The continuing growth in enrolment figures attests tothe recognition of the University of the West Indies,Mona Campus as the leading university in Jamaica.Overall, in the 2002/2003 academic year, the Campusincreased its undergraduate enrolment by 6.2% overthe previous year. Among the strategies employed toachieve this increase were the strengthening of theliaisons with schools and the development of a linkwith the pre-university school to encourage its gradu-ates to make the UWI the university of choice.

Collaboration with TLIs

The urgent need to strengthen the human resourcecapacity of the country demanded that the Campuslook to ways of increasing its student intake through

off-campus registrations. To achieve this, collabora-tion with tertiary level institutions was strengthenedand delivery through distance mode improved. TheTLI Unit formalised an articulation arrangementbetween UWI and MIND for holders of MIND’sAssociate of Science Degree (Accounting) to be grant-ed normal matriculation status once a minimum gradepoint average of 2.5 is achieved. In addition to normalmatriculation, persons having a grade point average ofat least 2.5 will become eligible for advanced place-ment in 9 UWI BSc. Level I courses, provided theyhave attained a grade of at least B. All of thesearrangements were approved by the Board forUndergraduate Studies (BUS) at its meeting in May2003.

The TLI Unit also worked on other arrangements suchas the associate degree in Environmental Studies bythe Council of Community Colleges of Jamaica(CCCJ) delivered at Knox Community College; theassociate degree in Management Information Systemsoffered by the Excelsior Community College; deliveryof the specially designed Certificate in PublicAdministration (Special) by the Jamaica ConstabularyStaff College (JCSC); review of the arrangement, inplace since 1998, between UWI and the Council ofCommunity Colleges of Jamaica (CCCJ) for theAssociate Degree in Business Studies to be considerednormal matriculation with advanced placement in 16levels I & II UWI courses; memoranda of understand-ing signed with 14 institutions offering certificatecourses; and two memoranda of understanding signedfor degree courses with Brown’s Town CommunityCollege - BSc Nursing, and MIND - BSc PublicAdministration (Level 1).

Additionally, the Excelsior Community College for-mally declared an interest in delivering the BSc. inNursing Education. The TLIU has already coordinat-ed an assessment of the college’s capacity to deliverthis programme. Discussion is also underway leadingto the granting of university csollege status to TLIswith adequate capacity and under consideration is theproposal for MIND to deliver Level II courses andB&B Institute to deliver Level 1 of UWI’s Bachelor’sdegree in Management Studies.

Strengthened Academic Programming

At both the undergraduate and graduate levels seriouswork was done to rationalize programme offerings andto introduce new ones which were more responsive tostudent demand and the environment. A number of ini-tiatives were also undertaken during the 2002-2003academic year to ensure a high level of delivery qual-ity. These included the introduction of a process of

monitoring the Campus’ five-year reviews of disci-plines for implementation of recommendations; theinstitution of a central monitoring of examinersreports; restructuring of student evaluation of teachingand courses; and evaluating as many as 87% of cours-es in Semester II, 2002/2003 and sending the resultsand a comparison with those of others to staff.

The Campus undertook a comprehensive curriculumreview to ensure that current academic programmesare relevant, attractive, and of appropriate quality.Specific programmes with an international appeal inareas in which the Campus has strong potential werealso developed, attesting to our commitment toresponding more to emerging markets. Facultiesreviewed their programme offerings, made the appro-priate alterations in some of the programmes, devel-oped new programmes, introduced inter-disciplinarycollaborations, in some cases collapsed courses withlow registration, made renewed efforts to allow flexi-bility in the combination of majors and minors and,where relevant, revised courses to include placementsin industry wherever possible.

There were also attempts at greater experimentationwith the repackaging of courses to align degreeoptions more closely with emerging career opportuni-ties and with the selected areas of national and region-al importance. For instance, a new proposal for devel-opment of Computer Science and IT was reviewed andaccepted and, in response to the national demand, anumber of courses were developed in NaturalResources Management, Marine Science and LifeScience. Additionally, a School of Communication isbeing vigorously pursued at the highest level withexternal funding sources.

Several taught Masters Programmes that pertain to theenvironment, education, health and wellness pillarsand biotechnology were introduced. The new environ-mental programmes include the MSc in Tropical

Ecosystem Management, the MSc in Plant Productionand Protection and the MSc in Water ResourcesManagement. Many of the new programmes are self-financing.

A new educational programme in Early ChildhoodDevelopment has also been introduced for 2003/2004;and a new Masters in Nursing Education was intro-duced during the year under review.

