In addition to economic figure, over 6.7 billion euros,
the contract awarded last November to the Spanish-
Saudi consortium, in which Adif participated, is an
international reference in high speed that will serve
as a mirror for other possible competitions abroad.
The contract is also the most important to be
achieved by a group of Spanish companies, and
includes the construction, operation and
maintenance of the second phase of the Haramain
High speed line in Saudi Arabia, as well as the
supply of trains and their maintenance for a period
of 12 years.
Además de su importe económico, más de 6.700 millones de euros, el contrato que el pasado noviembre se adjudicó el consorcio hispano-saudí en el que participa Adif, es una referencia internacional de alta velocidad que servirá de espejo para otros posibles concursos en el extranjero. El contrato es también el más importante conseguido por un grupo de empresas españolas, e incluye la construcción, explotación y mantenimiento de la segunda fase de la línea de alta velocidad Haramain en Arabía Saudí, además del suministro de los trenes y su mantenimiento por un período de 12 años.

Twelve Spanish companies make up the consortium the
Al Shoula Group. These are the public companies Adif,
Renfe Operadora and Ineco-Tifsa, along with the private
firms: Consultrans, engineering/consultancy; Talgo, in
charge of the manufacture and maintenance of rolling
stock; OHL, Copasa and Imathia for the construction
and maintenance of track; Cobra and Inabensa for the
electro-mechanical equipment (overhead lines and high
and low tension energy feeding lines) and Dimetronic
and Indra for signalling, telecommunications, auxiliary
safety systems, tele-monitoring, detectors, control
centres and ticketing systems.
The consortium can also count on the participation
of two local partners: the company Al Shoula and the
construction firm Al Rosan.
Doce empresas españolas forman parte del consorcio
Al Shoula Group. Son las compañías públicas Adif,
Renfe Operadora e Ineco-Tifsa, junto a las privadas:

line, designed with the high standards of European high
speed, and whose execution is the responsibility of the
Saudi Railway Association (SRO), which will allocate a
budget of over 12 billion euros of public investment
towards its completion, of which 6,736 million euros are
destined for the second phase, which has been awarded
to the Spanish consortium.
The lineThe line, with its 444 kilometres, is carried out in two
phases: the first was awarded in 2009 to a Chinese-
French consortium that is currently carrying out railway
bed works, while the construction of the five stations
on the line, also awarded in 2009, is being done by
Saudi Bin Laden and Saudi Oger. Four of these are being
designed by Norman Foster’s studio.
Phase 2Spain and its Saudi partners will carry out phase
2, which includes the study of the market, project,
supply and assembly of railway track and installations
(electrification, signalling, communications, etc.), the
supply and maintenance of rolling stock, as well as the
operation and maintenance of the line for a period of 12
years.
To attend to operations in the initial period, the
competition requested 35 trains, that could circulate in
double composition, each of them with a capacity for
500 passengers. According to demand the possibility of
ordering additional trains is being considered.
This Phase 2, with a Spanish label, is divided in
turn into two new phases, the first of which will last
approximately 51 months and involves the construction
of the superstructure, the commissioning of the line and
the supply of rolling stock.
The next phase relates to the operation of the line and
the maintenance of rolling stock for a period of 12 years.
The Haramain High Speed Line is projected within
the parameters of a European high speed line, with a

La línea
La línea, con sus 444 kilómetros, se desarrolla en dos
fases: la primera fue adjudicada en 2009 a un consorcio
chino-francés que actualmente realiza la plataforma,
mientras que la construcción de las cinco estaciones de
la línea, también adjudicadas en 2009, se lleva a cabo
por Saudi Bin Laden y Saudi Oger. Cuatro de ellas están
siendo diseñadas por el estudio de Norman Foster.
Fase 2España y sus socios sauditas realizarán la fase 2, que
incluye el estudio de mercado, proyecto, suministro
y montaje de vía e instalaciones ferroviarias
(electrificación, señalización, comunicaciones, etc),
suministro y mantenimiento del material rodante, así
como la explotación y conservación de la línea por un
período de 12 años.
Para atender la explotación en su inicio, el concurso
demandaba 35 trenes, que pudieran circular en doble
composición, y cada uno de ellos con capacidad
para unos 500 viajeros. En función de la demanda
se contemplaba la posibilidad de solicitar trenes
adicionales.
Esta fase 2 con marchamo español se divide, a su
vez, en dos nuevas fases, la primera, de 51 meses de
duración aproximadamente, supone la construcción
de la superestructura, puesta en servicio de la línea y
suministro de material rodante.
La fase siguiente, se corresponde con la explotación
de la línea y el mantenimiento del material rodante
durante un período de 12 años.

