Precise Venture Holdings Limited (PVHL) proposes to the Government of India (GOI) to initiate a new innovative Municipal Sewage Conversion to Compressed Natural Gas (CNG) and furthermore enabling Sewage Water Conversion into 100% Clean Agriculture Irrigation Water project in New Delhi Capital City with the goal of cleaning up 100% of the pollution and effluents going in the precious and critical water supply of Yamuna River

In view of the above, prior to delivering the needed funds and capital for the planned initiative by the Indian Government, Precise Venture Holdings Limited (PVHL) of Hong Kong and its US based Engineering Group will be charging a preliminary consultancy fee from the New Delhi Government Exchequer for site, location and contractual evaluation for the daily Municipal Sewage Conversion to Compressed Natural Gas (CNG) and furthermore for enabling Sewage Water Conversion into Clean Agriculture Irrigation Water project with the goal of cleaning up the pollution and effluents in the Yamuna River. It is anticipated that almost 100% of the pollution in the Yamuna River will be stopped with this project on a long term basis. In a step to check pollution levels in the Yamuna, together with Precise Venture Holdings Limited (PVHL) contractors and consultants, the Delhi government will now undertake a comprehensive interceptor sewer project to ensure that water from drains is treated before being discharged into the Yamuna. Assisting with the clean-up project, the Precise Venture Holdings Limited (PVHL) contractors and consultants working with the DELHI JAL BOARD (DJB) will prepare a Sewerage Master Plan 2031 and will lay the sewerage systems in areas which do not have sewer lines. THE DELHI JAL BOARD (DJB) will set up a 59-km-long interceptor sewer along three major drains (supplementary, Najafgarh and Shahdara) to intercept sewage from around 190 subsidiary small drains and transport it to the nearest sewage treatment plant (STP) which will process all sewage through specialty Plasma Plants especially imported from the United States of America (USA), Germany and Canada and partly outsourced from India for whatever components can be manufactured on a local level. The interceptor sewer between Aruna Nagar JJ cluster up to the outfall of Khyber Pass drain, which intercepts untreated sewage from Sweeper Colony, Magazine Road and Khyber Pass drain, will be functional by June 2015. The discharge intercepted from these drains will be pumped to Nigam Bodh sewage pumping station (SPS) and taken to Okhla STP, which has a treatment capacity of 170 million gallons per day (MGD). Effluents from Metcalf House, Qudsia, Mori Gate, Tonga Stand and Civil Military drains will be intercepted into the Ring Road trunk sewer, which was recently rehabilitated under Yamuna Action Plan-II. Sewage collected from these drains will be pumped to Okhla STP through Ring Road SPS. The work will be completed by June next year. The new STPs at Pappankalan, Nilothi, Delhi Gate, Chilla and Kapashera will be designed to achieve high standards to treat effluents, with Bio Oxygen Demand (BOD) above 100 ppm and Suspended Solids (SS) below zero (0) PPM. Due to the expansion of the city, with more than 1,600 un-authorized and regularized colonies, 189 rural villages and its extensions, and more than 1,000 JJ clusters, sewerage facilities will now be provided in many areas enabled by legal, regulatory and institutional support. Untreated sewage that has been discharged into storm water drains and then into the Yamuna, thereby, polluting it, this will all change forever. This new innovative PVHL IC1 JALPRAYAG SYSTEM™ will enable the DELHI JAL BOARD (DJB) and the NEW DELHI MUNICIPAL AUTHORITY to convert 100% of the sewage into 100% Clean Agriculture Irrigation Water, Specialty Nutrients which includes Phosphates necessary for fertilizer and the viable production of Highly Combustible Compressed Natural Gas (CNG) throughout the New Delhi Capital City with the goal of cleaning up 100% of the pollution and

effluents going in the Yamuna River. All treated effluents will be used up as the raw material feedstock for the Plasma Plants and will not be discharged into any drains. All drains will be used for storing and collecting the harvested 100% clean Agriculture Irrigation water which will then be diverted through specialty pipelines and sold at a subsidized rate to farmers who require100% Clean Agriculture Irrigation water for their organic farming. This will ensure that droughts due to scarcity of water in the adjoining territories of New Delhi will become a thing of the past which will spur greater food production and harvest needed by the millions of citizens of New Delhi. There are viable plans to even export such organic food production from these plantations to domestic and internationl markets.

