SEPTEMBER 21, 2014 AT THE LODGE 1:30 PM
President’s Message
I have spent the last 3 years learning about the history of Lake Seneca. I owe a big
thanks to Bill Collins , Lynn Elston, Janice Bilton and Jim Delcamp for their like 500
years of combined information, insight and colorful stories. This combined with my own
current observations has led me to the following conclusion: Somewhere, probably in
the past 10 or 12 years the board of trustees has been given or has assumed more
responsibility then they should have or possibly are allowed to have. The board is not
law enforcement, the board is not a court of law, the board is not a political body.
Additionally it has been demanded of them to enforce the rules without being given the
instruction of what action they actually can take. Or the funding to take action.
The board is an administrative body of VOLUNTEERS assuming the responsibility of
carrying out the wishes of the MEMBERSHIP. Somehow I believe this backwardness,
for lack of a better word, has led to high turnover on the board and a removal of the "fun"
part that should come from any VOLUNTEER position. What would make these jobs a
little easier would be fewer complaints and drama and more solutions and creative
thinking and most importantly more VOLUNTEERING from the membership.
Now I'm not complaining, mind you, because without input and guidance from the
membership I am more than willing to run amuck and exert my will hither and yon until
the signs at the entrance say Lake Wayne. Ah ha. Now I see where the backwardness
came from...
Enough about me. We have an open position on the board and open positions at the
annual meeting. We have many new members and I urge you to come aboard and make
Lake Seneca a better place to live. Candidate forms are available online or at the office.
If you don't want to be a trustee how about joining the Recreation or Beautification
committees? Unable to lend a hand? How about volunteering those kids or grandkids
that enjoy the fruits of your labors. We have docks to fix, weeds to pull, dirt to move
potholes to fill and I'm sure something needs painting somewhere.
Come on Members! I CHALLENGE you to step up to the plate and see just how great
we can make this community. See you at the meeting.

BEAUTIFICATION COMMITTEE
After our winter break, the Beautification Committee resumed our monthly meetings in
March.
Two large projects were planned: Clean the Lake Day in May and our Annual Garage
Sale in June.
Clean-up day had the Committee and only 4 Lake Seneca volunteers meeting to clean all
the flower beds, work on the Thunderbird, clean the bridge area, remove shrubs that
didn’t survive the winter, clean the lodge and plant flowers in all areas. Needless to say
many areas did not receive the clean-up they deserved. We realize that everyone is busy,
but this lake belongs to us all. This is not our first plea for help, but it may be our last. We
need everyone able to work, to volunteer two (2) hours a year to help us keep Lake
Seneca a beautiful place to live. You choose when you can help and we’ll furnish a list of
jobs. Spring and Fall are very busy times for us.
Our Garage Sale was a great success. Barb Hulisz was in New Mexico attending her
granddaughter’s wedding, but she and Jim did all the planning and bought lots of supplies
before they left. Rita Mercer stepped up to the plate to be our leader in Barb’s absence.
She did a super job! Thanks Rita. We had so much help in the kitchen and everyone
pitched in to help. Thanks to all that helped with the set-up on Friday, workers & clean-
up on Saturday. A special thank you to all our Bakers! Our bake sale had a profit of over
$400. We still have a couple of bills to pay, but we made around $1,900.
The Garage Sale is an example of a successful project when many people help! Please
call Barb at 419-485-5205 or the LSPOA office ay 419-485-5995 to tell us when you can
volunteer.
In July we purchased another 10 yard of mulch to finish our flower beds.
We are planning to help with the cost of a new roof on the lodge and putting a new floor
in the lodge. These are both very expensive endeavors.
As Labor Day approaches, Beautification is hoping to sponsor a Saturday Labor Day
Party. We would like to do a Poker Run on land and water. What fun that can be. For our
children, we are planning games, food, fun and prizes. We know many families have
guests that week-end and all are welcome.

at which it is intended and authorized to be used.
On the berm or shoulder of any highway, other than a limited access highway, or freeway
when the terrain is such that the vehicle can be used safely.
On the berm or shoulder of a county or township road when traveling from one area of
operation to another.
ATVs and Snowmobiles May Not be Used:
On any limited access highway of freeway or the right-of-way thereof.
On any private property without special permission of owner or in any nursery of
planting area.