designed speed of 320 km/h, and a journey time of
two and a half hours between the cities of Makkah and
Madinah.
The maximum operational speed will be 300 km/h, with
dual track in UIC gauge, 25 kW 60 Hz electrification, and
implementation of the European ERTMS level 2 system, in
which Spain is one of the world leaders.
The estimated demand for the line is very high, around
160,000 passengers per day. To meet this, being
considered are three intermediary stops at the stations
of Jeddah Central, Jeddah International Airport and King
Abdullah’s Economic City, to which one must add the
head stations of Makkah Central and Madinah Central.
SRO has set out its commercial exploitation on four
market segments: the suburban, which will connect
Jeddah with Makkah; the pilgrims, concentrating on the
airport link with Makkah and Makkah with Madinah;
the businesses that will link Makkah and the airport;
and finally, that related to leisure between Jeddah and
King Abdullah’s Economic City.
In short, it will be a high speed line with a European
definition, but well adapted not only to the physical
and environmental characteristics of the area, but also
to its socio-cultural characteristics. In this competition,
five consortia were pre-qualified, all of them linked to
the greats in world high speed: Spain, Germany, France,
China and Korea. In the end only two presented bids,
the French and the Spanish consortia, and after over a
year of deliberation, the Spanish-Saudi consortium was
awarded the contract. In the project as a whole, Adif
is in charge of the management and follow-up of the

en lo que España es uno de los líderes mundiales.
La demanda estimada de la línea es muy alta,
alrededor de 160.000 viajeros al día. Para atenderla, se
contemplan tres paradas intermedias en las estaciones
de Jeddah Central, el aeropuerto internacional de
Jeddah, y la Ciudad Económica del Rey Abdullah, a las
que hay que añadir las cabeceras de La Meca Central y
Medina Central. SRO ha planteado su explotación
comercial sobre cuatro segmentos de mercado: el
suburbano que conectará Jeddah con la Meca; el
destinado a los peregrinos que se centrará en la relación
del aeropuerto con La Meca y de ésta con Medina;
el destinado a los negocios que unirá La Meca y el
aeropuerto, y finalmente, el de ocio entre Jeddah y la
Ciudad Económica del Rey Abdullah.
En definitiva, será una línea de alta velocidad de
definición europea, pero muy adaptada no sólo a las
características físicas y medioambientales de la zona,
sino también a sus características socioculturales.
En este concurso fueron precalificados cinco consorcios,
todos ligados a los grandes de la alta velocidad
mundial como España, Alemania, Francia, China y
Corea.

Project CommitteeFor the better management of the project, a Project
Committee was created, presided over by the executive
director of the project (see pages 20-27 of this issue)
and with a top-level representative from each area of
activity on the project, as well as a representative from
the areas of corporate finance, legal assessment and
human resources.

Four stationsCuatro estaciones
Foster+Partners and Buro Happold joint venture was
appointed to design four stations of the Haramain High-
speed Railway (HHR) Makkah, Madinah, Jeddah y King
Abdullah Economic City, in April of 2009. The construction
of the stations on the line, also awarded in 2009, is
being done by Saudi Bin Laden and Saudi Oger.
Adif participates in the interface team for the receipt
of the stations and is responsible for the preparation

of regulations, manuals, procedures and technical
documentation related to the management of the
stations. Once they are put into service, Adif is
responsible for the operation and maintenance of the
stations, as well as the commercial exploitation of the
same.
The designThe modular approach to the stations’ design is
complemented by variations in colour, which signify
the four cities while remaining emblematic of the HHR
system. They are conceived as gateways to each city, filled
with places to meet, shop, eat and shelter from the sun.
They will inicially acommodate an anticipated 60 million
passengers. This is expected to increased to 135 million
passengers by 2042.
The terminal stations of Madinah and Makkah are
characterised by a rich colour palette: Makkah Station
references the gold leaf of the decorated Kab’ah (the
most sacred site in Islam) and the city’s significance as
a holy site, while Madinah Station’s vivid green colour
draws inspiration from the Mosque of the Prophet.
Jeddah Station features a shade of purple which has a
particular resonance with the city and KAEC’s station is
a futuristic blue and silver, representative of its role as
a modern new city. Drawing on Islamic architecture, the
design concept takes the traditional gateway arch form as

