The Department

Under the direction of the Support Services Supervisor, the Public Safety Dispatcher position performs in training or solo capacity to dispatch Police services; performs work under general instructions, within established policies, procedures, and precedents as guides; and performs related duties as required to achieve successful results in support of the Town’s mission, goals, policies, and objectives. This position is accountable to perform as a team member to assist with operational and support duties and services including, but not limited to:

Receive 911 emergency calls from the public requesting police, fire, or other related services; determine nature and location of emergency; determine priority and dispatch emergency units as necessary and in accordance with established procedures; coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies.

Use a computer aided dispatch (CAD) system to enter calls for service/radio traffic and monitor real-time status of situations; use an automated records management system (RMS) related to public safety activities to enter and retrieve information.

Maintain contact with all units on assignment; maintain status and location of field units and monitor radio frequencies of outside public safety agencies.

Receive incoming telephone and voice radio calls for non-emergency assistance; dispatch animal services, street maintenance, or other Town staff as needed.

Enter, retrieve, and update information from teletype networks, including the California Law Enforcement Telecommunications System (CLETS) relating to wanted persons, stolen property, vehicle registration, stolen vehicles, missing persons, and other information.

May testify in court proceedings.

Provide a variety of clerical support including, but not limited to, maintaining files and logs, delivering mail and other materials to staff, typing general correspondence, making copies, and preparing mailing materials.

Build and maintain positive working relationships with co-workers, other Town employees, and the public using principles of good customer service.

Hearing sufficiently to accurately and completely obtain information from callers, and to communicate clearly to effectively dispatch information over the radio/communication system.

Providing outstanding internal and external customer service.

Solving problems and proactively creating sustainable solutions to issues.

Conducting duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, professional attitude, and demeanor.

Performing other related duties as assigned. The position requires the ability to:

Work shifts, weekends and/or holidays.

Spell and use correct grammar.

Type a minimum of 40 words per minute.

Follow oral and written directions, and understand and follow complex written rules, regulations, policies, and procedures.

Memorize and use crime, phonetic alphabetical, and computer codes.

React quickly, efficiently, and calmly in emergency situations.

Maintain effective working relationships with others.

Communicate effectively and professionally on the phone and radio.

The Position

Dispatcher I Range: $24.37 — $32.90 per hour

Dispatcher II Range: $26.87 — $36.27 per hour

Public Safety Dispatcher I: This is the entry level class in the Public Safety Dispatcher series. Positions in this class typically have little or no directly related work experience. The Public Safety Dispatcher I class is distinguished from the Level II by the performance of less than the full range of duties assigned to the Level II. Incumbents work under immediate supervision while learning job tasks, progressing to direction as procedures and processes of assigned area of responsibility are learned. Public Safety Dispatcher II: This is the journey level class in the Public Safety Dispatcher series and is distinguished from the Level I by the ability to perform the full range of duties assigned with only occasional instruction or assistance as unusual or unique situations arise. Positions in this class are flexibly staffed, and are normally filled by advancement from the Level I based Level II.

SUPERVISION RECEIVED AND EXERCISED Public Safety Dispatcher I: Receives immediate supervision from the Police Support Services Supervisor. Public Safety Dispatcher II: Receives general supervision from the Police Support Services Supervisor.

Possess knowledge of and skills in receiving, evaluating, prioritizing, and relaying calls for emergency and non-

emergency public safety assistance;

Understand the uses and capabilities of CAD (computer aided dispatch) and can operate a sophisticated CAD

system quickly and accurately;

Possess knowledge and experience in CLETS and records paperwork;

Demonstrate knowledge of public safety classification codes, policies, and procedures related to dispatching

emergency personnel and equipment;

Understand the philosophy and be committed to perform Community Oriented Policing within a communications

center environment;

Listen actively, use effective questioning techniques, and express yourself in English in a clear, distinct, and

understandable manner when speaking; and

Understands the unique scheduling flexibility required when working in a 24-hour operation.

Minimum Qualifications Police Dispatcher I Experience and Training: Any combination of experience and training

that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the

knowledge, skills, and abilities would be:

Experience: Two years of public contact experience, in person or over the telephone, demonstrating a general aptitude for working with the public in a multi-task environment; experience in radio dispatching in a taxi, trucking, towing, and/or similar work setting is desirable. Training: Equivalent to completion of the twelfth grade. License or Certificate Possession of, or ability to obtain, a valid California driver’s license. Must obtain California Peace Officers Standards and Training Commission (P.O.S.T.) Public Safety Dispatcher Basic Certificate within one year of appointment.

Minimum Qualifications Police Dispatcher II Experience and Training: Any combination of experience and training

that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the

knowledge, skills, and abilities would be:

Experience:

Two years of experience performing duties similar to that of a Public Safety Dispatcher I with the Town of Truckee.

Two years of experience as a public safety Emergency Services Dispatcher with computer aided dispatch experience.

Training:

Equivalent to completion of the twelfth grade.

License or Certificate:

Possession of, or ability to obtain, a valid California’s driver’s license.

Possession of a P.O.S.T Public Safety Dispatcher Certification, or recognized equivalent certification of a State or

Municipal.
