LISA RAINFORD [email protected]

Not a day goes by that Halle Glen, a Grade 11 student at Etobicoke’s Silverthorn

Collegiate Institute, doesn’t think about her best friend Abby Fedosoff.

It’s been just more than a year since Abby, a competitive swimmer, writer, and artist, committed suicide. She was only 15.

Still, when Glen hears her friend’s name or catches a glimpse of some-one’s long, blond hair, it’s a shock to her system.

“She is always on my mind,” Glen said.

Glen wished she’d known just how much pain Abby was in. Many of her friends and teachers had no idea the Markland Woods-area resident was living with Obsessive-Compulsive Disorder (OCD), an illness Abby kept secret.

“I would have done anything in my power to help her,” said Glen, revealing she believed her friend kept her illness to herself for fear of what people would think.

That’s why Glen is participating in the Centre for Addiction and Mental Health’s (CAMH) ‘One Brave Night,’ an all-night challenge to raise awareness of and funds to defeat mental illness, which takes place Friday, May 13. Glen called Abby, “one of the most amazing people I knew,” on her online CAMH One Brave Night Personal Page.

“She was beautiful, kind, loving and compassionate,” wrote Glen, adding she was a fan of the group One Direction, loved dogs, her family and friends.

No one is immune to mental illness, said Dr. Katy Kamkar, a psychologist at CAMH and an assistant professor in the department of psychiatry at the University of Toronto. One in five Canadians will experience mental ill-ness or addiction in their lifetime, yet two thirds of those say they feel alone, Kamkar said.

“It touches every single person either directly or indirectly,” she said.

CAMH’s all-night challenge is an evolution of an event that was initi-ated last year called ‘From Darkness to Light,’ which raised more than $700,000 in support of Canada’s largest mental health and addiction teaching hospital and research centre.

“The program has really taken off.

More than 1,000 people have registered (so far) from across Canada,” Kamkar said.

One Brave Night challenges par-ticipants to stay up all night because people living with mental illness indi-cate that nighttime is the most difficult for them, Kamkar said. The goal is to reduce the stigma of mental health as well as the suffering in silence while raising funds and encouraging people to seek treatment. Kamkar treats cli-ents with a variety of mental health issues, including Post Traumatic Stress Disorder, anxiety and stress disorders as well as occupational trauma. She said it’s important to provide loved ones with the proper support – listen, ask how they’re doing, go with them to medical appointments and perhaps, most importantly, show the right atti-tude.

“Attitudes can be harmful. Saying things like, ‘Relax, you’ll get over it’ or ‘You’ll get better,’ any of these can feed the stigma,” Kamkar said. “They can make people feel guilty and reduces their sense of self-worth and prolongs recovery. Show empathy instead. Provide the care that’s needed.”

After Abby died, Glen’s sister, Kendall, revealed she had been hiding

a mental illness. Once she shared what she was facing, her family and friends rallied around her.

“My sister has a good support system,” Glen said. “I think the key is to find one person who you’re comfort-able with to talk to.”

Suicide is the second leading cause of death among Canadian youth, according to Statistics Canada 2014 data.

Youth who die by suicide are frequently experiencing an undiag-nosed or untreated mental illness, Government of Canada stats say.

“Young people ages 15 to 24 are most likely to experience mental illness or substance abuse than any other age group in Canada,” Kamkar said. “After accidents, suicide is the second lead-ing cause of death among 10 to 19 year olds.”

CAMH is home to the Slaight Family Centre for Youth in Transition. This is Canada’s first centre dedicated to understanding and treating severe mental illness and addictions in youth from the late teens through early adult-hood and a world first. It combines research and clinical care to advance new approaches for early intervention and recovery.

CAMH treats more than 30,000 people and responds to more than 500,000 outpatient visits annually. Its ER sees about 7,400 patients each year, a 76 per cent increase since 2006.

CAMH provides specialized treat-ment for psychosis episodes, early Alzheimer’s disease, drug addic-tion and depression, children with behavioural issues and people with schizophrenia, among a host of other ailments.

