Dear Reader,

Welcome to the winter issue of Vision, the magazine for Eastcompeace appreciated

clients and partners.

The global economic slump makes the year 2009 not easy for the industry;

Eastcompeace has made efforts in every aspects to sustain to be a trusted partner

to its clients. To serve the market better, Eastcompeace announced local

operations in Bangladesh and India this year; Vision brings the interview with high

level managements in three oversea subsidiaries, to present an overview of

Eastcompeace’s global vision and support for international customers.

Innovation never stops. A contactless RFID-SIM card product SIMwave is

introduced for mobile payment service providers; as for card manufacturing,

Eastcompeace recommends Mini SIM Cards, new printing techniques are also

introduced for clients who want to make the cards more attractive and unique to

users.

This issue also presents a picture of mobile payment in China, as industry

regulator seeks to set up standards and business models and all participants are

actively working on promoting this new way of payment.

September 23, 2009 - Eastcompeace is certified by China UnionPay for IC Card

Embedding and Personalization. With existing Magnetic Stripe Card

Manufacturing and Personalization certificates, Eastcompeace becomes the first

and by so far the only domestic card vendor who obtains all certifications of China

UnionPay. Eastcompeace is glad to supply China UnionPay magnetic stripe card

products and chip card products for China UnionPay member banks.

China UnionPay is a bankcard association established under the approval of

the People’s Bank of China. At present, China UnionPay has more than 240

by Visa International, JCES is a Global Platform card providing a smart card

JCES supports EMV Level 1 and is compliant with EMV 2000 Integrated cricuit

card Specifications for Payment Systems and it also supports Visa Smart

Debit/Credit 2.7.1, it is highly recommended for banks and other payment

card issuers. JCES has high level security architecture supporting multiple

java applications, including loyalty program, biometric access control,

ATM at SIMposium Aisa 2009, September 29 -30, Hong Kong.

Eastcompeace presented a detailed introduction of SIM-ATM for

SIMalliance conference attendees; many visitors experienced the

convenience of the SIM self-service platform machine at the exhibition.

SIM-ATM enables subscribers to purchase a SIM card, to select a

preferred mobile phone number, customize SIM applications and to top-

up the SIM card on this 24/7 self-service kiosk machine.

SIMposium Asia 2009, initiated by the leading SIM card industry

association SIMalliance. At the event network operators, service

providers and card vendors from Asian countries talked about SIM card

evolution, M2M developments, NFC status and mobile payment.

August 2009, India - Eastcompeace Smart Card Co., Ltd

today announced its newly developed product for CDMA

networks, a 32K/64K OMH card for OMH handsets. OMH,

open market handsets (OMH), is an industry initiative led

by the CDMA Development Group (CDG) to increase

device variety and offer new channels and distribution

options within the CDMA ecosystem. OMH SIM cards,

sometimes referred to as R-UIMs or removable user

interface modules contain subscriber, network and

service configuration data that allow subscribers the

freedom and flexibility to easily change and upgrade

their handset but maintain their network configuration

settings. Since 2007, Eastcompeace has collaborated

with Qualcomm, the leader of CDMA technologies, and

other telecommunications industry leaders on OMH

specification development.

With OMH cards and OMH devices, supply chain

management is optimized throughout the entire

ecosystem. The operators save costs by not having to

conduct their own handset testing. Device OEMs can

also benefit from larger distribution channels, enriched

brand development and the ability to sell devices across

many markets and regions. Most importantly CDMA

subscribers will have more choices of handsets and the

ability to transfer their identity and service configuration

data to a new handset by simply moving the OMH card

between devices. Eastcompeace OMH SIM cards, based

on the 3GPP2 C.S0023-D standard, are among the first

OMH cards in the industry and are important for CDMA

operators around the world who want to offer their

April 21, 2009: SIMalliance, the global

organisation of SIM card manufacturers, today

publishes version 4.0 of its interoperable

S@Tspecifications, the world’s fastest growing SIM

browsing solution for the delivery of value add, mass

market mobile services. The new specification,

released by active members of the SIMalliance S@T

Working Group, addresses the latest service challenges

and includes modifications to streamline and simplify

the S@T solution to meet new requirements.

“This latest version is the culmination of work done over

the last year to reflect the evolving needs of our customers

and adapt the specification accordingly,” said Michel

Canitrot, Chairman of the Board, SIMalliance. “No one is

better placed to understand S@T implementations than

the SIMalliance, and we are pleased that this new S@T

specification remains in-line with market needs, ultimately

helping mobile operators to increase ARPU.”

