Stratford City Development Site
• Stratford City is being developed on a disused Railands site.
• The site covers 73ha.• CTRL and regeneration enabling
works are being carried out on site.
The Stratford City Development
The masterplan outlines a scheme
for a comprehensive mixed use
development to create a sustainable, thriving and vibrant
high-density community.
The Development Zones
• Zone 1: Retail and the Town Centre Link.
• Zone 2: Commercial with some offices.
• Zone 3: The Stratford Box and hotels.
• Zone 4: Commercial and residential.
• Zone 5: Residential.• Zone 6: Education
and community facilities.
• Zone 7: Open Space.
The Health Study
The aims of the health study were to:• Assess the impact of the Stratford City Zone 1
Masterplan on the health of the existing and proposed populations.
• Make an assessment of baseline health particular to the local population.
• Suggest ways in which health and health change could be monitored over time.
• Initiate and facilitate a dialogue between health stakeholders and planners.
• Provide a framework for subsequent studies.
The Process of Conducting the Health Study
• Review of the EIA.• Scoping exercise.• Examination of the evidence base. • Compilation of a health profile to establish an
assessment of baseline health particular to the local population in order to measure health change.
• Organisation and facilitation of a consultation workshop.
• Formulating recommendations.• Project review meetings.
Monitoring Health Change
• The Stratford City development provides a unique opportunity to examine and monitor the health
effects of a non-health sector intervention. • Opportunity to generate rigorous empirical
evidence.• The health study proposed a number of methods
for monitoring health change.• Health monitoring has the potential to play an
important role in informing evidence based policy.• Stratford City could have important implications
for other developments.
ConsultationThe main evidence to come out of the workshop concerned:• The integration of the development with the wider area;• The impact of the construction works and traffic on local
residents, notably children;• The need to consider small businesses within the
development;• The impact of the transport strategy for Stratford City on the
surrounding area;• Communication between the developer and local residents;• The accessibility and location of services;• The provision of jobs within the development.
Challenges
• Issues associated with working on a controversial and politically sensitive development such as Stratford City e.g. slipping timescale and behind the scenes game-playing.
• How to frame the recommendations.• Reviewing and processing the information from the
EIA.• Making quantitative estimates of effect.• Estimating the health impacts of creating a
comprehensive new development in an existing area. Especially when that area is one of the most deprived places in the UK.