CAMH boasts as many as 3,000 physicians, nurses, social workers, therapists, researchers, educators, vol-unteers and students and has recruited world-renowned, award-winning spe-cialists to many of its clinical programs and research initiatives.

Glen’s ‘Team Abby’ has already raised more than $2,300 toward One Brave Night and pledge money is still coming in after an April 18 swimathon. The teen, who lives on the Brampton-Mississauga border, said she and at least 20 of her friends are ready for a night of air hockey, ping pong and, if the weather permits, swimming.

There’s a shift taking place in Toronto that really should not come as a surprise given the amount of condominium construction hap-

pening in our city. One need only look at the number of cranes, not just downtown, but also in other parts of the city, to recognize this building boom.

But the stereotype regarding the people who these condos are being built for is changing rapidly in Toronto.

They are no longer the choice for young people, seniors and those looking to be landlords. More and more families are saying no to the so-called subur-ban dream of a house and yard, and are choosing to buy condos and raise their families in them.

Certainly some of this is driven by price, and the fact that single-family homes in Toronto are becom-ing more and more out of reach for many. For some,

condo life is strictly a financial decision, but for many others it’s become a lifestyle preference.

As Amy Geer told Metroland Media Toronto of the decision she and her husband Andy made to buy a two-bedroom condo in the Fort York area, it was a question of financial balance and the kind of

life they wanted to live. “If we bought a house we wouldn’t be able to afford

a baby; a condo would allow us to have the lifestyle and the baby,” she said.

And that’s changing the way the City of Toronto’s planning department has to think and oper-ate. The planning department initiated the study Growing Up: Planning for Children in New Vertical Communities as it works on ways to deal with what will be the increasing needs of families with children in what had previously been condo communities geared to adult residents.

The study is looking at how these high-density condo communities can better accommodate “households with children and youth.” That’s an issue for the present, and it will certainly raise some challenges as many of these communities are lacking in both recreational and educational spaces nearby.

This shift also puts pressure on Toronto’s public and Catholic school boards, which will find them-selves with growing numbers of students living nowhere near schools, while many schools in established “suburban” neighbourhoods are seeing severely declining enrolment.

As our city changes, so must we change the way we think, plan and adapt.

We must adapt to condo boom

OuR ViEW

Wise to plan for ‘vertical communities’

I was struck last week, attending the official launch of Toronto’s new

raccoon-proof green bins on a lovely, quiet street in Scarborough, at just how suitable the event was to the talents of our current mayor, John Tory.

That may sound mean, but I don’t intend it to be. When Tory arrived at the foot of the driveway of Scarborough resident Rhoda Potter, the host of the launch event, he could not have been more charming, or dare we say it, funny.

He joked around with the city sanitation worker who was driving the truck. He kidded around with Ms. Potter, who was demon-strating her own raccoon-proofing on her green bin as a contrast with the city’s new, Atlanta-designed higher tech solution (Ms. Potter used a rock and a bungee cord). He kidded around with reporters while demonstrating the even higher-tech robot

arm that is designed to lift the green bin into the sky and dump its offal in the truck from a height even raccoons would find diz-zying.

At least we think he was kidding when he suggested one of us try the robot arm.

The whole event went like one of those stand-up comedy routines that ask the audience if they’ve ever noticed how absurd something-or-other is, how irritating whoever-we’re-irritated-with is or (as in this case) how darn cute and clever whatever-is-vexing-us is.

It occurs to me that this is one of the most formida-ble skills that Tory brings to the job of mayor, in the post-Rob Ford Toronto: the ability to be pleasant and funny, an ability honed no doubt by his years hosting

talk radio, and one that has lent the mayor a great advantage with the public.

It is no coincidence that Tory’s biggest successes fall into this category, too, first pointing out, and then dealing with, the many small irritants in city life.

One of Tory’s first acts as mayor was to announce a towing blitz on those darned cars that keep parking illegally on downtown streets during rush hour. Don’t you hate those?