The Department of Advanced Nursing Education(DANE), part of the Faculty of Medical Sciences,served as a collaborating international centre of learn-ing, bringing the Caribbean nursing/midwifery per-spective to global health issues. Over the 2002/2003academic year, DANE introduced two new pro-grammes to complement its current offerings. Thesewere a generic Bachelor of Science degree (BScN) anda Master of Science degree (MScN) in Nursing. TheBScN is being offered through a tertiary level institu-tion, Brown’s Town Community College. The pro-gramme is offered at the Wesley Campus in St. Ann’sBay of the Browns Town Community College.

Collaborative approaches to creating innovativeknowledge products were given priority during aca-demic year 2002/2003. Two visits of two professors

Dr. Hermi Hewitt, Head, DANE, FMS, representedthe University of the West Indies at a CARICOMCanadian forum in Bridgetown, Barbados. ThisCARICOM / Canada Cooperation was convened andsponsored by the Pan American HealthOrganization’s Regional Office. The main purposeof this meeting was to enhance capacity throughhealth, human resources planning and management,and nursing education and retention. Five priorityareas of interest were identified for technical cooper-ation relative to the scope of the Caribbean Canadianpartnership. The priority areas were HumanResources Databases; Health Human ResourcesPlanning; Distance Education for Nurses at theBaccalaureate and Masters Levels; DistanceEducation for Nurses in selected Clinical Priorityareas; and Leadership Training for Health CareManagers.

from the University of Brasilia, Dr. Stephen DeCastro,former head of the department of Economics at Monaand Dr. Paul Coutinho was intended to assist in devel-oping relations between the Economics Department atMona and the University of Brasilia.

A summer workshop in Social Assessment hosted bythe Department of Economics in collaboration withthe Planning Institute of Jamaica and the UnitedNations Department for Economic and Social Affairsduring the summer is expected to provide a foundationfor development of graduate level courses.

The Faculty of Pure and Applied Sciences throughMona Institute of Applied Sciences signed a memo-randum of understanding with the Bureau of Standardswhich signals the start of more vigorous and ongoingcollaboration between the Bureau and the Faculty.The MOU will facilitate closer collaboration in theareas of information exchange; development of pro-grammes to improve capabilities to meet national andregional needs; exchange of meteorologists and scien-tists; and joint sponsorship of events that are of mutu-al interest.

The Institute of Caribbean Studies

The Institute of Caribbean Studies is a critical initia-tive in expanding the market for UWI services.Faculty and Academic Boards considered a draft pro-posal for its development and took a decision thatgiven the decisive competitive advantage that Monahas in this area, to make Reggae Studies the corearound which the Institute of Caribbean Studies andCultural Studies Initiative should revolve and develop.To date, the institute has introduced four undergradu-ate courses in Caribbean Studies and a minor inCultural Studies; held distinguished lectures and aconference on Caribbean culture; and instituted post-graduate scholarships with Cultural Studies Initiative,supported through the Ford Foundation.

Growing Cross-Faculty Enrolment

In order to improve cross-faculty enrolment andincrease the number of mature students admitted tothe campus, faculties reviewed pre- and co-requisitesfor courses and removed a number of them, developedand introduced new cross-faculty programmes, such asScience, Media & Communication, liberalized therequirements for entry of mature students, revisedsome faculty handbooks of rules and regulations totake effect in the 2003/2004 academic year, extendedfaculty office opening hours to accommodate eveningstudents, extended the availability of core servicesadministered through the Office of Student Services,extended the opening hours of the main library; andtrained all relevant administrative staff in the use ofFox Pro, the computer application that is to be imple-mented to facilitate an 80% increase in student querieswithin two days.

Improving Throughput Rates

Emphasis was placed on improving students’ academ-ic throughput rates. To this end the faculties institutedmeasures to ensure that students entering the facultywere adequately prepared; the Office of StudentServices (OSS) increased part-time employment to

Outreach

During the year the Campus staged or participated ina wide range of workshops, seminars, symposia andconferences enabled by the Campus’ research activi-ty and which were of interest to the general public.The major conference of the period under reviewwas the 2002 academic conference. Its theme wasThe Governance Challenge: National Regional andGlobal Dimensions and it sought to identify thenature of the governance challenge facing theCaribbean and to identify strategic options that couldinform future policy directions. A cross-section ofpeople from the public and private spheres across theregion participated in the conference whose openingsession was addressed by Prime Minister Dr. theHon. Ralph Gonzalves of St. Vincent and theGrenadines.

