The dream of owning a home is getting harder to achieve as lending conditions and credit controls tighten, so we are extremely fortunate to have the Keystart program in Western Australia to bring those dreams alive.Keystart has enabled many Westerns Australians to build a new home or enter the property market when they have not been able to secure a loan with a major lending institution.

The program was established by the State Labor Government in 1989 to provide low-deposit home loans to Western Australians unable to meet the deposit requirements from mainstream lenders. Since then, Keystart has helped more than 100,000 Western Australians to own a home when they thought the goal was out of their reach.

Keystart has enabled many Westerns Australians to build a new home or enter the property market.

Keystart keeps home ownership dreams alive

Keystart’s offer is unique in the Western Australian home loan market:

1 A lower deposit scheme. The deposit required in the metropolitan area is two per cent of the property purchase price and up to seven per cent in regional WA depending on the property price and its location. For first homebuyers, the First Home Owner Grant can contribute toward the deposit.

2 No lenders mortgage insurance (LMI). LMI is typically required by other lenders if clients fall short of their deposit requirements. Keystart saves clients between $8000 and $10,000 by charging no LMI.

3 No ongoing monthly account-keeping fees.

Clients are exclusively Western Australian residents and typically those who cannot meet the deposit requirements from private lenders. In order for clients to

be successful with the home ownership journey, it is necessary for them to earn a sufficient income, usually from employment, to meet their home loan obligations comfortably.

Master Builders welcomes the recent announcement by Housing Minister Peter Tinley to extend the loan book of the Keystart scheme by $420.9 million as part of a suite of measures to improve housing affordability for Western Australians.

Keystart is a key component of the State Government’s Affordable Housing Action Plan. In this important plan, the Government commits to delivering 7700 homes for people on low to moderate incomes, as well as investing in new construction that will support $2.3 billion in economic activity and almost 6000 jobs over the three-year plan. It also increases the previous 2010-2020 target of 30,000 affordable housing opportunities to a minimum of 35,000 by 2020.

Master Builders has been calling on the State Government to assist first homebuyers and the residential building industry as it attempts to adjust to the dramatic fall in activity, so we are pleased to see this development and congratulate the State Government on this great initiative to increase the Keystart loan book.

Now this significant announcement has been made, it is critical to adjust the income level requirements of singles, couples and particularly families, which will allow many who do not qualify for either Keystart or a major financial institution to secure finance to build a home.

The festive and new year period is usually a joyous occasion for everyone. However with the fun and frivolity also comes a tendency to spend a bit too much.This is all well and good while you are having the fun, but when the time comes to pay those bloated credit card bills in January and February, reality starts to hit home.

For most people racking up debt is a lot easier than paying it off, but being able to pay it off in a timely and effective manner is essential when looking to buy your first home.

The Loan Company General Manager Simon Kahl said saving for a deposit could be tricky and required dedication but with the right approach it was definitely possible. To help with the process he has identified his top seven tips for the best ways to pay back debt and save a deposit.

1. WORK OUT HOW MUCH YOU’RE SPENDINGCreate a spreadsheet and track your expenses for a month – record everything so you can see where your money is going.

“You may be spending much more than you think on some things – more than you can really afford,” Mr Kahl said. “Being able to see it in black and white really puts it into perspective.”

2. DECIDE WHERE YOU CAN CUT BACKWith a clear idea of how much you spend each month, you can figure out how much you really need to spend and where you can cut back.

“That second coffee every day could be costing you $20 a week – that’s $1000 a

Conquer debtyear,” Mr Kahl said. “Buying your lunch rather than bringing it from home could cost you $2500 a year. Buying one less bottle of wine a week could save you another $1200 a year.

“With a bit of commitment, you can rein in your spending and have more money available to start saving for that deposit.”

3. MAKE A BUDGETThe only way to get on top of your credit cards is to stop using them. Make a budget for the money you need to spend each week or fortnight, based on how much money is coming in and what your necessary expenses are, and stick to it.

“Calculate how much is left over after you’ve paid for the necessities, then figure

out how much you want for discretionary spending and how much you can put towards saving a deposit,” Mr Kahl said. “Also, put money into a contingency fund to cover unexpected expenses – such as car repairs – that could bust your budget and cause you to reach for the credit card.”

4. PRIORITISE YOUR DEBTWork out how much money you actually owe on all of your credit cards and loans – you may not realise how much the total is. When you know how much debt you’re in, you can think more realistically about repaying it.

“You need to pay at least the minimum amount due on all credit cards each month to avoid going backwards, and in some cases being charged fees and penalties,” Mr Kahl said. “But by paying only the minimum, you may never get the cards paid off; you need to pay more to make progress.

“Consider paying off high interest credit cards and loans first to save on interest, or paying smaller debts first to give you the sense you’re getting ahead, and that paying off your debts is possible.”

5. MAKE A REPAYMENT OR SAVINGS PLAN Armed with your budget and having worked out your priorities, you can plan which debts you will pay off over what period of time or what savings targets you are required to achieve to save a deposit.

Having a plan will increase your sense of control over your path to home ownership and sticking to it will increase your sense of achievement.

6. SET GOALS AND CELEBRATE THEM

The thought of paying off all your debt or saving a deposit may seem daunting, so breaking it down into milestones will help you see the way ahead. Set goals such as paying off 10 per cent, then paying off 25 per cent and so on.

“Don’t forget to mark and celebrate each time you reach a milestone – buy yourself lunch or go to a movie as a small reward for your achievement,” Mr Kahl said.

7. STICK TO THE PLAN – AND RIDE OUT THE SETBACKS

Keep going with your repayment plan or savings plan.

“If you have an unforeseen expense, stay positive,” Mr Kahl said. “Avoid feeling demoralised or derailed by looking forward to the next milestone – you can get there!”

Meet The Honolua Bay by GO Homes. This dreamy four-bedroom, two-bathroom home with large scullery, theatre and dressing room is in Burns Beach Estate, a premium beachside development.

The design concept for this home is ‘refined bohemian’. We wanted to produce a home that had a less conventional coastal vibe, with a touch of bohemian and ethnic style, yet also mixes the use of classic and contemporary features.

A sense of luxury and glamour has been added throughout the home using interior accessories from Kim Soo, Concreate panels to the theatre available through Trevors Carpets, rattan and timber furniture pieces and iconic art pieces by Danielle Cross to both the master suite and the dining areas.

coastal vibe is to repeat either a light vinyl plank or timber laminate throughout. We chose Polaris – Glimmer Vinyl Plank from Trevors Carpets.

Sheers have been used throughout all bedrooms and living areas, adding a soft textural element to each room. We chose Filagree – Odin Marble sheers from ABC blinds. A great tip is to place the track to the underside of the cornice, in lieu of the top of the window to generate the illusion of added height to each room.

The Honolua Bay is at 89 Burleigh Drive, Burns Beach and is open for viewing on Mondays and Wednesdays from 2-5pm and Saturdays and Sundays from 12-5pm.
