedtheir frustration at not being able to finda suitable property to buy.■ I can only apologise for returning to
the subject of Home Information Packs,
but April 6 marks a further importantdate in the relentless introduction ofHIPs. With effect from April 6, it is notpossible for a vendor or their agent tocommence marketing a property for saleuntil the HIP is available. With effect alsofrom this date, an additional documentknown as the Property InformationQuestionnaire is required as part of theHIP.
It is beyond belief that the Governmentwould seek to introduce such changes ata time when the property market is still ina fragile state. These new requirementscan only add time and cost to the processof selling and that is the last thing themarket needs at this stage. At JohnGoodwin we have devised an approachto this new requirement which will hope-fully minimise any delay in marketingproperty and we consider it to be an ero-sion of civil liberties when theGovernment can decide whether or notany property can be marketed. If theGovernment wishes to help the market, itwould seem a much better idea to scrapHIPs or at the very least set aside therequirement for the next 12 months.
In the meantime I wish everyone ahappy Easter and hopefully a happyhouse selling/buying experience.