Other workshops, seminars, symposia and confer-ences that were staged in which the Campus partici-pated included:

HIV/AIDS in the Workplace, conducted under theauspices of the UWI HIV/AIDS ResponseProgramme (UWI-HARP).

Humanities and Education

The Institute of Education hosted a seminar whichaddressed the topic of Challenges Facing Ministriesof Education in the OECS Countries.

In a meeting in Tobago on Open and DistanceLearning in Pre-Service and In-Service TeacherEducation, hosted by the Commonwealth ofLearning (COL), the Campus collaborated in thepresentation of a paper on the state of the teachereducation and training in Jamaica.

At the Annual West Indian Literature Conference, atthe University of Miami, the Department ofLiteratures presented a paper Navigating the Web of

assist students in financing their education and alsolaunched an education campaign aimed at encouragingstudents to participate in the Jam-VAT programme thatfinances one-third of the tuition fee in any faculty.

Student Exchanges

Through the student exchange study abroad pro-grammes, the Campus continued, during the periodunder review to widen the academic and cultural expe-rience of its students. It is intent on implementing itsMillennium Project disbursement in academic year

UWI, MONA AS LEADER IN TERTIARY LEVEL EDUCATION IN JAMAICA2003-2004, aimed at providing opportunities for stu-dents, undergraduates and graduates, to expand theirhorizons through exchange with peer groups in, andexposure to, other Caribbean universities beyond itsown campuses and throughout the non-English speak-ing Caribbean. During the year students were famil-iarised with the project and invited to submit applica-tions for benefit under the programme.

Enhancing Teaching Quality

The period saw a 50% increase in faculty’s attendanceat the Orientation to Teaching and Teaching SkillsWorkshops. There was widespread acceptance of thepractice of establishing teaching/ learning objectivesfor faculty members and a quality assurance pro-gramme of examinations was introduced.

The Instructional Development Unit (IDU) alsooffered workshops to prepare post-graduate teachingassistants as tutors. In this last year, a total of 78 grad-uate assistants from the various departments receivedcertificates of participation in this offering. The Unitalso offered teaching methodology and course designworkshops for faculty, hosted monthly Brown Bag dis-cussions that sought to provide examples of buddingresearch on teaching-learning, and began the processof conducting research on students’ experience instudying and learning at the UWI, Mona Campus.

The Campus continued to place emphasis on recognis-ing and encouraging excellence in teaching. In thisregard, the Guardian Life/UWI Teaching ExcellenceAward was extended for the period under review andProfessors Stephen Vasciannie and Alvin Wint fromthe Departments of Government and ManagementStudies respectively, received the Vice Chancellorawards for excellence in teaching.

Information Communications Technology toEnhance Programme Delivery

The technology infrastructure developments during theyear served to enhance programme delivery of theCampus and to boost market reach. Data and telecom-munication systems were developed to facilitate andencourage access to University online informationresources from anywhere and at anytime. Live real-time access to the internet was added to the networkedcampus-based computer. The entire web presence ofthe campus was restructured. The uwi.edu UniversalResource Locator (URL) was repatriated so that theUniversity can now be found as “UWI”. Standards fornavigation, page design and ‘look & feel’ have beenmandated, all in an effort to produce a university brandin cyberspace to support its marketing. A program forweb publishing was developed which allows theUniversity to pass content management roles to thedepartments and units. In preparation for this, a train-ing program for web publishers was developed andtraining was delivered to all identified web publishers.Web sites were also developed for many departmentsof the Campus.

Mona Information Technology Services (MITS) alsoengineered and deployed an interactive video confer-encing system and a networked multimedia supportsystem that link the Mona Campus to other campusesand with other countries via telecommunications -ISDN and Frame Relay services. This allows for syn-chronous face-to-face engagements between lecturers,students and administrators with corresponding partiesacross internal university and external stakeholderscommunities; enables faculty across the campuses toteach collaboratively at a distance; and allows admin-istrators to reach potential candidates.

Some other noteworthy advances made by MITSinclude: the training of forty-two (42) faculty membersin the use of WebCT, the Internet-based virtual learn-

Dr. Susan Anderson from the School of Educationorganized a seminar/workshop on Dealing with ChildAbuse and Neglect. The seminar was attended byteachers, guidance counsellors, HEART trainees andstudent counsellors from inner city schools.

At the 58th Annual Conference of the Association forSupervision and Curriculum Development held in SanFrancisco, CA, the Campus presented a paperPartnership Approach to Early Childhood Educationin Jamaica.