And isn’t it absurd to pay the equivalent of a meal out, to haul your kids onto the subway for a Sunday trip? Free rides for children was the answer to that.

And then there was the business of the raccoons.

They’re comedy gold, those clever little, erm, bandits. Dealing with the ingenuity of raccoons has turned us all into hapless coyotes trying to catch a road runner, and Tory is more than happy to deliver the ACME raccoon-proof

bin, that (like all ACME products in Road Runner cartoons) looks raccoon proof, if possibly not fool proof.

It made for a breezy and pleasant afternoon last week, having a bit of fun in Scarborough with Ms. Potter, commiserat-ing about a silly but still troublesome problem and offering up a simple solu-tion.

As I write this, I’m watching Toronto Council try and figure out another troublesome problem – the city’s coyote-and-road-runner relationship with UberX, and the troubled taxi industry.

If only the solution to this problem were as simple as building a better green bin, our excellent mayor would know just what to do.

Tory well versed to take on raccoons

Hours after Premier Kathleen Wynne called for the release of the Special Investigations Unit (SIU) report about the shooting death of York resi-dent Andrew Loku that’s been kept under wraps, its direc-tor released details last Friday afternoon.

“A post-mortem examina-tion confirmed that Mr. Loku died as a result of the gunshot wounds he had sustained – one in the area of his left clavicle and, more particu-larly, one to the left chest,” SIU director Tony Loparco said in his report.

“... I am satisfied on reason-able grounds that the shooting was legally justified and that there are therefore no grounds for proceeding with criminal charges against the subject officer.”

The evidence gathered in this investigation includes results of a forensic scene examination, the autopsy, police recordings of the 911 call, a partial video of the scene and the statements of

several eyewitnesses. Loparco did not release

the name of the officer who shot Loku, however, his report includes details of what lead to his death.

“(The Subject Officer) and (his/her) partner, (a witness officer) first confronted Mr. Loku in the hallway seconds before the shooting. The offi-cers had rushed to the scene following an emergency 911 call to the police from (a civil-ian witness), (a person) in one of the ... floor apartments, indicating that Mr. Loku was armed with a hammer and threatening to kill (his/her) friend and refusing to leave their apartment,” the report says.

Loku had apparently been at odds with this neighbour over a noise issue. The offi-cers who arrived on scene ordered Loku repeatedly to stop and drop the hammer as he began to walk in their direc-tion. Loku, 6’ tall and more than 200 pounds, continued toward them and said, ‘What

you gonna do, come on, shoot me,’ with the hammer in his right hand, which he raised above his head. An officer shot Loku when he got within two to three metres of the officer’s location, according to the report.

The officers had received word of an assault in progress involving a man armed with a hammer threatening to kill a

person and refusing to leave the apartment.

“From that moment, it was a matter of seconds until the shooting, at which time I have no doubt that (Subject Officer) feared for (his/her) and that of (his/her) partner. The (Subject Officer) says (he/she) felt that way and I believe (him/her),” Loparco wrote.

The report references the

media scrutiny and public attention Loku’s death has attracted, especially because he lived in Canadian Mental Health Association-subsidized housing and had mental health issues. However, Loparco said, “I can only say that on the record before me that there was no evidence that the police were aware of the fact that Mr. Loku had any mental health issues, or that they were going to a building that had numerous tenants with mental health problems.”

“Further, there was no indication that Mr. Loku’s mental health was the reason he was aggressive towards his neighbours or the police. It is as likely that his intoxication was the reason he acted the way he did.”

According to a witness, who is associated with Canadian Mental Health Association (CMHA), the organization does not alert the Toronto Police Service of its clients who live at Loku’s building “because of

the potential stigma attached to this,” Loparco said.

On Friday afternoon, coin-ciding with the release of the SIU report, the Ontario govern-ment announced it appointed judge Michael H. Tulloch of the Ontario Court of Appeal, to lead an independent review of the three agencies that oversee police conduct in the prov-ince, which include the SIU, the Office of the Independent Police Review Director and the Ontario Civilian Police Commission. Tulloch has been asked to provide the govern-ment with recommendations on ways to enhance the trans-parency and accountability of the province’s three police oversight bodies. Public con-sultations will be held.

