The Advanced Transportation Technology Center, in partnership with local organizations and OEMs, has created the Green Transportation Summit & Expo. It’s a grassroots event, designed to address questions, concerns and barriers in the alternative fuels arena. We have tailored the topics and sessions to give you “real world” experiences, up to date technological advances, and information on infrastructure, policy, and the right fuel for your operation. You have the freedom to interact with your peers and the experts on a more intimate level. We are here to help you discover ways to reduce your carbon footprint and our nation’s dependence on foreign oil.

As with many successful endeavors, the Green Transportation Summit & Expo and West Coast Collaborative Partners Meeting would not have been possible without the support and cooperation of our many conference partners.

Brian TriceSince 2010, Brian has been actively involved in transforming the transportation industry toward energy independence. Brian co-founded TransEnergy Solutions and was the creator and organizer of the International Green Transportation

Conference series in both the U.S. and Canadian markets. He has since joined the team at the Advanced Transportation Technology Center, a division of Linn Benton Community College, where he is the Manager of Alternative Fuels for Transportation and Conference Director. He is also coordinator of the Columbia-Willamette Clean Cities Coalition.

Brian has successfully brought international recognition to the alternative fuels movement and brought technology and consumers together by focusing on technology, infrastructure, economics and incentives.

Brian’s mission is to “Bring technology experts to the grassroots population”

Angela SongAngela Song is the assistant events coordinator for the Green Transportation Summit & Expo. As a former Kansas City Regional Clean Cities co-coordinator, she worked with clean transportation stakeholders on a wide variety of petroleum reduction projects,

with a primary program focus on biodiesel and electric vehicles. Song has recently moved to Portland, Ore., for opportunities in the energy and transportation industry. She will continue her work in the industry by assisting with the Columbia-Willamette Clean Cities program.

Over a decade ago, the West Coast Collaborative was born from a need for cleaner air, public health, technological innovation and progress. In 2001, the Environmental Protection Agency launched a comprehensive regulatory program to clean up diesel fuel and diesel engines. These regulations set a course to remove most of the sulfur from diesel fuel by 2016 and, starting in 2007, to begin phasing-in progressively tighter emissions standards for highway and non-road (construction, locomotive, marine) diesel engines.

The EPA’s regulations were projected to reduce 380 thousand tons of particulate matter (PM) and 7 million tons of nitrous oxides (NOx) per year, resulting in $290 billion in health benefits at a cost of $15 billion. However, the full benefits of the regulations will not be realized until 2030, when much of the legacy diesel fleet retires. Waiting around for these benefits proved unaccept-able to federal, state and local air agencies, technology innovators, fleet operators and commu-nities across the West Coast. Thus, in 2004, EPA Regions 9 and 10 launched the West Coast Collaborative.

An ambitious public-private partnership, the West Coast Collaborative leveraged resources and brought ultra-low sulfur diesel fuel and clean diesel technology to the West Coast well in advance of the regulatory schedules.

Clean Diesel Collaboratives were convened in many other regions of the country, catching the at-tention of Congress, which, in 2005, established the Diesel Emission Reduction Act (DERA) and reauthorized DERA again in 2011 (DERA is currently up for reauthorization). Since 2009, across the nation, $520 million of DERA funds were leveraged - with three times as much in private and other public funding - to retrofit or replace 58,800 engines. The result is up to $11 billion in monetized health benefits by reducing 313 thousand tons of NOx and 12 thousand tons of PM. In addition, the DERA projects saved 431 million gallons of diesel fuel, avoiding 5 million tons of CO2. Funding of DERA continues to receive bipartisan support, and, as we write, EPA has an open request for proposals for 2016 DERA grants.

Today, the WCC continues to innovate, leverage resources and convene partners to advance cleaner air sooner. Partnering with the Green Transportation Summit and Expo (GTSE) to co-host our West Coast Collaborative Partners Meeting is an excellent example of convening partners. As technology and policies continue to advance, so does the WCC partnership, promoting cleaner fuels, renewable fuels, more efficient drivetrain technologies, more “SmartWay” transport effi-ciencies and more intelligent transportation systems.

To effectively reduce the climate and air quality impacts of transporting goods and people on the West Coast, we need to approach the transportation system holistically. From a container mov-ing through a gateway port to an intermodal distributions center, to delivery trucks bringing goods to urban retail stores, to school buses transporting children, vehicles transporting workers, and equipment maintaining our infrastructure and power needs… technological innovation is helping to move us and our goods with less energy and pollution.

This combined WCC and GTSE event helps us bring it all together to be informed, inspired, and to take action. Region 10 is proud to be hosting the WCC Partners Meeting this year. The entire WCC team from EPA Regions 9 and 10 looks forward to connecting with you over the next few days, sharing ideas and opportunities, and moving forward together.