THE OKHLA STP MUNICIPAL SEWAGE OF 170 MILLION GALLONS PER DAY (MGD) WILL BE CONVERTED INTO APPROXIMATE 1000 MEGA WATT HOUR (MWH) (1 GIGA WATT HOUR) ELECTRICITY FOR NEW DELHI ELECTRICITY BOARD ON A DAILY BASIS FOR SUPPLY TO NEW DELHI CAPITAL CITY AND ADJOINING CITIES, TOWNSHIPS AND VILLAGES – NATO OTAN PARAMILITARY MISSION CONTROL FOR INTERNATIONAL AMNESTY AND CIVILIAN PROTECTION. Under the newly revised policy of the NATIONAL THERMAL POWER CORPORATION (NTPC) after consultation from the Ministry of Finance and the Ministry of Natural Resources, the BADARPUR THERMAL POWER STATION will be fully configured with new technologies and systems switching to a 100% Compressed Natural Gas (CNG) based operation. This will ensure the doubling of its electrical generation capacity from the currently installed 720 Megawatts (MW) to 1440 Megawatts (MW) in a short period of time as the project moves forward enabling NTPC to realize higher gains and profitability in its operations spurring the spread of the profit into specialty high yield income derivatives based finance designed for restructuring and re-engineering its old Thermal Power generation systems, plants and equipment. A further profit will be realized from the reduced cost of transportation of coal from Jharia in Jharkhand all the way to New Delhi. It does not mean that NTPC will devolve its equity stake in the JHARIA COAL FIELDS. On the contrary, NTPC will step up its investments into the JHARIA COAL FIELDS for the CONVERSION OF HARD COAL ROCK INTO HIGHLY COMBUSTIBLE COMPRESSED NATURAL GAS (CNG) relying on the latest and most advanced Plasma Pyrolysis Systems technical capabilities provided by PRECISE VENTURE HOLDINGS LIMITED (PVHL AND GHBH USA Technical Partners and Engineering Groups.

WITH ESTIMATED PRODUCTION OF OVER 20,000 MHW (20 GWH) ELECTRICITY IN THE CATCHMENT AREA REGIONS OF THE YAMUNA JALAPRAYAG KSHETRA – NATO OTAN PARAMILITARY MISSION CONTROL FOR INTERNATIONAL AMNESTY AND CIVILIAN PROTECTION

This will be generated in-house through sales of debentures, shares and warrants and further through the capital and cash enhancement programs under the sovereignty of Precise Venture Holdings Limited (PVHL) of Hong Kong which is the principal investor which will be financing the Government of New Delhi for this innovative but arduous program of re-engineering the state finances and capital needed for critical services and maintenance projects that enable greater generation of electricity in power starved areas, especially industries, municipalities and most important like running the New Delhi Metro and the New Delhi State Transport CNG Buses on a daily basis, which is the lifeline of commuter operations and for further eliminating all toxins, viruses, bacteria and other pollutants from the New Delhi Municipal Water Supply. Nearly 2849 kilometers of winding river-way, filled with daily cultural events, modern and

ancient temples, tourist with scenic grand architectures, fishing & aquatic life, agricultural

industries, industrial and commercial waste, municipalities’ solids & liquid waste streams are

becoming extremely more toxic and polluted, unbearable for those that depend of the Yamuna

River for their survival and livelihood. Nearly 400 Million people and citizens of India are

depending on the Yamuna River that is basis of life of most. PVHL has the most advanced

technologies, innovation and integrated cost effective development plan to execute a fully

sustainable solution for the benefit and well- being of the Indian population.

Water is both Energy and Power, what better place to

demonstrate this than on the Yamuna River!

We propose a top down approach with multiple

implementation sites for the initial phase of the

project. The city areas of just south of New Delhi as

the lower point and to the Northern major cities

Yamuna. The elevation and outlay of the river is

supportive to relatively simple solution because of

the wide span of the waterway. The wastewater

infrastructure catchment systems, central sewage

pipes would be parallel with the river on both sides

of the river as needed in heavy populated areas.

We would address the cultural burial issues with

consultation for an innovative acceptable practice.

Cremation systems can be very efficiently using the

natural gas created from cleaning the toxic river.

Another issue is 85% of the population practice

cremation, according to released statistics. This

results in the cutting down of an estimated 50

million trees and approximately 8 million tons of

carbon dioxide each year. By using our Ultra Clean

Gas and providing alters, resolves problems

Basic infrastructure concept plan requires our advanced technologies, well-trained

management staff, effective government administrations, cooperation with media and public

relations and a solid implementation plan from a detail structured concept model. We also

know we need to make a business model that allows for sustainable financial solutions from

cradle to grave.

The intent would be to produce 90+% construction materials from the local regions, +

machines.

Below is a general image of the concept for visualization. This picture shows the river length of a

few kilometers. Two pipe systems on the left and one pipe or two pipes on the left depending on

the population or industrial wastewater needing treatment. The scope and scale of the project of

2849 kilometers would still only take 3.5-4 years to complete at the most.

