Announcement

The Waste Management Susquehannock Trail Performance Rally® is scheduled for June 1 and 2, 2018. This event

is sanctioned and insured by American Rally Association, Inc. The Event chair posts A copy of the certificate of event insurance Rally Headquarters.

All Performance Rallies within the event are conducted in compliance with the 2018 American Rally Association General Competition Rules (GCR), Rally competition Rules (RCR), Technical Rules (TR); all bulletins dated 2018 preceding the event and these Supplementary Regulations. Changes to these supplementary Regulations are announced only by numbered and dated bulletins (issued by the organizer or the stewards.) The Organizers and/or Stewards, using the spirit of these regulations and the 2018 American Rally Association TR GCR and RCR, shall decide any case not foreseen in these regulations.

® are registered trademarks of the Finger Lakes Region SCCA,

Inc. and are used with their permission. This event is not organized nor conducted by the Finger Lakes Region SCCA, Inc.

Features of the Rally

The genesis of the Susquehannock Trail Pro Rally (STPR®) stretches back to 1965. Rochester based sports car

clubs, including Triumph touring Club, Corvair Owners Club of Rochester, and the MG Car Club were involved in the M.O.N.Y (Michigan, Ohio, and New York) series, which was the basis of the SCCA ProRally Series. Ralliesconducted at the time included the Rochester based Snowblower and Lunar Lunge rallies. Rally America becamethe sanctioning body in 2005. Since 2006, STPR

® has stood for the Susquehannock Trail Performance Rally

® to

celebrate the alliance with Rally America. In 2017, STPR® became a founding member of the American Rally

Association. This group was formed to find a better way for sanctioning and insurance as well as giving control backto the event.

STPR®

was the last of the great endurance events on the national schedule maintaining a one-day format. The organizing committee today keeps the design of a high stage/transit mileage ratio. Thanks to the outstanding cooperation of the Pennsylvania Department of Conservation and Natural Resources (DCNR), STPR has some of the best and most demanding roads in the country. The 2011 short film “13” called STPR the fastest rally in North America.

In 2008, STPR®

changed to a two-day format to better utilize new competitive sites. Featured are two Super Special Stages, one run on Friday and one on Saturday.

STPR® has been honored as Rally of the Year 10 times previously since its inception. In 1983, 1988,1990,1995,1997, 2000, and 2003 while sanctioned by the Sports Car Club of America, Inc. This honor was bestowed in 2008 and 2013 by Rally America after Waste Management was brought on as a Title Sponsor for the Event.

Description

The Waste Management Susquehannock Trail Performance Rally® is a National Rally of approximately 259 miles

long with approximately 125 miles of competitive stages. The Sherwood Forest Rally is a Regional Rally which includes Stage 1 through Stage 6. It is approximately 46 stage miles. The Finger Lakes Rally is a Regional Rally, which includes Stage 7 through Stage 15. It is approximately 77 stage miles.

Stages 3 and 4 on Friday, June 1st, and Stages 13 and 14 on Saturday, June 2nd are Super Special Stages. Combined, the two nights attract between 2,000 and 3,000 spectators and the nominal ticket price helps greatly defray event expenses while giving families and other spectators a great show.

Competitors accrue points for the American Rally Association National and Regional Championships.

Rally Headquarters once again is at the Tioga County Fairgrounds, Route 6, Wellsboro, PA 16901

The start of the Rally, Friday afternoon June 1st, is from the Green in Wellsboro, although not from Main Street. Saturday’s start, June 2nd is as always on Main Street in front of the Green.

Service Friday is available at the Parc Expose at the Green and the Tioga County Fairgrounds. Service Saturday is available at the Parc Expose at the Green, the Braun Memorial Field in Germania, PA and back at the Tioga County Fairgrounds before the Super Special starts. Unfortunately, we do not have space for service vehicles around the Green, but service is permitted. Service vehicles are required to park legally elsewhere in town.

The competitive road surface consists of hard packed clay, gravel, and stone.

STPR®

now runs during daylight hours, but it can get dark early in the forest, especially if it rains. Please consider this when deciding whether to install your lights at service.