The West Coast Collaborative TeamDaniel Brown has spent the past 23 years working for the U.S. Environmental Protection Agency, in both national and regional offices, implementing voluntary and regulatory programs to reduce air pollution from energy, industrial and transportation sources. Currently, he works for EPA’s Region 10 office, leading

work on the West Coast Collaborative, Clean Power Plan and the Georgia-Basin/Puget Sound International Air Shed. He has an M.S. in Environmental Science and Engineering, a B.S. in Civil Engineering and is an AEE Certified Energy Manager.

Penny McDaniel is the EPA co-lead of the West Coast Col-laborative and director of the U.S.-China Green Ports and Vessels Initiative (GPVI), a bi-national initiative between the U.S. and China to reduce emissions from ports and vessels. Previously, she worked at the EPA in Washington, D.C., on systems-based climate change analysis, renewable energy development and green remediation. Penny created and launched EPA’s RE-Powering America’s Land Initiative, advancing implementation of renewable energy generation facilities on impaired lands. The RE-Powering America’s Land Initiative was recognized by the Harvard John F. Kennedy School of Government as one of the top 25 government programs in the Innovations in American Government Awards competition. She also developed U.S. EPA’s Cleanup - Clean Air program, establishing green remediation policies and practices in U.S.EPA regions throughout the nation. She started her career at the EPA as a Superfund Project Man-ager. Penny has been with the EPA for 18 years and holds a B.S. in Environmental Science and an M.S. in Environmental Management.

Lucita Valiere works for the EPA in the Region 10 Seattle office as an environ-mental protection specialist. She has worked in several media programs (Water Compliance, RCRA Program, and Air Program) throughout her career. She is currently in the Office of Air, Waste and Toxics, working on the Region 10 Diesel

Team and West Coast Collaborative as a DERA grants project officer. Lucita has been with the EPA for 37 years and holds a B.S. in Business Management from the University of Phoenix.

Karl Pepple is a recent transplant to the Office of Air, Waste, and Toxics at the EPA Region 10 Seattle office. He is a member of the West Coast Collaborative team. His work covers mobile source emissions, review of state implementation plans, review of conformity analyses, and work on grants for emission reductions. Karl

has a Ph.D. in Atmospheric Science from the University of Houston.

Keith Rose has been an environmental scientist in the Air Quality Program for the EPA, Region 10, for the past 16 years. He is responsible for strategic planning and assessment of the regional monitoring network, reviewing data for comparison to federal air quality standards, proving technical assistance for monitoring

projects, and providing regulatory guidance to the states on developing plans to reduce emissions that contribute to regional haze. From 1988 through 2000, Keith served as a remedial project manager in the Superfund program for EPA. In this position, Keith managed remedial investigations, feasibility studies and remedial actions at several sites in the Pacific Northwest contaminated with hazardous wastes in soil, groundwater and sediments.

John Mikulin is an environmental protection specialist in the EPA Region 9 Clean Energy & Climate Change Office located in San Francisco, working on federal air quality, energy and climate change program development and implementation in the western U.S. John’s current projects include DERA implementation and oversight, West Coast Collaborative stakeholder outreach and Clean Air Technology Initiative (CATI) coordination. Prior to joining the EPA, John worked for the California Council for Environmental & Economic Balance (CCEEB) as project manager of the California Environmental Dialogue (CED). John holds a B.A. in Political Science and Public Service from the University of California, Santa Barbara, and a Master of Public Policy degree from the University of California, Berkeley.

Francisco Dóñez works in the Air Division at the EPA Region 9 and is based in the Southern California Field Office in Los Angeles. He is the ports, marine and locomotive sector lead for the West Coast Collaborative. Francisco has a B.S. in Mechanical Engineering from MIT, an M.S. in Public Policy from Georgia Tech, and a

Ph.D. from the Energy and Resources Group at the University of California, Berkeley.

Trina Martynowicz’s professional back-ground spans a wide range of environmen-tal areas at the EPA. She currently works at the EPA’s Region 9 office in San Francisco, supporting projects, partnerships and policies to reduce greenhouse gases, such as converting methane into electricity and renewable natural gas to be used as a

transportation fuel. She also oversees the deployment of electric vehicles charged by a variety of renewable energy sources in the U.S. Pacific island territories and Southern California, and provides various innovative grants to significantly reduce air pollution. Most recently, Trina served as the special assistant to EPA Regional Administrator Jared Blumenfeld.

Featured SpeakersIn her new book “Driving the Future: Combating Climate Change with Cleaner, Smarter Cars”, Margo Oge chronicles the political and regulatory history that led to America’s first formal climate action using regulation to reduce emissions through innovation in car design and portrays a future where clean, intelligent vehicles with lighter frames and alternative power trains will radically reduce carbon pollution.