El diseñoEl diseño de las estaciones es modular y se articula con
variaciones en color que identifican las cuatro ciudades,
al mismo tiempo que mantiene su valor como emblemas
del sistema ferroviario Haramain. Están concebidas como
puerta de entrada a cada ciudad y están llenas de lugares
de encuentro, sitios para comprar, comer y encontrar
cobijo del sol. Inicialmente prestarán servicios a una cifra
estimada de 60 millones de viajeros. Se espera que se
incremente hasta 135 millones en 2042.
Las estaciones término de La Meca y Medina se
caracterizan por una rica paleta de colores. La estación
de La Meca ha tomado como referencia el pan de oro de
la decoración de la Kaaba (el lugar santo más importante
del Islam) y el valor de la ciudad como lugar santo,
mientras que la estación de Medina utiliza el verde
intenso tomando inspiración en la Mezquita del Profeta.

que tiene resonancias de la ciudad, mientras que para la

the basis for its roof design. The design, common to all
stations, features a sequence of 25-metre-high arches
rising from the concourse, complemented by smaller
9-metre-high arches at platform level. Supported by
freestanding structural trees, repeated on a 27-metre
square grid, the arches connect to form a flexible
vaulted roof. By following the direction of the trains,
the arrangement of spaces helps passengers navigate
the stations intuitively, with few level changes and
the interior spaces provide respite from the heat of the
desert. Following a ‘kit-of-parts’ approach, each station
has a combination of different façades according to their
orientation –solid façades are used where visibility is

Siguiendo la dirección de los trenes, la situación de los
espacios ayuda a la movilidad intuitiva de los viajeros
por las estaciones, con escasos cambios de nivel y con
interiores que dan un respiro del calor del desierto.

not essential, in order to reduce solar gain. The glazed
entrances to the concourse and the platforms are
concealed behind a combination of external mashrabiya
and the deep overhanging roof canopies. Each station
is oriented according to the path of the sun, turning
from Madinah Station, which faces east, to north-facing
Makkah Station. Their changing position is articulated
through openings in the roof, through which light tubes
draw daylight down to the concourse level and animate
the space. At night, spotlights between the perforations
give the impression of stars in a night sky. Spherical
chandeliers, suspended between the arches, provide
focused lighting, mediating between the scale of the roof
and concourse level and accentuating the rhythm of the
structure.

given to the project we know popularly as the Makkah
and Madinah high speed rail, without losing,
naturally, the prospect of our belonging to a
consortium of companies with a common interest:
to ensure the success of a project capable of placing
the Spanish railway industry in the first division
worldwide of high speed constructors and operators.
The process of this project has taken a long time
and it’s an important project for Adif and for Spanish
industry. How would you describe our participation in
the HHR? The project is the personal initiative of
King Abdullah of Saudi Arabia, aimed at building a top
quality railway that unites the two most holy places in
the Islamic world, Makkah and Madinah, capable
of safely and comfortably transporting the millions
of pilgrims that every year perform one of the
most important rites in the five pillars of Islam,
pilgrimage, which they must make to these sites at
least once in their lives. One must not forget that the
most important title the Saudi king holds is Custodian
of the Holy Sites. In the first phase, the project consists

construir un ferrocarril de altísima calidad que una
los dos lugares más sagrados del mundo islámico,

segura y cómoda a los millones de peregrinos
que cada año cumplen uno de los ritos de los cinco
pilares del Islam, la peregrinación, al menos una vez
en la vida, a esos lugares. No hay que olvidar que el
título más importante del Rey saudí es el de Custodio

How is Adif participating in the project?
What is your scope of works?
The project is in two phases, as I said. First, in the
construction phase, Adif will handle the management
and control of construction projects to be carried
out by Ineco and will play the role of integrator in
the various techniques involved in construction,
ending with the commissioning of the line. In a
second phase, the operational phase, Adif is entrusted
with the planning and programming of the line’s
capacity, traffic control, the maintenance of the
infrastructure, the management of the five
passenger stations the line will have and the safety of
the railway.
What does this project represent to Adif as a company?
Adif has accumulated throughout its history
unequalled experience in the design, construction
and operation of high speed lines. Two fundamental
deeds for achieving this were the inauguration in
1992 of the first high speed line between
Madrid and Seville and, above all, the construction
and commissioning, in these past seven years, of the
largest high speed network in Europe.
The high levels of safety, reliability and punctuality of
railways services reached by our system have been
expressly recognized by those responsible for transport
and infrastructures in numerous countries, and this
recognition undoubtedly had a decisive influence
on the awarding of the HHR project to the Spanish
consortium.
Because from now on investment in the railway
mode in our country will not be able to reach
the extraordinary levels of recent years, it’s time

