A regular meeting of the Trustees of The University of Wyoming was
called to order by President True at 10:15 a.m. on February 18, 1972, in
the Board Room of Old Main.
The following members answered roll call: Brodrick, Bunning, Hickey ROLL CALL
Hines, Hollon, Jones, McBride, Ostlund, Pence, Quealy, Sullivan, True,
and ex officio members Hathaway and Schrader. Mr. Schrader joined the
meeting shortly thereafter. Executive staff present were: Jim Ranz,
Vice President for Academic Affairs; Keith Raitt, Director of Finance and
Budget substituting for Elliott Hays, Vice President for Finance; Joseph
Geraud, Vice President for Student Affairs; and Hugh B. McFadden, Vice
President for University Extension. Dr. Donald Anderson representing the
Faculty Senate.
APPROVAL OF MINUTES
It was moved, seconded, and carried that the minutes of the meeting
of January 7, 1972, be approved as circulated.
Dr. Carlson made the following announcements: a 3D-minute documen- IANNOUNCEMENTS
tary on the work of Robert 1. Russin, Professor of Art, would be shown on
KTWO-TV, Channel Two, at 7:00 p.m. Friday, February 18, 1972; lunch would
be served in the Conference Room at noon; the W. R. Cae Trust Fund
Committee would convene in his office during the lunch interval; the
Honorary Degree Committee would review nominees at the time of the March
16, 1972, meeting of the Trustees; there would be a basketball game
Friday evening and tickets would be secured from the Fieldhouse for dis-
tribution later in the day to anyone wishing to attend. Mr. True
reported letters had been received from Senator Hansen and Congressman
Roncalio regarding the loss of mineral revenue sharing funds and were
available to anyone wishing to read them. He also called attention to a
gift of a portrait of Mr. Tracy McCracken, former Trustee, by Mr. R. R.
Allbaugh.

The following items of old business were then considered: A
question was raised concerning the status of faculty discounts at the
University Bookstore. Dr. Anderson stated that the Executive Committee
of the Faculty Senate is working closely with the students on this matte
and that he will report back at a later date.
Mrs. Hickey asked what the present situation in concerning the co~
plaints of the housekeepers mentioned in the January 26, 1972, issue of
the Trustee Reporter. Dr. Carlson stated that Mr. Elliott Hays is re-
viewing the whole situation. President True asked for a report on this
at the next meeting.
Mr. Hickey then asked about the item that appeared in the February
2, 1972, issue of the Trustee Reporter dealing with an appeal bond for
Mel Hamilton. ~rr. Pence explained that questions had been raised becaus
a University voucher was used to pay for the appeal bond rather than a
check drawn on the Defender Aid Program. The funds came from a grant
by Mr. Harold Bloomenthal, former Professor of Law~ to the Legal Services
Program and are a legitimate expenditure.
Mr. Berry stated that he had received complaints about inadequate
lighting on campus, particularly the area on 15th Street and Sorority
Row. Mr. Geraud commented that the problem would be alleviated by the
proposed lighting for the Fine Arts Center area.
Mr. Donald Anderson reported that a dialogue between the repre-
sentatives of the Black Student Alliance and the Church of Latter-Day
Saints is scheduled for February 22 at 7: 30 p.m. in the East Union
Ballroom. The moderator will be Dr. Wilson Walthall, Head of the De-
partment of Psychology.
Mr. ~fcBride asked if anything was being done for the improvement of
married student housing. President Carlson stated that problems dealing
with upgrading of existing facilities would be dealt with in the near