S@T is the definitive specification enabling wireless

access to dynamic Internet-based content. Since its

introduction in 2000, S@T has become the fastest

The CDMA Development Group (CDG) announced

that the specifications for CDMA2000® 1X

Advanced have been completed and published by

the 3rd Generation Partnership Project 2 (3GPP2). 1X

Advanced allows 3G CDMA operators to significantly

increase the voice capacity of their CDMA2000 1X

network by taking advantage of several interference

cancellation and radio link enhancements. Among these

improvements are base transceiver station (BTS)

interference cancellation, improved power control, early

frame termination, and smart blanking. 1X Advanced

enhancements can be integrated all at once or in phases,

offering operators an evolutionary approach to

expanding existing networks based on their individual

market needs. The complete set of 1X Advanced

enhancements can theoretically quadruple the voice

capacity of CDMA2000 1X systems in the same 1.25 MHz

of spectrum.

“Both large and small CDMA2000 operators will benefit

greatly from the voice capacity gains enabled by 1X

Advanced,” said Perry LaForge, executive director of the

CDG. “In addition to lowering the average cost per call

for more affordable voice services, 1X Advanced also

frees up channels to deliver 1xEV-DO broadband data

services. Additionally, as operators consider augmenting

their 3G CDMA networks with LTE and Mobile WiMAX, 1X

Advanced will enable them to get more out of their

existing circuit-switched voice networks for as long as

needed.”

1X Advanced builds on the CDMA2000 1X technology

platform, which has been providing superior voice quality

and capacity for more than ten years. Operators can now

transition to 1X Advanced gradually and economically,

while sustaining backward compatibility. The spectral

efficiency of the 3GPP2 standard has been recently

enhanced with advanced voice codecs like Enhanced

Variable Rate Codec-B (EVRC-B) and the use of quasi-

linear interference cancellation (QLIC) techniques, which

are already providing up to 50 percent higher voice

capacity in today’s networks. The next step would be to

move to 1X Advanced, which is a simple channel card

upgrade (expected to be commercial in the second half

of 2010) with new devices supporting mobile receive

diversity, enabling them to more than double voice

capacity immediately after the channel upgrade.

A complementary device enhancement known as

simultaneous 1X Voice and EV-DO Data (SVDO) will also

become available during the same timeframe and will enable

CDMA2000 devices to access EV-DO packet data services

while in an active 1X circuit-switch voice call. For example,

users will be able to send emails or access the Web while on

voice calls; phones with GPS can update maps or download

real-time traffic information while on voice calls, etc. This

device enhancement, which enables these concurrent voice

and data services, is independent of the air link standard and

infrastructureA complementary device enhancement known

GlobalPlatform, the international specification

body for smart card infrastructure, has taken the

first step towards migrating its secure framework

technology to the Advanced Encryption Standard (AES)

with the launch of the Secure Channel Protocol 03. This

latest royalty-free document from the association aligns

GlobalPlatform technology to the cryptographic

standard increasingly being stipulated by many

organisations, including the US Government.

The GlobalPlatform Secure Channel Protocol 03 -

published as Amendment D to Card Specification v2.2 -

defines a new set of cryptographic methods based on AES

for the communication between a smart card and an

external entity, which enables GlobalPlatform technology

to be compliant with requirements for AES based security.

This allows GlobalPlatform cards to migrate from the Data

Encryption Standard (DES) to AES, which was developed

as a joint initiative between the US Government and private

industry to strengthen cryptography and increase the

length of keys.

Referencing recommendations from the US National

Institute of Standards and Technology (NIST) and the US

Department of Defence (DoD), the Secure Channel

Protocol 03 ensures that the security mechanisms of

GlobalPlatform cards conform to the Federal Information

Processing Standard (FIPS) 201 and NIST Special

Publication (SP) 800-57. The technology also aligns with

the 2010 mandate of the NIST SP 800-78.

In addition to the considerable resources invested by the

GlobalPlatform Card Committee to complete the

required work, NIST and the US DoD also provided

valuable feedback to the document. Lynne Prince,

Deputy Chief, Authentication and Access Division, at the

DoD, comments: "The US Federal Government FIPS 201

requires higher cryptographic protocols for secure

channel transport in its Personal Identity Verification

(PIV) cards. The GlobalPlatform Secure Channel

Protocol 03 allows the DoD and other US Federal

Agencies using GlobalPlatform in their PIV programs to

meet the more advanced cryptographic standards."

