seventies leave us what

"skeptical

paradigm"

toward social

movements:collective

ction is not a

"thing,"

nor does it

merely express

what movements

say

of

themselves;

nalysis

has rather

to discover the

system

inter-

nal and external

relationships

whichconstitutes he action.

But

the

seventies'

theories also leave two

problems

unresolved.

Structural

heories,

based on

system nalysis,explain

why

ut

not how

a movement s

set

up

and

maintains ts

structure^that

is,

they only hypothesize

about

potential

conflictwithout ac-

counting

for

concrete collective action and actors. On

the

other

hand,

the resource mobilization

pproach regards

such

action as mere data and

fails to examine its

meaning

and

orientation. n

this

case,

why.

could

be

legitimate

within ts

limits,

but

frequently

uthors tend to

present

their

theories as

global explanations

of social move-

ments.6

view,

the

analysis

should concentrate

on the

systemicrelationships rather than on the simple logic of

actors. But at

the same time action cannot

considered

only

within

tructural ontradictions.Action has to be viewed

as an

interplay

of

aims, resources,

and

obstacles,

as

a

purposive

orientation