future since funds are available for this. ~tt. Geraud reported there are
five vacancies in married student housing at the present time.
It was moved, seconded, and carried that the meeting go into exec-
utive session with the executive staff invited to remain.
The meeting reconvened in open session at 11:15 a.m. Dr. Carlson
asked that consideration be given to matters contained in the President's
Report, and the following actions were taken:
EXECUTIVE SESSION
It was moved, seconded, and carried that the following appointments APPOINTMENTS
be approved as recommended by the President for the periods indicated,
subject to any salary adjustments which may be required to conform with
the Federal wage-price freeze.
1. The appointment of Vincent P. Skowronski as Supply Assistant
Professor of Music for the 1972 Spring semester.
2. The appointment of Christopher G. Wheeler as Assistant Professor
of Speech (rank contingent upon fulfillment of degree requirements) for
the academic year 1972-73.
3. The appointment of Robert J. Kansky as Associate Professor of
Mathematics and Mathematics Education for the academic year 1972-73.
4. The appointment of Roger L. Hayen as Assistant Professor of
Business Administration (rank contingent upon fulfillment of degree
requirements) for the academic year 1972-73.
5. The appointment of George W. Woodward as Lecturer in Educational
Foundations from March 1, 1972, through January 31, 1974.
6. The appointment of Brian Porter as Visiting Professor of
Mechanical Engineering for the 1972 Fall semester.
7. The appointment of Doris Penson as Supply Instructor in Nursing
for the 1972 Spring semester.
8. The appointment of Susan Knutson as County Extension Home
Economist in Weston County, effective April 1, 1972.

9. The appointment of Lieutenant Colonel David H. Hoffet? Jr., as

It was moved, seconded, and carried that the following faculty
members be reappointed as recommended by the President for the periods
and under the conditions cited.
1. Dr. J. David Love be reappointed as Adjunct Professor of Geology
effective with the beginning of the 1972-73 academic year for a three
year period.
2. Mr. Eugene R. Seelback as Supply Instructor in Mathematics for
the 1972 Spring semester.
It was moved, seconded, and carried that the following faculty

1. Dr. Marlene C. Hudson, Assistant Professor of Curriculum and
Instruction, a leave of absence without pay for the 1972 Spring semester
for health reasons and acceptance of her resignation effective at the
expiration of her leave.
2. Mr. Merton E. Powell, Instructor in Vocational Education, a
leave of absence without pay from his duties in the College of Education
for the 1972-73 academic year to permit him to fulfill the residence
requirement for the doctoral degree at the University of MOntana.

ASSOCIATE DEAN-COLLEGE OF ENGINEERIN
DEPUTY SECRETARY TOTHE TRUSTEES
It was moved, seconded, and carried that authorization be granted to EMPLOYMENT OF GRADUATASSISTANTS
the Dean of the Graduate School for the appointment of graduate assistant
at the current stipend of $2,898, up to the amount budgeted for 1972-73
in the biennial budget request.
It was moved, seconded, and carried that the award of degrees for APPROVAL OF DEGREES
the 1971 Fall semester be approved as recommended by the faculty and dean ,
with a record of such degree awards to be maintained in the Registrar'sOffice after authentication by the President of the University pursuant

Mr. McBride, Chairman of the W. R. Cae Trust Fund Committee,
reported that his Committee feels they are progressing well. He feels th
Trust Fund is getting a good return for their investments. He called the
Trustees' attention to the investment transactions for the past calendar
quarter in the report distributed with the President's Report.
REPORT OF II. R. COETRUST FUND COMMITTEE
President True called upon Mr. Pence, Chairman of the Physical Plant PHYSICAL PLANT
and Equipment Committee, to report on the recommendations of that
Committee. The following items were discussed and action taken as cited:
1. Archer Substation. It was moved, seconded, and carried to
recommend to the Commissioner of Public Lands that the State Land Board
approve the request for an easement at the Archer Substation by the
Public Service Company on behalf of its subsidiary Cheyenne. Light, Fuel
and Power Company for an electric transmission line for only so long as
it is used for the purposes granted and not in perpetuity. The easement
would be 75 feet in width and would be parallel and adjacent to the
existing U. S. Bureau of Reclamation transmission line. The payment for
the easement would be $200 at the rate of $100 per acre.
2. Student Union Addition Bids. It was moved, seconded, and carrie
to accept the recommendation for granting a contract totaling $1,339,500
to Reiman-Wuerth Company of Cheyenne, Wyoming, for the base bid of
$1,269,000 plus Alternates Numbers 1, 2, 5, 6, 8 and 9 in the amount of
$102,000, less Alternates Numbers 4, 10, and 11 in the amount of $31,500.
3. Engineering Building Remodeling. It was moved, seconded, and
carried to accept the recommendation to award a contract totaling
$270,250 to Speige1berg Lumber and Building Company, Laramie, Wyoming,
for the base bid and Alternates 1, 2, 4, 5, and 6, rejecting Alternate #3
4. New Physical Education Facility. The Committee was unable to
approve the design development drawing of this facility as presented and
will therefore ask the architects to prepare two or three colored

