Since the installation of the Hohenzollern-Sigmaringen dynasty in 1866, until 1938, Romania was governed by three Constitutions, each of the following laws contained articles, which regulated the Monarchy.

July 10, 1866 - The Romanian National Assembly May 15, 1881 - Romania was proclaimed a Kingdom unanimously voted for The Constitution. His and HRH Prince Carol I of Hohenzollern-Sigmaringen Serene Highness Prince Carol of Hohenzollern becomes HM King Carol I of Romania. March 22, 1889 - According to an official decree,the succession to the Throne. the members of The Royal Family will bear the titlesof Royal Highness, Prince or Princess of Romania.Art. 82. The Constitutional powers of the Prince are heredi tary, d i rect ly f rom Pr ince Carol of Hohenzollern-Sigmaringen, referring only to men, applying the right of the first-born, with the continuous exclusion of women and their descendants. The descendants will be brought up in the Orthodox faith.Art. 83. Under the reign of Prince Carol of Hohenzollern, the succession to the Throne willbe insured by the eldest of his brothers or ofhis descendants, in concordance with theprevious article. In case that none of his brothersor descendants are alive or in case that theyall refuse to accept the Throne, the Princemust designate his successor from one of the reigning houses of Western Europe, with the knowledge of The Parliament, in conformitywith Article 84. If this becomes impossible, the Throne will remain vacan t .N.B. In the 1866 Constitution there was no mention of Morganatic Law. Also, there wereno stipulations about the terms in which the members of The Royal Family could get married. No mention was made of any consent or permission needed from the Reigning Prince for the Royal marriages.Moreover, The Salic Law (Art. 34/1866) was quite definitely stipulated in the Constitution (see also Art. 77 in the new promulgated Constitution of March 29th 1923).October 25, 1878 - HSH Prince Carol of Hohenzollern-Sigmaringen becomes His Royal Highness Prince Carol I of Hohenzollern-Sigmaringen.

August 31, 1918 - Odessa, Russia: The marriage of HRH Crown Prince Carol of Romania to aristocrat Ioana Valentina Lambrino. Princess Ioana Valentina descended from the Imperial Byzantine family of Rangabe-Lambrino, a family which had two emperors, a patriarch, a sanctified prince, St. Pavel Xiropotaminos, founder of Mt. Athos and a highly decorated general of the Romanian Army, a hero in the Independence War (see: “Royalty Magazine”, Vol. 18 no. 11, 2004, The “Livre d'Or de la Noblesse Phanariote” edition - by Eugen Rizo Rangabe, published in 1892, Athens Printers S.G Vlastos and also see: The genealogic tree of the Rangabe Lambrino family - Annexes).The original marriage certificate was registered at the Romanian State Archives in Bucharest and in the private archives of HRH Prince Carol Mircea Grigore of Romania. In 1919, the front page of the highly reputed French newspaper “Excelsior” was dedicated to this story (Annexes).

N.B. The marriage was officiated in the Orthodox faith, in the presence of witnesses, Baron George Serdici and Princess Kropotkin. It was not a Morganatic marriage (see The Constitution from 1926).

Art. 152 from The Romanian Civil Code acknowledged the validity of this marriage. Art. 171 even suppressed the obligation to list the marriage papers inside the country of origin, according to the “locus regit actum” principle.To attack a marriage certificate in Russia, the competent instance is the “The Ecclesiastic Laws”. This instance approves an annulment only in special circumstances such as bigamy or blood relation issues.9

In order to have such a marriage annulled, there must be proof of bigamy or of the fact that the ones in question are closely related. The General Consul confirms that in this marriage neither condition applied. The annulment was ruled to have been illegal. In fact, the Orthodox Church never annulled the first marriage of HM King Carol II.

March 29, 1919 - The date of the illegal annulment letter, I publicly recognize that the child you are about to of the first religious marriage of HM King Carol II of have is my child. I am his father. I do not accept the annulment of the marriage, for it was dictated. I still Romania (Crown Prince at the time) by the Ilfov consider myself your husband. This reason, however, the same newspaper: “In front of God and the people, had no legal grounds in Romania because, as this child is Prince Carol's”. (see Appendix for the copy stipulated by law, the General Consul Grecianu was of the original paper - The National Archives).informed and the marriage was celebrated in the presence of witnesses. Illegally, the annulment was made without Prince Carol and Princess Ioana being allowed to participate at the Court process. They were denied even their right to appeal, an action that was against the law. The High Court of Portugal (1955), as well as The High Court in France (1957) and the French Court of Cassation (1961), pronounced the annulment illegal and found that it had been based on corrupt political intrigues. The Courts decreed that HRH Prince Carol Mircea was the legitimate 1st son from a legal marriage that had been illegally annulled. In fact, it was heatedly debated as to how it had been possible for a totally legal religious marriage, officiated in Russia (there were no civil marriages in Russia at that time) to have been annulled by a Civil Court in Romania. The Court in the tiny suburb of Ilfov never addressed this subject. The Romanian Church and The Courts of Bucharest had refused to annul the marriage, hence, the selection of this inferior location.