“I am confident that through this process we will create a more transparent approach to police oversight that has the confidence of both the police and the public they serve,” Attorney General Madeleine Meilleur said in a statement.

As of guardian press time, police did not confirm if they found anything along the trail or if they will be return-ing to search again. on April 26, police were called to the area where they found a garbage bag containing what appeared to be a human skull and bones. Weston Farmers’ Market is returning for its 37th year, but it’s opening at a new location for 2016.

It opens Saturday. The market, normally held from

spring to fall at the Green P park-ing lot on John Street at Weston Road is moving this year and next to accommodate development at its regular location.

The market will operate for the next two seasons at the Weston GO station parking lot, 1885 Weston Rd.,

south of Lawrence Avenue. It will return to its regular spot for 2018.

This year, the market will remain open until the last Saturday in October. Hours of operation are 7 a.m. to 2 p.m.

This year’s market, operated by the Weston Village BIA, will consist of 16 weekly vendors, plus several more on a regular, but not weekly basis.

The relocation of the farmers’ market is due to the development

of a new residential building and the future Artscape Weston Hub, of which the farmers’ market will be a tenant. The hub is expected to open in 2018.

The farmers’ market will hold an official opening and celebration June 11, featuring children’s activi-ties, a bluegrass band, cloggers from the York West Active Living Centre and more.

In its decade of hosting Jane’s Walks, the Mount Dennis Community Association (MDCA) has delved into such community locales as the Eglinton Flats, the West Park Health Centre, and the Eglinton Crosstown tunnel launch site.

Its latest installment takes place Saturday and is called ‘In Search of the Lost Piggery.’

“A lot of walks come out of ones we’ve already done,” MDCA vice-president Mike Mattos told The Guardian. “We visited the hospital a few years ago and did the grounds and facilities and had thought we’d like to go into the valley.”

Hurricane Hazel left rubble

The piggery was built a century ago by the Toronto Free Hospital for Consumptive Poor – now known as the West Park Healthcare Centre – and was almost in its entirety washed away by Hurricane Hazel 60 years ago. During the walk, Mattos will discuss, with help from hospi-tal staff and Toronto and Region Conservation Authority represen-tatives, the conditions that existed 100 years ago, why the piggery was a necessity and how it operated, while seeking out its remains. All that is left is said to be the foundation and a pile of rubble.

In 1908, the mortality rate for tuberculosis in Canada was 165 deaths per 100,000 people. In their treatment of the disease, free hospitals had to improvise, Mattos said, and this one did so by build-ing the piggery. The pigs were fed the patients’ food waste, Mattos explained. Then, veterinarians

would check them out to make sure they weren’t sick before they were taken to slaughter at the nearby Stockyards.

In October of 1954, a perfect storm of weather and disease col-lided when Hurricane Hazel tore through the valley leaving in its wake 35 people dead within the param-eters of the local Jane’s Walk – and nine in a single home. The hurricane also levelled the piggery.

Not only will the walk discuss the piggery, but the Humber River as well, particularly “the failed attempts to create transportation corridors over the past two centu-ries,” Mattos said.

“Against that dismal history, we will consider the bright future the new Crosstown line presents, and how the Humber valley is return-ing to the Carolinian forest that greeted our ancestors, where trout and salmon now spawn in the river and mighty oaks are again growing on the river banks,” he said.

Jane Jacobs was an American-Canadian journalist, author, and activist, who was best known for her influence on urban studies.

The author of ‘The Death and Life of Great American Cities’ was a champion of a community-based approach to city building. She inspired the walks, which are free, locally organized tours that allow participants to explore and chat among each other about their neighbourhoods.

Participants of the walk are asked to meet in at the West Park Healthcare Centre’s south parking lot on Emmett Avenue, just north of Eglinton Avenue West at 1 p.m.

MOMENTS THATLIVE FOREVER.

A self-professed “idiot” motorist apologized this week for cutting off riders disem-barking a TTC streetcar.