Margo retired as director of the Office of Transportation and Air Quality after 32 years with the EPA. While at the EPA, she was a chief architect of the most important improvements of air quality from the transportation sector ever, resulting in the prevention of 40,000 premature deaths and hundreds of thousands of cases of respiratory illness. She led the EPA’s first-ever national greenhouse gas emission standards for cars and heavy-duty trucks to double fuel efficiency by 2025 and reduce GHG emissions by 50%. She received Presidential Awards from Presidents Bill Clinton and George W. Bush and numerous environmental and industry awards. In commending her achievements, President Obama wrote, “Under your tireless leadership, we have realized significant

environmental achievements in the transportation sector, from making diesel fuels cleaner to finalizing the most aggressive fuel economy standards for cars and trucks out to model year 2025.”

Margo serves as a Distinguished Fellow with ClimateWorks, a non-governmental organization that works globally to strengthen philanthropy’s response to climate change. She is also vice-chairman of the board of DeltaWing Technologies, which is creating a new, high-efficiency passenger car based on the DeltaWing race car, and is a member of the board of the Union of Concerned Scientists (UCS), the International Council on Clean Transportation (ICCT), and the Alliance of Climate Education (ACE). She serves on the National Academy of Sciences’ (NAS) Board on Energy and Environmental Systems, the Department of Energy’s Advisory Committee on Hydrogen and Fuel Cells and the NAS’ Advisory Committee on Climate Change Research. She is also an advisor to Square Roots, a life science company. Margo has an MS in engineering from the University of Massachusetts–Lowell and attended George Washington and Harvard Universities. She resides in McLean, Virginia.

Prior to working on NGV issues, Stephe was

president of Energystics, an energy technologies consulting practice he founded in 1996 to help government and private industry commercialize advanced gas-fired cooling, distributed generation and industrial technologies. Clients included the Gas Technology Institute, US Department of Energy, a variety of HVAC/R and industrial process equipment manufacturers and leading national accounts in the restaurant, retail, healthcare and commercial building management sectors. Energystics’ project management services included initial assessment of feasibility, technology deployment, measurement/verification, cost-benefit analysis and – on government-funded projects - dissemination of demonstration project results and findings.

From 1986-1996, he held various communications and marketing positions at the Washington, DC-based American Gas Association, where he worked with energy service providers, manufacturers, and national accounts to promote new and emerging energy technologies. Stephe attended Rutgers, Drexel and Temple Universities, earning Bachelor’s degrees in Communications and Marketing. Stephe’s early career included a variety of advertising, public relations and communications positions, including a non-profit endeavor working with inner-city youth to advance writing and communications skills. Featured SpeakersDennis McLerran was appointed by President Barack Obama to serve as the Regional Administrator (RA) for Region 10, leading a staff of over 500 employees, with a responsibility for an annual budget of over $300 million. He was sworn in on Feb. 22, 2010. As the RA, Dennis oversees the implementation and enforcement of the federal environmental rules and regulations in Washington, Oregon, Idaho and Alaska, including 271 tribal governments in the Pacific Northwest and Alaska.

Before moving to the EPA, Dennis served as Executive Director of the Puget Sound Clean Air Agency, and has been involved in a wide variety of state, local and federal issues and jobs in both the public and private sectors. Dennis has over 30 years of experience as an advocate, attorney and administrator, working on environmental, land use and climate issues.

Dennis is a native of Washington state, and a graduate of the University of Washington and the Seattle University School of Law. He has been a Puget Sound area resident for all of his adult life.

Gary has held various management and leadership positions at Linn-Benton Community College since joining LBCC in January 2000. Prior to his employment with the college, he served for 16 years as a classroom teacher in the Colorado public schools, was employed as branch manager of a Fortune 500 industrial supply company, and he has owned a small business.

In July 2012, Gary was named the regional director for the LBCC extension campuses located in East Linn County. He is part of a team that envisioned a new Advanced Transportation Technology Center (ATTC), now sited on an 11-acre parcel in Lebanon, Ore. He serves as director of the center and oversees the associated academic programs located there. He continues in a leadership role in the ongoing development of the ATTC vision as it advances toward the completion of a heavy transportation building, an innovation center, an alternative fuel island, and an anaerobic digester…all with a clear focus on alternative fuels training and education.

Driving The Future: Combating Climate Change With Cleaner, Smarter Cars

Margo oge retired as director of the Office of Transportation and Air Quality after 32 years with the EPA. While at the EPA, she was a chief architect of the most important improvements of air quality from the transportation sector ever, resulting in the prevention of 40,000 premature deaths and hundreds of thousands of cases of respiratory illness. Margo also led the EPA’s first-ever national greenhouse gas emission standards for cars and heavy-duty trucks to double fuel efficiency by 2025 and reduce GHG emissions by 50%. She received Presidential Awards from Presidents Bill Clinton and George W. Bush and numerous environmental and industry awards. In commending her achievements, President Obama wrote, “Under your tireless leadership, we have realized significant environmental achievements in the transportation sector, from making diesel fuels cleaner to finalizing the most aggressive fuel economy standards for cars and trucks out to model year 2025.”