Karl Eglof concludes: "This level of support has

significantly improved the final product. For example,

He adds: "Although the government sector has been the

May 19, 2009 - The NFC Forum today announced

the release of two candidate specifications that

further the integration, implementation and

standards interpretation of NFC technology. The new

NFC Digital Protocol and the NFC Logical Link Control

Protocol (LLCP) candidate specifications are available to

the public for download at: http://www.nfc-

forum.org/specs/.

The NFC Digital Protocol specification addresses the

digital protocol for NFC-enabled device communication,

providing an implementation specification on top of the

ISO/IEC 18092 and ISO/IEC 14443 standards. It

harmonizes the integrated technologies, specifies

implementation options and limits the interpretation of

the standards; in essence, showing developers how to

use NFC, ISO/IEC 14443 and JIS X6319-4 standards

together to ensure global interoperability between

different NFC devices, and between NFC devices and

existing contactless infrastructure.

The NFC Digital Protocol specification defines the

common feature set that can be used consistently and

without further modification for major NFC applications

in areas such as financial services and public transport.

More specifically, the specification covers the digital

interface and the half-duplex transmission protocol of

the NFC-enabled device in its four roles as Initiator,

Target, Reader/Writer and Card Emulator. The

specification includes bit level coding, bit rates, frame

formats, protocols, and command sets, which are used

by NFC-enabled devices to exchange data and bind to

Protocol 03 is a versatile solution which can bring many

benefits to other markets. This is becoming particularly

important as sectors converge and technology such as

NFC greatly increases partnership opportunities within

the market.”

The NFC Logical Link Control Protocol (LLCP)

specification defines an OSI layer-2 protocol to support

peer-to-peer communication between two NFC-enabled

devices. This is essential for any NFC applications that

involve bi-directional communications. The specification

defines two service types, connectionless and connection-

oriented, organized into three link service classes:

connectionless service only; connection-oriented service

only; and both connectionless and connection-oriented

service. The connectionless service offers minimal setup

with no reliability or flow-control guarantees (deferring

these issues to applications and to the reliability

guarantees offered by ISO/IEC 18092 and ISO/IEC 14443

MAC layers). The connection-oriented service adds in-

order, reliable delivery, flow-control, and session-based

service layer multiplexing.

LLCP is a compact protocol, based on the industry

standard IEEE 802.2, designed to support either small

applications with limited data transport requirements,

such as minor file transfers, or network protocols, such

as OBEX and TCP/IP, which in turn provide a more robust

service environment for applications. The NFC LLCP thus

delivers a solid foundation for peer-to-peer applications,

enhancing the basic functionality offered by ISO/IEC

18092, but without impacting the interoperability of

legacy NFC applications or chipsets.

market size expected in China by the

end of 2009. With world's largest

mobile user base of 700 millions and

an underdeveloped e-payment

infrastructure, many are very

optimistic about the future of mobile

payment in China. The restructuring of

China's telecom operators in 2008

created a new competitive

environment in which each operator is

looking to gain an edge through

mobile payment and other value-

added service. And the issuance of

3G licenses in January 2009 has

opened the door for a wide range of

new m-commerce and m-payment

services, many of which will arrive

within the coming year. 2009 is a

remarkable year for the development

of mobile payment in China, it leads

us to the third generation of mobile

payment.

There was a rapid proliferation of

third-party payment companies, as

each tried to develop a network of

mobile operators, merchants, banks,

and users. The first generation of

mobile payment is the SMS based

transactional payments, which

doesn’t require further infrastructure

but lacks security and doesn’t

support instant payment; the second

generation is WAP or Java based

mobile payments, it pays by

connecting to GPRS or CDMA 2001X

network through mobile terminals or

WAP browser.

Onsite payment and bank account-

based remote payment services are

still in their nascent stages, while non-

bank account-based remote payment

services form the bulk of China's

mobile payment services market.

However, onsite payment is preferred

by users in instant transactions than

remote payment as it requires less

payment time and provides better

safety, enabling a real e-wallet for

micro-payment.

At present, most mobile payment

service providers are working to

propel the third generation –mobile

contactless payment. Mobile payment

currently uses three major

technological standards: 13.56MHz

NFC, 13.56MHz Dual-Interface SIM,

and 2.4GHz RF-SIM. They can

implement mobile payment,

authentication, advertising,

information exchange and other Value

added applications. Trials in

Chengdu, Guangzhou, Shanghai,

Xiamen and other cities enables

take-off of mobile payment.

However, the lack of mobile

payment standard and a regulated

ecosystem is delaying the take-off.