¿Cuál es su ámbito de actuación? El proyecto tiene dos
fases, como ya he comentado. Primero, en la fase de
construcción, Adif llevará a cabo la gestión y el control
de los proyectos constructivos que realizará Ineco y
jugará el papel de integrador de las diferentes técnicas
implicadas en la construcción, finalizando con la
puesta en servicio de la línea. En una segunda
fase, la fase de operación, Adif tiene encomendada
la planificación y programación de la capacidad de la
línea, la dirección de la circulación, el mantenimiento
de la infraestructura, la gestión de las cinco estaciones
de viajeros con que contará la línea y la seguridad del
ferrocarril.
¿Qué representa este proyecto para Adif como empresa?
Adif ha acumulado a lo largo de su historia una
experiencia inigualable en el diseño, construcción
y operación de líneas de alta velocidad. Dos
hechos fundamentales para conseguirlo han sido
la inauguración en 1992 de la primera línea de Alta
Velocidad Madrid Sevilla y, sobre todo, la construcción
y puesta en servicio, durante estos últimos siete años,
de la mayor red de alta velocidad de Europa.
Los elevados niveles de seguridad, fiabilidad y
puntualidad de los servicios ferroviarios alcanzados
por nuestro sistema ferroviario han sido reconocidos
de manera muy expresiva por los responsables de
transportes e infraestructuras de numerosos países
y este reconocimiento ha tenido, sin duda, una
influencia decisiva en la adjudicación del proyecto
HHR al consorcio español.
to internationalize our capabilities, to sell to other
countries our technology and our knowledge of railway
operation. All this will mean, for the professionals in
the various areas of activity of the company, a chance
to deploy their talent and experience in other
countries with the important portfolio of railway
projects.
What is the recently constituted HHR Project Committee
and how does it work?
The Committee is an instrument for the management
of the project, established by Adif’s Steering
Committee, composed of the directors of each area
of activity involved in the project, as well as those
corporate areas of the company that provide cross-
cutting services, essential to such a complex project.
Its mission consists of coordinating all the technical,
legal and economic processes of the project and
carrying out a follow-up on the planning of the same,
allocating the resources necessary to guarantee the set
objectives.
What are the main difficulties posed by a project
as ambitious as HHR?
More than difficulties, they are challenges related
to the development of the project in a country with a
culture and some social and economic structures
that are different to our own. It is also a challenge
to establish efficient coordination mechanisms for the
12 Spanish and 2 Saudi companies participating in the
project.
What were the strong points that enabled the Spanish
consortium to gain the contract faced with such a
strong opponent as the French consortium?
Essentially that the offer of the Spanish consortium
was technically and economically better than that
of the French consortium. The technology offered
in both infrastructure and rolling stock fitted the
requisites demanded by the Saudi authorities better.
Ya que a partir de ahora la inversión en el modo
ferroviario en nuestro país no podrá alcanzar los
extraordinarios niveles de los últimos años, es el
momento de internacionalizar nuestras capacidades,
de vender en otros países nuestra tecnología y
nuestro conocimiento de la operación ferroviaria. Todo
ello significará para los profesionales de las diferentes
áreas de actividad de la empresa, una oportunidad de
desplegar su talento y su experiencia en otros países
con una cartera importante de proyectos ferroviarios.
¿Qué es y cómo funciona el Comité de Proyecto HHR,
recientemente constituido? El Comité es un
instrumento de gestión del proyecto, establecido
por el Comité de Dirección de Adif, compuesto por
los directores de cada área de actividad implicada
en el proyecto, así como de las áreas corporativas de la
empresa que prestan servicios transversales, esenciales
en un proyecto tan complejo. Su misión consiste
en coordinar todos los procesos técnicos, jurídicos
y económicos del proyecto y realizar el seguimiento
de la planificación del mismo, asignando los recursos
necesarios para garantizar los objetivos establecidos.
¿Cuáles son las principales dificultades que se
plantean en un proyecto tan ambicioso como HHR?
Más que dificultades, se trata de retos que tienen
que ver con el desarrollo del proyecto en un país con
una cultura y unas estructuras sociales y económicas
muy diferentes de las nuestras. También es un
reto el establecimiento de mecanismos eficientes
de coordinación de las 12 empresas españolas y las 2
saudíes que participamos en el proyecto.
¿Cuáles fueron los puntos fuertes que hicieron que
el consorcio español consiguiera el contrato frente a un
oponente tan fuerte como el consorcio francés?
Esencialmente que la oferta del consorcio español era
técnica y económicamente mejor que la del consorcio
francés. La tecnología ofertada tanto en el ámbito
Another factor I mentioned previously is related to the
undeniable reality that Spain has built up the largest
and finest high speed network in Europe, with high
levels of safety, reliability and punctuality. This was
undoubtedly a determining factor in the decision of
the Saudi authorities.
What are the next steps to take in this first phase of
the project start-up?
First we have to finish drawing up the legal
instruments of the project, essentially the company
that we partners in the consortium have to establish
in Saudi Arabia. Second, we have to sign the contract
with SRO, the Saudi railways, which should take place
very soon.
In the technical area we have to put together what we
call the interface team to conduct the reception of the
platform, awarded in 2009 to the Chinese-Franco-
Saudi consortium Al Rajhi Alliance, and which is
currently at the execution phase. We also have to
start up the mechanism for personnel selection in our
company in each of the assigned areas of work.
Will there be any repercussions from this project on
the Spanish economy?