January 8, 1920 - His Majesty King Carol II (at that time Crown Prince) first son was born. His eventual name: HRH Prince Carol Mircea Grigore of Romania. Carol sent letters to his mother, to the President of the Senate and to his wife, Ioana Valentina, whereby he publicly recognized his firstborn son. Queen Marie and the Prime Minister mentioned the birth of the child in their personal journals.After two assassination attempts on his life, Prince Carol Mircea Grigore and his mother, Ioana Valentina, fled to France, where they lived at the Ritz Hotel in Paris and later moved to a villa. His brother, King Michael, refused to allow his elder brother, Prince Carol Mircea Grigore, to return to his homeland. January 17, 1920 - On the front page of “Epoca” newspaper, was published the letter of HRH Prince Carol, sent to Princess Ioana, his wife: “Dear Zizi, by this

Note: In 1950, the Head of the Hohenzollern-Sigmaringen Family, Fürst Prince Friedrich, sent a letter to his cousin, King Carol II, who was in exile in Portugal. In the letter, he asked what were his intentions regarding his first son, Carol Mircea Grigore, born from his first marriage. (Appendix, personal Archive of Prince Paul of Romania).

The Fürst considered that since Carol II had not abdicated, he, Carol II was still the Head of the Royal Family of Romania. The Fürst specifies in his letter: “What do you intend to do with your son, Mircea, from your first marriage to Ioana Valentina (Zizi)?”.

March 10, 1921 - The second marriage of HRH Crown Prince Carol (the future King Carol II) of Romania to HRH Princess Helen of Greece. The marriage was celebrated in the Greek Orthodox faith. The Greek Orthodox Church was not informed that the first marriage was never annulled by the Russian nor Romanian Orthodox Churches. Many theologians declared that this second marriage was, technically, an act of bigamy. See the National Romanian Televised declaration of the Dean of the Academy of Theology, Father Constantin Galeriu. Many historians believe that the couple had been unaware and devoid of guilt of this omission of information.October 25, 1921 - HRH Prince Michael was born, the second son of King Carol II.

April 26, 1922 - A study was commissioned for the Royal Family, regarding the Hohenzollern-Sigmaringen's family status in Germany and it's validity in Romania. The study was published by Constantin Berariu, a PhD of Law and professor at the Cernauti University (the book was published in Romania also, along with a letter addressed to Prince Carol - Personal Archives of HRH Prince Paul of Romania - Appendix). Professor Constantin Berariu wrote in his study that in Article 5 of the Royal Family Law of 1920, it mentioned that if the Crown Prince, Princess and Princesses of Romania married without the King's consent, they would no longer be recognized as members of the Royal Family. The Prince would no longer have the right to inherit the Throne, which contradicted with Articles 82 and 83 of the Constitution. The Statute was no more than an ordinary law, submitted to the Constitution. Therefore, applying this law to the Royal family was unconstitutional. So, it became mandatory for this law to be introduced in the New Constitution document in 1923, in a suitable form. N.B. This law was effectively added to the Civil Code in 1926, January 5, and then in the 1938 Constitution.

March 29, 1923 - The new Constitution of Romania was enacted, under the reign of HM King Ferdinand, published in The Official Legal Monitor of Romania number 282.Art. 77: Constitutional powers of the King are hereditary, in direct line and legitimate descendants of HM Carol I of Hohenzollern-Sigmaringen. Women and their inheritors are excluded, the succession to the Throne will be assigned to males, expressly the first-born. Descendants will be raised in the Orthodox rite.Art. 78: Succession to the Throne will be assigned to the older amongst the King's brothers or to other relatives, males, according to the previous article. In the absence of a male inheritor, King Ferdinand can designate the Throne successor out of other reigning dynasties in Western Europe, with the Parliament's approval.N.B. Once again, no “Morganatic” law was mentioned in the 1923 Constitution. Neither does it stipulate any conditions of marriage for the members of the Royal House, nor that they must have the King's or Parliament's permission for the marriage. The Salic Law was still included in the Constitution.January 5, 1926 - A new law of the Romanian Civil Code (Chp. IV, Art. 13) was published, regarding “Marriages in the Royal Family”, stipulating that: “The Crown Prince, Prince and Princesses of Romania who marry without the King's consent, will no longer be part of The Royal Family and will lose all their Royal rights and prerogatives”.N.B. This law was only introduced in the 1938 Constitution ( Art. 60), according to the study performed by Prof. Constantin Berariu (see Appendix - Civil Code).

There were testimonies and witnesses to the fact that Crown Prince Carol had informed his parents about his marriage with Ioana. According to the principle that laws did not apply retroactively, Art. 13 from the Civil Code could not be used against the legitimacy of the marriage between the future King Carol II of Romania and Princess Ioana Valentina, celebrated in August 1918. However, it was used against his younger brother, Prince Nicholas of Romania, when he married, in 1937, to a woman who was not from a princely family (Ioana Doletti).