1. Entries and Payment

1.1. Entries are accepted electronically from the American Rally Association web site.

(https://usacracing.redpodium.com/2018-ara-race-regisration)

1.2. Entries are not valid until the entire entry fee is paid.

1.3. Receipt of all mailed entry fees is based upon the Postmark date of your mailed payment.

1.4. A maximum of 90 teams may start the rally.

1.5. All American Rally Association National and Regional classes are accepted.

1.6. Payment is accepted once online registration opens. From that date until 11:59 PM 5/14/2018, all payments are accepted at the early entry fee.

1.7. Entries received after 12:00 AM 5/15/2018 are accepted at the late entry fee. Entries submitted at registration must register with American Rally Association and pay the at the event fee.

1.8. There is a discount for entries paid by cash or check.

1.9. Payment for entries may be made by credit card when entering online at

https://usacracing.redpodium.com/2018-ara-race-regisration. Other options for payment include a check or

money order mailed to the registrar postmarked by May 21st. After May 21st, payment may be made by certified check or money order, or credit card. Onsite entries may be paid in cash or by credit card.

1.10. Checks that do not clear on first deposit require a $50 fee to cover bank and processing costs. The “bounced” check must be replaced by May 21st, with a valid credit card, cash, certified check, or money order to keep the entry position. The entrant remains responsible for the $50 fee.

1.11. Route Books, Stage Notes, Reconnaissance, and the Practice Stage are included in your entry fee. The Odometer Calibration Run, which is not part of the rally route, is issued at Registration, along with instructions to the Practice Stage.

1.12. Entry fees include one Service Crew Kit and entrance to the Ice Cream Social and the after event Banquet for all registered team members. Wristbands or “Hard Cards” and/or Tickets are required for the Awards Banquet. Tickets may be available at Registration and at the door.

1.13. One additional service vehicle can be registered for $50, which includes a Service Crew Kit. Additional Service Crew Kits can be pre-ordered for $25. A limited number of Service Kits may be available for teams entering late. Due to the expense of preparing extra Service Crew Kits, fees for pre-ordered extra kits are not refundable

1.14. There is a fee of $350 for each additional service space required by any team.

1.15. Refunds not paid before are paid by check after June 30, 2018.

1.15.1. Competitors may withdraw their entries per 4.9. of the ARA General Competition Rules

1.15.2. If STPR cannot recover the entire entry fee from Credit card entry that later withdrew, there is a 3% service fee assessed, calculated based on the cash entry. The cash entry amount will be refunded in this case.

2. Insurance: 2.1. Insurance is provided through the United States Auto Club.

3. Advertising and Identification:

3.1. Organizer Supplied Advertising: STPR® sponsor logos are provided at TECH and must be placed as specified in the Logo Usage and Guidelines, pages 8 and 10. (The vehicle Identification Standards are noted in Bulletin 2018-2 which can be found here: https://docs.wixstatic.com/ugd/240f15_380f7744e359438bbaa2276f5ee6ccb9.pdf.) If you have any concerns about placement, you must contact the event chair to discuss placement.

3.2. Rally Car Identification: All STPR® and American Rally Association Identifiers (per ARA Brand Standards available on the ARA website) must be affixed to the car before it is presented to Tech. Vehicles not complying with this rule will not be Scrutineered.

4. Fuel:

4.1. Competitors are responsible for obtaining their own fuel and having it delivered to the Fairgrounds Service area.

5. Reconnaissance:

5.1. Single Pass Reconnaissance is available on Thursday, May 31, 2018, per schedule on page 2. This takes all day and teams should plan on having their service crews take their cars through Tech.

5.2. Single Pass Reconnaissance is referred to as RECCE in this document

5.3. Stage Notes are included in your Entry Fee. Your entry fee must be paid in full to participate in RECCE. Competitors must be registered to get their Route Book and Stage Notes, an exception is noted below. Registration is not open at 6:00 AM on Thursday, May 31, 2018, for those teams that cannot make the Wednesday evening Registration hours.

5.4. If you cannot register Wednesday, 5/30/2018, you are required to sign a paper waiver to receive a temporary wristband to participate in RECCE. Your Route Books and Notes will be at the start of stage 1. The workers will have a list of paid competitors. Once you complete RECCE, you must go to registration and complete a full registration.You must call the Competitor Registrar if you are not able to register Wednesday, May 30th. Stages 1, and 2 are open RECCE. Stage 1 is open for RECCE on Thursday, May 31, 2018, at 6:00 a.m. All cars have to enter the stage by 7:30 AM. All teams follow the same RECCE route. Further instructions are to be made available before 5/27/18 in a bulletin posted

on www.stpr.org and www.americanrallyassociation.org.

