PREFACE THll STATESMAN'S YEAR-BoOK, now in its 1O.~th edition, has again tried, by providing up-to-date political, economic and social data, to live up to its reputation as the senior work of reference on world affairs. The re-arrangement of the sections on Mauritius, Swaziland, the Maldive Islands and Southern Yemen is only the most visible sign of keeping in step with the latest developmpnts of the international scene. The two maps, too, deal with topics of considerable importance in the economic and political spheres.

INTERNATIONAL BANK, INTERNATIONAL FINANCE CORPORATION, INTERNATIONAL DEVELOPMENT ASSOCIATION. President : Robert S. McNamara (USA).
CANADA. On 7 April 1968 Pierre Elliott Trudeau was elected leader of the Liberal Party; he took over the premiership on the retirement of Lester Pearson on 23 April, appointed Mitchell Sharp as Minister for External Affairs and announced a general election on 25 June.
NEW ZEALAND. High Oommissioner in London: Sir Denis Blundell, KBE.
PAKISTAN. On 24 April 1968, Arshad Husain, High Commissioner in India, was appointed Foreign Minister.
SIERRA LEONE. On 18 April 1968 army officers and sergeants oyerthrew the government and set up a council of 4 army and 3 police officers. Chief Justice Banja Tejan-Sie was appointed Acting Governor-General and Siaka Stevens, Prime Minister.
MALTA. The dockyard was nationalized on 10 April 1968.
SINGAPORE. At the elections held on 13 April 1968 the People's Action Party won all 58 seats.
MAURITIUS. On 18 April 1968 A. L. Williams, general-secretary of the British Labour Party, was appointed Governor-General.
USA. On the death of!llrs Wallace (7 May 1968). Lieut.-Governor Albert Brewer became Governor of Alabama.
ALGERIA, CONGO (Br.), MALI and MAURITANIA resumed diplomatic relations with Britain on 10 April 1968.
UNION OF CENTRAL AFRICAN STATES. On 2 April 1968 the Presidents of the REPUBLIC Ol' CONGO (K.), CENTRAL AFRICAN REPUBLIO and CHAD signed an agreement grouping their countries in a Union of Central African States. Some weeks earlier SENEGAL, MALI. GUINEA and MAURITANIA announced the formation of a grouping called the Organization of States bordering on the Senegal River.
FEDERAL REPUBLIC OF GERMANY. On 28 April 1968 elections in the land Baden-Wiirttemberg retli-ned 60 (previously 59) Christian Democrats, 37 (47) Social Democrats, 18 (14) Free Democrats and 12 (0) National Democrats.
GERMAN DEMOCRATIC REPUBLIC. At a plebiscite held on 6 April 1968 the new 'socialist constitution' was approved by 11,536,265 votes against 409,329; 28,843 votes were declared invalid. The constitution became operative on 9 April.
IRAQ resumed diplomatic relations with Britain on 1 May 1968.
POLAND. After the resignation of President Ochab, Marshal Marian Spychalski was elected President of the Republic on 11 April 1968.

Middle East crude petroleum has an average conversion rate of approximately 7·5 bbls to a metric ton.