The Department of Modern Languages in collabora-tion with the embassy of Cuba hosted a symposium onJose Marti in the main library’s multi-functional room.

From the Department of History a paper entitled Re-imagining Public Space: Redefining and ReshapingSpanish Town, Jamaica’s Main Square, 1534-2001was presented at the 3rd Savannah ArchitecturalHistory Symposium in Savannah, Georgia, USA.

A paper, We Run the Farm: 18th Century Women inPlantation Management on British West Indian SugarEstates, was presented at a conference on ruralwomen’s lives, hosted by the Rural Women StudiesAssociation and the University of New Mexico.

In celebration of African American History Month, theHistory Department was represented at a tele-confer-ence on the life and work of W.E.B. Dubois at theOffice of Public Affairs, Embassy of U.S.

The Institute of Education presented a paperExperiences in Curriculum Review at a symposium,Greening Teacher Education Institutions, hosted bythe Joint Board of Teacher Education, in collaborationwith Natural Environment Education Committee andthe Environment Action Programme.

UWI, MONA AS LEADER IN TERTIARY LEVEL EDUCATION IN JAMAICAing environment (VLE) system that will allow thecampus to increase on-campus enrolment withoutrequiring additional classroom space, and allow theuniversity to increase access to distance education stu-dents; laying the foundation to increase capacity byimplementing data and telecommunication systems tofacilitate “anywhere, anytime” registration to univer-sity programmes and access to online material; andintegration of the technology processes associatedwith registration - student loan, student ID, paymentprocess - into the system so that it is now possible forstudents to register from anywhere and at anytime.

Computer Access

The Campus is close to achieving its goal of staff(administrative and academic) to computer ratio of1:1. The ratio for student-accessible on-campus com-puters has been reduced from 60:1 in 2000/2001 to35:1 in 2002/2003. The Campus’ strategic goal is 10:1by year 2004-2005. Internet access is also similarlyavailable. Computers have been placed in all strategicareas (labs, libraries, halls of residence, administrativeoffices) and are connected to the Campus AreaNetwork (CAN).

The Centre for Caribbean Thought, UWI Mona, andAfricana Studies, Brown University in associationwith the Department of Literatures in English, UWIMona hosted a seminar entitled, the Sovereignty ofthe Imagination: the Writings and Thought of GeorgeLamming”. The honoured guest was outstandingBarbadian novelist and social critic, GeorgeLamming, Visiting Scholar, Duke University.

The Mona Campus hosted the 15th All AfricanStudents’ Conference in May 2003 honouring PeterAbrahams, a South African writer who settled inJamaica in 1957 where he became editor of the WestIndian Economist, a commentator on Jamaica’s radioand television and a radio news network controller ofWest Indian News. The 15th AACS was organizedaround the theme Pan-Africanism at the Beginning ofthe 21st Century: New Century, Same Challenges.

Medical SciencesThe Department of Obstetrics, Gynaecology andChild Health hosted a conference that addressedissues related to Perinatology.

The Department of Advanced Nursing Education,UWI, Mona held its 15th annual nursing/mid-wiferyresearch conference and Mary Seivwright Day. Thetheme was Research: Informing Nursing Practice.

Pure and Applied Sciences

The Faculty of Pure and Applied Sciences participat-ed in a conference of inventors, researchers andentrepreneurs at the Northern Caribbean Universityin Mandeville April 5-8 2003. The faculty participat-ed by way of poster presentations from theBiotechnology Centre and demonstrations of the inte-grated GPS system by graduate students of thePhysics Department. The Campus won the award forthe best display.

Physical Enhancements to the Campus

A number of initiatives were undertaken to enhancethe accessibility, security and overall appeal of theCampus, all of which are intended to enhance theCampus’ delivery of its academic programmes.These initiatives included electrical upgrading tobuildings and residences, general refurbishing of stu-dent halls, and painting of, and repairs to furniture inthe Chapel. An improved Students Union opened dur-ing the academic year and repairs were made to theroof of the Phillip Sherlock Centre for the CreativeArts. Most striking of these physical enhancements isthe remodelling and upgrading of the “Post Office”gate, which increases the aesthetic appeal of theCampus and encourages access. A campus master planwas developed, which provides a framework forfuture development that includes an expanded pedes-trian circulation system, an upgraded vehicular circu-lation system, a landscaping plan to provide a coher-ent and unifying element to the many different archi-tectural styles, and more clearly defined and easilyaccessible walkways.