ETSI, The Mobile Payment Forum,

PayCircle, Mobey Forum, The MeT

Init iative, The Open Mobile

All iance, and ECBS are

standardization bodies of mobile

payment. There is not a universal

standard, and therefore mobile

operators and smart card vendors

always join different groups to

implement different standards. In

China, China Golden Card Project,

the national authority to promote

electronic payment through the use

of IC cards, has taken building the

mobile payment standard as its

task since 2004.

GSM Association called for ful l NFC

functionality by mid-2009 and

stated to deploy SWP interface

unites nearly 800 mobile operators

RFID-SIM is based on 2.4GHz, a

than 13.56MHz. RFID-SIM integrates

a radio-frequency module with a

regular SIM card; it can be

popularized by changing the existing

payment acceptance environment,

users need only to replace the SIM

card. Its short-distance wireless

communication makes it possible to

expand to atypical applications such

as onsite payment and

authentication. The

commercialization of RF-SIM

requires the investment in changing

the payment acceptance

environment as 13.56Mhz is widely

used in POS terminals.

In China, China Unicom conducted

trials for all three technologies,

China Mobile has turned its efforts

on expansion of 2.4GHz RFID-SIM

standard. The increased bandwidth

capacity could support a variety of

wireless value-added services.

RFID-SIM technology is used for

mobile ticketing at EXPO 2010 in

ShangHai.

Great investment is input in the

whole industry. Different mobile

payment solutions actually reflect

more of the different industry

development patterns. Diversity of

solutions is actually different views

of the parties of the industry chain on

the development trends and

implementation paths from their

respective perspectives. Therefore,

the diversity provides more choices

to the current market now and the

opportunity to examine which one is

and ensures merchants have the

required point-of-sale (POS)

acceptance capability. Payments are

processed over the existing financial

networks with credits and debits to

the appropriate accounts.

Peer-to-Peer Model:

An independent peer-to-peer service

provider provides secure mobile

payments between customers or

between customers and merchants,

as in B2C or C2C commerce.

Collaboration Model:

This model involves collaboration

among banks, mobile operators and

other stakeholders in the mobile

payments value chain, including a

potential trusted third party that

manages the deployment of mobile

applications. Payments in this model

Ron: By mid-2009, the subscriber

base of Bangladesh had reached

almost 47 million, though the annual

growth rate had eased from 30% in

2008 to about 20% in the first half of

2009. I am still pretty sure

Bangladesh has huge business

potentials in telecom development;

plus it is surrounded by the SAARC

countries, bringing us closer to

several key emerging markets.

Vision: Setting up a factory in

job for anyone, how do your team

feel about it?

Ron: To ensure the inherited expertise of

Vision: India is the world’s second largest mobile market, we

all know Eastcompeace is a leading smart card supplier in

China, its domestic market, how is the market in India?

Rajnish: India is one of the world’s most booming telecom

market; it is expected to have 500 million mobile

subscribers in 2010, with an increase of seven to eight

million per month. Eastcompeace has done well in India

even before establishing Eastcompeace India; with strong

local partnership, we have business relationships with

several mobile operators. After Eastcompeace India was

set up, since we have equipments, sales force and TC in

India, we get bigger orders.

Vision: In the fierce competition of India smart card

market, what are the advantages of Eastcompeace

India?

Rajnish: Quality is a basic success factor for any players

out in the market: we use good modules, we use good

machines, we produce good product, and good product

sells. Moreover, we have a R&D centre of more than 300

engineers in China supporting Eastcompeace India with

competitive SIM card based technologies. Short lead time

to set up a personalization center in

Indian population are in semi-urban

and rural areas, 60 percent of the

Indian population are employed in

agriculture, The need for low-cost

handsets and SIM cards are pretty

high, so we worry less about

volumes. We have worked together

with Qualcomm, the global leader of

CDMA technologies, and major

CDMA carriers like Reliance,

TATA…to develop Open Mobile

Handset, which allows any OMH SIM

card to be used in any OMH handset

on any OMH network. This surely will

cut the cost to popularize mobile

services. For users who require more

advanced applications, we provide

mobile network operators with value-

added services (VAS), Over-the-Air

(OTA) and device management

solutions in high density SIM cards.

Vision: After the debut of the world’s

first OMH SIM card in India by

Eastcompeace in July 2009, is the

market response encouraging?

Rajnish: CDMA operators are very

interested in OMH card products

because OMH has a higher network

speed and is more cost-effective. We

are the very first card manufacturer

joined the initiative, this gives us the

technical advantages. We have

already supplied 32K and 64K OMH

SIM and R-UIM cards for CDMA

operators and their functionality

performance has been recognized.

Vision: As country head of

see branding of Eastcompeace

products?

Rajnish: Eastcompeace is gradually