Our fully integrated infrastructure and technology would initially supply general wastewater

destruction and provide potable water for the population of the highest quality. Sewage treatment

systems can be added as further infrastructure is put in place. Industrial and toxic waste treatment

centers will be built into our main water collection stations. The destruction of sewage, waste

water and toxic materials in conjunction with a further plan to integrate solid waste treatment

centers within our processing stations to handle 100% of the municipal waste.

The estimated sustainable electrical power generated is not less than

20,000 MWh (20 GWh) capacity based on Non-Petroleum Fuel Supply

The Yamuna River is of great importance to the New Delhi Capital City

and the adjoining territories, cities, townships and villages of the country

to sustain life and preserve the culture

This site with the deep river allows for us to create a river control solution to prevent flooding,

remove heavy siltation issues, at the same time provide the best location to place waste water and

sewage main pipes in the lowest elevation for a long term solution with fewer or no pump stations.

As can be seen in the image, the rivers output streams generates a lot of silt and traps toxic and

industrial waste within the riverbed. The water is shallow, silt is exposed at mid and lower water or

tides the smell from the bacterial and algae grows more toxic. Water is very contaminated and

prevents personal & business usage. In addition, toxins generated create major long-term damage

to public, aquatic life, damages crops, and generates water born health problems. Furthermore,

silt beds of this type create navigational hazards and lower land values, whereas a structured river

system creates health and wealth restoring peoples' faith.

The sunken-works required to achieve this goal would be at great cost to us as developers,

however would add even great value to the local communities, creating many full and part time

employment opportunities.

"Ultra Clean Fuels" (UCG) is a CNG/

Compressed Natural Gas, it is not a petroleum

product. Liquid fuels can also be produced for

organic waste known as "Bio-Fuels" and or

for creating but to clean up the waste of the

world to produce all the fuels we want or would

ever need. Sustainable

Energy Technologies would include fuels

processed from both waste and River water.

Since the "Ultra Clean Fuels" (UCG) is a CNG/

Compressed Natural Gas and is not a petroleum

product, it can easily enable rapid conversion of

terrestrial automotive vehicles into CNG

transport thereby reducing all kind of pollution

and furthermore reduce the reliance on

imported petroleum fuel from overseas.

The river port would be designed to handle

liquid fuels and compressed gas fuels for

cargo container, tanker trucking and barges

"Clean Energy" Electricity Power Production

Our electricity production facilities are modular power plants. This gives us the capability to expand the sites with just 3-6 months advance notice. We intend to start with a pilot plant with the production rate of not less than 40 Megawatt per hour. Our base plan would hope to enter into agreement for 1000 MWh within 12-18 months.

The total development design plan would be

for 20000 MWh for the long-term goal. We can offer stable and sustainable production prices and clean the environment at the same time. Surplus Ultra Clean Non-Toxic Compressed Natural Gas (CNG) would exceed the countries fuel requirements at a minimum of US$9.50/MMBTU Base price delivered

When developing for 20000 MWh Capacity

we would manufacture 80-90% of new

processing systems on sites within the

country and include solid waste

destruction in the plan.

Developing our Energy Production in the on the river areas can be a huge advantage to the

local community because we can also process the water to provide high-grade potable water.

In the second stage processing waste streams would further separate the contaminants from

the water producing highly refined organic gas that we structure to a high quality synthetic

gas that burns cleaner than LPG, CNG and other processed fuels. The high-grade water

production can be placed directly into the community water systems and would be of a higher

standard than any bottled water in the market in the country today.

Providing that the existing water pipes in the community be of food safe standards, no boiling

or filtering of water would be required. Health benefits of clean potable water will almost

eliminate most skin and water-born sickness from the communities.

The existing Distilled and Mineral Water packaged in bottles by existing manufacturers have a

low grade of Oxygen content up to a maximum of 20 ppm Oxygen per 1 Litre Water Bottle.

Precise Venture Holdings Limited (PVHL) will provide Ultra High Grade Super 100% Pure

Water up to 200ppm Oxygen content per 1 Litre Drinking Water, at 400 ppm Oxygen content

per 1 Litre Drinking Water. In special cases, Precise Venture Holdings Limited (PVHL) will also

cater to special healing requirements for maternity use, prior to delivery of natural birth

children, expectant mothers will be provided with AMRTAJAL AMRTA 100% Pure Water at 700

ppm Oxygen content per 1 Litre Drinking water all pre-packaged at the AMRTAJAL Purification

plants. The 700 ppm oxygen water is capable of reducing up to 80% of the labour pains for

expectant mothers and reduce severe instances of blood loss. The 400 ppm Oxygenated water

also assists young teenage girls and women with reduction in blood loss during menstrual

and ovulation time and helps keep them in better overall health and temperament.