5.5. RECCE materials are distributed at Registration. RECCE leaders will be found at the start of Special Stage 1 to cover any additional regulations governing the session. We do not print excess instruction books. 5.5.1. The RECCE route does not include the Super Special Stages. We invite the competitors to walk

or bicycle the Super Special Course after set up of the stages are complete. Anticipated completion of Super Special set up is Thursday afternoon.

5.6. In order to be good neighbors, neither competitors nor their teams are allowed to travel on roads used as stages for this rally other than as part of RECCE for 90 days prior to the start of the rally.

5.7. Competitors whose registration is not complete in advance still are required to complete event registration after RECCE on Thursday.

5.8. A minimum of one “O” control is scheduled to be used to check for speeding during RECCE. A standard “clock” sign identifies such locations. There may be multiple “O” control sites along the RECCE route. All competitors must stop and have their passage recorded. See also article 13 and Appendix 2.

5.9. Please be aware that DCNR has agreed to this activity and that the speed limit on forestry roads is 25mph unless otherwise posted.

6. Administrative Checks: Competitor Registration is located at the Tioga County Fairgrounds.

6.1. Documentation needs to be shown. Insurance is required for all competition vehicles and Service Vehicles. This documentation may be sent electronically to the Competitor Registrar before Registration opens. Even if all documentation is sent before registration, all members of the Team must present themselves to Registration, sign the waiver electronically/bring proof of license for the event, and obtain a numbered wristband.

6.2. Documents that are needed for Competitor Registration are: 6.2.1. Driver and Co-Driver Competition License.(This needs to be seen by a registrar.) 6.2.2. Driver and Co-Driver valid street driving license (This needs to be seen by a registrar.) 6.2.3. Driver and Co-Driver’s photo ID (This needs to be seen by a registrar if it is not your street

license.) 6.2.4. Completion of all details on the online entry 6.2.5. Rally vehicle Registration. 6.2.6. Proof of rally vehicle Insurance (Declarations page) 6.2.7. A letter of permission to use the rally car if not registered either to the driver, the co-driver of

the entrant. 6.2.8. Service vehicle(s) registration. 6.2.9. All documents must be valid for the duration of the rally. 6.2.10. Documentation may be sent at any time to the Event Registrar.

7. Tech, Sealing and Marking: Tech is located at the Tioga County Fairgrounds.

7.1. Safety items to be checked include, but are not limited to: 7.1.1. Window Nets 7.1.2. Driver and Co-Driver’s personal safety equipment 7.1.3. Sound levels are measured to comply with local noise ordinances.

7.2. Tech is done on a first come first serve basis. The pre-printed Tech Form must accompany the rally vehicle to Tech. If you need special consideration for after hours, you must contact the Tech Chief directly for help.

7.3. In order for Service Crews to meet insurance requirements, they must register and obtain a license. Service Crew individuals may go online and purchase a 1 event license for $5 at

http://rallylicense.com/. There is an option to purchase an annual Service Crew license for $30. Please bring your receipt as proof of licensure to registration if you do not receive a “Hard Card” from registering at home. For those without a license, there are scheduled 6 computer(s) at Registration for you to go online and purchase the license. It is our intent to have a printer connected to the computer to print the receipt as proof of license. Please do not discard the receipt until after the event.

8. Practice/Press Stage:

8.1. The Organizers have provided a Thursday afternoon Practice/Press Stage for all registered participants with rally vehicles that have passed Tech. This is included in your Entry Fee.

8.2. Credentials are required and checked.

8.3. Service on rally vehicles participating in the Practice/Press Stage may ONLY be performed at the Service Area on Waste Management property. Service may NOT be performed on the highway. Directions to Practice Service are found in your route instructions.

9. Service:

9.1. Service kits are issued to each Service Crew upon Registration. Kits include a running Schedule, Route Map, Supplementary Regulations (with Odometer Calibration Run, and Practice/Press Stage), Service Route Instructions, Service Area locations, and contact information for Emergency Services.

9.2. Selection of service spaces is on a first come first serve basis during Registration except as described below.

9.3. There is an additional fee of $350 per additional service space at both service locations: the Tioga County Fairgrounds and at Braun Memorial Field in Germania.