Social Sciences

Dr. Abdulkadri participated in a research consortiumpanel on low agricultural productivity hosted by theScientific Research Council.

The symposium on Changing Values and Attitudes:Policy Challenges for the Jamaican Society washosted by the Mona School of Business.

A symposium on Commercialising Science andTechnology Development the collaborative effortbetween the Mona School of Business and theFaculty of Pure and Applied Sciences received sup-port from the USAID’s New Economy Project.

Along with the Department of Management Studies,the Mona School of Business co-hosted a ResearchColloquium on Ethics in Caribbean Society -Philosophical, Social and Political Perspectives..

For the Annual Derek Gordon Research Seminar, thetheme was Caribbean Diaspora in the United States.

The Department of Government hosted a conferenceon the 2002 General Elections in Jamaica.

The Centre for Gender and Development Studieshosted a seminar Gendered Mute: Women in 18thCentury Jamaica.

Improved Student Services and Support

Through the Office of Student Services, the Campuscontinued to provide orientation, leadership andemployability training to students. The programmesdeveloped during the year were especially devisedwith a view to accommodating the 80% commutingstudents, a student population with age range between17 and 55 and a population that is 75% female.

The extended opening hours in the main and medicallibraries was a welcome improvement in the libraryservices to medical, summer school and part-time stu-dents.

achievement and to attract and retain students ofexceptional academic competence and leadershipskills.

Fifty-two students benefited from the StudentAcademic Enrichment Fund, an initiative of the Officeof the Principal, during the year. A total of $1.78 mil-lion Jamaican dollars was awarded to students to par-ticipate in activities such as annual meetings and con-ferences, cultural immersion and exchange pro-grammes, and field trips. Students visited countriessuch as Colombia, Guadeloupe, Belize, Egypt,Singapore, Estonia and the Netherlands. Of the 52 stu-dents benefiting from the Fund, 31 were registeredwith the Faculty of Humanities and Education, 11 withthe Faculty of Medical Sciences, 5 with the Faculty ofSocial Sciences and 5 with the Faculty of Pure andApplied Sciences.

In seeking to assist students in developing entrepre-neurial attitudes and skills, the Campus integrated theactivities of the entrepreneurial programmes with thoseof the Office of Student Services and the BusinessDevelopment Office to enable practical application ofthe requisite skills.

The Hosang Entrepreneurship Programme, designedto encourage students and researchers at Mona to acton their energies, ideas and talents to produce innova-tive business ventures was launched during the year bythe Vice Chancellor, Professor, the Honourable RexNettleford. The programme was made possible by agrant of US$160,000 from Mr. Vincent Hosang, a suc-cessful Jamaican entrepreneur.

Integration of the Human Resource Function

The Mona Campus recognised the need to integrate theHuman Resource (HR) Management function morefully into Campus operations, enabling it to play a lead-ing role in the transformation of the organisational cul-ture of the University to one which is more strategic inthe fulfilment of its mission and more responsive to theneeds of its primary customers, that is, its students andstaff, as well as the needs of other stakeholders. Thus,the Campus established an HR Project Team which hasadvanced the implementation of the redefined HRfunction through various activities, including: engage-ment of a Human Resource consultant to plan theHRM integration process; communication of the pro-posed HRM changes to stakeholders; establishment ofHRM review and implementation teams to work withthe consultants; approval of an organisational structureof the HR division; approval of plans for a new HRbuilding to house the integrated HR functions – thebuilding is expected to be completed for the 2004/2005academic year; initiation of PeopleSOFT requirementsfor the new HRM organization structure; initiatingaction on selecting persons with “best fit” for key posi-tions, including that of Director to head the unit; con-firming the appointment of two senior HRM positions;beginning the process of developing job descriptionsfor and evaluating and reclassifying all positions; andinitiating the process of monitoring and evaluating theimplementation of immediate operational recommen-dations.

The table overleaf provides a profile of the graduatesfor the academic year 2002/2003 and compares it withthe previous period. The total number graduating inthe period under review was 2570. A comparison ofthe data for academic year 2002/2003 with those of theprevious year shows sustained improvement also inthe quality of the awards, with 85% of the first degreegraduating class receiving honours. A structured pro-gramme ensures that first class graduates are allowedentry into reseach programmes and leadership train-ing.

Four hundred and ninety-seven (497) persons gradu-ated with higher degrees in 2001/2002. The Facultyof Social Sciences graduated the most students (238),followed by the Faculty of Humanities and Education(139). The Faculty of Pure and Applied Sciencesgraduated the highest number of research students(29).
