Technical ToursThe morning of Wednesday, April 25, is dedicated entirely to the technical tour program, included in full registrations as a part of the Snow Conference program. There is no additional cost, but space is limited so be sure to check the appropriate box on your registration form if you plan to participate.

Tour 1Snow Fighting Equipment of Minnesota

Held at the Minnesota Department of Transportation (Mn/DOT) Central Services Shop, this tour will highlight a variety of snow fighting equipment from across Minnesota. Tour Mn/DOT’s unique fabrication facility where they custom assemble their own snow plowing fleet. You’ll see how they start with off-the-shelf stock and modify it to their own specifications and needs, including the use of fabrication outsourced to state detention facilities. Staff will be on hand to describe everything from vehicle assembly to custom electrical fabrication and environmental testing. Plus you can visit with staff and see equipment representing the spectrum of snow fighting vehicles from Minnesota local and county agencies, as well as a Mn/DOT designed and built incident response trailer.

Tour 2Regional Transportation Management Center (RTMC) and I-35E Lexington Bridge Anti-Icing System

Tour participants will be taken through Mn/DOT’s Regional Transportation Management Center (RTMC) and learn about the interactions between three major players housed in the facility – Metro Traffic Management Center (coverage of the Minneapolis/St. Paul extended metropolitan area), Metro District Maintenance Dispatch, and the State Patrol – and how these areas work with other functional areas at Mn/DOT including Field Maintenance. The Metro District’s stationary anti-icing systems are monitored from Maintenance Dispatch at the RTMC. Tour participants will also travel to the pump house for the I-35E Lexington Bridge anti-icing system where they will see a demo of the pump house and in-pavement equipment and learn about different types of anti-icing systems, including potential pitfalls and opportunities for success in planning, designing, installing and maintaining these systems.

Dynamic Leadershipis No “Sleight of Hand” Speaker: Dave Horsager

Dave Horsager shares his strategies for leadership and success gained working with some of America’s top companies. His message is straightforward; his formula for success simple. Dave will challenge you to do the four things that make a BIG difference in how you either succeed or fail as a leader. He is fun, fresh and shoots straight from the

hip with his direct approach. He has captivated audiences not only in the U.S., but also in Spain, Latvia, France, Japan, and Australia.

Dave grew up on a bean farm in northern Minnesota and began his career in leadership and communications at the young age of 21. At one point in time, he and his wife had a combined net worth of $1.40. Today, he runs three highly successful companies that help people and organizations grow by improving service, productivity, leadership, and a commitment to integrity. One interesting note is that Dave was mentored by one of the world’s best illusion teachers and often incorporates this craft into his presentations. You’ll want to stick around and see what he may or may not “have up his sleeve”!

Woods & Water, Snow & Ice: Experiences of a Legendary Outdoorsman Speaker: Babe Winkelman

One thing you cannot fake is passion, and Babe Winkelman is a prime example. An avid outdoorsman since he was a small child, Babe has gained a loyal national following of hunters and fishing people who tune in to watch his television shows, “Good Fishing” and “Outdoor Secrets.”

After building a successful construction business, Babe decided to follow his heart and started Babe Winkelman Productions. The company bears his name and personality, and its mission is to teach others how to be successful when hunting and fishing—while always remaining respectful to the natural world.

Babe has visited many of our nation’s bodies of water and has observed firsthand the damage caused by chemicals used in deicing operations. His message to the North American Snow Conference is that we need to work in tandem to enjoy our environment and to protect and preserve it.

Gangster Buffet& Cabaret!John Dillinger, Babyface Nelson, Ma Barker, Machine Gun Kelly… these are the names of just a few of the gangsters that took refuge in St. Paul during the Prohibition years. Bank robber and kidnapper Alvin “Creepy” Karpis once said, “If you were looking for a guy you hadn’t seen in a few months, you usually thought of two places—prison or St. Paul. If he wasn’t locked up in one, he was probably hanging out in the other.”

At this year’s Tuesday evening banquet, we’re celebrating St. Paul’s colorful and unsavory past as a safe haven for criminals and fugitives in the 1920’s and 30’s. It was an exciting and dangerous time when out-of-town gangsters were welcome to hide out without fear of being arrested, as long as they followed the rules—identify yourself to the police upon arrival, pay off the officials, and commit no crimes within the city limits.

This nostalgic evening will take you back to the speakeasy days in St. Paul where good food, bootleg whiskey, jazz music, and fast action made for great times. We’ll enjoy a fine meal followed by a gangster cabaret show performed by club regulars Al Capone, Rocco Fishetti and Roxie Hart. Plus Paul Maccabee, author of the book John Dillinger Slept Here: A Crooks’ Tour of Crime and Corruption in St. Paul, 1920-1936, will entertain us with his fascinating gangster history presentation “John Dillinger, Ma Barker and Me.”