9.4. Service volunteers will attempt to make all service spaces the same size, but due to area limitations space size will vary (especially at Germania.)

9.5. All teams must pre-register their service space needs with the Competitor Registrar and/or the Service Chief to better accommodate your needs. Their information may be found on page 4 of this document.

9.6. A footprint of your service space needs is necessary due to the expanding space requested for service at Braun Memorial Field at Germania and the Fairgrounds. This should include all vehicles used.

9.7. Tractor Trailers to be used at service in Germania need to be aware of the very steep incline and gravel road leading to the service area. If there is any rain at all, larger vehicles cannot get up the road into the service area.

9.8. There is a limit of 2 service vehicles per competing rally vehicle. Each service vehicle and its personnel must be registered with STPR®.

9.9. Any service vehicle that is servicing more than one team counts as 1 of the 2 allowed service vehicles for each team it is servicing. I.e. if car 72 and car 472 share a service vehicle, the number of service vehicles for the combined teams is 3. Monitoring is done by the ID numbers issued at Service Registration.

9.10. Possession and Consumption of alcoholic beverages by participants is prohibited at the Tioga County fairgrounds, in the Pennsylvania State forest, at Service Areas, and at Parc Exposes. Violators are excluded from the event.

9.11. Each Service Vehicle must be identified by the number(s) of the car(s) that it is servicing. Numbers are affixed to the upper center windshield.

9.12. Trailers (except those used as service vehicles) are not permitted in the Service Areas, except when picking up a disabled competition vehicle. Teams using their trailer as a service vehicle need to pre-register with the Competitor Registrar so the information can be shared with the Service Chief. Trailers are not permitted within the Wellsboro borough limits at any time. Trailers may be kept at the Tioga County fairgrounds at your own risk. Trailers at the Fairgrounds need to be parked in the designated trailer parking area.

9.13. Service areas consist of the grassy areas at the Fairgrounds and at Germania. Please plan your equipment to do as little damage as possible to these areas.

9.14. Tarps or spill cloths are required for all servicing operations. They must extend beyond the car in all directions. There is a $50 penalty for failure to comply.

9.15. An official with radio communication is assigned at each service area. This person helps manage the area and helps the crews to find missing competition vehicles. Net Control frequencies are listed in the Route Book and Service Route Book for your convenience and monitoring. Although technology is invading the mountains of Pennsylvania, there are areas that cell phones just do not have service. Rally Teams and Service Crews are not to contact Net Control directly except in an emergency.

9.16. Service Crews are required to notify the Service Area Chief when they leave a service area to retrieve a competition vehicle they are crewing for.

9.17. Motorhomes may be parked at the Tioga County Fairgrounds only if pre-arranged with the Event Chair. It is a violation of Borough ordinance to stay overnight in an RV within the Borough limits.

10. Safety Sweep/ Medical Sweep/Sweep:

10.1. Safety Sweep is charged with starting the stage within a minute of the last competitor as much as is safely possible to insure that the last driver has the same safety net as all the other competitors and accounting for the safe passage of all competitors who entered the stage. These persons shall maintain a written log of the disposition of all competitors who do not successfully complete the stage. Safety Sweep may help a competitor get going if it involves a simple tow. It is not the job of this car to extract a vehicle. These persons are deemed judges of fact, and may after consultation with event officials rule that a competitor or car is no longer fit to compete. Safety Sweep will collect the competitor’s time cards should they not be able to return to competition. This car shall not pass a vehicle still capable of competing.

10.2. Closely following Safety Sweep is Medical Sweep.

10.3. Sweep teams follow Medical and can attempt to move your disabled competition vehicle. If a stage is run again, you are only moved if you are blocking the course. When the stage is closed after its final use, Sweep can move your rally car to the end of the stage where your service crew or a wrecker is dispatched to meet you. Sweep may help a competitor get going if they can, but it is a course-closing vehicle for the stage. Specific Sweep information is included in the back of the route book.

10.4. Emergency Instructions for Rally Teams are summarized in the back of the Route Book for your convenience.

10.5. Due to contractual obligations with the Department of Conservation and Natural Resources, YOU must call the Event Chair or Net Control by phone as soon as possible after any injury requiring emergency care from an ambulance or a hospital that occurred from the competition. DCNR will send a ranger to your location to complete their required documentation.