perspective renderings and a colored site development plan to clearly
illustrate the shape, size, character, materials, and landscaping of the
facility. This material is to be available for consideration at the next
meeting.
5. Progress Reports. Mr. Pence read the progress reports as out-
lined in the Presiden t t S Report. He invi ted all Trustees to participate
in campus inspection trips. The Trustees agreed that the format used for
reporting construction progress was satisfactory .

Mr. Quealy, Chairman of the Budget Committee, reported on the
progress of educational television in the State of Wyoming.
The following memorandum was dis tributed to each Trus tee:
A comprehensive review of estimated foods availableand estimated expenditures for the 1971-73 biennium indicatesthat the two-year budget total of $54,113,440 approved by theTrustees and the Governor can be funded. Current estimatesdo not indicate that the additional $301,348 of expendituresaurhorized by the Legislature can be funded at this time.
Salary increase funds (merit and promotion) wereincluded in the legislative budget to provide for overallavera.ges of 4% each year plus an addi. tional amount of$160,000 which could be utilized to augment faculty salaries.The implementation of these salary increases as planned inthe legislative budget appears to be feasible.

2. Students Publication Policy. Mr. Berry presented the general
policy statement for Student Publications falling within the jurisdictior.
of the ASUW Senate Publications Committee and the Publications Committee
By-Laws as drafted February 15, 1972. Mr. Berry stated that the Policy
was passed unanimously by the ASUW Senate.
After some discussion, President Carlson noted that originally this
item was placed on the Agenda for review. He said, however, since every
one had had an opportunity to review the Policy, he recommended that the
Trustees consider it for action at this time. It was moved, seconded,
and carried to accept the Student Publications Policy dated February 15,
1972. A copy of the Policy as adopted is attached to the official minut€~
of this meeting.
3. Development COmmittee Report. Mr. Hollon, Chairman of the
Development Committee, reported on a meeting held earlier in the day.
He stated that the Committee discussed ways and means of soliciting
contributions to the University. Dr. Carlson reported on his recent tri
to New York. Mr. Jones suggested that the Trustees give individual lists
of potential donors to Mr. McGaw.
4. Wyoming Water Resource Education and Assistance Team. Vice-
President High McFadden described a project which will result in the
design of stepwise procedures for development of water resources for
agricultural, community, recreational, and industrial uses. For each
step there is to be reference to sources of expert assistance. Dr.
McFadden explained steps being taken to coordinate efforts of state,
federal, and local agencies. The information will be made available to
the public in brochure form through the County Agents.
5. Mineral Engineering Education. It was moved, seconded, and
carried that authorization be granted for the admission of stude~ts from
the five other Western Interstate Commission on Higher Education (WICHE)

states (California, Colorado, Hawaii, Oregon, and Washington) to the
University's petroleum engineering program under the existing out-of-stat~
tuition waiver for the Mineral Engineering Student Exchange Program. It
is understood that the number of students admitted from the WICHE states,
exclusive of in-state students, shall not exceed the number that can be
cared for with the present faculty.
It was moved, seconded, and carried that the meeting go into exe-
cutive session with the executive staff invited to remain.
The meeting reconvened in open session at 3:45 p.m.
6. Law Enforcement Academy. Mr. Jones moved that the University
indicate its interest in sponsoring the Law Enforcement Academy providing
that all flll1ds necessary for its operation can be obtained by the
Governor's Planning Cormnission on Crime and that none of the funds
therefor be included in the University budget request. The motion was
seconded and it carried with one dissenting vote.