la realidad inapelable de que España ha construido

y puntualidad. Sin duda ello ha sido determinante en
la decisión de las autoridades saudíes.
¿Cuáles son los pasos a dar en esta primera etapa
de puesta en marcha del proyecto?
Primero tenemos que terminar de construir los
instrumentos jurídicos del proyecto, esencialmente la
empresa que los socios del consorcio debemos
establecer en Arabia Saudí. En segundo lugar tenemos
que firmar el contrato con SRO, los ferrocarriles
saudíes, lo que debería ocurrir próximamente.
En el plano técnico debemos constituir el equipo
que llamamos de interfase para pilotar la recepción
de la plataforma, adjudicada en 2009 al consorcio
chino franco saudí Al Rajhi Alliance, y que se
encuentra actualmente en fase de ejecución.
También tenemos que poner en marcha el
mecanismo de selección de personal de nuestra

It undoubtedly will in different aspects. First, because
we are talking about a project involving over 6.7
billion euro, a figure that makes this the most
important international project in the history of our
country. Second, because the project is carried out in a
part of the world where the highest number of
railway projects of high technical and financial quality
are being set in motion and this represents a fantastic
opportunity for Spanish companies.
What differentiating features and elements does
the project have due to the fact that it is carried out
in a different culture and fundamentally aimed at the
transfer of pilgrims?
Cultural factors are an essential element of
international relations. It is true that the belief
systems and values of our cultures reveal differences
in today’s world, but they do not seem so strange to
us. After all, the Spanish lived fruitfully with an Islamic
culture for many centuries and we should feel more
comfortable doing business with them than the French
or the British, both countries with a long tradition of
trade in the zone.

¿Tendrá alguna repercusión este proyecto en la
economía española?
Sin duda, lo tendrá en diferentes aspectos. Primero
porque se trata de un proyecto de más de 6.700
millones de euros, cifra que lo convierte en el
proyecto internacional más importante de la
historia de nuestro país. Segundo porque el
proyecto se desarrolla en la zona del mundo
donde más proyectos ferroviarios de alta calidad
técnico financiera se están poniendo en marcha y esto
representa una oportunidad fantástica para las
empresas españolas.
¿Qué singularidades y elementos diferenciadores
tiene el proyecto por el hecho de realizarse en una
cultura diferente y estar dedicado, fundamentalmente,
al traslado de peregrinos?
Los factores culturales son un elemento esencial en las
relaciones internacionales. Es cierto que los sistemas
de creencias y valores de nuestras culturas presentan
hoy diferencias, pero no nos resultan tan extraños.
Al fin y al cabo, España convivió fructíferamente con la
cultura islámica durante muchos siglos y nos
deberíamos sentir más cómodos haciendo negocios
con ellos de lo que se sienten franceses o británicos,
ambos países con larga tradición comercial en la zona.
