To: Honorable Mayor Dobbins and Spring Lake Board of Aldermen From: Claiburn B. Watson, Interim Finance Director Date: August 26, 2016 Subject: Resolution (2019) 13, Bank Signature Card Purpose: To update the required bank signature card on file to reflect current changes in positions. Overview: The Town of Spring Lake is required to have two signatures on all checks. The signers on the Town’s checking account have historically been the Mayor, Mayor Pro-Tem, Town Manager, and the Finance Director. With the recent change in the Town Manager position, the Town needs to delete Mr. Gerald and add Mr. Zell to the bank signature card. Resolution (2019) 13 A Resolution by the Board of Aldermen of the Town of Spring Lake, North Carolina Providing for the Deletion of the Former Town Manager Daniel Gerald and the Addition of Interim Town Manager William “Bill” Zell as Signer on the Town’s Checking Account. WHEREAS, North Carolina General Statute 159-25 requires dual signatures on all checks and drafts
issued by the Town, and WHEREAS, The Mayor, Mayor Pro-Tem, Manager and Finance Director have historically been signers
on the Town’s checking accounting to help facilitate the compliance with N.C.G.S. 159-25, and
WHEREAS, The bank requires a signature card be placed on file with them listing all the authorized
signers for an account, and WHEREAS, The Town recently had a change in the position of Town Manager NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF SPRING LAKE, NORTH CAROLINA THAT: Section 1. William “Bill” Zell is hereby added as an official signer on the Town of Spring Lake’s
checking account. Section 2. Daniel Gerald is hereby deleted as an official signer on the Town of Spring Lake’s
checking account. Section 3. This Resolution shall become effective immediately upon its adoption. Adopted this 9th day of September, 2019.

Webb, Town Clerk Date: September 9, 2019 Subject: Oath of Office, Interim Town Manager Overview: Article VI, Section 7 of the North Carolina Constitution and G.S. 160A-61 instructs that anyone elected or appointed to public office must take the oath prescribed therein before entering upon the duties of the office. Since Mr. Zell has been hired as the Spring Lake Interim Town Manager, he needs to take an oath of office. Mayor Dobbins will administer the oath of office. Request for Town Aldermen Action
To: Honorable Mayor Dobbins and Spring Lake Board of Aldermen From: Rhonda D. Webb, Town Clerk Date: September 9, 2019 Subject: Resolution (2019) 14, Petition Requesting Annexation, Cruciform Church of Christ Overview: Mr. Neal, Cruciform Church of Christ, has petitioned to annex into the Town of Spring Lake the listed property located at 314 Pine Tree Lane. This property is contiguous to the Town of Spring Lake. Upon receipt of the petition, the Board shall direct the clerk, by Resolution, to investigate the sufficiency thereof and to certify the result of her investigation. The Board shall also direct staff to conduct a feasibility study. Upon review of the certificate of sufficiency and the feasibility study, if the Board desires to annex this property, the clerk will schedule a public hearing on the question of annexation that will be held no earlier than the first Board meeting in October 2019. Recommendation: Receive the request for petition and adopt the attached Resolution directing the clerk to investigate petition, directing staff to conduct a feasibility study for the petition and if in order authorizing the clerk to set the date for the public hearing. RESOLUTION (2017) 9 A Resolution of the Board of Aldermen of the Town of Spring Lake, NC; Directing the Clerk to Investigate a Petition for Annexation from Mr. Thomas Neal for Property Located at 314 Pine Tree Lane Received Under G.S. 160A-31, Directing Staff to Conduct a Feasibility Study and Authorizing Clerk to Set Public Hearing. WHEREAS, A petition requesting annexation of an area described in said petition has been received on
September 9, 2019, by the Board of Aldermen; and WHEREAS, North Carolina General Statute 160A-31 provides that the sufficiency of the petition shall
be investigated by the Town Clerk before further annexation proceedings may take place; and
WHEREAS, Town staff will conduct a feasibility study before further annexation proceedings may take
place; and WHEREAS, the Board of Aldermen of the Town of Spring Lake deems it advisable to proceed in
response to this request for annexation; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN OF SPRING LAKE, THAT: Section 1. The Town Clerk is hereby directed to investigate the sufficiency of the above described
petition and to certify, as soon as possible, to the Board of Aldermen the result of her investigation.
Section 2. Town Staff is hereby directed to conduct a feasibility study for the petition and report
findings, as soon as possible, to the Board of Aldermen. Section 3. If the petition is found to be sufficient, the Board authorizes the clerk to fix the date for
the public hearing in accordance with North Carolina General Statute 160A-31. Adopted this 9th day of September, 2019