The Gangster Buffet & Cabaret event will be held Tuesday evening, April 24 in the Great River Ballroom at the Crowne Plaza Riverfront Hotel. This highly interactive session will focus on the recently produced Snow and Ice Control Field Handbook for Snowplow Operators. The handbook was developed to promote understanding of tools, best practices, and limitations for snow and ice control. The presentation will be broken into three segments. The first segment will address Roads, and audience members will have a chance to share best practices and circumstances unique to their particular region. The same sequencing will be repeated for the topics of Money and the Environment. Come prepared to share!

Due to shrinking budgets and workforce, many agencies are experimenting with creative ways to supplement their plow operator line-ups. One pass clearing is a plowing practice that uses wider snowplows to clear the entire lane at once. It avoids the need to return for a second pass, which can eliminate a second chemical application. Changing to anti-icing as your winter maintenance strategy can be a bit overwhelming. You have to use liquids, and rely much more on forecasts. If you get it wrong, your neck is in the noose, but everyone is saying you should do it. Come to this session to learn how to minimize the risks in anti-icing, and how to get your anti-icing program started and running effectively.

You Have the Power! Combine Public and Private Forces to Protect Our Rivers and LakesSpeaker: Connie Fortin, Fortin Consulting, Inc., Hamel, MN

Winter maintenance is harmful to rivers and lakes. This session will help you realize the full effect that salt and sand has on our waters, and discover tools and practices we can use to minimize the damage. In 2005-2006, Fortin Consulting, with a team of advisors, developed a class and manual on winter parking lot and sidewalk maintenance for reduced environmental impact. Through follow-up interviews, it was found that after training, salt application rates dropped as much as 65%. This presentation is both motivational and educational, with lots of photos to keep your intersest.

Snowfighter Instruction that Hits the S.P.O.T.Speakers: TBA

Snow Plow Operator Training (S.P.O.T.) is a comprehensive, two-week training program that focuses on developing skills for new operators. Areas covered include dump truck components, driver responsibilities, preventive maintenance, snow and ice equipment, and truck operation safety. It serves as a cost-effective training option for agencies that have limited resources. S.P.O.T. was implemented as a pilot program in 2004 and since that time, three statewide training programs have been put into operation. Come learn about this innovative snowfighter instruction that hits the S.P.O.T!

It’s Time to Think Outside the (Truck) Box!Speaker: Neal Jaspers, City of Fort Collins, CO

When the City of Fort Collins, Colorado updated its fleet, it moved from traditional dump trucks to custom-specified vehicles that could be used throughout the year. The new lighter-weight trucks have as much payload as private, dedicated dump trucks and also provide years of heavy duty service with snow duties. You’ll learn the calculated weight savings, cost of the lightweight components, payback period for the extra expense, and how to convince city leaders to make such a bold move.

The Shingle Creek Chloride TMDL: A Case StudySpeaker: Joe Bischoff, Wenck Associates, Inc., Maple Plain, MN

The Shingle Creek watershed covers 44.5 square miles in the east-central Minneapolis metropolitan area. It includes 14 lakes and is encompassed by 1,375 lane miles of roads. As a result, significant amounts of road salt are applied to the watershed annually for deicing and snow control. A total maximum daily load (TMDL) study was developed to diagnose the cause and solution to the watershed’s high chloride concentrations. Details of this study are being used to develop appropriate BMPs and target areas to reduce the potential impact of chloride in the watershed, while maintaining public safety for winter road conditions. Come hear the latest update on the project.

The traditional approach to introducing new technology is to accelerate the learning curve. The result: frequently frustrated and resistant end-users. The City of Eagan, Minnesota took the opposite approach by purposely choosing to stay behind the “bleeding cutting edge.” Implementation of best practices related to technology and new methodologies in snow and ice control service delivery were introduced gradually. At the same time, operators received the education and training needed to change psychology and behavior. You will leave this session inspired to take the plunge into the 21st century!

How does ice and snow control in the United Kingdom compare to what we do over here? A summary of the first winter performance will be presented, as well as projections regarding anticipated cost-benefits in terms of accident reduction and application frequency of anti-icing chemicals.

The Utah Department of Transportation (UDOT) has a formidable foe in a stretch of I-80 that consists of extended steep grades, curves, shady spots, commuters, heavy truck traffic, and the “greatest snow on Earth.” In order to keep traffic flowing smoothly on I-80 and other mountain canyons, operators have devised some sound liquid anti-icing strategies, including employee-developed brine making systems. UDOT will give an overview of its operations. Find out if they will work in your hometown.

The Mn/DOT Metro District has evaluated and implemented Fixed Anti-Icing Spray Technology (F.A.S.T.), also known as Stationary Anti-Icing Systems, for snow and ice control. In order to manage costs and plan for funding and budgeting, the agency developed criteria for a ranking system to prioritize locations for installation within the I-35W - TH 62 Crosstown project. Learn how to perform a ranking analysis of potential locations for Stationary Anti-Icing Systems within a single project or within a city, county, district or region. Arizona’s climatology ranges from dry and arid to conifer forests and wetlands. Elevations extend from less than 1500 feet to more than 9000 feet within a span of 75 miles. These extremes pose major challenges in planning a snow and ice program, particularly when the same equipment is used on all roadway conditions.