January 5, 1926 - Crown Prince Carol renounced the Throne and went into exile. The Parliament took note of his act and a law was published in the Official Monitor no. 4, January 5, 1926. Later, Carol affirmed in his correspondence that he was actually compelled to give up the Throne by Prime Minister Bratianu. The “New York Times” newspaper called Bratianu a dictator and the archenemy of Prince Carol.July 20 ,1927- HM King Ferdinand I of Romania died.

1927 - A Regency was created. HRH Prince Michael I of Romania became ”the boy king” at the age of six. The Regency was led by Patriarch Miron Cristea, Prince Nicholas and George Buzdugan.

June 8, 1930 - With Iuliu Maniu's support, whose Party held the majority in Parliament, Prince Carol was brought back trimphantly in a bloodless coup d'état. On June 13, 1930, Carol was pronounced King of Romania in the Parliament, as prescribed by The Royal Constitution. The vote was 99 - 1. On April 25, 1930, Carol had secretly met with General Alexandru Averescu in Switzerland. The meeting was revealed by the press. In this way Prince Carol was guaranteed the Army's support for his return.

February 27, 1938 - The New Constitution Michael signed the law making Romania into a promulgated by Royal decree (by HM King Carol II) Legionnaire State on Sept. 14, 1940. He applied for and was installed with the rank of General on the same was adopted by a National Plebiscite and enacted day (Legal Civil Code Journal 1940). After D Day, June on February 27, 1938. The 1938 Constitution and The Salic Law were distinctly and clearly stipulated. There were no articles regarding Morganatic Laws. Both Art. 98 and the Civil Code referred to the marriage conditions imposed on the Princes and Princesses of Romania. The German Hohenzollern-Sigmaringen Family Law became law in Romania for the first time.

September 6, 1940 - King Carol II declared that his renunciation was not an Abdication.That was reiterated in a 1950 letter from his cousin, HRH Prince Friedrich of Hohenzollern-Sigmaringen, Fürst (the Family Head) to Carol. “Your son Michael abdicated, you did not”. He was referring to the fact that King Carol II was still the Head of the Romanian Royal Family. Carol II fled the country rather than sign the law making Romania a Legionnaire (Nazi) State and refused to sign the law confiscating all the properties of the Romanian Jews. This so incensed Hitler that he implemented an assassination order on King Carol II (“The Memoirs of Count Ciano - Son-in-law of Mussolini”). Alerted, Carol fled the country at 3 A.M., Sept. 5, 1940. He repeatedly affirmed that he never abdicated (Legal Civil Code 1940) HRH Prince Michael was invested as King only in the presence of the Patriarch and the President of the Court of Cassation. The Parliament never voted for his investiture. Only a “record” was written by General Ion Antonescu.

This was against the stipulations of the Romanian laws and The Royal Constitution.

December 30, 1947 - HM King Michael I of Romania abdicated on behalf of himself and his descendants. He negotiated for two weeks with the Communist's representative in Romania, Deputy Foreign Minister Vishinsky. According to these negotiations, King Michael was to gain over 220 million dollars worth of paintings from the National Collection (42); amongst them, there were seven paintings signed by El Greco. He also negotiated a pension (“Special Tasks” by KGB Gen. Pavel Sudoplatov and Jerrod. Schechter, former White House spokesman and former Moscow Bureau Chief for “Time Magazine”. The book was acclaimed by “The Wall Street Journal” and “The Sunday Telegraph”) estimated at 250.000 dollars which was paid by the Communists throughout the Cold War from 1947 to '85.N.B. At the very end of the 80's, Nicolae Ceausescu stopped paying the allowance to ex-King Michael, initiated Court proceedings in New York, in order to retrieve the Old Master paintings. United States District Court/ Southern District Court of New York “Socialist Republic of Romania against Wildenstein (85 civ.2435 DNE)”, November 15, 1985. In this Court case, Wildenstein declared, under oath, that he bought two of the El Greco paintings from ex King Michael and sold one to Kimbell Art Museum, Texas. This information is public domain. After the Revolution, ex-King Michael has dedicated his efforts to helping Romania's image for accession into the European Union and NATO.

The Romanian Government recognized HRH Prince Carol Mircea Grigore as the first born son of King Carol II, giving him the princely title „of Romania” - a title given to the descendants of the Royal Family, only through the royal decree of King Carol I, from 1889 (see: “Monitorul Oficial”, no. 282, 1889, Romanian Law Journal).

The first marriage of HRH The Crown Prince Carol of union produced HRH Prince Michael of Romania, Romania and HRH The Crown Princess Ioana Valentina future King Michael, born in 1921.in Odessa, Russia, in1918, produced one child, later Ex-King Michael married HRH Princess Anne of named HRH Prince Carol Mircea of Romania. Princess Paul of Romania (Lia) was a post-graduate student at Oxford University.