As detailed in a Reddit post published Monday, the user blamed a “lapse in judgement” for overtaking a stopped 504 King streetcar at Strachan Avenue as pas-sengers got off.

“I honestly had a lapse in judgement and instead of stopping when the streetcar slowed, I continued moving and as such endangered the people getting off,” states the penitent motorist.

According to the Ontario Ministry of Transportation, all vehicles must leave at least two metres of space from the nearest doors of a stationary streetcar.

wNAMES FOR GARDINER PUBLIC SPACE

What do the names the Artery, the Bentway, the Canopy and Gathering Place have in common? They’re all under consideration as the eventual name for the Project: Under Gardiner public space plan.

The choices, whittled down from 884 public entries, were unveiled last week as the finalists of an online contest for the planned 1.75 kilome-tres of continuous public space under the Gardiner Expressway, from Strachan to Spadina avenues.

You can vote for your favourite option once a day until Saturday.

Announced last year by the city, the $25-million project is fully funded through a private donation. Waterfront Toronto is co-ordinating construction and hoping to have it done by mid-2017.

wSUZUKI FOUNDATION SAYS YES TO BIKE LANES

The foundation for the country’s foremost environ-mentalist has come out in strong support of a proposal to install the first bike lanes on Bloor Street.

Ahead of city council’s vote

on the matter (expected to have taken place yesterday), the David Suzuki Foundation called on residents to peti-tion city councillors and Mayor John Tory in support of a pilot project to install painted bike lanes on Bloor between Shaw Street and Avenue Road.

wBUSES NOW HAVE PRESTO CARD READERS

The TTC has rolled out the first buses equipped with Presto card readers.

Installation of the smart-fare technology is well underway with Presto set to be available throughout the TTC network by the end of the year.

TTC spokesperson Brad Ross said 19 buses from the transit commission’s Queensway garage have the readers so far, and all 1,895 vehicles are expected to be online as of summer.

DAVID NICKLE [email protected]

Until now, Rhoda Potter had the best-engineered green bin on her street.

She had no choice: the big, smart raccoons that prowl up and down Agincourt Avenue meant either she had to build a better green bin or wake up every morning to stinky organic waste spread up and down her driveway.

“We don’t have a garage attached to our home, so the compost has to stay outside,” Potter said. “Other than just cleaning up all the time, I thought, I have to devise another method.”

So for years, Potter aug-mented the city’s metal-latched green bin with a piece of brick and cement salvaged from a demolition – lashed by bungee cord to the top of the lid – and the whole contraption jammed tight in between her garbage and recycling bins.

It was good, but Potter admitted it was not good enough. Time and time again, the nocturnal bandits would find a way to bash their way into the tasty compost inside.

Last week, that all changed. Potter was one of the first Scarborough residents to receive Toronto’s new raccoon-resistant compost bins.

It is bigger, stronger, more

temperature-resistant than the current model. Mayor John Tory showed up last Thursday personally to demonstrate the contraption, and make it clear that the “war on the raccoon” had just gotten real.

“I told the raccoons that this day would come, when we wouldn’t just demonstrate a prototype at City Hall, but roll them out across the city,” Tory said.

The new bins were designed by Rehrig Pacific Company, an Atlanta, Georgia-based firm that took on a unique chal-lenge of not simple industrial design, but behavioural sci-ence, too.

“It was really a question of studying raccoons, what they do, their capability and habits, and developing pro-

totypes and testing them,” said designer Derick Foster. “We developed seven different latches and variations before we found the right one.”

The latch on the new bins is a marvel of ergonomic design. The handle to lock the bin sits on top of the lid and twists to open and close.

But when the bin is inverted to 110 degrees, by a robotic arm on the side of a garbage truck, the latch automatically opens and the compost is dumped into the truck.

The bins are rolling out in Scarborough over the coming weeks.

Once that is finished, they will be delivered to homeown-ers in Etobicoke, then North York and finally Toronto/East York.

Mayor declares ‘war on the raccoon’ with new green bin