11. Car in Stream Emergency (Sanctioned Exception)

11.1. This procedure is designed to protect the streams and protected wetlands that flow throughout the forest from any environmental harm. This rule is strictly enforced and we greatly appreciate your assistance in preventing any spills. If your car ends up in a stream, you must do the following.

11.1.1. Show the Red Cross to the next car and report “Car in Stream” to them 11.1.2. If there are no injuries, tell the next car to proceed to the stage finish or the next radio location

to report “car in stream at xx.xx miles” 11.1.3. If you do have injuries that require medical attention, then the first car must remain with you

as per the normal Red Cross procedures. 11.1.4. The next car is to then report to stage finish or the next radio location that there are both

injuries and a “car in stream”.

12. Super Special Stage (Friday and Saturday Evenings)

12.1. The Super Special Stages consists of 2 stages each night. Stages 4/5 on Friday and stages 15/16 on Saturday.

12.2. Although the Super Special Stages are part of the Competition, they are designed to enhance competition as well as provide entertainment for the spectators. We hope to attract new fans and sponsors through this endeavor.

12.3. The Super Special Stages requires teams to compete in a general reverse order, with the fastest teams competing last. Teams are paired as directed by the marshals. The organizers reserve the right to start the competition with team pairs prior to the arrival of the last car, in the interest of maintaining the schedule for the “show.” The organizers also reserve the right to have a bye run anytime during competition so the final 10 teams compete as pairs. A “Bye” run occurs when there is an uneven number of competitors, and 1 car runs alone.

12.4. Two cars compete at the same time, giving the appearance of competing directly against each other, but are timed individually for their stage.

12.5. Teams compete on one stage and then immediately compete on the other stage before going to the FTC. Both times are provided at the FTC.

12.6. Stages 4/15 start on the left side, stages 5/16 start on the right side. Teams may be directed by the marshals to start on stage 5/16 prior to starting stages 4/15.

12.7. There is an at grade crossover in the course so that all teams compete on equal courses for stages 4/15 and stages 5/16. The rally competition is complete at the FTC each evening. We do however request that teams return to the display area after competition to interact with the spectators.

12.8. Teams that start, but do not complete, the Super Special Stage will get the maximum time of ANY car that completes either Super Special Stage for that night or the Bogey time, whichever is greater.

13. Results:

13.1. Each Rally Team is issued an EZ-Trak transponder.13.1.1. The transponder is used for RECCE as well as for the rally. For RECCE, the person monitoring

the EZ-Trak system is used as Judge of Fact for speed infractions combined with at least 1 “O” Control.

13.1.2. After RECCE, the transponder is to be mounted in the Competition car. Although EZ Trak is not an official timing device, in case of scoring issues, the data may be used to verify timing results.

13.1.3. EZ-Track is supplemental timing equipment as well as a device that tracks a competitor's location and velocity.

13.2. Informational scores are posted at the Fairgrounds Friday evening, at The Green and at the Germania Service Area Pavilion Saturday.

13.3. Provisional results are posted at the After Rally Party at the Fairgrounds ASAP after the Rally is complete.

14. Prizes:

14.1. At a minimum, Regional Rally trophies are awarded to the first place car in each class. National Classwinners are recognized by American Rally Association at the Winner’s Circle Festivities.

14.2. Regional Trophies are ordered May 13, 2018. Trophies are awarded based upon the entry on that date. Trophies will not be made after the event.

14.2.1. If there are 4 or more cars entered at 12 midnight May 12, 2018, STPR® will trophy the top 3 finishers in class.

14.2.2. If there are 3 cars entered at 12 midnight on May 12, 2018, STPR® will trophy the top 2 finishers in class.

14.2.3. If there are 2 or less cars entered at 12 midnight on May 12, 2018, STPR will trophy only the 1st place finisher.

14.3. Trophies are not mailed. Those competitors that cannot stay should arrange to have your trophy picked up. Trophies not claimed are kept for a maximum of 2 years, and are available at the next year’s STPR®.

14.4. JOHN WOOLF/GRANT WHITTAKER Sportsmanship Award honors the memory of these special friends of the STPR®, an award for Outstanding Sportsmanship will be presented after the rally. This award is not given every year. All participants in the rally may nominate a person or Team. A form has been included in competitor and service route books to nominate your choice. Please give this Award your special consideration, and submit to an Organizer by the time the provisional scores are posted.

