(Zambian Peoples PACT)

WHAT IS THE ZAMBIAN PEOPLES PACT?  

The Peoples Action for the Countrys Transformation (The Zambian Peoples PACT) is a collaborative mass

movement of Zambians. The mission of the Peoples PACT is to bring about total transformation of the country. The

policy objective is transformation of the country primarily for the benefit of all Zambian citizens in rural, urban, and

the Diaspora. Being a mass movement, its membership and interest groups are diverse. It represents the young, old,

professionals, peasants, the poor, politicians, the church, civil society, and others too numerous to mention.

WHAT IS THE FOCUS OF THE PACT? 

The primary focus of the Zambian Peoples PACT is empowerment of all Zambians through sustainable natural and

social capital exploitation and equitable benefit-sharing

WHAT ARE THE GUIDING PRINCIPLES?  

The majority of the Zambian population in urban and rural areas hold a golden share of election outcomes in that

they are the majority voters. They determine election landscape of the country.

Despite having the lions share of electoral votes, the majority of urban and rural populations wallow in abject

poverty. Promises made by political leaders during elections are never fulfilled. The major problem is that these

populations have not used the power of their golden share of electoral votes to make political leaders accountable

to the masses. Consequently, the masses end up with unaccountable leaders and unfulfilled election promises.

Premised from the status quo, the following are the Guiding Principles of the Peoples PACT:

y  The masses are the masters of their destiny and therefore must dictate the developmental agenda to the

political leaders aspiring to govern the country

y  Only leaders who endorse and commit themselves to implement the Peoples PACT development agenda

after election must be voted by the Peoples PACT supporters

y  Leaders must be selfless, tolerant, ethical, reliable, non-violent and believers in tenets of democracy, good

governance, rule of law and spirit of constitutionalism

y  Decentralization of spheres of government in the country is priority and key to national development

y  Respect and protection of rights of vulnerable populations including elderly people, youth, women, children,

the physically challenged and tribally or racially marginalized

y  Government must respect and honour historical and existing politico and socio-economic agreements withpopulations

y  Government must respect and honour existing laws and policies put in place to uplift the quality of lives for

communities hosting natural resources being exploited in the country

y  Government must put in place accountable, transparent, and majority-based election systems

HOW WILL THE PEOPLES PACT ACHIEVE ITS MISSION, FOCUS AND GUIDING PRINCIPLES?

The Peoples PACT will work with political leaders who are non-violent, progressive and reliable through

collaborative frameworks on non-violent means and democracy for all to end poverty in our communities. To this

end, before the 2011 elections, the Peoples PACT will expand its sphere of influence to all the nine province of 

Zambia. Collaborative methods will be used involving beneficiaries in the design as well as implementation of the

PACT activities. In most cases, the PACT will rely on utilizing resources provided by PACT members. It will also use

democratic and any other non-violent methods to achieve the objectives. A critical mass of people will be mobilized

from all the Nine Provinces of Zambia and galvanized before the general elections are held to ensure victory of the

Peoples PACT.

y  who cherish democracy and leadership transformation of the country

y  who need leaders that are selfless, tolerant, ethical, reliable, non-violent and believers in tenets of 

democracy, good governance, rule of law and spirit of constitutionalism the rule of Law 

y  who care and are interested in uplifting the quality of life for urban and rural communities  

y  Workers in Government , Private sector, informal sector and Diaspora

GROWTH & DEVELOPMENT OF THE PEOPLES PACT MOTTO

The best foundation for success is success for All Not success for a few people.  The peoples PACT success is built upon NOT as a Political Party, but as about the PEOPLE of Zambia. Its the Peoples

Action for Country Transformation and its sound combination of key elements, via * A volunteer Board of All

Zambians drawn from anywhere in Zambia or outside Zambia (Diaspora) membership.

The pact members is open to young, old, professionals, peasants, the poor, politicians, the church, and other civil

society groups

y  Development through Collaborative Action 

y  Broker Peoples arrangements, mobilize information, provide democratic opportunities, as well as

information and institutional strengthening through the promotion of collaborative action amongst

Zambians

REPLICABILITY

PACT will be replicated to all corners of Zambia by creating District and Provincial PACT Forums. 

NETWORKING

The Peoples PACT will collaborate with any non-violent, democratic persons and organization whose primaryobjective is to promote justice for all Zambians. It will also partner persons and organizations interested developing

and implementation of the law and policies of the land for social, economic, environmental and governance

transformation of Zambia.

Kyalo kikingya, Bantu bakingya, ne bintu bikingya 

This slogan is a Kaonde dialect which means the world changes, people change and things change.