Safety flags are available at the office for your ATVs, recreational vehicles and bikes. These flags help drivers
see what is over the hill or around the bend. Please follow the State Laws on the speed limits posted around
Lake Seneca. Also please know that when you tear up the back roads with your toys, this is costing all

serving as a trustee in charge of lake, dam and wastewater and would like to continue. My work experience is carpet

Proposed Bylaw Changes for Annual Meeting September 21, 2014
2014 LSPOA Bylaw changes/additions for September Membership Meeting
1. Current By-Law Article 11, A, 1, 1b reads: The special assessment for Capital Improvements extablished
at the Annual May 16, 2010 Membership Meeting is to be used for Roads, Bridges, Culverts and Ditches only.
This assessment will be for seven years at One Hundred dollard ($100.00) per Membership, due annually
August first and effective August 1, 2010. (2010 thru 2016)
Amend ByLaw Article 11, A, 1, 1b to read:
The special assessment for Capital Improvements established at the Annual May 16, 2010 Membership
Meeting is to be used to finish Seneca Drive Road Improvement/upgrading only. This assessment will be for
twelve years at one Hundred dollard ($100.00) per Membership, due annually August first and effective
August 1, 2010. (2010 thru 2021) Any surplus revenues left after Seneca Drive is completed shall be used to
upgrade Tass and Lumbee Drives. This Fund shall be supported by the Capital Reserve Fund. ($30 lot Fee)
2. Current By-Law Article 2, Definition A reads: Lot: The term Lot, whether in the singular or plural, shall
be deemed to mean a platted lot, whether developed with a residence or not.
Amend to read:
Lot: The term Lot, whether in the singular or plural, shall be deemed to mean a platted lot, whether developed
with a residence or not. Lots owned by LSPOA shall be considered common property and shall not be
included in the two-thirds majority required to change, alter, amend or revoke deed restrictions.
3. Add Bylaw: Article 11, A. 1, 1c
By-Law to read: Effective September 21, 2014 a Dam Reserve Fund shall be established to be used only to
support the Dam Reserve Fund until the Dam Mortgage is paid in full.
The Dam Reserve Fund shall be funded per Following:
1. All miscellaneous income such as interest collected for late payment and all other revenue that is
currently considered as miscellaneous.
2. All revenues from the sale of Corporation Assets (real estate, dirt, recyclables and all other assets
that have cash value)
3. All rental income
4. If the Dam reserve fund needs extra monies to help make the Dam payment, the extra money shall
be provided by the Operating fund and the Capital Reserve Fund. Each fund will supply 50% of
what is needed after the Dam Reserve fund is depleted.
5. The Capital Reserve Fund shall be funded by the $30 lot fees and one time ($120) Bridge
Assessment.

4. The following two definitions be inserted into the LSPOA By-Laws under Article 2 (Definitions), Items
F and G
F. By-Laws/Regulations: These terms are used herin interchangeably to identify actions promulgated by the
membership of the Association adopted otherwise in accordance with these By-Laws. The Board of Trustees
may not change or modify the By-Laws or Regulations, but may adopt Rules, within the scope of discretion
granted to the Board of Trustees, to administer the By-Laws.

G. Rules: Rules are promulgated by the Board of Trustees in conjunction with its function of managing the
affairs of the Association.
Rationale: The By-laws of the LSPOA are sometimes contradictory and confusing. This was the outcome
from marrying the old regulations and suggested updated By-Laws in 2003. New foundation documents were
needed to protect the officers of the LSPOA from lawsuits and to facilitate the collection of past due accounts
from members. However, keeping the LSPOA membership in control of policy decisions including all dues
and assessments was not to be compromised. The LSPOA Committee that carefully defined the domains of
the LSPOA members and the Board of Trustees defined the terms Rules and Regulations/By-laws using the
wording suggested by the attorney. This assured that there would be no confusion on the powers of the Board
of Trustees. This was included in the final draft of the proposal submitted by the LSPOA By-Law Committee
but has since disappeared from the published By-Laws. This proposal simply adds the definitions back into
the published documents.