15. Final Checks and Protests:

15.1. All finishing vehicles are required to remain in the impound area until release by the Senior Stewardor his designee or referred for additional inspection as directed.

15.2. Selected vehicles may be subject to tear down at a time and place to be announced.

15.3. Inquiry forms are in the Route Book and are available from the stewards. All inquiries are investigated and their disposition posted.

15.4. Inquiry and Protest forms are available from the American Rally Association Senior Steward.

15.5. The Clerk of the Course receives and handlesall inquiries, subject to Stewards Review.

16. Sanctioned Exceptions:

16.1. Car in Stream procedure. (See section 11)

16.2. Rally Competition Rules, 1.5: The service stop for the final rally forest section will be approximately 91.6 miles total with approximately 48.6 miles of special stage. There will be an optional refuel at 10.2 stage miles and at 25.5 overall miles into that section.

16.3. If STPR cannot recover the entire entry fee from Credit card entry that later withdrew, there will be a 3% service fee assessed, calculated based upon the cash entry. The cash entry amount will be refunded in this case.

16.4. Arrowing: Single arrows at intersections will be used at STPR.

2. RECONNAISSANCE INFORMATION:

a. Open Recce in the forest has been approved by DCNR. If there are issues, we may be forced to return to “lead – follow” Recce in future years.

b. The Speed Limit in the forest is 25 mph and posted on most Forestry Notice Boards (see picture below)

c. Traffic (both rally and public) will be travelling in both directions on the roads; expect to encounter oncoming traffic at any time.

d. Stage 1 Recce is open for one pass at 6AM and all cars must start by 7:30. Stage 2 Recce will start as soon as the last Stage 1 car exits the stage (~8AM). The forest roads for all other stages (except the Super Specials) are open from 9AM to 6PM Thursday. The Super Special is available for walking as soon as it is graded.

e. Competition starts at registration prior to Recce and ends at awards.

f. STPR will have “O” Controls active during Recce. “O” controls will relocate throughout the day at random times. DCNR will also be patrolling the area. Any penalties are at the steward’s discretion.

g. Gas is available at the break, but only regular unleaded, no Premium grade. Plan accordingly.

Summary: The competitors will cover the stages in the following sequence: 1. Stage 1 (Waste Management I) 2. Follow transit to Waste Management II and wait for the stage to be available in the

reverse direction.

We offer to any competitor that wants the service to follow a lead car.

3. EZTrak Vehicle Tracking Devices The American Rally Association is equipping all competitors and course cars at the 2018 STPR Rally with EZTrak vehicle tracking devices. These devices will enable event officials to know your location and movement status in real time and to be automatically alerted of any irregularities (e.g. you have come to a stop on an active stage). They will also enable everybody who has access to the Internet to follow your movements and stage times at live.americanrallyassociation.org. A free iOS or Android smartphone app is also available on this same Web page, or you can search for ARARally in the Apple app store or in Google Play.

Installation You will be given two EZTrak devices at Event Registration to place in your recce car and to then move to your rally car after recce. Registration is 7:00 PM to 9:00 May 30th, 2018. If you cannot register Wednesday night, when you sign the Waiver at the Start of stage 1, you will get your EZ Trak devices there on Thursday, May 31st, 2018. One of the devices provides stage timing and vehicle movement information via cellular communications and the other device provides satellite communications when your vehicle is in an area where there is no cellular coverage. The devices are completely self-contained requiring no vehicle power or external antenna connections. Guidelines for the placement of the devices are provided on the following page. IT IS YOUR RESPONSIBILITY TO MOVE THE DEVICES FROM YOUR RECCE CAR TO YOU RALLY CAR.

Operation The tracking devices perform all of their monitoring, motion analysis, and reporting functions automatically with no user interaction.

Return The tracking devices must be removed from your rally car immediately after the last Time Control at the Tioga County Fairgrounds. It is the competitor's responsibility to return your 2 EZTrak devices to Rally Headquarters or to an ARA official at the nearest active Service Area. The teams are responsible for the timely return of all the EZ-Trak equipment. Failure to return the equipment in good working order results in a $400.00 charge to the competitor to replace the equipment.
